A national workshop on “Unlocking Trade-in Services Opportunities for Youth and Women-led Businesses in SADC Countries” was launched this morning at the Labourdonnais Hotel in Port Louis. The two-day initiative, running from 08 to 09 April 2026, brings together key stakeholders to explore opportunities in regional trade in services.
The opening ceremony was attended by Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful; Economic Development Board (EDB) Mauritius Chief Executive Officer, Mr Mahen Abhimanu Kundasamy and Director, Industrial Development and Trade at the SADC Secretariat, Mr Dhuraj Kassee.
In his keynote address, Minister Ramful underpinned that the workshop aims to enhance access for women and youth to opportunities in trade in services within the SADC region. He acknowledged the challenges often faced by these entrepreneurs, such as limited access to finance, difficulties in reaching markets, and inadequate information on regional trade systems. The workshop, he explained, would equip participants with practical tools to navigate these systems and seize business opportunities effectively.
The Minister further highlighted the growing importance of trade in services as a driver of economic growth, underlining its significant contribution to Mauritius’ GDP and employment. He noted that digitalisation and e-commerce are transforming service delivery, enabling businesses to expand into international markets more efficiently. “This workshop provides a timely platform to empower women and youth, strengthen their participation in regional trade and support inclusive and sustainable economic development,” he added.
For his part, Mr Kassee emphasised that trade in services has become a key driver of economic growth, innovation, and regional integration within the SADC region. He pointed out that while women and youth-led enterprises are increasingly contributing to this sector, they continue to face challenges such as limited access to finance, market information and regulatory constraints.
Organised by EDB Mauritius in collaboration with the Southern African Development Community (SADC) Secretariat and the Ministry of Foreign Affairs, Regional Integration and International Trade, the workshop aims to equip youth and women entrepreneurs with practical skills to access and grow within SADC regional markets.
The programme features sessions on the SADC Protocol on Trade in Services, digitalisation, artificial intelligence, digital payments and branding, while also providing a platform for experience-sharing by successful women-led businesses.

BackWorkshop focuses on strengthening National Hydrography Capacity
The Ministry of Housing and Lands organised a workshop yesterday in Ebene to mark World Hydrography Day 2026, bringing together relevant stakeholders involved in the maritime domain, surveying and related technical fields. It provided a platform for stakeholders to discuss ways to strengthen the national hydrography capacity and improve coordination among institutions engaged in marine data collection and management.
Every year, on 21 June, the International Hydrographic Organization and its Member States celebrate World Hydrography Day, showcasing the vital role hydrography plays in improving our understanding of the ocean and supporting its safe, sustainable and productive use. The theme for World Hydrography Day 2026 is Transforming How Ocean Data Is Shared.
Participants reviewed ongoing efforts to further structure and modernise hydrographic functions in Mauritius in line with international best practices. A key focus of the discussions was the ongoing initiative to establish a full-fledged national hydrographic office. The proposed framework aims to consolidate existing expertise, enhance inter-institutional coordination and reinforce the country’s technical capabilities in hydrographic surveying and data management. A draft proposal has already been circulated to relevant stakeholders for consultation, with input being sought to refine and finalise the institutional arrangements.
The key role of hydrography in ensuring safe navigation, supporting sustainable ocean management and enabling informed decision-making in maritime development was also on the agenda.
Speaking during the opening ceremony, the Senior Chief Executive of the Ministry of Housing and Lands, Mr Mohummad Shamad Ayoob Saab highlighted the need for enhanced collaboration among all stakeholders and departments involved in hydrographic work. He pointed out that sustained cooperation is essential to ensure coherence in policy decisions and their implementation, as well as to support the successful development of the national hydrographic capacity.
Mr Ayoob Saab further underlined that Mauritius is well positioned to strengthen its role in the southern Indian Ocean region through better technical capacity and improved institutional coordination. He also recalled previous regional engagements and the importance of continued collective effort in advancing shared maritime objectives.

