BackMoU signed to introduce interventional bronchoscopy services in Mauritius
A Memorandum of Understanding (MoU) aimed at establishing collaboration in the field of interventional bronchoscopy was signed, this morning, in Ebène, between the Ministry of Health and Wellness, and the Société de Pneumologie de l’Océan Indien Foundation under La Fondation de l’Académie de Médecine.
The signing ceremony was held in the presence of the Minister of Health and Wellness, Mr Anil Kumar Bachoo; the Junior Minister of Health and Wellness, Mrs Anishta Babooram; and other high officials. The Acting Senior Chief Executive of the Ministry of Health and Wellness, Mr Parmanand Mawah, and the Professor of Respiratory Medicine and Head of Experimental Medicine Studies at the National Heart and Lung Institute at Imperial College London, Professor Kian Fan Chung, signed the agreement.
In a statement, Minister Bachoo reiterated Government’s commitment to modernising hospital services, strengthening specialised medicine and ensuring that the population has access to higher quality and more advanced medical care. Mr Bachoo affirmed that the collaboration is in line with Government’s vision of positioning Mauritius as a centre for medical excellence and regional cooperation in health care in the Indian Ocean.
According to the Minister, the MoU marks an important step in strengthening specialised health care services in Mauritius by enabling the introduction of interventional pulmonology. “This branch of medicine,” he explained, “is essential for the diagnosis, treatment and management of lung and chest conditions through minimally invasive procedures that are not yet available in Mauritius.” He indicated that through this partnership, hospitals in Mauritius will be able to perform specialised procedures that previously required patients to travel abroad.
Moreover, the Minister pointed out that the programme will be implemented progressively over the coming years to ensure that local medical teams receive the necessary training and that the services are delivered safely and effectively. An interventional bronchoscopy unit will be set up at Sir Anerood Jugnauth Hospital in Flacq as part of the initiative. Some 100 patients suffering from complex lung conditions are expected to benefit from these advanced procedures.
Minister Bachoo further underlined that a key strength of the project lies in its strong focus on training and capacity building. Mauritian doctors and nurses will receive specialised training so that the expertise remains within the local health system while international experts from France and the region will support the Mauritian team during the initial stages and assist in transferring valuable knowledge.
For his part, Professor Kian Fan Chung observed that respiratory medicine has witnessed significant progress over the past decades and underscored the need for Mauritius to advance in this medical field by offering state-of-the-art diagnostic and treatment procedures. He underscored the importance of interventional bronchoscopy in increasing diagnostic capacity and improving the treatment of cancers and other respiratory diseases.
Professor Chung also dwelt on the role of the Société de Pneumologie de l’Océan Indien Foundation in promoting cutting-edge knowledge through training and medical cooperation among countries of the Indian Ocean region.

BackPort Master Plan 2024: Major developments underway to enhance Port Louis Harbour
Government is actively pursuing the implementation of the Port Master Plan 2024 for the Port Louis Harbour, with several priority projects already initiated, said the Prime Minister, Dr Navinchandra Ramgoolam, today in the National Assembly.
He was replying to parliamentary questions pertaining to the implementation of the New Master Plan and the development of the harbour.
Prime Minister Ramgoolam stated that the Master Plan, approved by the Board of the Mauritius Ports Authority (MPA) on 18 March 2025, outlines development needs up to 2050. The Plan, he noted, includes seven major infrastructure projects with an estimated total investment of Rs 56.3 billion, aimed at boosting container handling capacity, efficiency, and overall port performance.
He indicated that the MPA has already initiated three priority projects namely the expansion of the existing container terminal, including additional stacking yards and a new gate system with works expected to begin by end 2027; extension of the cruise jetty to accommodate larger vessels, with construction projected to start in October 2027; and the infrastructure development at Fort William over 55 hectares, with works scheduled to begin in April 2027.
Moreover, Dr Ramgoolam informed that the reconstruction of quays B and C, presently occupied by the National Coast Guard, is also being considered. Two jetty projects at Fort George and Fort William, he stated, will be financed and operated by private promoters, particularly for petroleum storage facilities. A land of three hectares at Fort George has already been earmarked land by the MPA.
He also underlined that Mauritius and India have agreed on a strategic partnership for the redevelopment and restructuring of the port sector in Mauritius, following his State Visit to India in September 2025. To this end, an Inter-Ministerial Committee on the Strategy for Port Development was chaired under the chairmanship of the then Deputy Prime Minister.
The Prime Minister took note of the recommendations of the Inter-Ministerial Committee, which provide for the opening of the capital of the Cargo Handling Corporation Ltd to Maersk Ltd and Mediterranean Shipping Company Ltd, as minority shareholders of up to a threshold of 40%, subject to compliance with the Public Procurement Act and the Competition Act; and the implementation of the Island Container Terminal project.
The project, he emphasised, comprises the construction of a breakwater to create a tranquil basin in front of the present Mauritius Container Terminal, a navigation channel dredged to 18 metres deep, a new container terminal of an area of 50 hectares and a quay of 1.2 km in length. The cost of the project, as per the Port Master Plan 2024, is estimated at approximately Rs 47.3 billion, he said, adding that the construction period is projected to be six to eight years.
In addition to standard container operations, the project is planned as a multi-functional and future-oriented port development, affirmed the Prime Minister.

BackRegional Trade: National Workshop to boost Women and Youth Participation in Trade-in-Services
A national workshop on “Unlocking Trade-in Services Opportunities for Youth and Women-led Businesses in SADC Countries” was launched this morning at the Labourdonnais Hotel in Port Louis. The two-day initiative, running from 08 to 09 April 2026, brings together key stakeholders to explore opportunities in regional trade in services.
The opening ceremony was attended by Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful; Economic Development Board (EDB) Mauritius Chief Executive Officer, Mr Mahen Abhimanu Kundasamy and Director, Industrial Development and Trade at the SADC Secretariat, Mr Dhuraj Kassee.
In his keynote address, Minister Ramful underpinned that the workshop aims to enhance access for women and youth to opportunities in trade in services within the SADC region. He acknowledged the challenges often faced by these entrepreneurs, such as limited access to finance, difficulties in reaching markets, and inadequate information on regional trade systems. The workshop, he explained, would equip participants with practical tools to navigate these systems and seize business opportunities effectively.
The Minister further highlighted the growing importance of trade in services as a driver of economic growth, underlining its significant contribution to Mauritius’ GDP and employment. He noted that digitalisation and e-commerce are transforming service delivery, enabling businesses to expand into international markets more efficiently. “This workshop provides a timely platform to empower women and youth, strengthen their participation in regional trade and support inclusive and sustainable economic development,” he added.
For his part, Mr Kassee emphasised that trade in services has become a key driver of economic growth, innovation, and regional integration within the SADC region. He pointed out that while women and youth-led enterprises are increasingly contributing to this sector, they continue to face challenges such as limited access to finance, market information and regulatory constraints.
Organised by EDB Mauritius in collaboration with the Southern African Development Community (SADC) Secretariat and the Ministry of Foreign Affairs, Regional Integration and International Trade, the workshop aims to equip youth and women entrepreneurs with practical skills to access and grow within SADC regional markets.
The programme features sessions on the SADC Protocol on Trade in Services, digitalisation, artificial intelligence, digital payments and branding, while also providing a platform for experience-sharing by successful women-led businesses.

