Mauritius Telecom Donates Equipment to Royal College Port Louis

Mauritius Telecom donated twelve electric fans and a laptop to Royal College Port Louis during a ceremony held, yesterday, in the presence of the Junior Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Mr Gilles Fabrice David; the Chief Executive Officer of Mauritius Telecom, Mr Veemal Gungadin; and other personalities.

In his address, Mr David underlined that this year marks the 50th anniversary of free secondary education, introduced under the vision of former Prime Minister, the late Sir Seewoosagur Ramgoolam, who recognised the importance of investing in the education of the youth. He stated that the vision for a better Mauritius remains ongoing, with the Government launching consultations for Vision 2050 to guide the country towards a pathway of prosperity, inclusiveness, sustainability and numeracy.

On that score, the Junior Minister emphasised the need to move from technology consumption to technological creation by leveraging science and technology for transformative ideas and projects. He cited the example of a local start-up that has gained international recognition by using marine drones to combat marine biofouling. “This,” he said, “demonstrates Mauritian ingenuity at work, providing solutions to challenges that not only affect the structural integrity of ships and platforms, but also reduce vessel efficiency, increase fuel consumption, and accelerate corrosion, resulting in higher maintenance costs and environmental concerns.”

The Junior Minister called on young people, as the future of the country and a source of hope for development, to study and work diligently and to produce the same brand of innovation.

For his part, the Chief Executive Officer of Mauritius Telecom spoke of how Artificial Intelligence (AI) is transforming the world and how its potential, like that of social media, can be effectively leveraged. He elaborated on the company’s efforts to ensure that AI usage is safe, not only for the business ecosystem but also for the education sector.

According to the Chief Executive Officer, early exposure to AI will enable young people to use such tools effectively in the future. While acknowledging that AI has both advantages and drawbacks, he indicated that Mauritius Telecom is making AI safer for schools through its mytGPT Education, an AI-powered platform designed to support classroom learning.

Concerning the donation of the fans and laptop, Mr Gungadin stated that this initiative will be extended to other institutions.

Vernissage held for ‘Esclavage: Réparations et Restitution’ Exhibition at Nelson Mandela Centre for African Culture

The vernissage of the exhibition ‘Esclavage: Réparations et Restitution’ (Slavery: Reparation and Restitution) was held, yesterday, at Lespas Lar at the Nelson Mandela Centre for African Culture in La Tour Koenig, in the presence of the Vice-President of the Republic of Mauritius, Mr Jean Yvan Robert Hungley; the Minister of Arts and Culture, Mr Mahendra Gondeea; the Junior Minister of Social Integration, Social Security and National Solidarity, Mr Kuvalayan Kugan Parapen; and other distinguished personalities.

The exhibition, scheduled to run from February to March 2026, is organised by the Nelson Mandela Centre for African Culture in collaboration with the National Art Gallery to commemorate the 191st Anniversary of the Abolition of Slavery.

The launch of the exhibition forms part of the calendar of activities marking the 40th anniversary of the Nelson Mandela Centre for African Culture, further reinforcing the Centre’s commitment to promoting heritage, historical memory and contemporary creation.

Commemorating the abolition of slavery through art constitutes a strong and necessary act, the exhibition is conceived as a space for remembrance, dialogue and resilience, where art becomes a vehicle for transmission, awareness and collective healing.

Centred on this year’s retained theme for the commemorations, ‘Justice for Africans and Peoples of African Descent through Reparations’, the exhibition invites the public to revisit a shared history, to examine the legacies of the past and to reflect on the essential notions of reparation and restitution. Through 25 works — including paintings, sculptures, installations and other contemporary forms of expression — Mauritian visual artists take a stand on the tragedy of slavery and its present-day resonances.

In his address for the occasion, the Vice-President stressed that the commemoration of the abolition of slavery is not merely a calendar date, but a meeting with the collective conscience and a refusal to silence the voices of those who were once treated as objects and furniture. He commended institutions and organisations, including the Nelson Mandela Centre for African Culture, for this regular initiative launched in 2022, where art serves both as a cathartic experience and as a means of educating the population about slavery.

Speaking on the theme of the exhibition, the Vice-President underlined that reparation and restitution go beyond material considerations and legal justice. They are also symbolic, moral and cultural acts through which the nation confronts its history. Mr Hungley noted that the process involves restoring a voice to those who were silenced and placing the human being at the heart of history. He pointed out the importance of transmitting this memory to future generations as a lever for national cohesion and a contribution to ongoing national dialogue.

Moreover, the Vice-President highlighted the need to support the country’s culture and history not only through government policies but also through investment. In that regard, he referred to the Mauritius Art & Culture Investment Summit scheduled for 24 and 25 March 2026, underscoring that such initiatives can help position culture and history as an economic pillar to be further leveraged.

For his part, the Minister of Arts and Culture recalled that the promotion of culture remains a government priority. “Remembering the past,” he said, “honours the ancestors for their suffering, pain, dignity, courage and resistance, all of which form part of the fabric of the nation.”

Referring to the theme of the exhibition, Mr Gondeea affirmed that historical truth, justice and remembrance are essential to addressing the enduring effects of slavery and to ensuring that this legacy is transmitted to future generations. The Minister saluted too the Nelson Mandela Centre for African Culture for its continued endeavours in valorising African culture in Mauritius.