BackNADC and UoM organise multidisciplinary discussion to examine key drug issues
Tertiary
students were encouraged, by the Minister of Tertiary Education, Science and
Research, Dr Kaviraj Sharma Sukon, to abstain from substance use and to raise awareness
among their peers and community to foster a safe drug-free environment on their
campus.
The Minister made this intervention during the launching of a half-day workshop focusing on the theme, ‘Addressing Drug Use through Public and Social Equity: Youths and Communities at the Center’ this morning at the University of Mauritius (UoM), in Réduit.
The initiative was held in context of the International Day Against Drug Abuse and Illicit Trafficking 2026 being marked under the theme ‘The World Drug Problem: Persisting Issues, New Challenges, Innovative Responses’.
The National Agency for Drug Control (NADC) in collaboration with the Faculty of Medicine and Health Sciences of the university, regrouped a multidisciplinary panel discussion with experts from the Agency, academia, and civil society organisations to examine issues such as addiction, trauma, social equity, stigma, HIV/AIDS, community-based prevention, harm reduction, and evidence-based treatment approaches for substance use.
In his keynote address, Dr Sukon underscored the Government's priority in combating drug abuse so that no child is left trapped by addiction. This unwavering commitment is clearly demonstrated in the 2026–27 Budget, which channels substantial financial resources into the national anti-drug initiative, he recalled.
He highlighted the commitment of different Ministries to partake in this mission for the nation's welfare, stressing the urgent need for collaboration across the academia. He noted with concern that the 2024 National Drug Observatory Report showed that three-quarters of the 1,081 public hospital admissions were young people aged 18 to 35.
“Addressing this urgent issue requires a multidisciplinary approach. We need every academic discipline involved to protect our students on all higher education campuses,” stated the Minister. Additionally, he called on the NADC and the UoM to conduct campus-specific drug research to enable targeted actions.
Speaking about the theme of the International Day Against Drug Abuse and Illicit Trafficking 2026, the Chairperson of the NADC, Ms Nadia Peerun, said that it prompts us to critically reflect on our national response to address new and persisting challenges and act with innovative responses. She underpinned prevention as a first line of defence, stressing the need to equip young people with knowledge, resilience and skills to help them make informed decisions, thereby reducing future harm and strengthening the society.
As regards tackling addiction, the Chairperson of the NADC stated that it should be viewed beyond a criminal justice lens, requiring instead a more comprehensive understanding to design more effective and humane responses.
The Dean of the Faculty of Medicine and Health Sciences, Professor (Dr) M F Mahomoodally, qualified the initiative as an excellent platform to learn and undertake meaningful dialogue on tackling one of the most pressing public health and social challenges of current times.

BackFCC Workshop Reinforces Board Accountability in Preventing Financial Crimes
A high-level workshop on the theme, "The Role of Boards: Preventing and Acting Against Financial Crimes", organised by the Financial Crimes Commission (FCC), commenced this morning at the FCC Headquarters in Réduit Triangle, Moka.
The workshop seeks to strengthen the capacity of Chairpersons, Directors and Board Members of public organisations to effectively discharge their responsibilities in preventing, detecting and responding to financial crimes, in line with the provisions of the Financial Crimes Commission Act 2023.
In his address, the Director-General of the FCC, Mr Titrudeo Dawoodarry, underlined the Commission's aim to foster a mindset shift that encourages Board Members to uphold the highest standards of transparency, accountability, and integrity during the exercise of their duties. He emphasised that integrity must be the norm—not the exception—for individuals in key decision-making roles that influence the country's growth and prosperity.
He deplored that the FCC has already identified numerous instances of board-level wrongdoings, resulting in 26 chairpersons and board members being summoned for interrogation under warning. Among them, several cases have been referred to the Office of the Director of Public Prosecutions (DPP), while two are currently before the Court. He recalled that these investigations are the direct consequence of poor governance, which has not only wasted public funds but also severely eroded trust in the country’s institutions.