BackWorld Day for Safety and Health at Work 2026: Focus on psychosocial well-being in the Public Service
“A culture that promotes well-being over stress, both in workplaces and at home, must be fostered through individual responsibility,” said the Minister of Public Service and Administrative Reforms, Mr Lutchmanah Pentiah, at the opening of a workshop themed ‘Let’s Ensure a Healthy Psychosocial Working Environment’, held this morning at the Atal Bihari Vajpayee Institute of Public Service and Innovation in Réduit.
Organised in the context of World Day for Safety and Health at Work, observed annually on 28 April, the workshop brought together chairpersons of Safety and Health Committees to reflect on the importance of fostering a supportive and healthy work environment across the public service. The Secretary for Public Service, Dr Dhanandjay Kawol, was also present.
In his address, Minister Pentiah underscored the often-overlooked importance of psychosocial health in the workplace, stressing that a safe and healthy environment is essential for the effective functioning of public offices. He highlighted that responsibility for well-being does not rest solely with authorities, but also with individuals, who must contribute actively to creating a respectful and supportive work culture. Mr Pentiah further called for stronger engagement of Safety and Health Committees in addressing everyday challenges faced by employees.
Minister Pentiah also drew attention to the broader impact of workplace stress on families and society, urging public officers to promote balance between professional and personal life. He encouraged simple yet meaningful initiatives such as wellness activities to improve morale and foster cohesion among staff. Reaffirming Government’s commitment to enhancing occupational safety and health, he appealed to all stakeholders to work collectively towards a more humane and people-centred public service, ultimately ensuring better service delivery to citizens.
For his part, Dr Kawol spoke about the increasing impact of psychosocial risks such as stress, long working hours and workplace harassment on both employee health and organisational performance. He noted that traditional safety approaches have focused mainly on physical risks and called for a broader framework that better addresses mental well-being. Dr Kawol also pointed to ongoing reforms, including training initiatives and potential updates to existing legislation, to ensure that employee well-being is firmly integrated into a modern, resilient and efficient public service.28 April 2026

BackNew facility at SAJ Hospital boosts diabetes and vascular health services
Nearly one in five adults in Mauritius is living with diabetes, affecting more than 200,000 people, while an estimated 44% of the population is in a pre-diabetic stage, significantly increasing the risk of developing the disease and related complications.
These figures were revealed by the Minister of Health and Wellness, Mr Anil Kumar Bachoo, at the inauguration of a Diabetes and Vascular Health Centre this morning at the Sir Anerood Jugnauth (SAJ) Hospital in Flacq.
The ceremony was also attended by Members of the National Assembly, Messrs Raviraj Sinha Beechook and Chandraprakash Ramkalawon; the Regional Health Director of SAJ Hospital, Dr Sailush Sookmanee, and other personalities.
The Centre offers a range of services, including specialised diabetes consultations, nutritional counselling, diabetic retinopathy screening, diabetes foot care, and endocrine outpatient services, aimed at strengthening early detection and ensuring comprehensive disease management.
In his address, the Minister underscored that the new facility represents a significant step forward in strengthening diabetes care services and reflects Government’s commitment to tackling one of the country’s most pressing health challenges. He pointed out that diabetes often progresses silently but can lead to severe complications, including amputations, kidney failure requiring dialysis, and premature deaths, thereby placing a heavy burden on families and the healthcare system.
Mr Bachoo further emphasised that the Centre adopts a patient-centred, ‘one-stop-shop’ approach by bringing together essential services such as screening, nutritional guidance, and specialised care under one roof. He noted that this integrated model will improve access to services, enhance coordination of care, and ultimately lead to better health outcomes.
The Minister also outlined Government’s broader strategy to replicate such centres across regional hospitals, while reinforcing prevention through early detection, improved screening programmes, and dedicated pre-diabetes clinics, with a view to reducing complications and, in some cases, reversing the disease.
For his part, Dr Sookmanee stated that the inauguration of the Diabetes and Vascular Health Centre forms part of the hospital’s ongoing expansion of specialised medical services. He stressed that diabetes remains a major public health challenge in Mauritius, with far-reaching impacts on patients, families, and the healthcare system. He further recalled that the new Centre is designed to provide integrated, patient-centred care, with a strong focus on early detection, prevention of complications, and improved long-term management through coordinated multidisciplinary services.

BackPre-budget consultations 2026-2027 kick off with small planters and livestock breeders
The pre-budget consultative meetings for the 2026–2027 Budget kicked off, today, under the chairmanship of the Junior Minister of Finance, Mr Dhaneshwar Damry, in Port Louis. The series of meetings, scheduled over five days, opened with stakeholders from the agricultural sector, including small planters, livestock breeders, cooperatives, SMEs and startups.
The consultations aim to engage a broad spectrum of economic actors, including those from the agriculture, business, tourism and industrial sectors, alongside trade unions, consumer groups, service providers and civil society organisations, in line with Government’s inclusive approach to budget preparation.
During the first session, the Junior Minister met with representatives of small planters and livestock breeders to address key challenges facing both sectors. Discussions centred on strengthening food security, promoting smart agriculture, identifying alternatives to fertilisers, and encouraging greater youth participation in agricultural and livestock activities.
In a statement following the meeting, the representative of Falcon Association, Mr Kailah Ramdhary, noted that the proposals put forward were well received by the Junior Minister, particularly in light of current geopolitical tensions. He underlined the importance of developing alternative fertilisers through composting, addressing the shortage of skilled mechanics, increasing sugarcane production capacity, and providing subsidies to support value-added sugar products. He also called for a review of incentives for boreholes to improve irrigation and address water shortages faced by both breeders and planters.
The Secretary of the Mauritius Agricultural Marketing Cooperative Federation, Mr Rajdeo Kissoonah, underscored the importance of promoting smart agriculture and called for increased investment in cold storage facilities to strengthen food security. He further emphasised the need for greater support for seedlings and raised concerns over labour shortages in the sector.
For his part, the Secretary of the Camp Thorel Cooperative Credit Society, Mr Shrudanand Sheoraj, proposed that small sugarcane planters benefit from an advance payment of at least 80% of the guaranteed minimum revenue of Rs 35,000 per tonne of sugar. He also recommended reviewing rental costs for marginal lands leased to small planters and introducing incentives to encourage intercropping in response to rising food demand.
Representing the Rich Bois Agricultural Marketing Cooperative Society Ltd, Mr Jugon Abdool Farhad highlighted the need to boost cassava and sweet potato production to enhance national self-sufficiency. He also stressed the importance of implementing effective measures for the proper disposal of agricultural waste.

