Government Support Agreement extended to Floating Solar Photovoltaic Project at Tamarind Falls Reservoir

Government has agreed to extend the application of the Government Support Agreement to the Floating Solar Photovoltaic Project at Tamarind Falls Reservoir.

The extension forms part of Government’s efforts to promote renewable energy development and support the transition towards a more sustainable and resilient energy sector.

The project is being implemented under a Government-to-Government arrangement, in the context of a Memorandum of Understanding signed between the Government of the Republic of Mauritius and the Government of the Republic of India in September 2025.

The Government Support Agreement was introduced as a key measure to enhance the bankability of renewable energy projects and provide greater certainty to project developers and financiers. It is currently applicable to the recently launched bidding processes for the development of 10 MW and 30 MW hybrid solar farms.

With its extension to the Tamarind Falls project, the Agreement will provide additional support for the development of floating solar capacity, while contributing to the diversification of Mauritius’ renewable energy portfolio and reducing reliance on conventional sources of electricity.

The initiative further demonstrates Government’s commitment to strengthening renewable energy generation and advancing the country’s long-term energy transition objectives.

Inter-Ministerial Committee reviews implementation of health and drug control measures

The Inter-Ministerial Committee on the Implementation of the Government Programme 2025-2029, chaired by the Minister of Housing and Lands, Mr Shakeel Mohamed, reviewed progress on measures relating to the Ministry of Health and Wellness, as well as those pertaining to drug control, prevention, treatment and rehabilitation, at meetings held on 10 and 17 September 2026.

The Committee noted that a number of measures have already been achieved, with significant progress being made on the remaining ones. Among the measures, the Ministry of Health and Wellness will publish regular cancer statistics to raise public awareness, while more than 150,000 patients are already registered on the E-Health system.

On drug control, prevention, treatment and rehabilitation, the National Agency for Drug Control (NADC) and the Ministry of Health and Wellness will strengthen coordination and communication mechanisms to ensure that related measures are implemented in a concerted manner. The NADC will also organise a national drug prevention and awareness campaign in October 2026, in collaboration with relevant stakeholders.

The NADC and the Ministry of Health and Wellness will further consider appropriate communication and awareness measures to keep the public informed of actions and initiatives being undertaken to address the drug problem, including prevention, treatment and rehabilitation.

In terms of rehabilitation facilities, a National Rehabilitation Centre with a capacity of 10 beds is already operational, while work is underway to increase its capacity to 25 beds. Arrangements are also being made for the establishment of a second rehabilitation centre in the southern part of the island.

The relevant authorities will also examine the factors contributing to persons apprehended for possession of drugs preferring imprisonment to rehabilitation under the Drug Users Administrative Panel, with a view to encouraging eligible persons to make use of the rehabilitation facilities and services available.

Mauritius supports regional strategy on plastic pollution

Mauritius will support the adoption of the Nairobi Convention’s Regional Strategy on Plastic Pollution and Associated Chemicals in the Western Indian Ocean, 2027–2037, following Cabinet’s approval.

The Strategy will be tabled for discussion and adoption at the 12th Meeting of the Conference of the Parties (COP12) to the Nairobi Convention, scheduled to be held in October 2026 in Tanzania.

The Strategy is structured around five strategic pillars aimed at addressing plastic pollution across the region. These include: preventing and reducing plastic pollution at source; transforming plastic product design and promoting safer and circular plastics; scaling up reuse, refill and viable circular alternatives; strengthening environmentally sound waste management and leakage prevention, including Extended Producer Responsibility; and addressing sea-based sources of plastic pollution.

The Strategy will harmonise regional approaches and standards and facilitate access to technical assistance, capacity building and financing opportunities. It will also contribute to the protection of the marine and coastal environment in the Western Indian Ocean.

UNCT Retreat explores coordinated support for Mauritius and Seychelles

Strengthening coordinated United Nations (UN) action and identifying practical ways to support the priorities of Mauritius and Seychelles were the focus of the UN Country Team (UNCT) Retreat, which opened today at the Maritim Resort & Spa, Balaclava. The theme of the event is “Acting as One: Driving Collective Impact in Mauritius and Seychelles”.

The retreat, being held from 30 September to 2 October 2026, brings together Heads of UN Agencies and senior representatives, both locally and internationally to explore opportunities for joint programmes, financial support, technical assistance, capacity building, digital transformation and strategic partnerships.

Addressing participants at the UN retreat, the Minister of Financial Services and Economic Planning, Dr (Mrs) Jyoti Jeetun, highlighted Mauritius’ Vision 2050 as a key framework for long-term development, with a focus on economic transformation, skills development, technology, the green transition, resilience and inclusive growth.

The Minister also stressed the need for greater recognition of the vulnerabilities faced by Small Island Developing States (SIDS), including exposure to climate change, external economic shocks and supply disruptions. She called for closer alignment between policy, financing and implementation, while advocating innovative financing mechanisms that take into account the specific vulnerabilities of Mauritius.

Speaking via videoconference, the Minister of Foreign Affairs and Diaspora of Seychelles, Mr Barry Faure, identified sustainable ocean economy development, marine conservation, economic resilience and inclusive digital transformation, including the responsible use of artificial intelligence, as key areas requiring continued support from the United Nations.

Also intervening, the Junior Minister of Foreign Affairs, Regional Integration and International Trade, Mr Hambyrajen Narsinghen, called for stronger collective UN action to support Mauritius and Seychelles as SIDS, emphasising the importance of greater cooperation and coordination among development partners.

The Deputy Executive Secretary of the UN Economic Commission for Africa, Mrs Mama Keita, shared insights into opportunities for Mauritius and Seychelles to position themselves within Africa’s evolving economic and development landscape.

The UN Resident Coordinator for Mauritius and Seychelles, Ms Lisa Simrique Singh, advocated a more integrated UN response to support the two island states in addressing climate change and other vulnerabilities. She highlighted the importance of stronger joint action among UN agencies and leveraging their expertise to advance the inclusive, resilient and sustainable development of Mauritius and Seychelles.

Regional Collaboration: Mauritius and Reunion to Improve Security and Combat Illicit Drug Trafficking

The ninth Mauritius-Reunion Island Security Contact Group, spanning over two days, opened this morning at the Caudan Arts Centre in Port Louis, in presence of the Attorney General, Mr Gavin Glover and the Prefect of Reunion Island, Mr Patrice Latron. The French Ambassador to Mauritius, Mr Alexis Loyer, the Commissioner of Police, Mr Rampersad Sooroojebally and the Secretary for Home Affairs, Mrs Kan Oye Fong Weng-Poorun, were also present on the occasion.

The renewal of the Technical Arrangement on the fight against the illicit trafficking of narcotic drugs and psychotropic substances, was signed by the Commissioner of Police, Mr Rampersad Sooroojebally and the Prefect of Reunion Island, Mr Patrice Latron.

In his keynote address, Attorney General Glover highlighted the long-standing cooperation between Mauritius and Reunion Island on critical security matters, stating that their geographic proximity binds them to the same regional threats and challenges. He pointed out that the renewal of the Technical Arrangement marks the continuation of a partnership initiated 20 years ago, anchoring a framework that saw the creation of the Mauritius-Reunion Island Security Contact Group in March 2011.

Mr Gavin Glover remarked that modern legal instruments now facilitate the direct and expedited processing of mutual requests. This synergy is uniquely advantaged by a common legal foundation, given that both islands share the Civil Code of 1804 and the Penal Code of 1838, anchored in the Napoleonic Penal Code, he added.

Warning that trafficking networks view Mauritius and Reunion Island as a single territory, he underpinned the need for a unified, highly coordinated response. "We must treat the maritime space between our two islands as one," he stated, adding that "nothing discourages a trafficker like a swift and seamless justice system." To achieve this, the Attorney General called for deepened mutual trust, 24/7 designated contact points, controlled deliveries, and genuine joint investigations.