MoU signed to introduce interventional bronchoscopy services in Mauritius

A Memorandum of Understanding (MoU) aimed at establishing collaboration in the field of interventional bronchoscopy was signed, this morning, in Ebène, between the Ministry of Health and Wellness, and the Société de Pneumologie de l’Océan Indien Foundation under La Fondation de l’Académie de Médecine.

The signing ceremony was held in the presence of the Minister of Health and Wellness, Mr Anil Kumar Bachoo; the Junior Minister of Health and Wellness, Mrs Anishta Babooram; and other high officials. The Acting Senior Chief Executive of the Ministry of Health and Wellness, Mr Parmanand Mawah, and the Professor of Respiratory Medicine and Head of Experimental Medicine Studies at the National Heart and Lung Institute at Imperial College London, Professor Kian Fan Chung, signed the agreement.

In a statement, Minister Bachoo reiterated Government’s commitment to modernising hospital services, strengthening specialised medicine and ensuring that the population has access to higher quality and more advanced medical care. Mr Bachoo affirmed that the collaboration is in line with Government’s vision of positioning Mauritius as a centre for medical excellence and regional cooperation in health care in the Indian Ocean.

According to the Minister, the MoU marks an important step in strengthening specialised health care services in Mauritius by enabling the introduction of interventional pulmonology. “This branch of medicine,” he explained, “is essential for the diagnosis, treatment and management of lung and chest conditions through minimally invasive procedures that are not yet available in Mauritius.” He indicated that through this partnership, hospitals in Mauritius will be able to perform specialised procedures that previously required patients to travel abroad.

Moreover, the Minister pointed out that the programme will be implemented progressively over the coming years to ensure that local medical teams receive the necessary training and that the services are delivered safely and effectively. An interventional bronchoscopy unit will be set up at Sir Anerood Jugnauth Hospital in Flacq as part of the initiative. Some 100 patients suffering from complex lung conditions are expected to benefit from these advanced procedures.

Minister Bachoo further underlined that a key strength of the project lies in its strong focus on training and capacity building. Mauritian doctors and nurses will receive specialised training so that the expertise remains within the local health system while international experts from France and the region will support the Mauritian team during the initial stages and assist in transferring valuable knowledge.

For his part, Professor Kian Fan Chung observed that respiratory medicine has witnessed significant progress over the past decades and underscored the need for Mauritius to advance in this medical field by offering state-of-the-art diagnostic and treatment procedures. He underscored the importance of interventional bronchoscopy in increasing diagnostic capacity and improving the treatment of cancers and other respiratory diseases.

Professor Chung also dwelt on the role of the Société de Pneumologie de l’Océan Indien Foundation in promoting cutting-edge knowledge through training and medical cooperation among countries of the Indian Ocean region.

Domestic violence: Training programme aims to strengthen first responder skills

A five-day training programme for First Responders to domestic violence, organised jointly by the Ministry of Gender Equality and Family Welfare and the British High Commission in Mauritius, kickstarted, this morning, at the National Women Development Centre in Phoenix.

The Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie, and the High Commissioner of the United Kingdom of Great Britain and Northern Ireland, Mr Paul Brummell CMG, were present at the launching ceremony.

In her keynote address, Minister Navarre-Marie highlighted the crucial role of First Responders as a vital line of support for victims of domestic violence. She stressed that they are often the first point of contact in times of crisis and that their response can determine whether victims find safety or remain trapped in a cycle of abuse. Addressing participants, she noted that beyond being First Responders, they serve as guides, protectors and sources of support, and that their approach can influence victims’ confidence and willingness to seek help.

The Minister pointed out that a professional, empathetic and informed response can make a life-changing difference for victims by helping them move from fear to safety, silence to support and vulnerability to empowerment.

She expressed confidence that such initiatives would contribute to promoting gender equality and safeguarding the fundamental rights of women, adding that improving response systems is key to building safer homes, stronger families and more resilient communities. She also emphasised the importance of collaboration among institutions to ensure that survivors receive comprehensive support, from immediate protection to long-term recovery.

As for the British High Commissioner, Mr Paul Brummell, he spoke of the urgency of tackling the issue of domestic violence against women. Pointing out that the joint training programme is being undertaken under the Mauritius-UK Strategic Partnership Framework, he remarked that it will provide a platform to align efforts and deepen cooperation to advance the safety and rights of women, support capacity building and strengthen services to protect victims of abuses.

The Training programme

The training programme aims to strengthen the capacity of the 35 First Responder participants by deepening their understanding of the complex dynamics of domestic violence and equipping them with practical tools to identify abuse, respond with empathy and professionalism, ensure victims’ safety and refer them to appropriate support services.

World Meteorological Day 2026: Mauritius reaffirms focus on a resilient future

A presentation session was held in Vacoas yesterday by the Acting Director of the Mauritius Meteorological Services, Dr Prithiviraj Booneeady, to mark World Meteorological Day, observed annually on 23 March.

This year’s theme, ‘Observing Today, Protecting Tomorrow,’ highlights the vital role of the meteorological community in monitoring the Earth to safeguard populations in the present while building resilience for the future.