The Junior Minister of Finance, Mr Dhaneshwar Damry, chaired a pre-budget consultative meeting, this afternoon in Port Louis, with representatives of cooperative societies, Small and Medium Enterprises (SMEs), and start-ups in line with the Budget 2026-2027 exercise.
The meeting served as a platform for the stakeholders to share their views and put forward their recommendations aimed at fostering the socio-economic development of the country while addressing emerging challenges.
In a statement after the meeting, the representatives of cooperative societies expressed their concerns regarding prevailing uncertainties, particularly in the wake of the Middle East crisis. They highlighted several challenges affecting agricultural cooperatives, including high fertiliser costs, labour shortages, limited water supply, and the adverse impacts of climate change.
They emphasised on the need to boost local production and promote organic farming as a means to reduce dependence on imported goods. The importance of encouraging more youth to launch themselves in the cooperative and agricultural sectors was also underscored.
Additionally, proposals such as the setting up of a cooperative house and the establishment of a cooperative bank to facilitate their operations were also discussed.
For their part, the representatives of SMEs and start-ups advocated for the continuation of the National SME Incubator Scheme, which supports innovative enterprises through accredited private incubators by providing mentoring, coaching, and financial assistance.
They further highlighted the necessity of strengthening public-private partnerships to create an enabling environment for innovation and entrepreneurship, with a view to positioning Mauritius as a leading hub for technology and innovation in the African region.

BackFiji High Commissioner visits Aapravasi Ghat World Heritage Site
The
newly appointed High Commissioner of the Republic of Fiji to the Republic of
Mauritius, Mr Jagnnath Sami, accompanied by the Minister of Arts and Culture,
Mr Mahendra Gondeea, toured the Aapravasi Ghat World Heritage Site yesterday in
Trou Fanfaron, Port Louis.
In a statement following the visit, High Commissioner Sami thanked Minister Gondeea and the Aapravasi Ghat Trust Fund (AGTF) for organising the visit. He commended Mauritius for what has been able to be retained and preserved, through the AGTF, in memory of its people’s ancestors who came to the island as indentured labourers.
The High Commissioner pointed out that Fiji has a lot to learn from Mauritius in this field and expressed the wish that a similar type of museum can be established in Fiji so as to honour its forefathers.
He observed that Mauritius and Fiji share similarities in various fields including culture, history and religion, and hoped that the cordial bilateral ties between the two countries are strengthened in the future.
It is recalled that High Commissioner Sami presented his Credentials to the President of the Republic of Mauritius on 28 April 2026 and will be based in New Delhi, India.

BackWinter Outlook 2026: Wintry weather conditions to start towards end of May
Wintry weather conditions for 2026 will be slightly delayed and will establish towards the end of May 2026, with rainfall expected to be slightly below normal and temperatures above normal for Mauritius.
This weather forecast for the upcoming winter season for the Republic of Mauritius, was presented, yesterday in Vacoas, by the Acting Director of the Mauritius Meteorological Services, Dr Prithiviraj Booneeady.
He explained that the forecast is based on detailed analysis of meteorological and oceanic parameters influencing the southwest Indian Ocean, combined with outputs from global long-range climate models.
Regarding rainfall, Dr Booneeady indicated that Mauritius is expected to receive around 535 mm during winter 2026, representing approximately 80% of the long-term mean, with most rainfall concentrated over the Central Plateau, as well as the eastern and southern regions. In Rodrigues, cumulative rainfall is projected to be near normal at around 440 mm, or about 90% of the long-term average.
As for temperatures, conditions are expected to be warmer than usual. On the central plateau, daytime temperatures will average around 24°C, dropping to about 17°C at night, while coastal regions may experience highs of 29°C and lows of 19°C. In Rodrigues, temperatures are also forecast to be above normal, with daytime highs of around 25°C over high grounds and 28°C along coastal areas, and nighttime lows of approximately 18°C and 20°C respectively.
The Acting Director further highlighted that due to intra-seasonal variations, cooler conditions may occasionally prevail when the Mascarenes fall under the influence of strong anticyclones, leading to daytime temperatures dropping by 2°C or more below normal. During clear and calm nights, minimum temperatures could fall to as low as 11°C in certain areas of Mauritius, and around 13°C over the high grounds of Rodrigues.
Wind conditions are expected to be moderate, predominantly from the east-south-east at speeds of 20 to 30 km/h. However, during peak winter months, particularly in July and August, stronger winds may occur due to intensified pressure gradients, with gusts exceeding 90 km/h in exposed areas.
Sea conditions are also expected to deteriorate at times, with very rough seas and heavy swells generated by extratropical systems and strong anticyclones south of the Mascarenes. These conditions may impact the southern and western coasts of Mauritius and Rodrigues, occasionally leading to tidal surges and temporary flooding in low-lying coastal areas.
Dr Booneeady also cautioned
that both islands may experience episodes of extreme weather during the season,
including moderate to heavy rainfall, significant temperature fluctuations,
strong winds, and high-energy waves. These trends, he noted, are consistent
with observations by the World Meteorological Organization regarding the
increasing frequency of extreme weather events globally, as well as the effects
of rising sea levels.

BackGovernment introduces Kreol Morisien Booklets to strengthen understanding of fundamental Human Rights
The Human Rights Division, operating under the aegis of the Ministry of Foreign Affairs, Regional Integration and International Trade, convened the annual National Mechanism for Reporting and Follow-up meeting today, in Port Louis to review progress and reinforced efforts to ensure Mauritius meets its international human rights obligations.
A key highlight of the event was the launch of two booklets in Kreol Morisien on the Convention on the Elimination of All Forms of Racial Discrimination and the International Covenant on Economic, Social and Cultural Rights. These publications aim to make essential human rights principles more accessible to the citizens.
The Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful, the Junior Minister, Mr Hambyrajen Narsinghen, the Chairperson of the Creole Speaking Union, Professor Arnaud Carpooran, representatives from Ministries, National Human Rights Institutions, and Civil Society attended the event.
In his address, Minister Ramful described the launch as a significant milestone. He emphasised that translating the conventions into Kreol Morisien will help Mauritians better understand their rights and the principles behind these international agreements. He noted that the initiative reflects Government’s commitment to protecting human rights, eliminating discrimination, and fostering an inclusive society with equal opportunities for all.
He further highlighted the unifying role of the Creole language in Mauritius, stating that it serves as a powerful tool to remove barriers. Making these conventions available in Kreol Morisien ensures that citizens are more aware of their fundamental rights, he stated. The booklets will be distributed across public institutions, to concerned stakeholders as well as in schools, ensuring that the young are informed about their rights
It is recalled that Mauritius acceded to the Convention on the Elimination of All Forms of Racial Discrimination on 30 May 1972 and to the International Covenant on Economic, Social and Cultural Rights on 12 December 1973.
The National Mechanism for Reporting and Follow-up, established in 2017, is an inter-ministerial structure that coordinates reporting and implementation of treaty obligations. It also facilitates engagement with international and regional human rights systems and ensures follow-up on recommendations from various human rights bodies at both international and national levels.