Moreover, Mr Titrudeo Dawoodarry called on Chairpersons and Board Members to lead by example for their organisations, their colleagues, and the entire country. He underlined that their decisions must be grounded in ethics, transparency, and accountability.
"Your contribution in this position of high responsibility will shape the future of our country and the generations to come," he stated. He encouraged them to speak up and stand firm against any wrongdoing, expressing confidence that by fully understanding their responsibilities, they will help build a better Mauritius.
The workshop
Through this initiative, the FCC sought to promote a culture of integrity, transparency, accountability and good governance across public institutions, while reinforcing the strategic role of Boards in preventing financial crimes.
The workshop featured a series of presentations covering key topics, including financial crimes under the FCC Act 2023; the prevention of electronic fraud within institutions; good practices and common pitfalls for Board Members, and the promotion of exemplary governance through the roles, responsibilities and sound judgement expected of Boards.
Also on the agenda was a panel discussion on "Promoting Board Leadership and Governance in the Fight Against Financial Crimes".

BackPM Ramgoolam highlights Mauritius’ Liberal Visa Policy and Upcoming E-Visa System
The Prime Minister, Dr Navinchandra Ramgoolam, informed the National Assembly, yesterday, that Mauritius maintains a liberal visa regime while ensuring robust immigration controls to safeguard national security and facilitate legitimate travel in response to a Parliamentary Question on the issuance of visas to foreign nationals.
The Prime Minister explained that, under Section 20 of the Immigration Act, an Immigration Officer may admit tourists, businesspersons and other visitors to Mauritius, who are then issued with a visa specifying the conditions and authorised period of stay.
He indicated that, in accordance with Regulation 25 of the Passport Regulations 1968, every non-citizen seeking entry into Mauritius is required to satisfy a number of immigration requirements. These include holding a passport that remains valid beyond the intended period of stay, possessing a valid return ticket, being eligible to re-enter the country of origin or residence, demonstrating sufficient financial means to support the stay, having confirmed accommodation or sponsorship, refraining from engaging in any gainful employment, and not being classified as a prohibited immigrant.
The Prime Minister stressed that any non-citizen who fails to meet any of these requirements is not admitted into Mauritius, irrespective of nationality.
Highlighting the country’s openness to international visitors, the Prime Minister noted that Mauritius has been ranked 10th out of 199 countries in the 2026 Henley Openness Index, which measures the number of nationalities a country permits to enter without obtaining a visa beforehand.
He pointed out that while the majority of foreign nationals receive a visa on arrival, nationals of 15 countries are required to obtain a visa before travelling to Mauritius, in accordance with Section 12 of the Passports Act and the Eleventh Schedule of the Passport Regulations.
The Prime Minister further indicated that the inclusion of countries on the prescribed list is determined after careful assessment of several factors, including national security considerations, international relations, immigration policy and the risk of visa abuse.
According to guidelines issued by the Passport and Immigration Office, nationals of these countries are required to submit their visa applications at least one month before their intended travel date. Where all required documentation is in order, visa applications are generally processed within approximately 12 working days.
The Prime Minister emphasised that nationals of the prescribed countries remain welcome to visit Mauritius and are not charged any visa fee. He added that, in addition to the standard immigration requirements, the Passport and Immigration Office conducts enhanced security checks before granting entry clearance.
The Prime Minister additionally highlighted that the Budget 2026–2027 makes provision for the introduction of a new digital e-visa system. The platform will enable non-citizens from all countries to apply for and obtain an electronic visa prior to travelling to Mauritius. According to the Prime Minister, the new system will strengthen border security by reducing the risk of entry by mala fide individuals while also facilitating smoother passenger processing and reducing queues at arrival terminals.