As for the Prefect of Reunion Island, Mr Patrice Latron, he underlined that regional drug trafficking, driven by rapidly evolving criminal networks, has become a shared security crisis for both islands, making the fight against this illicit trade the cornerstone of regional cooperation. He observed that drug trafficking is no longer just a law enforcement issue but rather a public safety threat that triggers violence and leaves a trail of devastating health and social consequences for families.

According to him, to counter the increasingly sophisticated tactics of these networks, which constantly adapt routes, diversify illicit products, and exploit cross-border legal loopholes, defence and enforcement agencies must operate with equal agility. Emphasising that a transnational threat cannot be solved by a single territory alone, Mr Latron stated that the joint strategy must focus on expanding intelligence sharing, mapping operations, conducting joint staff training, and synchronising field services.

In a statement, Mrs Kan Oye Fong Weng-Poorun remarked that originally established in 2011, this contact group marks a significant milestone with the renewal of the technical arrangement. She expressed satisfaction by the group's sustained collaboration, especially as we pivot to face modern challenges like drug trafficking, homeland security threats, and money laundering. She welcomed the Financial Crimes Commission’s official adherence to the Contact Group this year whilst adding that the Contact Group expands its collaborative focus on combating cybercrime as well.

First Mauritius National Formulary moves towards finalisation

The first Mauritius National Formulary (MNF), aimed at supporting the safe, rational and effective use of medicines, is moving towards finalisation following a validation workshop held today at the Gold Crest Hotel in Quatre-Bornes.

The workshop, organised by the Ministry of Health and Wellness in collaboration with the World Health Organization and JSS Academy of Higher Education and Research, Mauritius (JSSAHERM), was officially opened by the Minister of Health and Wellness, Mr Anil Kumar Bachoo. The Chief Executive Officer and Vice Chancellor of JSSAHERM, Prof. Dr Praveen Mohadeb, healthcare professionals, representatives of professional bodies and other stakeholders were present.

This validation workshop provided a platform for healthcare professionals and key stakeholders to undertake a guided review of the draft MNF and assess its accuracy, clarity, relevance and applicability to clinical practice in Mauritius. Participants were expected to identify gaps, propose amendments and recommendations, and agree on the next steps towards finalising the Formulary as a practical national reference for healthcare professionals.

In his address, Minister Bachoo described the development of the first National Formulary as an important milestone for the health sector. He highlighted that the MNF will provide doctors, pharmacists and nurses with a common practical reference to guide the safe, rational and effective use of medicines and promote greater consistency in patient care.

Mr Bachoo pointed out that his Ministry already maintains a database of nearly 8,000 pharmaceutical products. Following validation, he indicated, the Formulary will be made available both online and in hard copy to facilitate access across the health services. He also stressed that the document must remain clear, practical and relevant to healthcare delivery and be regularly updated as scientific evidence and treatment practices evolve.

For his part, Prof Mohadeb stated that the MNF will serve as a practical national resource rather than being merely a reference document. He recalled that the initiative originated from project work undertaken by Doctor of Pharmacy students and stressed that the Formulary must ultimately come under the ownership and stewardship of the Ministry of Health and Wellness.

Prof. Mohadeb further emphasised that the MNF is expected to comprise three volumes and proposed that it be reviewed and updated at least every two years. He also envisaged its evolution into a national resource, through digital platforms and artificial intelligence, to ensure medicines information is readily accessible and user-friendly for healthcare professionals.

Government reinforces AML/CFT/CPF Compliance in the cooperative credit union sector

A workshop on Anti-Money Laundering, Combating the Financing of Terrorism and Countering Proliferation Financing (AML/CFT/CPF) Compliance and Suspicious Transaction Reporting opened, today, at the Bank of Mauritius in Port Louis, at the initiative of the Ministry of Industry, SME and Cooperatives.

The workshop brought together key stakeholders, including the Minister of Industry, SME and Cooperatives, Mr Sayed Muhammad Aadil Ameer Meea; the Governor of the Bank of Mauritius, Dr Priscilla Muthoora Thakoor; and representatives of the Financial Intelligence Unit (FIU), the Attorney General’s Office and cooperative credit unions.

In his keynote address, Minister Ameer Meea said that the workshop forms part of ongoing initiatives to strengthen AML/CFT/CPF compliance within the cooperative credit union sector, with particular emphasis on suspicious transaction reporting and the practical implementation of FATF Recommendation 20. He highlighted the need to move beyond awareness of legal requirements and ensure their effective application in the day-to-day operations of institutions.

The Minister noted that the cooperative credit union sector comprises 146 credit unions serving more than 70,000 members, with an annual turnover of around Rs 1.4 billion. He underlined the important role of credit unions in promoting savings, providing access to credit and supporting financial inclusion, while stressing the responsibility of the sector to ensure that its institutions are not misused for illicit purposes.

He also highlighted recent measures to strengthen the AML/CFT/CPF framework. These include enhanced supervisory powers of the Registrar of Cooperative Societies in 2025 and the Anti-Money Laundering, Combatting the Financing of Terrorism and Countering Proliferation Financing (Miscellaneous Provisions) Act 2026, which introduced a requirement for cooperative societies to maintain an accurate, adequate and up-to-date Register of Beneficial Owners.

According to Minister Ameer Meea, all 146 credit unions in Mauritius and Rodrigues are now registered on the goAML platform, representing 100 per cent registration of the sector. He stressed, however, that registration must be followed by effective use of the system, including the ability to identify red flags, escalate concerns and submit timely and good-quality suspicious transaction reports.

He further recalled that credit unions are reporting persons under the Financial Intelligence and Anti-Money Laundering Act and that suspicious transactions must be reported to the Financial Intelligence Unit within five working days after suspicion arises. He emphasised that reporting does not require proof that an offence has been committed, but arises when information and circumstances give rise to suspicion or reasonable grounds for suspicion.

The Minister also welcomed the establishment by the Registrar of Cooperative Societies of a Special AML Compliance Team to assist credit unions in complying with recent legislative amendments and support the sector ahead of the ESAAMLG pre-evaluation. He called on the leadership and Internal Controllers of credit unions to cooperate fully with the team.

For her part, the Governor of the Bank of Mauritius emphasised the importance of safeguarding the integrity and stability of the financial system. She noted that, given their community-based and trust-driven model, cooperative credit unions must remain vigilant against the risk of being misused for illicit financial activities.

Dr Thakoor underlined the importance of Suspicious Transaction Reports as a key tool in the fight against financial crime, adding that effective reporting requires a sound understanding of customers and awareness of financial crime indicators and red flags. She encouraged cooperative societies to foster a culture of vigilance and ensure that suspicions are assessed and reported to the FIU without delay when required.

The programme includes presentations by the Bank of Mauritius, the FIU and the Attorney General’s Office on compliance, risk management, governance, accountability, identification of suspicious activities, emerging typologies, use of the goAML platform, legal requirements, tipping-off and recent legislative developments. The workshop underscores the importance of coordinated action among regulatory and enforcement institutions and the cooperative sector in strengthening Mauritius’ resilience against financial crime.

Strengthening Geriatric Care for Healthy Ageing Beyond 60

In the context of the International Day of Older Persons 2026, commemorated annually on 1 October, the Ministry of Health and Wellness organised, yesterday, a Geriatric Care Training Session for healthcare staff on the theme “Healthy Ageing Beyond 60 – Understanding and Application of International Guidelines”, at the Jawaharlal Nehru Hospital in Rose Belle.

The training session was attended by the Junior Minister of Health and Wellness, Ms Anishta Babooram, as well as healthcare professionals, including specialists, general practitioners, nursing staff, healthcare assistants, dentists and allied health professionals.