BackNational Drug Control Master Plan 2026–2030 launched to tackle evolving drug challenges
The Republic of Mauritius launched, today in Port Louis, its National Drug Control Master Plan (NDCMP) for 2026–2030, marking a significant step towards tackling the country’s evolving drug challenges through a coordinated and evidence-based approach.
The UN Resident Coordinator for Mauritius and Seychelles, Ms Lisa Simrique Singh; the Chairperson of the National Agency for Drug Control (NADC), Ms Nadia Peerun; representatives of the Prime Minister’s Office; NADC Board members; and representatives of non-governmental organisations were present.
Developed with technical assistance from the United Nations Office on Drugs and Crime Regional Office for Eastern Africa and the World Health Organization, under the strategic coordination of the UN Resident Coordinator’s Office, the Plan adopts a human rights-based and gender-responsive framework.
It builds on an independent evaluation conducted in November 2023 and addresses key risk factors, including exposure to international trafficking routes, the rapid growth of synthetic drugs, rising drug use among youth, and links to organised crime, as well as public health concerns such as HIV and Hepatitis C.
In her address, Ms Singh highlighted the growing challenges posed by the evolving drug landscape, describing it as a multi-billion-dollar industry increasingly shaped by synthetic drugs and more sophisticated trafficking networks. She underscored that drug use remains a major public health concern, with global reports indicating that hundreds of millions of people are affected. In Mauritius, thousands are impacted, with serious health consequences, including the spread of diseases such as Hepatitis C.
Emphasising the urgency of action, Ms Singh called for the implementation of a robust national Master Plan supported by strong policies and coordinated strategies. Key priorities include enhancing data and information systems, strengthening maritime and regional cooperation, and leveraging innovation and digital tools to address trafficking. She also stressed the importance of prioritising rehabilitation, ensuring that individuals are given a genuine second chance, while protecting communities and sustaining social progress.
For her part, Ms Peerun underscored the significance of the newly launched NDCMP 2026–2030, describing it as a decisive step towards a more coordinated and effective national response to drug-related challenges. She recalled that the Plan was validated by the Prime Minister, Dr Navinchandra Ramgoolam, in his capacity as Chair of the National Drug Control Commission. The framework is grounded in an independent evaluation and extensive stakeholder consultations, ensuring an evidence-based and inclusive strategy aligned with international best practices, she added.
NADC’s Chairperson highlighted that the Plan sets out a vision of a healthier, safer and more resilient Mauritius, with the overarching goal of reducing drug-related harm through a balanced approach combining public health, social development, security, and justice. She stressed that the strategy moves beyond enforcement alone, promoting integrated efforts in prevention, treatment, rehabilitation, and reintegration.
Backed by a five-billion-rupee investment over five years from the Government, private sector, and development partners, the initiative aims to ensure sustainable impact and measurable results, she said.
NDCMP 2026–2030
The Plan is structured around four core pillars—drug supply reduction, drug demand reduction, health and well-being, and coordination—and emphasises prevention, rehabilitation, law enforcement, and strengthened inter-agency collaboration.
Key priorities include the rollout of a National Drug Prevention Programme targeting schools and communities; the establishment of a comprehensive rehabilitation and reintegration pathway; enhanced intelligence-sharing and regional cooperation; and improved monitoring and evaluation systems. By shifting from fragmented interventions to a whole-of-government model, authorities aim to ensure a more inclusive and effective national response to the drug situation.

BackNational Strategy unveiled for transformation of higher education sector
The National Strategy for Higher Education and Research 2025-2035 serving as a comprehensive roadmap to guide the development and transformation of the higher education sector in Mauritius, was unveiled today in presence of the Minister of Tertiary Education, Science and Research, Dr Kaviraj Sharma Sukon, at the Intercontinental Resort Mauritius in Balaclava.
The Minister of Education and Human Resource, Dr Mahend Gungapersad; Member of the National Assembly, Dr Sandeep Prayag; Members of the diplomatic corps, and Heads of Higher Educational Institutions, were also in attendance.
The Strategy is structured around five key pillars: Excellence in Teaching and Learning; Research and Innovation; Pathways for Lifelong Learning; Science Diplomacy; and Digitalisation and Artificial Intelligence Excellence.
In his keynote address, Minister Sukon highlighted that the Strategy seeks to transform Mauritius into a globally connected, innovation-driven knowledge economy by aligning higher education, research and digitalisation. The overarching objective, he noted, is to drive competitiveness, social mobility and sustainable development.
He further underlined that the Strategy is aligned with the Government Programme 2025–2029, which reflects Government’s commitment to positioning Mauritius as a global education hub, capable of attracting international students and establishing the country as a centre of excellence. He also emphasised the importance of developing inclusive and dynamic pathways linking technical and vocational education and training to higher education, thereby supporting lifelong learning opportunities.
Addressing current challenges in the education sector, the Minister pointed to a decline in student enrolment, low success rates, limited inbound mobility of students at the tertiary level and a mismatch between graduates’ skills and the needs of emerging sectors.
To tackle these issues, Dr Sukon outlined several key initiatives, including amendments to the Higher Education Act to recognise micro-credentials, the development of a Mauritius Research Excellence Framework, and the strengthening of institutional accreditation mechanisms, with a view to further transforming the higher education sector.

BackPre-budget consultations focus on tax reforms and social protection measures
Taxation measures, cost-of-living relief and proposals to strengthen social protection were at the forefront of discussions during a pre-budget consultative meeting held this afternoon in Port Louis ahead of the forthcoming National Budget 2026–2027.
The Junior Minister of Finance, Mr Dhaneshwar Damry, met representatives of various consumer associations, including the Mauritius Taxpayers Association, the Association des Consommateurs de l’Ile Maurice (ACIM) and the Consumers’ Eye Association, as part of ongoing stakeholder consultations.
In a statement following the meeting, the President of the Mauritius Taxpayers Association, Mr Raffick Sufurhally, highlighted a proposal to revise the current tax deduction framework for couples with children, noting that at present only one spouse may claim such deductions. He suggested that deductions be shared between spouses, particularly in households with two or three children. He also referred to changes in the tax structure, indicating that the previous system of multiple tax bands has, since 2024, been streamlined into two bands of 10% and 20%.
Furthermore, Mr Sufurhally pointed out that issues relating to petroleum products were raised, alongside proposals to remove taxes on hybrid and electric vehicles to encourage more sustainable transport options. He additionally proposed that old-age pensions be exempt from taxation, adding that these measures are expected to contribute to the broader budgetary deliberations ahead of the 2026–2027 National Budget.
For his part, the Secretary-General of ACIM, Mr Jayen Chellum, called for the removal of Value Added Tax on essential food items, with safeguards to ensure that price reductions are passed on to consumers. He also suggested a rebate mechanism on freight costs to help contain import-related price increases and proposed the setting up of a dedicated food agency to coordinate food security matters.
As for the Secretary-General of the Consumers’ Eye Association, Mr Claude Canabady, he outlined five proposals focusing on support for vulnerable groups, including a tax on luxury items to fund social assistance measures, as well as the establishment of a health ombudsperson to improve accountability in the healthcare sector.