Dr Booneeady stated that World Meteorological Day serves to pay tribute to professionals contributing to meteorology, including meteorologists, hydrologists, observers, engineers and communication personnel. He also recalled that the observance is linked to the World Meteorological Organization (WMO), established under the Meteorological Convention that came into force in 1950, which provides a framework guiding international cooperation in the field.

The Acting Director outlined the historical development of meteorology in Mauritius and Rodrigues, noting that meteorological observations began in the late 1940s and early 1950s in Rodrigues, Agalega Islands, Diego Garcia, and St Brandon. He also spoke about the evolution of services over time, while acknowledging ongoing challenges in the sector.

Dr Booneeady further emphasised the role of the WMO in addressing the growing urgency of climate change impacts, strengthening early warning systems, and advancing scientific innovation to better protect communities worldwide, including in Mauritius.

The initiative aims to usher in a new era of cultural investment and strengthen the creative economy across the Indian Ocean region.

The Minister of Financial Services and Economic Planning, Dr Jyoti Jeetun, the United Nations Resident Coordinator for Mauritius and Seychelles, Mrs Lisa Simrique Singh, the Founder of ZeeArts Gallery, Mrs Zaahirah Muthy, and other personalities were present.

In her keynote address, Minister Jeetun underlined that the Summit comes at a timely moment amid global uncertainties and geopolitical tensions. She noted that while investors traditionally focus on equities and bonds, art is increasingly being recognised as an alternative asset that can provide resilience against inflation and market volatility, while also offering strong cultural and emotional value.

She emphasised that the Summit serves as a platform to connect the creative and financial sectors, encouraging stronger collaboration and partnerships. Highlighting the region’s rich creative potential, she added that the initiative would help develop investment frameworks, foster strategic partnerships and promote cross-regional cooperation.

Minister Jeetun also pointed out that arts and culture can play an important role in diversifying Mauritius’ tourism offering, adding that as an International Financial Centre, Mauritius is well positioned to develop a dynamic ecosystem for art investment.

For her part, Mrs Singh highlighted art and culture as key pillars of a cohesive and sustainable world, stressing their transformative power. She noted that the Summit provides an important platform to raise awareness, encourage dialogue and build partnerships around regional priorities, while reaffirming the United Nations’ commitment to promoting art and culture globally and across Africa through the development of creative industries.

Middle East Conflict: Government remains proactive to shield consumers from external pressures

Mauritius as a small, open and highly import-dependent economy, is particularly exposed to global developments related to the ongoing Middle East conflict.

The Minister of Commerce and Consumer Protection, Mr John Michaël Tzoun Sao Yeung Sik Yuen, made this statement, today, in reply to a Private Notice Question in the National Assembly.

He noted that the Middle East, being central to the global energy system, has seen heightened geopolitical risks due to the conflict, creating sustained uncertainty in global energy and trade dynamics, to which Mauritius is highly exposed.

The Minister explained that the domestic economy may be impacted through higher international petroleum prices affecting transport, electricity generation and production costs; rising global food and agricultural input prices increasing the cost of imported food; the strengthening of the US dollar raising the cost of imports; logistical constraints adding to operational and cost pressures for importers; and tighter foreign exchange availability and payment timelines affecting importers’ cash flow and pricing structures.

He further indicated that the Macroeconomic Coordination Committee has assessed various scenarios and concluded that Mauritius is mainly affected through higher fuel and food import bills, increased freight and insurance costs, and potential impacts on foreign direct investment and the tourism sector. Inflation projections for 2026 have also been revised from an initial estimate of 3.6%–4% to potentially around 6%, depending on global oil and commodity price trends.

To ensure a coordinated and proactive response, the Minister announced the setting up of a High-Level Committee chaired by the Financial Secretary to monitor developments, assess economic implications and recommend policy measures. A Sub-Committee has also been established to specifically assess the impact on SMEs and vulnerable groups and propose appropriate support measures.

Price Stabilisation Fund

Regarding the Price Stabilisation Fund, the Minister recalled that a fixed-quantum subsidy scheme introduced in August 2025 covers essential commodities such as milk powder, edible oil, infant milk, baby diapers and processed cheese. To date, approximately Rs 628 million has been disbursed to eligible operators, with total disbursements expected to reach around Rs 1.5 billion by the end of the financial year.

Price Stabilisation Account for Mogas and Gas Oil

As for the Price Stabilisation Account for Mogas and Gas Oil, he indicated that as at 23 March 2026, the account shows a surplus of around Rs 400 million for Mogas and a deficit of approximately Rs 2.3 billion for Gas Oil, resulting in a net deficit of about Rs 1.9 billion.

He emphasised that this mechanism plays a critical stabilising role by allowing Government to moderate sharp fluctuations in global oil prices and adopt a calibrated approach in determining retail prices, thereby protecting consumers and maintaining economic stability.

The Minister stressed that Government’s response is based on a comprehensive and coordinated framework combining targeted subsidies, strict price control measures and proactive supply chain management to cushion the impact of global shocks on consumers.

Mauritius determined to cement its reputation as a credible investment-grade jurisdiction, states PM

Government is strongly committed to anchoring fiscal discipline in cementing the reputation of Mauritius as a credible investment-grade jurisdiction for international businesses.