The session was delivered by the Officer in Charge of the Geriatric Medicine Unit and Specialist in Internal Medicine and Geriatric Medicine, Dr Shiv Seegobin.

In her opening remarks, Ms Babooram emphasised the need to progressively adapt the healthcare system to address the challenges associated with an ageing population. She highlighted the significant improvement in life expectancy in Mauritius since Independence, noting that around 280,000 Mauritians are currently aged 60 years and above.

The Junior Minister also underlined Government’s efforts to strengthen geriatric care services across the country. In this context, the Ministry of Health and Wellness has, this year, designed, launched and operationalised 10 Acute Care of Elderly (ACE) Wards across the five regional hospitals, comprising five male and five female wards, she stated.

According to her, the training session forms part of ongoing efforts to promote healthy ageing, strengthen the quality of care provided to older persons and enhance healthcare professionals’ capacity to apply international guidelines in geriatric care.

It is to be noted that the ACE Wards are equipped with adapted infrastructure and equipment and provide multidisciplinary specialist and allied health care. A weekly Geriatric Care Training Programme is also being conducted at each regional hospital to strengthen the capacity of healthcare staff in the management and care of older persons. In addition, Standard Operating Procedures have been developed and launched in collaboration with the World Health Organisation to ensure that geriatric care services are aligned with international norms and standards.

Mauritius reviews progress under UN Development Cooperation Framework

Progress in advancing Mauritius’ development priorities through the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024–2028, was reviewed today during the second meeting of the Joint Steering Committee (JSC 2), held at The Maritim Resort and Spa, Balaclava.

Jointly organised by the Ministry of Foreign Affairs, Regional Integration and International Trade and the United Nations (UN) Resident Coordinator’s Office, the meeting focused on reviewing implementation, strengthening coordination and ensuring that UN-supported initiatives remain aligned with national priorities.

The meeting was co-chaired by the Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful, and the UN Resident Coordinator for Mauritius and Seychelles, Ms Lisa Simrique Singh. The Minister of Education and Human Resource, Dr Mahend Gungapersad, and the Junior Minister of Foreign Affairs, Regional Integration and International Trade, Mr Hambyrajen Narsinghen, were also present, along with other personalities.

In his keynote address, Minister Ramful highlighted that the UNSDCF is structured around three pillars — People, Planet and Prosperity — covering human development, environmental sustainability and economic development. While progress has been made under the People and Prosperity pillars, he pointed to the need for greater efforts under the Planet pillar, particularly in view of Mauritius’ vulnerability to climate change.

Referring to the need for increased focus on climate change, resilience and adaptation projects, the Minister cited the World Bank’s Country Climate and Development Report, which estimates that some US$5.6 billion in additional investment will be required over the next 25 years to support Mauritius’ resilient and sustainable development. He therefore emphasised the importance of mobilising the necessary financial resources, with the support of the UN and other development partners, to advance the country’s resilience and adaptation objectives.

Minister Ramful also called for projects implemented under the Framework to remain aligned with national priorities, citing water and the fight against drugs among areas requiring continued attention and coordinated action. He urged UN agencies and other partners to support the development of appropriate policies and initiatives in these areas. He moreover highlighted the role of representatives of participating Ministries in monitoring progress in their respective sectors and ensuring that implementation of the UNSDCF remains responsive to Government priorities.

For her part, Ms Singh described the JSC as an annual platform for the Government and the UN Country Team to review progress and make adjustments where necessary. She stated that more than 24 UN agencies were working in Mauritius under the UNSDCF, with around Rs 3.3 billion of the Rs 3.6 billion funding framework already mobilised through grants. She referred to UN-supported initiatives in areas including climate and economic resilience, youth, drugs and digital transformation, including the development of the National Drug Master Plan, AI Blueprint and Digital Roadmap.

International Day of Older Persons 2026 focuses on Intergenerational Solidarity

Building stronger bonds between generations was at the heart of the observance of the International Day of Older Persons 2026 held, this morning, at the J&J Auditorium in Phoenix. Organised by the Ministry of Social Integration, Social Security and National Solidarity in collaboration with the Senior Citizens Council, the event centred on the theme, ‘Rethinking Systems for Longer Lives: Launch of Intergenerational Solidarity Dialogues and Initiatives in Mauritius.’

The Acting Prime Minister and Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie; the Minister of Social Integration, Social Security and National Solidarity, Mr Ashok Kumar Subron; the Minister of Labour and Industrial Relations, Mr Muhammad Reza Cassam Uteem; the Junior Minister of Finance, Mr Dhaneshwar Damry; the Junior Minister of Social Integration, Social Security and National Solidarity, Mr Kuvalayen Kugan Parapen; the Chairperson of the Senior Citizens Council, Mr Naraidoo Gava, and other personalities were present.

In her address, Mrs Navarre-Marie underlined the need to ensure that older persons live with dignity, security and protection, particularly amid changing family structures and an ageing population. Noting that more than 275,000 Mauritians are aged over 60, she outlined ongoing efforts to strengthen support for older persons, including lowering the age at which they can benefit from medical domiciliary visits by doctors from 90 to 85, as well as amendments to the Protection of Elderly Persons Act.

The Acting Prime Minister further pointed out that domestic violence and abuse against older persons should not be considered a private family matter, stating that severe measures would be taken against such acts. She also called for stronger protection against physical, psychological and financial abuse and neglect, emphasising that safeguarding older persons is a matter of respect and human dignity.

Speaking about intergenerational solidarity, Mrs Navarre-Marie called for stronger links between generations through schools, libraries, community centres and associations. She stressed the importance of a two-way exchange, with younger generations helping older persons to use technology and artificial intelligence, while older persons transmit traditional knowledge, oral histories and cultural values.

For his part, Minister Subron highlighted the lasting contribution of older persons to the development of Mauritius and the importance of recognising their experiences and contributions. He also underscored Government measures to improve care and support for older persons, including the expansion of long-term care facilities and services addressing health conditions associated with ageing.

As for Junior Minister Parapen, he stressed that ageing should be viewed as a new phase of life, with persons aged 60 and above continuing to contribute to society. He called for policies that respond to demographic changes and for stronger intergenerational dialogue and interaction to rebuild meaningful connections between generations, particularly amid changing family dynamics and the growing influence of technology.

Plaza Theatre restoration progresses with focus on Heritage Preservation

Renovation works at the historic Plaza Theatre are progressing towards completion in September 2027, with Government and Municipal Authorities closely monitoring the project to ensure that this landmark cultural venue is restored while preserving its architectural and heritage character.

The Minister of Local Government, Mr Ranjiv Woochit, made this statement yesterday following a site visit at the Plaza Theatre in Rose Hill to assess progress achieved and identify any challenges. He was accompanied by the Minister of Arts and Culture, Mr Mahendra Gondeea; the Mayor of Beau Bassin–Rose Hill, Mr André Toussaint; the Project Consultant, Mr Hans Dwarka; and other personalities.

He highlighted that works are generally progressing satisfactorily despite some delays encountered. He pointed out that several components of the project are being undertaken in parallel, including electrical, plumbing and waterproofing works, with a view to making up for delays.

Moreover, Minister Woochit expressed confidence that the works can be completed within the prescribed timeframe.

For his part, Minister Gondeea welcomed the progress achieved and outlined the scale and importance of this undertaking. He commended the Municipal Council, its technical team and all stakeholders involved in the restoration project.

Mr Gondeea emphasised that the renovated Plaza Theatre will provide artists with an appropriate venue to perform and showcase their talents. He expressed hope that, upon completion of the works, the theatre will regain its prominent place in the country's artistic and cultural landscape.

The Mayor of Beau Bassin–Rose Hill, for his part, stated that despite challenges which had slowed down some works, other components were being undertaken concurrently to maintain progress. He also underlined the involvement of theatre practitioners in discussions on the future use of the venue.