BackMarine Biodiversity: Bolstering Mauritius Blue Economy through DNA Technologies
The Mauritius Oceanography Institute (MOI) is forging ahead marine biodiversity conservation projects and supporting the sustainable development of the blue economy through the application of cutting-edge genetic technologies, namely DNA barcoding and environmental DNA (eDNA) monitoring.
In light of the ever-increasing importance of molecular approaches in biodiversity research, the MOI has launched a DNA-barcoding project entitled “Assessment of Marine Living Resources in the Exclusive Economic Zone (EEZ) of Mauritius.” The initiative combines modern genetic techniques with conventional taxonomy to improve the identification and documentation of marine species within Mauritius’ vast maritime territory.
To date, the project has successfully inventoried 186 species of market fish, 21 species of sea cucumbers, and 66 species of marine molluscs. The Institute is currently extending its research to marine crustaceans. The genetic information gathered has been compiled into the MOI’s online Marine Diversity and Genetics Databank, creating a comprehensive national reference library that supports species identification, fisheries management, biodiversity conservation, seafood traceability, and the sustainable use of marine resources.
According to the Director of the MOI, Dr Daniel Marie, the DNA-barcoding initiative has considerably strengthened the country's capacity to accurately identify marine species and has enhanced evidence-based management of marine living resources.
“The initiative has also generated critical baseline data on marine biodiversity within Mauritius’ EEZ, contributing to the protection of vulnerable species, the promotion of sustainable fisheries, and the alignment of economic development with biodiversity conservation and ecosystem resilience,” he said.
Building on the expertise and infrastructure developed through the DNA-barcoding programme, the MOI is now integrating environmental DNA (eDNA) methodologies into its marine biodiversity assessment activities, particularly under the Marine Resources Mapping Project.
Environmental DNA is an innovative and non-invasive technique that enables scientists to identify species by analysing traces of genetic material present in seawater samples. Unlike traditional survey methods that often require the capture or direct observation of organisms, eDNA can rapidly detect a wide range of species while minimising disturbance to natural habitats.
“The technology offers significant opportunities for near real-time biodiversity assessment and can facilitate the monitoring of endangered, protected and commercially important species. It also enables the identification of biodiversity hotspots and supports the monitoring of ecosystem changes across the marine environment,” Dr Marie emphasised.
The marine environment remains one of Mauritius’ most valuable natural assets, underpinning key economic sectors such as fisheries, tourism, biotechnology, pharmaceuticals and other emerging blue economy industries. Marine ecosystems also play a vital role in supporting food security, employment and livelihoods.
However, increasing pressures from pollution, habitat degradation, overexploitation of resources, invasive species and climate change are threatening marine biodiversity. Ocean warming and acidification, in particular, are accelerating ecosystem degradation and increasing the risk of species loss before they can be adequately documented.
In this context, the adoption of advanced molecular tools is expected to strengthen the country's ability to better monitor biodiversity, assess ecological responses to environmental pressures and support evidence-based decision-making. The integration of eDNA into biodiversity monitoring programmes will enhance Mauritius’ capacity to conserve its rich marine heritage, improve the resilience of marine ecosystems, and support the long-term sustainability and competitiveness of the nation's blue economy.
The MOI's ongoing initiatives align fully with Government's vision for the sustainable management of marine resources and clearly demonstrate how scientific innovation can contribute to biodiversity conservation while supporting economic growth and national development.

BackInfrastructure: New footbridge ensures safer connectivity
The Minister of National Infrastructure, Mr Govindranath Gunness, inaugurated a new footbridge, this morning, at Les Casernes in Curepipe. The project aims to provide a better connectivity through a safer and more secure infrastructure for pedestrians who frequently use the ‘Impasse Tuyau’ shortcut to access Sir Edgar Laurent Street and Route du Jardin.
Works, to the tune of some Rs 3.7 million, started on 04 March 2026 and were completed on 01 July 2026. The project consists of: the construction of a new footbridge of 11 metres long and 1.2 metres wide made up of steel I-Beams and anti-skid chequered plate footing; fixing of handrails; and the provision of pedestrian walkway.