The Prime Minister, Dr Navinchandra Ramgoolam, made this statement yesterday in the National Assembly in reply to a Parliamentary Question pertaining to the Mauritian economy and the comprehensive impact assessment carried out should Moody’s downgrade the sovereign credit rating of the country to junk status.

Prime Minister Ramgoolam highlighted that Government embarked on a difficult, yet necessary fiscal consolidation within last year’s budget which includes strengthening governance within key institutions and the country’s data dissemination standards to the International Monetary Fund’s (IMF) Special Data Dissemination Standard (SDDS) Plus.

While emphasising that Mauritius is the first country in Africa to attain this level, Dr Ramgoolam observed that the IMF, in a communiqué, highlighted that by adhering to the SDDS Plus, Mauritius meets the most rigorous standards for the dissemination of existing essential macroeconomic and fiscal data on the State of the Economy and its linkages, as established in the IMF standards initiatives.

The IMF also mentioned that this achievement underscores the country’s strong commitment to data transparency vis-à-vis the public markets and the international community, he stated.

The Prime Minister indicated that Government has sought and received technical assistance earlier this year from the IMF on the Fiscal Responsibility Framework. Given the current situation, he pointed out, Government will continue to implement its fiscal consolidation programme to gradually bring down the budget deficit and public sector debt to sustainable levels as there is a need to rebuild the economy first in order to firmly place it on a higher growth path, while ensuring that the benefits are shared across the whole population.

A high-level delegation was sent to London to meet with Moody’s top management and present Mauritius’ economic and fiscal consolidation plan, along with its commitments to structural reforms, Dr Ramgoolam recalled, adding that the Macroeconomic Coordination Committee—comprising representatives of the Prime Minister’s Office, the Ministry of Finance, the Bank of Mauritius, Statistics Mauritius and the Economic Development Board—is closely monitoring developments related to the country’s sovereign credit rating.

World Water Day 2026: Minister Assirvaden highlights gender equality in water access and management

Women bear the heaviest burden in situations of water scarcity as they are primarily responsible for managing daily household needs, including hygiene, cooking and childcare. This reality not only intensifies their workload but also highlights persistent gender inequalities.

The Minister of Energy and Public Utilities, Mr Patrick Gervais Assirvaden, made these remarks, this morning, at a national seminar held at the Caudan Arts Centre in Port Louis, in the context of World Water Day 2026, observed annually on 22 March.

Organised by the Central Water Authority in collaboration with the Ministry of Energy and Public Utilities and the Agence Française de Développement (AFD), the seminar was held under the theme “Water and Gender: Where Water Flows, Equality Grows.” It aimed to highlight the links between water management and gender-related issues while fostering dialogue among stakeholders.

The United Nations Resident Coordinator for Mauritius and Seychelles, Ms Lisa Simrique Singh; the Director of AFD for Mauritius and Seychelles, Mrs Laëtitia Habchi; the Chairperson of the Central Water Board, Mr Maneswar Peetumber; as well as other personalities, were present at the opening ceremony.

In his address, Minister Assirvaden stressed that access to water is not only a basic necessity but also a key driver of social balance, human dignity and equality between men and women. He underlined that equitable and sustainable water management contributes to more effective public policies and strengthens resilience in the face of climate change and environmental challenges. When water is accessible and fairly distributed, opportunities increase and inequalities are reduced across society, he added.

Mr Assirvaden also dwelt on the importance of ensuring women’s participation in decision-making processes and called for greater inclusion of women in scientific and technical fields within the water sector. He outlined Government’s ongoing efforts to strengthen water security through infrastructure development, modernisation of networks and the adoption of innovative approaches, with the objective of ensuring reliable and equitable access to water for all households while advancing gender equality.

As for Ms Singh and Mrs Habchi, they both underscored that water is a vital and indispensable resource essential to life, ecosystems and sustainable development. They similarly highlighted the need for a holistic approach to water management, linking it to broader priorities such as climate resilience, environmental protection and the Sustainable Development Goals. Both also drew attention to the global dimension of water challenges, emphasising that access to safe water remains unequal and requires coordinated international and local action, alongside greater awareness and partnerships to ensure sustainable and inclusive water use.

Mr Peetumber, on the other hand, highlighted that gender disparities in access to water persist globally, noting that women and girls spend significantly more time on water collection than men, often in unsafe conditions, which affects their health, education and economic participation. He also pointed out that although Mauritius provides potable water nationwide, certain areas remain water-stressed despite improvements made through infrastructure projects and collaborative efforts.

Looking ahead, he stressed the need to address challenges such as climate change through innovative approaches, stronger infrastructure, and the use of modern technologies to ensure a sustainable and reliable water supply.

In his keynote address, Minister Pentiah underlined the spirit of sharing which is at the root of the concept of the ITEC programme, emphasising that it is guided by India’s endeavour to build, and be part of, a better world. He stressed that Mauritius is aligned to India’s vision to foster a better world for tomorrow, and that cooperation between the two countries is poised to grow.

He stated that in line with the Ministry’s resolve to ensure that Public Officers obtain the right tools and training to continually improve delivery of service, access to the ITEC programme is provided to all officers alike. The Minister remarked that through the training programme, beneficiaries obtained both skills development and an enriching experience of India’s vibrant culture.