As for Mr Dwarka, he explained that the restoration is particularly complex owing to the historic nature of the building. He cited termite infestation among the challenges encountered and stressed the importance of preserving the Plaza's original woodwork, architectural features and acoustics.

Phase III of the renovation project, being implemented by the Municipal Council of Beau Bassin–Rose Hill, started on 09 March 2026. The contract, awarded to Tianli Construction Company Ltd, amounts to some Rs 222.55 million, excluding VAT, including a Rs 13 million contingency sum.

HEC holds national consultation on AI Governance in Higher Education

The Higher Education Commission (HEC) convened a National Consultation Workshop on Artificial Intelligence (AI) Governance in Higher Education, yesterday in Ebene. Organised in the context of implementing the landmark Higher Education (Use of Artificial Intelligence) Regulations 2026, the workshop provided a vital national platform for key stakeholders to share their insights, views, and recommendations.

The outcomes and strategic recommendations gathered during this consultative session will directly inform the preparation of the upcoming National AI Governance Framework and its accompanying operational guidelines.

The event was marked by the presence of several high-level dignitaries, including the Minister of Tertiary Education, Science and Research, Dr Kaviraj Sharma Sukon; the Commissioner of the HEC, Professor (Dr) Romeela Mohee; and the Chairperson of the HEC, Dr Ashveen Kumar Kissoonah.

In a statement, Minister Sukon underlined that AI is already integrated into our higher education institutions and that the focus must now turn to building the frameworks to enable students, academics, and researchers to leverage it effectively.

Noting that students possess different learning pathways and capabilities, the Minister averred that AI must be harnessed to identify their unique strengths and weaknesses, and consequently deliver the targeted materials they need to bridge performance gaps. This approach directly aligns with the personalised learning model we endeavour to promote across the education sector, he emphasised.

Dr Sukon also underscored the need to train educators and academics to integrate AI tools into their teaching methodologies while actively exposing students to these technologies.

As regards developing effective guidelines, the Minister suggested that the HEC establishes a dedicated committee to keep pace with the dynamic nature of AI. He further proposed that this body meets every three to six months to continuously update institutional guidelines in a bid to match the latest technological breakthroughs.

Children’s rights at the heart of Ombudsperson’s Annual Report 2025/26

The recommendations contained in the 2025–2026 Annual Report of the Office of the Ombudsperson for Children place children’s health, rights, dignity and wellbeing at the centre of effective policy and action.

The Annual Report was officially presented today at the Caudan Arts Centre in Port Louis by the Ombudsperson for Children, Mrs Aneeta Ghoorah. It highlights a range of concerns affecting children in Mauritius and calls for stronger preventive measures, clearer institutional responsibilities and greater accountability to ensure that commitments translate into tangible improvements in children’s lives.

The event was attended by the Chairperson of the National Human Rights Commission, Mr Satyajit Boolell, SC, as well as various personalities and stakeholders.

Among its key recommendations, the Report calls for greater emphasis on preventive health strategies and early intervention to address health concerns and promote lifelong wellbeing. It also advocates a child-rights-based approach to better understand and respond to children’s behaviour.

The Report further calls for concrete measures to ensure that intersex children are protected, respected and able to live with dignity. It also stresses the need for clearly defined responsibilities, effective implementation, measurable outcomes and robust accountability among institutions responsible for children’s rights and welfare.

In her address, Mrs Ghoorah described the launch of the Report as an opportunity to reflect on the Office’s 23-year journey and its continued efforts to promote and protect the rights and welfare of children in Mauritius.

She highlighted several key areas of concern, including the rights of babies and toddlers; children with serious behavioural difficulties; barriers to autism support and inclusive education; the rights of intersex children; youth participation; mental health challenges; social vulnerabilities; growing online risks; and the right to health.

Mrs Ghoorah called for greater emphasis on early intervention, effective protection and accountable institutions, while ensuring that every child has the opportunity to grow up safe and healthy, to be respected and to have their voice heard.

The Ombudsperson for Children urged stakeholders to move beyond words and translate commitments into concrete action. She pointed out that today’s babies will become the citizens of Mauritius in 20 years, stressing that their health, education, protection, emotional wellbeing and sense of dignity will help shape both the society they inherit and the society they will ultimately build.

Acting President Hungley highlights responsibilities accompanying sovereignty over Chagos Archipelago

The Acting President of the Republic of Mauritius, Mr Jean Yvan Robert Hungley, highlighted that sovereignty over the Chagos Archipelago entails responsibilities towards the Chagossian community, the environment and future generations. He was speaking at a colloquium held, yesterday, at the Municipal City Council of Port Louis.

Organised by the Middle Temple Association (Mauritius), the colloquium, themed ‘Mauritius’ Sovereignty over the Chagos Archipelago: Where do we stand?’, examined the historical, constitutional, decolonisation, legal, diplomatic and geopolitical dimensions of the Chagos question. The Junior Minister of Foreign Affairs, Regional Integration and International Trade, Mr Hambyrajen Narsinghen, and other personalities were also present.

Acting President Hungley observed that while the Chagos question is fundamentally a legal one, it also concerns decolonisation, people, the environment and the nature of the sovereignty Mauritius intends to exercise. He noted that the Agreement of 22 May 2025 has been signed but is not yet in force, against an increasingly complex geopolitical backdrop.

Mr Hungley underlined the significance of the International Court of Justice’s 2019 Advisory Opinion and subsequent proceedings before the International Tribunal for the Law of the Sea. He emphasised that Article 1 of the 2025 Agreement recognises Mauritius’ sovereignty over the entire Chagos Archipelago, including Diego Garcia, adding that the challenge now concerns sovereignty in practice.

Speaking about the human dimension, the Acting President stressed that Chagossians must have a meaningful voice in decisions concerning their future. He pointed out that resettlement involves not only returning people to the islands, but also addressing housing, healthcare, education, transport, livelihoods, cultural heritage and language.

He moreover dwelt on the environmental responsibilities associated with sovereignty and stressed the need to strengthen Mauritius’ capacity in marine science, environmental management, maritime surveillance and fisheries governance. According to him, sovereignty is not a destination, but a responsibility.

During the Colloquium, the Legal Adviser, Mr Dheerendra Kumar Dabee, delivered a presentation on several themes, including: International law and territorial integrity; Self-determination and the International Court of Justice Advisory Opinion; Mauritius’ legal strategy before the International Tribunal for the Law of the Sea; and the Limits of international law.

Cooperative Societies showcase Local Products at Sustainability Bazaar

The Ministry of Industry, SME and Cooperatives, through its Cooperatives Division, facilitated the participation of Cooperative Societies in a Sustainability Bazaar organised by Constance Le Chaland Hotel on Friday 25 September 2026. The fair was held on the premises of the hotel from 10h to 16h and was open to hotel guests and staff. The initiative provided local entrepreneurs with an opportunity to access the tourism market and promote Mauritian-made products.

The fair featured 12 stalls, seven of which were allocated to nine cooperators from seven Cooperative Societies. They showcased a diverse range of authentic Mauritian products, namely spices, vanilla, honey, handicrafts, souvenirs, jewellery, organic tisanes, eco-bags and textile products.

The initiative aimed to promote sustainable and locally made products, enhance their visibility and promote a culture of buying local, while providing Mauritian entrepreneurs with exposure to the hospitality and tourism sectors.

The event also contributed to raising awareness of the cooperative model of doing business. Interaction among participating Cooperative Societies and other entrepreneurs created opportunities for networking, exchange of ideas and potential collaboration. Some entrepreneurs also expressed interest in learning more about forming cooperatives to pool resources, strengthen their businesses and benefit from support services provided by the Cooperatives Division.