Several personalities were present at the inauguration ceremony.
In a statement, Minister Gunness highlighted that the previous footbridge, which was approximately 10 metres long and 0.8 metres wide, was in a deplorable state and presented several structural distresses. He pointed out that the condition and narrowness of the old footbridge represented a serious safety hazard for pedestrians while also severely impacting the connectivity for local inhabitants. “It was therefore urgent to reconstruct the footbridge,” he added.
According to him, the inhabitants made several requests in the past for an upgraded footbridge. “Pedestrians are now able to use Impasse Tuyau safely, even during bad weather conditions,” he stated.

BackCurrent financial year marks pivotal phase for Metro Express Ltd, states Minister Mahomed
The Minister of Land Transport, Mr Mahomed Osman Cassam Mahomed, underscored, yesterday in Port Louis during a press conference, the significance of the current financial year for Metro Express Ltd (MEL), describing it as a pivotal year for the company as Government has allocated approximately Rs 1.64 billion to initiate debt recovery, commence the refurbishment of light rail vehicles, and meet the company's current expenditure.
The Minister was speaking in the presence of the Chief Executive Officer of MEL, Mr Rishikesh Brojmohun, and other senior officials.
The press conference followed an online meeting as regards the wider benefits of the Metro Express light rail system with Crossrail International Ltd, a public body of the United Kingdom (UK) Government's Department for Transport, which is engaged through the UK Green Cities, Infrastructure and Energy Programme.
Crossrail International Ltd is providing technical assistance under the UK-Mauritius Strategic Partnership Framework within the Growth, Trade and Investment Agenda. It has supported the Office of the Public Sector Governance in undertaking an Operations and Maintenance Review of MEL.
During the press conference, Minister Mahomed recalled that between 35,000 and 36,000 passengers use the light rail service daily. He highlighted the key findings of the review conducted by Crossrail International Ltd namely that the Metro Express system generates core monetised benefits estimated at approximately Rs 1.7 billion annually, based on assumptions and data provided by MEL and using a UK methodology.
According to Mr Mahomed, these monetised benefits have not been considered when assessing the construction and operational costs of the Metro Express system. The positive outcomes include avoided road accidents; benefits to users from business, commuting and leisure travel; the energy value attributed to avoided carbon emissions; and reduced traffic congestion. Wider economic benefits comprise the value of contracts awarded to local businesses and small and medium enterprises since 2021; the employment supported through MEL subcontractors; and the wider societal value of jobs created.
The Minister also outlined the progress achieved by the company, indicating that, as at June 2025, compared with June 2024, MEL had reduced its total operational expenditure by 10.4 per cent through the implementation of a series of cost-saving measures. These comprise the closure of under-utilised administrative offices incurring exceptionally high rental costs; the suspension of light rail vehicle operations on public holidays along Line 2 between Rose Hill Central and Mahatma Gandhi, Réduit; the reduction in the number of light rail vehicles operating on Line 2 during Saturday early mornings and late afternoons; as well as measures to address fare evasion through the recruitment of additional ticket controllers.
Furthermore, the Minister referred to the strategies being implemented to increase revenue. These include improving the availability of light rail vehicle services during peak hours, increasing revenue through the commercialisation of advertising space, and optimising operations with the forthcoming introduction, on a pilot basis, of a direct light rail service between Curepipe Central Light Rail Station and Mahatma Gandhi Light Rail Station in Réduit.
Looking ahead, Mr Mahomed spoke of the long-term possibility, subject to Cabinet approval, of extending the Metro Express network to the Sir Seewoosagur Ramgoolam International Airport and the southern region of the country. He pointed out that extending the existing Port Louis–Curepipe line to the airport would be feasible through the use of the former railway tracks along the Port Louis - Mahebourg corridor.