Moreover, Mr Pentiah reiterated his aim to cater for the continued growth and empowerment of Public Officers so that they serve the public to the best of their abilities. He recalled that the Public Sector Reform Bill is being elaborated to ensure improved performance management, strengthen accountability and transparency, and create a more responsive, resilient and citizen-centric service.

As for the Indian High Commissioner, Mr Anurag Srivastava, he underlined that the ITEC programme is a reaffirmation of India’s commitment to provide capacity building, knowledge sharing, and human resource development across the globe. He affirmed that it essentially reflects India’s values that shape its engagement with the world as a space for coexistence and one community, adding that what India dreams for itself is what it dreams for others.

Mauritius Cane Industry Authority unveils Action Plan to boost sugar production to 250,000 tonnes by 2028

The Mauritius Cane Industry Authority (MCIA) has elaborated an action plan aimed at progressively increasing sugar production to 250,000 tonnes by the end of the 2028/29 financial year. The proposed policies and reforms are expected to further raise annual output to nearly 300,000 tonnes by 2032.

The plan was presented to stakeholders, yesterday, in Réduit, by the Chairperson of the MCIA, Mr Nitish Benimadhu, and the Director of the Mauritius Sugarcane Industry Research Institute (MSIRI), Dr Suman Seeruttun, in the presence of the Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell.

It outlines an integrated approach focused on enhancing existing practices while addressing key weaknesses within the production system. Six priority areas have been identified, namely land, labour, yield-maximising policies, water, machinery, and the price of sugar and incentives.

In his opening remarks, Dr Boolell underscored the need for policies that are both practicable and implementable. He called for a clearly defined roadmap characterised by clarity, predictability and certainty, supported by research to ensure effective delivery and market viability. He also underscored Mauritius’s reputation for reliability and urged the MCIA to strengthen its investment in research and development in order to re-establish itself as a centre of reference.

The Minister moreover stated that the plan presents an opportunity to increase the production of bagasse, given its calorific value amid an ongoing energy crisis. In this context, he stressed the importance of ensuring that planters receive fair revenue.

Addressing broader challenges within the agricultural sector, Dr Boolell pointed to issues such as land preparation and workforce constraints, which must be resolved to enhance food security. He raised concern over the encroachment of prime agricultural land and urged for improved planning, highlighting that such land should be protected and only converted in exceptional cases for projects of national interest.

Furthermore, the Minister appealed to heads of institutions and organisations to meet expectations and uphold accountability. He put forward the importance of the judicious use of allocated budgets to support agricultural projects, whether horizontal, vertical or cluster-based. However, he deplored institutional delays that are hindering progress while there is growing interest from investors in the sector.

The Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful, called for a stronger, smarter, greener, and more competitive industrial economy to drive Mauritius’ growth and resilience. He was speaking at the 177ᵗʰ Annual General Meeting (AGM) of the Mauritius Chamber of Commerce and Industry (MCCI) yesterday at the Caudan Arts Centre in Port Louis.

The event was attended by the Minister of Commerce and Consumer Protection, Mr Michaël Yeung Sik Yuen; the Minister of Industry, SME and Cooperatives, Mr Aadil Ameer Meea; the former President of the MCCI, Mr Charles Harel; Council Members of the MCCI; and other personalities.

In his address, Minister Ramful outlined Government’s industrial strategy, aimed at boosting production, enhancing value addition, and expanding exports while placing sustainability at the core of development. He highlighted key initiatives such as the Energy Efficiency Budget Scheme and the four-year net-zero, nature-positive transition project, designed to support green investments, reduce greenhouse gas emissions, and strengthen the competitiveness of Mauritian manufacturing enterprises.

He further emphasised that, amid rising costs and global uncertainties, closer collaboration between Government and private sector remains essential. Reaffirming Government’s commitment to stakeholder engagement, he stressed that collective efforts will be crucial for overcoming challenges and positioning Mauritius as a resilient, innovation-driven industrial hub.

For his part, Minister Yeung Sik Yuen pointed to the pressures faced by businesses and consumers due to rising petroleum costs and global market volatility. He underlined the need for resilience, innovation and sustained dialogue between Government and the private sector to address these challenges. He also announced that the long-awaited Consumer Protection Bill will soon be introduced in Parliament, alongside ongoing work on e-commerce regulations, reaffirming Government’s commitment to protecting consumers and supporting businesses in a challenging economic environment.

As for Minister Ameer Meea, he dwelt on the impact of global instability on Mauritius’ trade-dependent economy, while assuring that measures are being taken to mitigate its effects. He underscored the vital role of the manufacturing sector as a key driver of exports and employment, and outlined ongoing reforms, including the forthcoming Industry Bill, aimed at guiding industrial development and strengthening support for local enterprises.

Mr Harel, on the other hand, noted the increasing uncertainty in both the global and local economic environment. Urging a coordinated approach, he called for measures to attract investment, enhance the ease of doing business, and strengthen key sectors, while maintaining fiscal discipline. He moreover stated that clear policy direction and robust public-private collaboration are crucial to sustaining growth, boosting competitiveness, and positioning Mauritius as a reliable and resilient business hub.