Participating cooperators welcomed the opportunity to showcase their products to a new clientele. Representatives of Maurihands Women Entrepreneurs Cooperative Society Ltd highlighted that the fair was a gateway to the tourism market, enabling them to establish business contacts and explore potential partnerships. According to representatives of Five Diamond Women Entrepreneurs Cooperative Society Ltd, the interaction with hotel guests helped them better understand customer preferences and gain confidence in promoting their jewellery products.

For her part, Mrs Sylva Francine of Saphire Women Entrepreneurs Cooperative Society Ltd rejoiced that the event provided an opportunity to depict her paintings to a new market segment and encouraged her to further develop and promote her art work. On his side, Mr A. Chinan of Plantation Vanille Multi-purpose Cooperative Society Ltd pointed out the opportunity to showcase Mauritian vanilla, promote local know-how and strengthen the visibility of the cooperative among customers seeking local, sustainable and authentic products.

Digital Driving Licence now available on KOREK!

With the Digital Driving Licence (DDL) now available on the KOREK! application, the Minister of Information Technology, Communication and Innovation, Dr Avinash Ramtohul, called on the public to complete their MauPass registration, access their DDL and familiarise themselves with the digital licence ahead of the non-acceptance of photocopies of driving licences as from 1 January 2027

He was speaking at a press conference held this afternoon in Ebène on the MauPass registration process and the DDL, which has been available on the KOREK! App since 29 September 2026. The Executive Director of the Mauritius Digital Promotion Agency (MDPA), Mr Heman Jeawon, was also present.

A live, step-by-step MauPass onboarding session was also conducted, demonstrating the registration process and the steps to access the DDL through the KOREK! application.

Dr Ramtohul explained that a three-month period has been provided for members of the public to access their DDL, familiarise themselves with the system and report any anomalies. Any discrepancy identified in the DDL should be reported to the Traffic Branch, he said. The non-acceptance of photocopies of driving licences is aimed at preventing the manipulation of driving licence documents, he stressed. Persons who do not have a smartphone will, however, be required to carry their original driving licence, he added.

Regarding access to the KOREK! application, the Minister indicated that users must first register on MauPass through a Know Your Customer (KYC) process. This requires citizens to visit their nearest post office with their mobile phone and identity card for in-person identity verification. He described KYC as a one-time process carried out primarily for security purposes, serving to establish a person’s identity in the virtual environment and replacing the biometric verification process previously used.

Dr Ramtohul further announced that MDPA teams will be deployed at various locations as from next week to assist citizens with MauPass and KOREK! registration. These include Line Barracks, hospitals and health centres, Social Security offices, National Land Transport Authority offices, the Emmanuel Anquetil Building, Ministries and Parastatals, taxi stands and shopping malls.

The Minister also recalled that KOREK! application already offers a range of other services, while work is ongoing with various Ministries to integrate additional services. This, he said, forms part of efforts to transform Mauritius’ digital landscape and facilitate the population’s transition towards greater use of digital services.

Indian Ocean States exchanges experience on use of Artificial Intelligence for parliamentary works

National Assembly delegates, including Speakers, Deputy Speakers, Members of Parliament and Parliamentary Staff, from the Seychelles, Comoros and Madagascar, are currently on a visit to Mauritius with the objective to take note of the use and implementation of Artifical Intelligence in parliamentary works.

In this context, a presentation and demonstration on AI applications in parliamentary work were held yesterday in the presence of Speaker of the National Assembly, Mrs Shirin Aumeeruddy-Cziffra in Port- Louis.

In her address, Mrs Aumeeruddy-Cziffra highlighted the potential of AI to enhance parliamentary work, strengthen institutional functions, improve monitoring and support decision-making. She stressed the need for institutions to adapt to emerging technologies and integrate AI across different sectors of the economy.

The Speaker also emphasised the importance of multilateralism, noting that no State can operate in isolation. She called for enhanced cooperation among Small Island Developing States (SIDS), particularly through the sharing of expertise and the pooling of resources on matters of common interest.

“Small States have no alternative but to engage in regional and international organisations in order to better defend their interests,” she stated. She advocated an open and “multi-circle” approach whereby countries can make their voices heard, defend their interests, contribute their expertise and benefit from the expertise of others.

Referring to the signing of the Ministerial Declaration of Port Louis in 1982 and the Victoria Agreement in 1984, Mrs Aumeeruddy-Cziffra noted that the Indian Ocean region is currently facing instability. She stressed the importance of strengthening cooperation among Mauritius, Madagascar, Comoros, Seychelles and Réunion, particularly in relation to blue economy and maritime security.

She further expressed confidence that the visit would provide participants with an opportunity to observe Mauritius’ experience in incorporating AI into parliamentary work and to explore its potential in monitoring complex areas within Government institutions.

The Speaker also expressed appreciation to the Indian Ocean Commission, the Parliamentary Assembly of the Indian Ocean Commission, the French Development Agency and the European Union for their support in organising initiatives aimed at promoting dialogue, regional cooperation and the sharing of expertise among countries of the region

New measures to address stray dogs and improve animal welfare

Government is stepping up efforts to improve animal welfare and address the issue of stray dogs in Mauritius through enhanced sterilisation programmes, greater stakeholder collaboration and improved veterinary infrastructure, said the Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell.

He was speaking at a ceremony held on Saturday 3 October 2026 at the headquarters of the Mauritius Society for Animal Welfare (MSAW) in Rose Hill to mark World Animal Day 2026, celebrated under the theme “See the World Through Their Eyes”.

The Junior Minister, Mr Gilles Fabrice David, MSAW Director, Mr Tinagaren Govindasami, the Mayor of the Municipal Council of Beau-Bassin–Rose Hill, Mr André Toussaint, religious leaders, representatives of animal welfare organisations, rescuers and animal lovers were also present.

Addressing the issue of stray dogs, Minister Boolell stressed the need for concerted efforts by dog owners, as well as sustained and coordinated action by Government, MSAW, NGOs, animal welfare organisations and the public. He acknowledged the challenges faced by MSAW, particularly in terms of human and financial resources, and commended the organisation for its work.

Among the measures announced is Government support for a mass sterilisation programme in collaboration with an international team, as part of a humane and sustainable approach to managing the stray dog population.

The Minister also highlighted the support being provided by the Government of India for the establishment of a veterinary school, a veterinary hospital and a dedicated burial facility for animals. In addition, a refuge centre will be set up at Richelieu to provide improved facilities for the accommodation, care and protection of animals.

According to him, these initiatives form part of Government’s broader efforts to strengthen the animal welfare system, promote responsible pet ownership, raise public awareness and improve animal welfare across Mauritius.

The ceremony concluded with a symbolic blessing of the animals, bringing together representatives of different religious communities in a collective expression of unity, peace, compassion and respect for animals and all living beings.

Government is supporting tea planters through the distribution of fertilisers under the Tea Sector Support Scheme, as part of efforts to boost production and strengthen the local tea sector. The initiative, led by the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries in collaboration with the Small Farmers Welfare Fund (SFWF), provides assistance to registered small tea planters to enhance the productivity of their fields.

The event was held on 01 October 2026 in Nouvelle France, in presence of the Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell; the Junior Minister of Agro-Industry, Food Security, Blue Economy and Fisheries , Mr Gilles Fabrice David; the Junior Minister of Health and Wellness, Mrs Anishta Babooram; Member of Parliament, Mr Ashley Ramdass; and other personalities.

Modern portable tea-leaf cutting equipment, donated by the Food and Agriculture Organization (FAO), was also handed over to seven tea cooperatives.

On that occasion, Minister Boolell reaffirmed Government’s commitment to supporting tea planters and developing the sector, while stressing the need to increase local food production. He called for greater innovation and the development of value-added tea products to tap the sector’s potential.