BackMinister Bachoo reaffirms commitment to cater for the needs of children affected by Autism Spectrum Disorder
A new Autism Day Care Centre to provide specialised care, diagnosis, and support for individuals with Autism Spectrum Disorder (ASD), will be set in Flacq, announced the Minister of Health and Wellness, Mr Anil Kumar Bachoo, this morning.
The Minister was speaking at an official ceremony organised by the Ministry to mark the World Autism Awareness Day 2026, at the Brown Sequard Mental Health Care Centre in Beau Bassin. The Junior Minister of Health and Wellness, Mrs Anishta Babooram, was also in attendance.
As part of an awareness campaign on ASD, a poster and flyers aimed at raising public awareness on the condition, in particular highlighting the early signs and warning symptoms, were launched on the occasion.
In his address, the Minister reflected on the theme of World Autism Awareness Day 2026, “Autism and Humanity – Every Life Has Value”, and highlighted that every child is unique and has the right to be valued, and respected. He underscored the need to ensure the dignity, rights, and inclusion of all autistic individuals.
He recalled that in line with Government’s commitment to supporting the most vulnerable members of the society, catering for the needs of children suffering from ASD and providing them with the best possible care and opportunities, remain a key priority.
Mr Anil Kumar Bachoo noted that approximately 13 000 individuals in Mauritius are affected by ASD, assuring that the Ministry is maximising available resources to provide essential mental, behavioural, and psychological support and healthcare facilities to them.
Furthermore, acknowledging the need for more infrastructure, the Minister called for private sector collaboration and announced plans for a new autism day care centre in the South region, complementing the new one in Flacq.
Awareness campaign on Autism Spectrum Disorder
The objective of the awareness campaign on ASD is to sensitise the public on the condition and to assist parents, caregivers, and teachers in recognising the early warning signs and guiding them towards the appropriate channels for timely intervention and support.
The campaign highlights the importance of early intervention at a young age which can significantly improve a child’s developmental outcomes. It aims at ensuring that every child is given the opportunity to thrive, develop, and be fully included in society.

BackTechnical Working Group undertakes Consultations on Cannabis Policy Reform
A series of consultations is being undertaken by the Technical Working Group on National Cannabis Policy Reform, constituted by the National Agency for Drug Control (NADC) to undertake a structured, evidence-based assessment of alternative cannabis policy models applicable to the Republic of Mauritius.
The report of the Technical Working Group is expected to be finalised by mid-June 2026 and will be submitted to the National Drug Control Commission chaired by the Prime Minister, Dr Navinchandra Ramgoolam.
These announcements were made, yesterday, by the Chief Executive Officer of the NADC, Mr Kunal Naik, during a press conference held at The Docks in Port Louis. The Chairperson of the NADC, Ms Nadia Peerun along with members of the NADC and the Technical Working Group were present as well.
The Chief Executive Officer of NADC recalled the mandate of the Technical Working Group is to examine the feasibility, implications, and safeguards associated with alternative cannabis policy models, including depenalisation, decriminalisation and the relevant legal frameworks. He underpinned that the role of the Working Group is strictly technical and advisory, and that the final decisions rest with the National Drug Commission and the Government. Mr Naik expressed the hope that the recommendations contained in the report would bring about positive changes, while underlining the human impact of such reforms.
As per the timeline for the consultations, plenary sessions will be held until 08 May 2026 as part of a two-week National Consultation Forum. A portal is being developed to enable the submission of proposals and suggestions from stakeholders and the public. Regional and district consultations are also scheduled from 11 to 22 May 2026.
Additionally, people with lived experiences, namely current and former users, medical cannabis users and affected families, will be able to share their views and suggestions through confidential focus group activities and interviews.
The Chief
Executive Officer of NADC was adamant that the report would be evidence-based,
relying on established data, experiences and research. He stated that the
collaboration of various key researchers and experts have been enlisted. Mr
Naik moreover highlighted the importance of enabling people to speak without
fear, while underlining the confidentiality of the consultation exercise.
Mr Naik also elaborated on the prevention and awareness programmes already undertaken by the NADC in the fight against drugs in collaboration with the Ministry of Gender Equality and Family Welfare, the Ministry of Education and Human Resource, and the Ministry of Youth and Sports. He underscored the necessity not only of sensitising young people but also of gathering their views on the issue.

“Government will ensure that the population can access live cattle at a justified price, ahead of Eid-Ul-Adha 2026,” reassured the Minister of Housing and Lands, Mr Shakeel Ahmed Yousuf Abdul Razack Mohamed, this afternoon, during a press conference.
The press conference followed an Inter-Ministerial Committee on Eid-Ul-Adha 2026, chaired by Minister Shakeel Mohamed. Several Cabinet Ministers who are members of the Committee were present on the occasion. The Minister of Labour and Industrial Relations, Mr Muhammad Reza Cassam Uteem; the Minister of Land Transport, Mr Mahomed Osman Cassam Mahomed; the Minister of Commerce and Consumer Protection, Mr John Michaël Tzoun Sao Yeung Sik Yuen; and the Minister of Industry, SME and Cooperatives, Mr Sayed Muhammad Aadil Ameer Meea, were thus in attendance.
In a statement, Minister Shakeel Mohamed underlined that the Committee has been tasked with reviewing the price of live cattle in anticipation of the festival. Describing the meeting as fruitful, the Minister indicated that the Committee examined various documents pertaining to the operational costs borne by breeders in the production of live cattle, as well as prevailing market conditions.
The Minister also pointed out that the price of cattle has steadily increased over the years and emphasised the need to examine whether these increases are justified.
“Our objective is to ensure that the price being proposed by producers are justified to prevent exploitative pricing,” said the Minister, highlighting that this exercise aligns with Government’s commitment to regulate prices in the best interests of consumers.
Mr Shakeel Mohamed reaffirmed the Committee’s resolve to prioritising consumer welfare.