Vacoas Town Revamp Underway to Ease Traffic and Boost Urban Development

A site visit was carried out by the Minister of Land Transport, Mr Mahomed Osman Cassam Mahomed, this morning at the Vacoas Traffic Centre to assess prevailing traffic conditions and proposed infrastructural developments in the town.

He was accompanied by the Minister of Energy and Public Utilities, Mr Patrick Gervais Assirvaden; the Junior Minister of Local Government, Mr Mohammad Fawzi Allymun; and the Mayor of the Municipal Council of Vacoas-Phoenix, Mr Sanjeev Dindyal.

The visit follows growing traffic congestion in the area after the implementation of the Metro Express, which has significantly impacted traffic circulation. The objective was to assess measures aimed at improving traffic flow, enhancing accessibility, and supporting the broader vision of revamping and regenerating Vacoas.

Key interventions under consideration include converting Independence Avenue into a permanent two-way road, relocating part of the existing traffic centre, and reorganising surrounding public and commercial spaces. The visit also enabled an on-site assessment and engagement with stakeholders to ensure that the proposed measures are practical, sustainable, and aligned with the long-term development goals for Vacoas.

In a statement, Minister Mahomed highlighted that the conversion of Independence Avenue into a permanent two-way road is primarily aimed at easing traffic congestion by redistributing vehicle flow, particularly in the Savoy area, which has been a major bottleneck during peak hours. He explained that a two-week pilot project will be implemented to assess the feasibility of extending the current temporary traffic diversion—presently operating only in the mornings—to a 24-hour basis.

The Minister further stressed that the initiative is not solely a traffic management measure but forms part of a broader urban planning and land development strategy. He underscored the need for close coordination with relevant authorities to ensure the long-term sustainability and development of the town centre.

The Junior Minister for his part, highlighted that the revamping of Vacoas has already begun in response to public concerns about traffic congestion and urban accessibility. The project, he said, will involve full utilisation of Independence Avenue, partial relocation of the traffic centre, and broader improvements to public infrastructure.

Mr Allymun also emphasised the importance of collaborative planning with stakeholders—including local authorities, businesses, and community groups—to ensure that the interventions are sustainable and effectively address long-standing congestion issues, particularly along John Kennedy Avenue during peak hours.

The Mayor, Mr Dindyal, emphasised that residents have been facing persistent congestion issues due to limited public transport access and narrow circulation routes in the town centre. He explained that the project aims to decongest main roads, make public spaces more accessible and user-friendly and enhance the overall attractiveness of the area.

The revamping and regeneration of the Vacoas town forms part of a long-term strategic vision to transform the area into a more organised, accessible and vibrant urban space. The project encompasses preparing a master plan, relocating key facilities such as the traffic centre, Vacoas Market, and Vacoas Fair, and upgrading major roads including St Paul Road, John Kennedy Avenue, and Independence Avenue.

Measures also focus on improving accessibility for persons with disabilities through pavement realignment, renovating commercial buildings, developing a modern food court, cleaning and beautifying underutilised spaces, and creating an urban terminal. Implemented in phases, the project prioritises sustainability, energy efficiency, and minimal environmental impact.

In that context, a workshop to discuss and validate the Inception Report for the EU Project for the implementation of the Circular Economy Roadmap in the Republic of Mauritius opened, yesterday, at the Le Labourdonnais Hotel in Port Louis.

The event was attended by several distinguished personalities, including the Director of Environment, Ministry of Environment, Solid Waste Management and Climate Change, Mr Jogeeswar Seewoobaduth; the Head of Cooperation at the Delegation of the EU to the Republic of Mauritius, Mrs Maria Louisa Troncoso; and the Project Assistant for Sustainability and Inclusive Growth at Business Mauritius, Mrs Irina Cotte. Also present were senior officials from various Ministries, a participant from Rodrigues, and a team of consultants from Expertise France. The gathering also brought together the private sector, academia, civil society, and non-governmental organisations.

In his address, Mr Seewoobaduth said that this ambitious initiative aims to support the country’s transition towards a more sustainable, inclusive, and resilient development model by reducing waste, enhancing resource efficiency, and fostering innovation in key sectors, particularly construction.

He outlined the main expected outcomes of the project, namely the development of legislation on circular economy, strengthening institutional capacity on circular practices, the preparation of a communication strategy for awareness raising, the development of monitoring and evaluation tools to track progress, and the provision of business support to help the private sector adopt circular models and improve access to finance. He added that work had already started on several components, particularly the circular economy legislation.

Mr Seewoobaduth further explained that the project would focus on the priority sector of construction and real estate, with the objective of transforming practices in the construction sector, including building design, materials used, and the management of construction and demolition waste. He emphasised that the construction sector is a major contributor to global carbon emissions and that adopting circular practices such as design-for-disassembly, modular construction, and sustainable materials would help reduce raw material extraction, minimise waste, and lower greenhouse gas emissions. These efforts, he noted, are aligned with Mauritius’ Nationally Determined Contributions, which aim to divert 5% of construction waste by 2030 and 25% by 2035.