He also highlighted measures available to planters through the Development Bank of Mauritius and encouraged greater investment and innovation in the sector.

Junior Minister David noted that an additional Rs 13 million had been allocated to the Tea Sector Support Scheme in the Budget. Reiterating Government’s commitment to assisting tea planters, he stressed the increase in the allocation to the Tea Sector Support Scheme for the 2026–2027 fiscal year from Rs 8 million to Rs 13 million.

Junior Minister Babooram underlined that tea remains widely consumed in Mauritius, while the country continues to import more tea than it exports. While MP Ramdass encouraged greater participation by young people in tea cultivation andplanters to take advantage of available grants and mechanisation schemes to boost production.

Under the Tea Sector Support Scheme, registered small tea planters, including members of cooperatives receive fertiliser assistance to improve the production of tea leaves.

NPK and CAN fertilisers are to be applied between September and October, and January to February each year. The Scheme operates through a voucher system, with eligible planters receiving vouchers indicating the quantity of fertiliser allocated to them. The vouchers are presented to suppliers selected by the SFWF.

Fertilisers are delivered to planters in their respective localities according to a pre-established schedule.

The Second Annual Conference on Credit Ratings opened, this morning, at the InterContinental Resort Hotel in Balaclava, bringing together stakeholders to discuss the development of African capital markets and the mobilisation of resources for sustainable development.

The two-day Conference, being held from 05 to 06 October 2026 under the theme ‘Towards Developing African Capital Markets: Rechanneling Africa’s Capital’, focuses on improving access to capital, expanding investment opportunities and supporting Africa’s economic transformation.

The Minister of Financial Services and Economic Planning, Dr (Mrs) Jyoti Jeetun; the Governor of the Bank of Mauritius, Dr Priscilla Muthoora Thakoor; the United Nations (UN) Resident Coordinator for Mauritius and Seychelles, Ms Lisa Simrique Singh; the Chief Executive Officer of the Africa Peer Review Mechanism, Ambassador Marie-Antoinette Rose-Quatre; and other personalities were present at the ceremony.

In her address, Dr Jeetun noted that African economies are facing growing financing needs amid declining concessional financing and challenging global financial conditions, making credit ratings increasingly important in determining access to capital and borrowing costs. She stressed that sound macroeconomic fundamentals, sustainable debt management, reliable economic data, strong regulatory frameworks and credible governance are essential to creating an environment conducive to investment.

Minister Jeetun also dwelt on the role of deeper and more liquid capital markets in diversifying financing sources and supporting infrastructure, business expansion and innovation. She outlined Mauritius’ role in facilitating cross-border investment and capital integration through its financial services ecosystem, and called for practical measures to reduce investment risks and unlock greater financing for Africa’s development.

For her part, Ms Lisa Simrique Singh stressed the importance of accurate and transparent assessments of African economies in informing investment decisions. She called for stronger cooperation among governments, development partners, regulators, investors and the private sector to improve market confidence and financing outcomes.

As for Ambassador Rose-Quatre, she emphasised the need to unlock Africa’s estimated USD 4 trillion in capital and channel it towards productive investment. She underlined the private sector’s role in wealth creation and drew attention to emerging risks, including competition over natural resources, cybersecurity in the age of artificial intelligence and the continent’s rapidly growing youth population. She also highlighted that investment in education, skills, health, innovation and research is essential to harnessing Africa’s human capital and supporting its development.

Mauritius and Durrell Wildlife Conservation Trust explore further cooperation on Biodiversity Conservation

Mauritius and the Durrell Wildlife Conservation Trust (DWCT) are exploring further avenues of cooperation to strengthen biodiversity conservation, ecosystem restoration and capacity building in Mauritius. This was the focus of a meeting held, today in Port Louis, between the Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Mr Arvind Boolell, and a delegation of the DWCT, in the presence of the British High Commissioner to Mauritius, Mr Paul Brummell.

The meeting provided an opportunity to take stock of the longstanding collaboration between the Government of Mauritius, the DWCT and the Mauritian Wildlife Foundation (MWF), and to identify new areas of cooperation aimed at protecting endangered species and restoring fragile ecosystems.

The DWCT, an international conservation organisation founded in Jersey in 1959 by British naturalist and writer Gerald Durrell, has been working in Mauritius for around 50 years. Gerald Durrell visited Mauritius in 1976 to support efforts to save highly threatened endemic species, notably the Mauritius Kestrel and Pink Pigeon. Over the years, the collaboration between Durrell, the Government and local partners has contributed to major conservation achievements and enhanced expertise in island biodiversity conservation.

Minister Boolell highlighted the important contribution of Durrell and its partners to some of Mauritius’ most successful conservation programmes. He referred in particular to the recovery of the Mauritius Kestrel and Pink Pigeon, which are recognised as important conservation success stories.

He also spoke of the Mauritius Islands Restoration Programme, which works across 11 offshore islands, including Round Island. These islands host some of the world’s rarest species and constitute important habitats requiring continued protection and restoration.

The Minister further emphasised the importance of the tripartite collaboration between the Ministry, the DWCT and the MWF, particularly in the fields of training, scientific research and capacity building. He recalled that a Memorandum of Understanding (MoU) between the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries, Durrell Conservation Training Ltd and the MWF was signed in June 2022 and is valid until June 2027.

The agreement provides for training programmes to strengthen the skills and knowledge of conservation professionals, as well as the identification of areas for scientific research. Minister Boolell indicated that a new MoU between the Ministry, Durrell Conservation Training Ltd and the MWF, focusing on cooperation and collaboration for the conservation of biological diversity, is currently being finalised.

For his part, High Commissioner Brummell commended the work undertaken by Durrell and its local partners to protect wildlife and restore Mauritius’ offshore islands. He described the conservation work carried out as remarkable and expressed appreciation to all those involved in protecting native species and their habitats.

The DWCT delegation, comprising Chief Executive Officer Ms Rebecca Brewer, Director of Field Programmes, Dr Chris Ransom, Chief Scientist/Scientific, Director Prof. Carl Jones and Island Restoration Programme Manager, Dr Nik Cole, reaffirmed Durrell’s commitment to Mauritius.

They noted that the meeting provided an opportunity to strengthen the longstanding partnership and identify new areas of collaboration. The team believed that the strengthened partnership is expected to further support Mauritius’ efforts to protect its unique biodiversity, restore vulnerable ecosystems and build national capacity to ensure the long-term conservation of its natural heritage.

Wide-ranging conservation initiatives

The partnership between the Ministry, DWCT and MWF, implemented through the National Parks and Conservation Service (NPCS), covers a broad range of conservation initiatives. These include the Reptile Conservation Project, launched in 2006, which focuses on captive breeding of endangered native reptiles and their release into their natural habitats, particularly on offshore islets.

The collaboration has also supported the recovery of endemic bird species through ex-situ captive breeding and release programmes involving the Mauritius Kestrel, Pink Pigeon, Echo Parakeet, Olive White-eye and Mauritian Fody.

Capacity building remains another important area of cooperation, with conservation personnel benefiting from training through the Durrell Conservation Academy and the Durrell Endangered Species Management Graduate Course.

Island ecosystem restoration programmes on Round Island, Gunner’s Quoin, the south-east islets and Île aux Aigrettes, among others, involve invasive species removal, replanting of native species, species conservation and scientific monitoring. Biodiversity conservation projects covering flora and fauna are also undertaken in Rodrigues.

Cooperation also extends to marine-seabird conservation, including ecological mapping, population assessment and monitoring of species such as petrels and shearwaters in the Indian Ocean region.

Space Strategy 2036 sets direction for greater use of satellite technologies

The Space Strategy 2036 and the Space Mauritius website, which provide a long-term framework for strengthening Mauritius’ use of satellite technologies and space-based data to support research, drive innovation and promote sustainable development, were launched yesterday by the Mauritius Research and Innovation Council (MRIC) in Ebène.