BackPre-budget consultation: Motor dealers call for Government support to boost electric vehicle uptake

Finance, Mr Dhaneshwar Damry, met with representatives of the Motor Vehicle Dealers Association (MVDA), today in Port Louis, as part of ongoing
consultations ahead of the 2026–2027 Budget. The meeting provided a platform
for stakeholders in the automotive sector to raise concerns and propose
measures to address current challenges.
In a statement after the meeting, the Secretary-General of the MDVA, Mr Mrinal Teeluck, indicated that the discussions were constructive, noting that the Junior Minister was attentive and receptive to the Association’s proposals. He highlighted that one of the key issues raised was the need to review taxation policies affecting electric vehicles, especially in light of the ongoing crisis in the Middle East and the resulting increase in global fuel prices.
Mr Teeluck pointed out that measures introduced in the previous budget—such as the removal of the negative tax and the imposition of duties on electric cars—have significantly impacted the market, contributing to a 68% decline in the sales of electric vehicles. According to him, these policies have made electric cars less accessible at a time when they should be encouraged as a more sustainable and cost-effective alternative.
He emphasised that the current context calls for incentives rather than restrictive measures, stressing that Government support is essential to boost the adoption of electric vehicles. Making such vehicles more affordable, he said, would benefit both consumers and the country.
Mr Teeluck further underlined that the MVDA is committed to continuing dialogue with the authorities. He noted that further meetings are expected to refine proposals and identify practical solutions that will support the sector while benefiting Mauritians.
He also highlighted the importance of collaboration with the Central Electricity Board to strengthen infrastructure and schemes related to electric mobility. With the right policies and partnerships in place, he expressed confidence that Mauritius can promote wider adoption of electric vehicles and ensure a win-win outcome for both the economy and the population.

BackPre-budget consultations: Women entrepreneurs outline priorities ahead of 2026–2027 Budget
Representatives of women entrepreneurs and associations met, yesterday in Port Louis, with the Junior Minister of Finance, Mr Dhaneshwar Damry, as part of ongoing pre-budget consultations for 2026–2027, during which they outlined a range of proposals aimed at strengthening women-led enterprises.
In a statement following the meeting, the Chairperson of the National Women Entrepreneur Council, Mrs Rehema Fatuma Koylash, highlighted the need for a more robust legal framework to improve access to finance for women entrepreneurs. She also underscored the importance of making existing funding schemes more user-friendly and better utilised, while urging that the forthcoming budget give priority to women-led businesses in strategic sectors such as food security and safety.
For her part, the Board member of the Shelter for Women and Children in Distress, Mrs Shireen Motala, called for lower interest rates on financial assistance to reduce operational burdens and enhance service delivery. She further advocated for the installation of photovoltaic systems in shelters to cut energy costs and support sustainable practices, alongside increased assistance to expand shelter infrastructure.
As for the Programme Coordinator at the National Women’s Council, Ms Bhavisha Balgobin, she proposed easing banking conditions for women’s associations, including lowering the minimum deposit required to open accounts. She also appealed for the removal of the requirement for a male spouse’s signature on loan applications, stressing the need for women to have independent access to credit.

He indicated that cooperatives have created income-generating opportunities, promoted collective ownership and encouraged democratic participation across key sectors such as agriculture, fisheries and finance.
The Minister underlined the relevance of 2026 theme, stating that it reflects the adaptability of the cooperative model in an evolving global landscape.
He welcomed the strong participation, with 195 entries from Mauritius and 21 from Rodrigues, describing it as evidence of the sector’s growing dynamism. He also pointed to the introduction of a structured evaluation framework aligned with international standards, ensuring transparency and rigor.
Highlighting the broader role of cooperatives, the Minister noted their continued contribution to empowering communities, supporting entrepreneurship and sustaining economic activity across key sectors. In the current global context marked by economic and geopolitical challenges, he stressed that cooperatives can serve as stabilising forces, particularly in enhancing agricultural production and ensuring food security. He encouraged cooperative societies to innovate, diversify, and seize opportunities in emerging sectors including renewable energy, agri-business, and digital transformation.
He further underpinned the importance of collaboration through clustering, enabling cooperatives to pool resources, improve efficiency and access broader markets.
Reaffirming Government’s commitment, Minister Meea outlined ongoing support measures, including financial and technical assistance, capacity-building programmes, market access initiatives and strengthened governance frameworks. He also pointed to efforts to expand international market opportunities for local producers.
The Minister reiterated Government’s support to building a productive, resilient and inclusive economy, underscoring the pivotal role of cooperatives, and urged continued collaboration to advance the movement and secure a sustainable future for all.

BackPre-budget consultations: Emphasis laid on stronger public-private partnership
The importance of a stronger public-private partnership was at the fore of discussions during pre-budget consultations meetings held today in Port Louis between the Junior Minister of Finance, Mr Dhaneshwar Damry, and representatives of the private sector.
In a statement following the meeting, Junior Minister Damry highlighted that Government and the private sector agree that additional investment is needed to create jobs and drive growth. He indicated that both parties acknowledged that Government’s fiscal space is limited due to the current war in the Middle East.
According to him, proposal was made for Government to facilitate investment through public-private partnerships in four connectivity catalysts, namely the port, the airport, digital connectivity and financial connectivity. The setting-up of appropriate schemes and a conducive environment to ease investment in major national sectors were also discussed, he added.
The representative of the Outsourcing and Telecommunications Association of Mauritius, Mr Shateeaum Sewpaul, observed that several macro-level propositions were made during the meeting, such as investment in connectivity and re-skilling. The need to attract young talents and for appropriate platforms to export services were also discussed.
As for the President of Business Mauritius, Mr Arnaud Lagesse, he outlined the imperative of working in a smarter way so as to attract more tourists and investors to Mauritius, given the current global crisis. He stated that the priorities lie around port and airport opportunities, food security and artificial intelligence, while emphasising that growth must be strengthened through public-private partnerships.
For his part, the President of the Mauritius Chamber of Commerce and Industry, Mr Patrice Marie, underscored that dialogue between Government and the private sector is essential so as to devise solutions in times of crisis. The increase in freight, the shortage of foreign currency on the local market, support to Small and Medium Enterprises, easing of export and licencing processes were also discussed, he said.
The President of the Association Professionnelle des Transitaires de l'île Maurice, Mr Kevin Carpenen, for his part, pointed out the need for a stronger cooperation with Government. He also apprised the Junior Minister of problems the Association faces in terms of logistics and in obtaining approvals and permits in time from various Governmental departments. He thus proposed, amongst others, the creation of a Single Window Integrated Facility.
The imperative to review the fixed price contracts, the lack of local manpower, the process of recruiting foreign labour and the need to empower Mauritians to enable them to join the construction sector was outlined by the President of the Building and Civil Engineering Contractors Association, Mr Ravi Gutty. He also evoked the creation of a Construction Price Control Fund for a defined period of time as far as imported raw materials are concerned, in addition to a Construction Innovation Fund for providing incentives to enterprises who wish to invest in digitalisation as well as in research and development.