He also stressed that the transition to a circular economy would not be possible without strong collaboration with the private sector, businesses, and industry, which play a key role in developing circular products, services, and innovative production and recovery systems. He underlined the importance of partnerships with development partners to build green and circular skills, particularly through collaboration with institutions involved in Technical and Vocational Education and Training, with the aim of encouraging youth to engage in repair, recycling, refurbishment, remanufacturing, and eco-entrepreneurship.

For her part, Mrs Maria Louisa Troncoso underscored the urgent need to transition from a linear economic model to a circular economy, stressing that the current “take, make, dispose” approach is no longer sustainable. She pointed out that the linear model contributes significantly to resource depletion, environmental degradation, and climate change, generating over two billion tonnes of waste annually. By contrast, a circular economy promotes the efficient use of resources, minimises waste, and supports the regeneration of natural systems. Such a transition, she noted, would not only help reduce emissions but also strengthen supply chains and foster long-term economic resilience.

As for Mrs Irina Cotte, she said that the Circular Economy Roadmap will play a key role in helping Mauritius optimise its resources and reduce dependency on fossil fuels. She dwelt on the broader impact of the project on climate change mitigation and adaptation, biodiversity conservation, women’s empowerment, and the reduction of inequalities.

Mrs Cotte further indicated that the project has two main specific objectives, namely: improving the institutional and regulatory frameworks for the implementation of the national Circular Economy Roadmap and Action Plan; and increasing the effectiveness of circular economy initiatives within the built environment value chain, with particular emphasis on supporting women entrepreneurs.

The project is being implemented over a period of 46 months, spanning from September 2025 to July 2029, and is expected to contribute significantly to the country’s transition towards a more sustainable and resource-efficient economy.

In recognition of the exceptional contribution of late jurist and historian, Me Raymond d’Unienville, to the preservation and advancement of Mauritius’ legal heritage, a tribute ceremony was held, yesterday, at the New Supreme Court in Port Louis.

The Minister of Housing and Lands, Mr Shakeel Mohamed; the Chief Justice, Mrs Rehana Bibi Mungly-Gulbul; and the President of the Bar Council of Mauritius, Me Antoine Domingue, were present.

In his address on the occasion, Minister Mohamed highlighted the longstanding and distinguished service of Me d’Unienville to the legal profession. He emphasised that his life and legacy continue to serve as a source of inspiration for younger members of the legal community, as well as for individuals committed to research, public service, and the safeguarding of the country’s legal and historical heritage.

Mrs Mungly-Gulbul dwelt on his professional journey and highlighted his enduring commitment to the legal profession. She emphasised that Me d’Unienville has always emphasised the importance of safeguarding the independence of the bar and strengthening the institutional framework for governing the legal profession. She further underlined his advocacy for reforms aimed at modernising the legal framework with regard to the bar association and urged greater participation of the younger members of the profession.

As for Me Domingue, he underlined that the role of late Me d’Unienville as former President of the Bar and senior member of the legal profession has been instrumental in strengthening legal standards and promoting the values of justice and rule of law.

Me Raymond d’Unienville, born in 1932, was a distinguished Mauritian lawyer, historian, and senior figure of the legal profession. He was called to the bar in 1956 and practised for nearly seven decades, earning the title of Queen’s Counsel in 1987 (later King’s Counsel).

Me d’Unienville played an important role in public and professional life, serving as President of the Mauritius Bar Association (2016) and earlier as the Deputy Mayor of Port Louis in 1969.

His work and dedication were also recognised at the highest levels. He was attributed with the title of Chevalier des Palmes académiques by France, while the Mauritian state honoured him as Grand Officer of the Order of the Star and Key of the Indian Ocean.

Me d’Unienville passed away on 17 August 2025 at the age of 93 years old.

Theatre Sector set for Revival, says Minister Gondeea

On the occasion of World Theatre Day 2026 observed annually on 27 March, the Minister of Arts and Culture, Mr Mahendra Gondeea, reaffirmed the vital role of theatre as a cornerstone of Mauritius’ cultural identity and artistic expression. He acknowledged that the theatre sector has been neglected for far too long, describing the situation as “totally unacceptable.”

“This sector has been abandoned,” the Minister stated, adding that he has been attentive to the concerns and appeals of artists and professionals in the field. He emphasised that he could not remain indifferent to their plight and expressed his commitment to bringing meaningful change.

With regard to ongoing infrastructure projects, the Minister announced that significant progress has been achieved in the reconstruction of the Port Louis Theatre. In collaboration with the Lord Mayor of the Municipal Council of Port Louis, authorities are closely monitoring the works. The project has now reached its final stage, with the reopening expected soon.

The Minister also highlighted developments concerning the Plaza Theatre in Rose Hill, which has remained closed since 2004. He said that construction is currently underway, following the allocation of a contract in January this year.

In addition, he pointed out that the reopening of the Serge Constantin Theatre was among his top priorities. Closed for the past four years, the theatre is now fully operational, with bookings being made daily—an encouraging sign of renewed public interest.

Furthermore, the Minister spoke about the return of the National Theatre Festival, currently being held across the country. He added that this event celebrates Mauritius’ rich cultural diversity, showcasing performances in the various languages spoken in the country.