The Minister of Tertiary Education, Science and Research, Dr Kaviraj Sharma Sukon, attended the unveiling ceremony alongside MRIC Chairman, Dr Khemduth Singh Angateeah, and MRIC Executive Director, Professor Theesan Bahorun.

In his address, Minister Sukon highlighted the importance of developing Mauritius’ capacity in space science and technology and making greater use of satellite data to support national priorities. He referred to its potential applications in sectors such as agriculture and fisheries, where timely access to information can support productivity and informed decision-making.

He also called for greater awareness of the practical applications of satellite data, sector-specific training and stronger support for users to facilitate the uptake of available technologies across different sectors.

The event featured presentations on the Mauritius Space Initiative and the applications of satellite data. For their part, representatives of the MRIC, the Mauritius Meteorological Services and the Ministry of Housing and Lands highlighted the potential of space technologies and Earth observation data to support research, policymaking and national development.

The Space Strategy

The Space Strategy 2036 sets out four key priorities: developing national expertise in space science and technology; increasing the use of satellite data in policymaking; promoting collaborative research, particularly in the blue economy; and expanding partnerships with international space organisations, including the National Aeronautics and Space Administration (NASA), European Space Agency (ESA), Indian Space Research Organisation (ISRO) and United Nations Office for Outer Space Affairs (UNOOSA).

It builds on several milestones, including the commissioning of the MRIC Ground Station in 2021 and the deployment of MIR-SAT1, the country’s first nanosatellite, under the KiboCUBE programme.

International cooperation has also expanded through a Memorandum of Understanding signed with the ISRO in 2023, collaboration with Airbus on satellite imagery, and Mauritius’ signing of the Artemis Accords in July 2026, alongside the designation of the MRIC as the National Focal Point for Space Matters in September 2026, with responsibility for coordinating the country’s international engagements in the space sector.

Looking ahead, the Strategy provides for enhanced Earth observation services across Mauritius’ 2.3 million square kilometres of Exclusive Economic Zone, the establishment of a National Space Data Repository, and stronger STEM education and skills development. In the longer term, it envisages the establishment of a National Space Agency and the development of a regional hub for climate data services.

Essential services prioritised for 41 regularised families at Coteau Raffin

A site visit aimed at assessing the living conditions of families whose land status has recently been regularised was conducted by the Minister of Housing and Lands, Mr Shakeel Ahmed Yousuf Abdul Razack Mohamed, at Coteau Raffin, La Gaulette.

He was accompanied by officials from his Ministry, as well as the President of the District Council of Black River, Mr Khemraj Ortoo, and representatives from the Ministry of Local Government, Ministry of Energy and Public Utilities, and the Land Drainage Authority (LDA).

During the visit, the Minister observed that 41 regularised families are still living without access to essential utilities, including running water and electricity. Describing the situation as unacceptable, Minister Mohamed called for urgent coordination among the Central Water Authority, Central Electricity Board, LDA and the District Council to fast-track the provision of these services.

Additionally, Mr Mohamed addressed the situation of 20 other homes awaiting regularisation, assuring residents that Ministry surveyors have identified the occupants to initiate the necessary legal procedures.

The Minister reiterated that a key mission of his Ministry is to support families living irregularly on State land in conditions of poverty and enable them to regain their full dignity. This undertaking requires thorough field assessments and close coordination among the relevant agencies, he said.

The ultimate objective, the Minister emphasised, is to ensure that these citizens have access to a legal and decent living environment that restores human dignity, enables parents to access employment opportunities and allows children to attend school.

During the visit, Minister Mohamed also drew attention to several illegal structures recently erected on a nearby portion of land proclaimed as a public beach. He stated that such constructions are strictly unlawful and that no encroachment would be tolerated, adding that the matter would be referred immediately to the Beach Authority.

The Ministry of Housing and Lands remains committed to identifying the difficulties faced by families living in squatter settlements and providing them with just and humane housing solutions, he further stated.

National Accounts enhanced to provide more accurate picture of Mauritian economy

The National Accounts have been comprehensively enhanced to provide a more complete, accurate and internationally comparable representation of the Mauritian economy, following the latest National Accounts Estimates published by Statistics Mauritius on 30 September 2026.

The enhancement includes three main changes. The first is the establishment of 2023 as the new benchmark year, replacing 2018, based on the results of the 2023 Census of Economic Activities, the 2023 Household Budget Survey, the 2024 Census of Agriculture and strengthened administrative data sources. The second is the phased implementation of the 2025 System of National Accounts (2025 SNA), with full implementation targeted by 2029. The third concerns improved coverage and classification of Global Business Companies (GBCs), including those involved in merchanting and trading activities, in line with recommendations of different International Monetary Fund (IMF) technical assistances.

These changes have resulted in an increase of around Rs 58 billion in the level of Gross Domestic Product (GDP) for 2023. The increase comprises Rs 27 billion from the change in the benchmark year, improved data coverage and reconciliation based on the Census of Economic Activities; Rs 11 billion from the implementation of the 2025 SNA; and Rs 20 billion from the inclusion of merchanting by GBCs, as recommended by the IMF technical assistances.

To ensure greater consistency across the national accounts series, Statistics Mauritius has also revised GDP figures as far back as 2013, producing a more coherent and comparable series.

The enhancement process will continue with a new Census of Economic Activities planned for 2028, in line with the recommended five-year cycle. Its results will be used for a further rebasing and benchmarking exercise and a review of the National Accounts Estimates. In parallel, Statistics Mauritius will continue implementing the 2025 SNA, with full implementation targeted for 2029.

Inter-Ministerial Committee reviews pesticide use and public health concerns

The need for stronger regulation, aggressive campaign on pesticide use among planters, and monitoring and scientific assessment of pesticide use in food-crop cultivation was at the centre of discussions at the first meeting of the Inter-Ministerial Committee on the abusive use of pesticides and its potential impact on public health, held yesterday in Ebene.

The Committee was co-chaired by the Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell, and the Minister of Health and Wellness, Mr Anil Kumar Bachoo. Its establishment follows a Cabinet decision to examine concerns relating to pesticide abuse and cancer prevalence in Mauritius.

The Junior Minister, Mrs Anishta Babooram, World Health Organization (WHO) Representative, Dr Abdou Salam Gueye, and stakeholders from both Ministries amongst others were present.

In a statement, Minister Boolell stressed the importance of establishing a strong scientific and evidence-based understanding of the potential health effects of pesticide exposure. He called for an epidemiological study to assess the prevalence and possible causes of cancer, including whether exposure to pesticides through locally produced and imported food could be a contributing factor.

He emphasised that the expertise of the Food and Agriculture Organization (FAO) and the WHO would be sought to conduct a comprehensive assessment based on facts, scientific evidence and reliable data. Such research, he said, would provide the authorities with the evidence needed to formulate appropriate policy and regulatory measures, guide planters on the proper use and application of pesticides, and establish maximum permissible residue levels.

Minister Boolell also called for strict compliance with the Use of Pesticides Act, noting that intensive agricultural practices and the inappropriate use of pesticides, including the mixing of different products and the use of banned substances, remain matters of concern. He indicated that around 9 to 10 per cent of samples tested have been found to contain pesticide residues exceeding permissible limits.

He underlined the need for a more robust approach to enforcement and greater awareness among planters of the health and environmental consequences of non-compliance. “Prevention is better than cure,” he stressed, calling for an aggressive and coordinated policy to strengthen compliance, monitoring and enforcement.

The Minister further highlighted the importance of ensuring that planters use appropriate personal protective equipment to safeguard their own health and that of their families, particularly children. He indicated that the relevant legislations could be reviewed and amended, where necessary, to ensure the safe, appropriate and responsible use of pesticides.