BackIGCIC hosts tribute event for Shivaji Maharaj and State Foundation Days of Maharashtra and Gujarat
The Indira Gandhi Centre for Indian Culture (IGCIC) in Phoenix hosted a cultural programme yesterday evening to celebrate the State Foundation Days of Maharashtra and Gujarat, along with Chhatrapati Shivaji Maharaj Day.
Maharashtra Day and Gujarat Day, celebrated annually on 1 May, commemorate the creation of the States of Maharashtra and Gujarat in 1960 following the reorganisation of the former Bombay State into two linguistic entities. The occasion also coincides with the celebration of Chhatrapati Shivaji Maharaj Jayanti, which honours the birth anniversary of the founder of the Maratha Empire and remains an important symbol of cultural pride and historical legacy.
Organised by the Mauritius Marathi Mandali Federation (MMMF), the Mauritius Marathi Cultural Centre Trust and the Marathi Speaking Union under the aegis of the Ministry of Arts and Culture, in collaboration with the Gujarati Cultural Society and the High Commission of India, the programme featured a variety of performances by around 200 artists to celebrate the occasions.
The Prime Minister, Dr Navinchandra Ramgoolam, accompanied by his spouse, Mrs Veena Ramgoolam, was present as chief guest. Also in attendance were the Minister of Environment, Solid Waste Management and Climate Change, Mr Rajesh Anand Bhagwan; the Minister of Arts and Culture, Mr Mahendra Gondeea; the Junior Minister of Finance, Mr Dhaneshwar Damry; the Deputy High Commissioner of India to Mauritius, Mrs Aparna Ganeshan; the President of the MMMF, Mr Balraj Narroo; and the President of the Gujarati Cultural Society, Mr Ajay Ghatani, among other personalities.
In his keynote address, the Prime Minister highlighted the enduring legacy of Chhatrapati Shivaji Maharaj, describing him as one of the greatest historical figures of India and a symbol of courage, patriotism and visionary leadership. He underlined that even after more than three centuries, the ideals and contributions of Shivaji Maharaj continue to inspire generations. He also emphasised on the values upheld by Shivaji Maharaj, notably his firm stand against injustice and domination, as well as his unwavering commitment to the welfare of his people.
The Prime Minister further stressed the importance of unity, pointing out that collective strength remains essential for progress and success. He recalled that unity in diversity continues to be a defining characteristic of Mauritius, where people of different cultural, religious and ethnic backgrounds coexist harmoniously. He also referred to the shared cultural heritage between Maharashtra and Gujarat and their respective contributions to Mauritian society.
Addressing the youth, Dr Ramgoolam encouraged them to draw inspiration from historical figures such as Shivaji Maharaj by cultivating discipline, a strong work ethic and a sense of responsibility towards society.
For his part, Minister Gondeea underscored the deep cultural significance of celebrating Maharashtra Day alongside the commemoration of Chhatrapati Shivaji Maharaj, noting that such occasions serve not only to honour history but also to reinforce identity, pride and unity within the Marathi community in Mauritius. He recalled the importance of preserving cultural heritage through the sustained efforts of socio-cultural organisations, while reaffirming Government’s commitment to supporting initiatives aimed at safeguarding and promoting ancestral traditions.
The Deputy High Commissioner of India and the President of the MMMF both paid tribute to the legacy of Chhatrapati Shivaji Maharaj, describing him as a visionary leader, a symbol of courage and a champion of good governance. They also highlighted the significance of Maharashtra Day and Gujarat Day, which serves as a reminder of shared history, resilience and cultural pride.
The programme showcased traditional dances, music and theatrical performances reflecting the rich cultural heritage of Maharashtra and Gujarat.

BackMauritius partners with Expertise France on Lumin’Îles initiative
The Ministry of Gender Equality and Family Welfare has formalised a partnership with Expertise France for the implementation of the Lumin’Îles Project, following the signing of a Protocol d’Accord on 30 April 2026 at Le Suffren Hotel & Marina in Port Louis.
Funded by the Agence française de développement, this regional initiative will be implemented in Mauritius, Madagascar and Comoros until 31 March 2029, with a total budget of €10 million, of which around 24% is allocated to Mauritius. The project aims to strengthen the economic empowerment of women, notably by addressing constraints related to access to childcare, and improving working conditions.
The Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie; the French Ambassador to Mauritius, Mr Frédéric Bontems; as well as other eminent personalities were present on the occasion.
In her address, the Minister highlighted that the Lumin’Îles Project establishes a structured partnership to support childcare systems, promote women’s economic empowerment, and support coordinated policy action in Mauritius within a regional framework. By focusing on the economic empowerment of women through childcare and the improvement of working conditions, Lumin'Îles tackles structural barriers that directly influence women’s ability to participate in economic life and to contribute equally to the development of the society, she stated.
According to Mrs Navarre-Marie, this project will help strengthen policies, improve the quality of data systems and foster innovative solutions at national level, while drawing on international best practices. She remarked that by bringing Mauritius, Madagascar, and Comoros together onto a common platform, the initiative promotes a coordinated approach to shared challenges and fosters the exchange of experiences, the pooling of knowledge, and stronger regional synergies.
The Minister moreover reaffirmed Government’s commitment to this partnership with the France and its dedication to fully contributing to the success of the initiative. She expressed confidence that, through this collaboration, stakeholders will be able to drive lasting change, strengthen women’s empowerment, support families, and build a more equitable society for all.

BackVisiting specialist from India enhances cancer care locally
The Minister of Health and Wellness, Mr Anil Kumar Bachoo accompanied by the Junior Minister, Ms Anishta Babooram, met with Dr Rajesh Shinde, Senior Consultant and Director of Gastrointestinal and Thoracic Surgical Oncology (Apollo Hospital, India), on Thursday 30 April 2026, at the National Cancer Centre (NCC) in Vacoas-Phoenix, as part of ongoing efforts to strengthen specialised cancer care services in Mauritius.
The meeting provided an opportunity to take stock of the advanced oncological interventions carried out by Dr Shinde during his mission in Mauritius, and to explore avenues for further collaboration, capacity building and knowledge transfer in the field of surgical oncology.
In his address, Minister Bachoo expressed appreciation to Dr Shinde and the surgical teams for their dedication and valuable contribution to advancing cancer care in Mauritius. He also extended gratitude to the Government of India for its continued support, underlining that Mauritius has long benefited from India’s assistance, particularly in the medical sector.
The Minister further highlighted that many Mauritian healthcare professionals have been trained in India and continue to draw on the expertise of Indian specialists and surgeons.
For his part, Dr Shinde commended the NCC for its state-of-the-art infrastructure and the strong collaboration among local medical professionals. He nevertheless noted that the availability of additional specialised medical equipment would further enhance the Centre’s capacity to manage complex cases.
Dr Shinde, on his fifth visit to Mauritius, was present at the NCC from 27 to 30 April 2026, with a focus on performing complex cancer surgeries. During this period, he managed several cases and successfully carried out a number of intricate procedures, including an 11-hour operation on a 74-year-old patient with abdominal cancer, assisted by the Consultant in Charge of Onco-Surgery at the NCC, Dr Ashraff Mohammad Dilshaad Joomun. The patient is currently reported to be in stable condition.