Minister Gondeea reaffirmed his commitment to ensuring that Mauritian theatre flourishes in the years to come, paving the way for a vibrant and sustainable future for the sector.

World Theatre Day

World Theatre Day, celebrated annually on March 27, is an international event established in 1961 by the International Theatre Institute to promote the importance of theatre in society. It celebrates the creativity and contributions of theatre professionals while highlighting theatre’s role in fostering cultural exchange, understanding, and unity across diverse communities. The day also advocates for greater support for the arts, raises awareness about social issues through performance, and inspires younger generations to engage with theatre.

Open Day provides unique opportunity to visit MV Mauritius Trochetia

An Open Day on board the MV Mauritius Trochetia was organised by the Mauritius Shipping Corporation Limited (MSCL), yesterday, at the Mauritius Cruise Terminal, Les Salines in Port-Louis, in the context of the celebration of the 58th Anniversary of Independence of the country.

The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell, and the Junior Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Mr Gilles Fabrice David, graced the event.

In his keynote address, Minister Boolell underlined that the Open Day was a unique opportunity for the public to visit the MV Mauritius Trochetia, a symbol of national pride, and gain firsthand insight into MSCL’s operations and service.

Moreover, Dr Arvin Boolell spoke about the potentials of developing the country's port, emphasising that being located in the south-western Indian Ocean, it has significant strategic value and is much sought after. He pointed out that due to the privileged India-Mauritius relations, India is willing to help Mauritius in developing the full potentials of the port.

“We are considering the possibility of coming forward with an Island Container Port which will be advantageous especially in light of the ongoing geopolitical conflicts,” affirmed Mr Boolell. Besides, recalling that Mauritius is the 15th largest Ocean State by virtue of its massive Exclusive Economic Zone, the Minister deemed it important to secure the country’s territorial integrity.

As for the Junior Minister, he remarked that the Open Day marked three key celebrations: the 25 years of MV Mauritius Trochetia, Mauritius' 58th Anniversary of Independence and the 34th Anniversary of the Republic of Mauritius. He stated that the Open Day was a once-in-a-lifetime opportunity to have an exclusive tour of the vessel.

The Junior Minister highlighted that the MV Trochetia, bearing the name of the country's national flower, is the pride of the Nation. He noted that despite 25 years of service in Mauritian waters and having reached the end of its operational lifespan, the ship has been properly maintained and remains in good condition.

Launching of GIS Mobile App: A central platform for Government news and updates

The Government Information Service (GIS) Mobile App, GIS News, was officially launched this evening at the seat of the Economic Development Board in Ébène.

An initiative of the Ministry of Information Technology, Communication and Innovation in collaboration with GIS, the launch also marks the integration of real-time national power supply updates from the Central Electricity Board (CEB) and the GIS News into the Government’s “KOREK!” Super App.

It forms part of the Government’s ongoing efforts to modernise digital public service delivery. By bringing together multiple isolated applications into a single platform, KOREK! aims to enhance coordination, improve accessibility and provide citizens with a seamless and efficient digital experience.

The launch ceremony was graced by the Minister of Information Technology, Communication and Innovation, Dr Avinash Ramtohul, the Director of GIS, Mr Lutchmeeparsad Ramdhun, the Communication Manager of the CEB, Mr Thierry J. Ramasawmy, and other personalities.

In his keynote address, Dr Ramtohul emphasised that the app provides a unified, user-friendly interface for citizens, addressing the challenges posed by multiple isolated applications. He noted that integrating GIS news and real-time power supply updates represents a significant step in ensuring immediate access to essential information, enabling citizens to respond promptly, particularly in managing energy consumption. Dr Ramtohul further indicated that additional services will be progressively introduced to reinforce the platform as a comprehensive digital gateway.

Mr Ramdhun, for his part, highlighted GIS’s core mandate of ensuring the timely, accurate and reliable dissemination of Government information to the public regarding projects, policies, programs and activities. He stressed the importance of having an official and trusted source in an era of rapidly spreading digital content and misinformation. The reach of GIS digital platforms, he noted, is growing, with millions of content views, reflecting strong public engagement. According to him, the Mobile App is a cost-effective and user-friendly tool that strengthens transparency and citizen engagement by providing verified information directly at users’ fingertips.

Mr Ramasawmy explained that the inclusion of national power supply updates in the “KOREK!” Super App is a proactive measure to promote responsible energy consumption. The alert system uses colour-coded indicators namely, green for comfortable reserves, yellow when reserves fall to around 30% and red when below 15%, to reflect supply conditions. He stressed that collective responsibility in energy-saving practices is vital to safeguarding the stability of Mauritius’s electricity grid.

The GIS Mobile App

The GIS Mobile App provides instant access to Government news, communiqués, videos and emergency alerts within a single interface. It can be used without registration, though users may create an account for a personalised experience with customised content. Key features include push notifications for breaking news, automatic emergency alerts, audio summaries, live streaming of national events, easy navigation to sections such as Cabinet Decisions, Vacancies, Tenders, and Public Notices, offline bookmarking and interface customisation through language and display settings.

Now integrated into the “KOREK!” Super App, GIS News ensures citizens receive immediate notifications, strengthening transparency, connectivity, and public engagement while establishing the platform as a central, reliable and accessible information hub.