Minister Boolell also encouraged the agricultural sector to embrace smart and sustainable farming practices, including greater adoption of organic agriculture, while urging planters to act responsibly in the use of pesticides.

For his part, Minister Bachoo highlighted the urgency of addressing the growing cancer burden, noting that around 300 new cases are recorded every month, with women particularly affected. He acknowledged concerns that pesticide exposure could be contributing to the rise in cancer cases, but stressed that no such link could be established without supporting scientific research and reliable data.

He also warned that the excessive or improper use of pesticides could pose serious risks to public health, underscoring the need for a robust and integrated monitoring framework.

Minister Bachoo called for a shift from isolated initiatives towards a coordinated national framework bringing together regulation, surveillance, laboratory testing, environmental monitoring and public-health data. Such an approach, he said, would enable Mauritius to better understand pesticide exposure, strengthen the protection of citizens’ health, support the agricultural sector and generate the scientific evidence needed to address concerns surrounding pesticides and cancer prevalence.

Minister Mohamed calls for public-private partnership to support Roche-Bois development

The Minister of Housing and Lands, Mr Shakeel Mohamed, has called for stronger public-private partnerships to support the development and upgrading of Roche Bois and neighbouring communities, with a focus on improving recreational facilities for residents.

He made the statement during a press conference in Ebene this morning, following consultations with two Non-Governmental Organisations (NGOs) aimed at mobilising stakeholders around a common development initiative for the region.

A video presentation prepared by Officers of the Ministry was screened during the meeting outlining the proposed plan and measures envisaged to upgrade the locality. Estimated at approximately Rs 100 million, the proposed project includes the upgrading of Kaya Stadium, as well as the development of a food court, amphitheatre, recreational playground, running track and endemic garden.

Minister Mohamed stressed that the successful implementation of the project will require concerted from Government, private companies, NGOs and other stakeholders. He also encouraged private companies and NGOs to contribute to the private sector and NGOs to support its financing and implementation, with the Ministry of Housing and Lands acting as the coordinating secretariat.

He urged the private sector to support community development initiatives in Roche-Bois, Cité Shell and Baie-du-Tombeau, particularly through CSR funding, and encouraged companies operating in the port sector to strengthen their contribution to neighbouring communities.

Highlighting that more than 130 licensed companies operate in the port area, across sectors including energy, gas, petroleum, construction and commerce, the Minister invited these companies, as well as other private-sector partners, to support the financing and implementation of the proposed development project.

Minister Mohamed highlighted the important role that NGOs will play in the initiative and indicated that appropriate measures would be taken to rehouse and regularise residents where necessary, including the relocation of squatters. He also appealed for the support and generosity of the Mauritian public in contributing to these efforts.

Minister Mohamed also held discussions with Bishop Jean Michaël Durhône on the welfare of residents of the locality highlighting the need for greater efforts to uplift and upgrade Roche Bois.

Mauritius ambitions to become digital and AI hub linking Africa and Asia

Mauritius aims to position itself as a premier digital and Artificial Intelligence (AI) hub linking Africa and Asia, stated the Junior Minister of Finance, Mr Dhaneshwar Damry, this morning at Le Meridien Hotel in Pointe aux Piments, during the opening ceremony of a three-day Annual Tax Conference of Deloitte Africa.

The Junior Minister of Foreign Affairs, Regional Integration and International Trade, Mr Hambyrajen Narsinghen; the Country Managing Partner of Deloitte Mauritius, Mr Twaleb Butonkee; the Managing Partner Tax and Legal Deloitte Africa, Mrs Itireleng Kubekal; and other personalities were also present on the occasion.

In his address, Junior Minister Damry pointed to the AI City project at Côte d’Or, which is expected to host several centres of excellence in AI. He underlined that taxation must serve the people and support inclusive development, stressing the importance of clear, predictable and credible tax systems in boosting investor confidence and attracting private capital to Africa.

Referring to Africa’s growth potential, he indicated that the continent is recording growth of around 4.5%, while facing challenges such as high public debt, fiscal deficits and limited fiscal space. He observed that Governments alone cannot provide the capital required for development and underscored the need for private capital to play a greater role.

Junior Minister Damry further noted that the high perception of risk in Africa remains a challenge and highlighted the role of sound tax systems in helping to de-risk capital flows. He further emphasised Mauritius’ efforts to strengthen economic integration with the African continent through enhanced air, port, financial and digital connectivity.

For his part, Mr Butonkee dwelt on Deloitte Mauritius’ longstanding presence since 1952 and its close links with the African continent. As for Mrs Kubekal, she stressed the importance of greater collaboration among African countries on tax reforms and the adoption of digital technologies and AI.

Held under the theme ‘Clarity drives progress, Confidence builds resilience’, the conference brings together around 200 participants from across Africa to discuss global trade developments, tax governance, compliance, AI and Africa’s contribution to global tax policy.

Minister Subron highlighted that the SAP will replace the Basic Retirement Pension (BRP) as from 1 January 2027. Under the new system, citizens will have the option of receiving an Early SAP as from age 60, a Standard SAP at the prescribed pension age of 65, or a Late SAP from age 65 up to 70.

He recalled that the SAP Estimate Application was launched on 27 August 2026, enabling citizens to obtain an estimate of the amount they may receive. To date, around 492,597 persons have accessed the Estimate Application through the KOREK! application and the Ministry’s website.

Minister Subron stressed that the online application would spare elderly citizens the need to queue to submit their applications. He also called for greater inter-generational solidarity, urging young people to assist elderly persons with the online application and facilitate their access to the new service.

The launch is an important milestone in the Government’s efforts to digitalise social security services, reduce paperwork and make public services more accessible and efficient, he underscored.

Minister Subron said that the Government is advancing the Ministry’s digital transformation, with around 50 per cent of its files already scanned. He added that the Ministry’s services are expected to be available online by early 2027. He also stressed the importance of ensuring the smooth implementation of the SAP in January 2027, alongside measures to improve the efficiency, accessibility and citizen-centred delivery of public services.

Junior Minister Parapen indicated that around 260,000 elderly persons currently benefiting from the BRP will transition automatically to the SAP. They will therefore not be required to submit an application and will continue to receive their pensions

The online application, he clarified, is intended only for new SAP beneficiaries, namely persons born on or after 1 January 1966. Persons born before 31 December 1965 are already benefiting from the BRP and will continue to do so until December 2026 before transitioning automatically to the SAP.

Mr Parapen explained that SAP applications can be submitted up to three months before the eligible age. For example, a person born in February 1966 will be able to apply as from November 2026 to receive the full SAP. Elderly persons without access to online services will still be able to submit their applications at the Ministry’s offices, he added.

Online safety: Mauritian Government and Meta explore stronger digital safeguards

A team from Meta, owner of the social media platforms WhatsApp and Facebook, is in Mauritius for a two-day visit from 06 to 07 October 2026, during which working sessions are being held with different stakeholders on online safety and issues specific to the local digital environment.

The discussions are focusing on the liability of persons posting undesired content, the requirement for online platforms to have local representation in Mauritius, and content moderation, including capacity building to review and address content in Mauritian Creole. They are also addressing age assurance and the protection of children, including cut-off hours, as well as amendments being brought to the Cybersecurity and Cybercrime Act 2021.

Other areas of focus include the fast-track management of takedown requests, verifiable identities, support to the police for criminal investigations, and Meta’s Trusted Partner Programme, through which the company works with local organisations capable of identifying and escalating problematic content.

In addition, the Ministry of Information Technology, Communication and Innovation and Meta are discussing a Framework Agreement setting out proposed areas of cooperation between the Mauritian Government and Meta. The aim is to strengthen the online safety environment and address issues specific to the Mauritian context.