BackMinistry of Gender Equality and Family Welfare partners with FoodWise to support vulnerable communities
The Ministry of Gender Equality and Family Welfare signed, on Thursday 30 April 2026 at Mahebourg Social Welfare Centre, a Memorandum of Understanding (MoU) with the non-governmental organisation, FoodWise, to strengthen efforts aimed at improving access to food aid for vulnerable populations. Through this initiative, the Ministry is providing logistical support by making the parking spaces at its social welfare centres available to FoodWise as distribution points.
The signatories were the Permanent Secretary of the Ministry of Gender Equality and Family Welfare, Mr Jean Daniel Philippe Labonne, and the General Manager of FoodWise, Ms Lotilde Charpy.
Speaking on behalf of the Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie, the Permanent Secretary highlighted the importance of this collaborative endeavour. “This partnership reflects our common will, based on solidarity, responsibility, and tangible action, and illustrates what we can achieve when public institutions and civil society organisations come together with a shared objective: protecting the most vulnerable among us,” stated Mr Labonne.
According to the Permanent Secretary, the Ministry remains fully committed to its mission namely the welfare of women, children, and families, underlining that the decision to provide social centre spaces for food distribution is a strategic one. He pointed out that while the Ministry will not be directly involved in food distribution, the spaces provided will be available at designated times to enable FoodWise to organise its operations effectively. He added that these locations are already deeply embedded within local communities and well known to families, making them ideal hubs for this vital service.
In addition to supporting food distribution, through the MoU, the Home Economics Unit of the Ministry and FoodWise will continue to collaborate to organise sensitisation programmes aimed at promoting sustainable practices, raising awareness around responsible food management and encouraging behavioural change across all segments of society.

BackPre-budget consultations: Junior Minister meets with representatives of fishermen community
The Junior Minister of Finance, Mr Dhaneshwar Damry, met today in Port Louis, with representatives of the fishing community as part of ongoing consultations for the preparation of the 2026–2027 Budget. Discussions focused on addressing the challenges faced by fishermen and identifying practical and targeted solutions.
The representative of the Association des Pêcheurs de Roche Noires, Mr Sooress Awoter, called for the implementation of training and capacity-building programmes, a review of the bad weather allowance, and the provision of duty-free vehicles and other essential equipment for fishermen.
Meanwhile, Mrs Groodur Bibi Asmeen, representing Shear Water Offshore Fishing Cooperative Ltd, stated that proposals have been put forward for the development of landing facilities in the eastern region during adverse weather conditions, along with the provision of diesel subsidies for semi-industrial vessels.

BackMauritius Ocean Week 2026: Government drives blue economy strategy
The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell, called for united action to build a pathway towards a sustainable ocean-based future and advance the blue economy in Mauritius.
He was speaking this morning at Les Assises de l’Océan, held at the Caudan Arts Centre in Port Louis in the context of the 2026 Mauritius Ocean Week. The event, organised by the Ministry, was followed by high-level panel discussions on the blue economy involving key stakeholders.
The Junior Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Mr Gilles Fabrice David, as well as representatives from the United Nations and the United Nations Development Programme, were present.
In his address, Minister Boolell underlined that Mauritius is at a pivotal juncture, noting that despite being a Small Island Developing State, the country possesses one of the largest Exclusive Economic Zones in Africa. He stressed that this confers both rights and responsibilities, and highlighted the need to pursue sustainable ocean planning while adapting to climate change.
According to him, the ocean economy contributes around 10% to national Gross Domestic Product, with the potential to double over the next decade. He nevertheless emphasised that development must not come at the expense of biodiversity, calling for stronger protection of marine ecosystems such as coral reefs and mangroves, while addressing challenges including coastal erosion, declining fish stocks and illegal fishing.
Dr Boolell further outlined four priority areas to drive the sector forward, namely: harnessing human capital and strengthening cross-sectoral linkages; establishing a robust policy and institutional framework; promoting blue finance; and leveraging science and innovation.
The Minister in addition highlighted the forthcoming Blue Economy Bill to guide sustainable development, and called for closer collaboration between Government, the private sector and civil society to unlock opportunities and ensure the long-term resilience of the ocean economy.

As part of the ongoing 2026/27 pre-budget consultations, the Junior Minister of Finance, Mr Dhaneshwar Damry, met today in Port Louis with representatives from Academia and Federations of Private Secondary Schools.
In a statement following the meeting, the Director General of the Open University of Mauritius, Dr Dinesh Surroop, highlighted the need to internationalise universities to attract foreign students, noting that the export of higher education services could boost revenue and contribute to the country’s GDP.
Discussions also covered the promotion of digital transformation in the tertiary sector, as well as a request to upgrade the infrastructure of the Open University of Mauritius.
On his part, the Director of Academic Programmes at the African Leadership College of Higher Education, Dr Stephen Naicken, emphasised the potential for collaboration among tertiary institutions to foster entrepreneurship. BackLabour Day 2026: Towards a modern, inclusive and resilient labour market in Mauritius
A symposium with Tripartite Stakeholders and Social Partners, organised in the context of Labour Day 2026, was held on Thursday 30 April 2026 at the Ravenala Attitude Hotel, in Balaclava, in the presence of the Minister of Labour and Industrial Relations, Mr Muhammad Reza Cassam Uteem.
Government officials, employers and trade unions were present with a view to strengthening social dialogue on key labour issues, as well as emerging challenges in the world of work. The symposium focused, among others, on mental health and violence at the workplace, in line with the World Day for Safety and Health at Work. Discussions also addressed the inclusion of persons with disabilities in the labour market, as well as future employment trends.
The event was followed by the launch of the Labour Connect digital platform, aimed at modernising labour services through enhanced digital interaction among workers, employers and the Ministry.
In his address, Minister Uteem expressed appreciation for the strong participation of stakeholders, stressing that social dialogue remains a key pillar in the search for balanced and sustainable solutions for workers, employers and the country. He underscored the importance of continued engagement among social partners to promote a stable and productive industrial relations climate.
Minister Uteem further reaffirmed the Ministry’s commitment to active listening and prompt action in response to stakeholders’ concerns, despite operational constraints. He reiterated his vision of a ‘prosperous Mauritius’ founded on cooperation between workers, employers and Government, with equal participation in all labour-related initiatives.
Recent activities undertaken by the Ministry were highlighted as well by Mr Uteem, including a working visit to Rodrigues aimed at strengthening coordination and engaging with trade unions. He noted that one of the key challenges identified in Rodrigues is the absence of formal dispute resolution mechanisms, which currently requires workers to travel to Mauritius for industrial tribunal proceedings. He indicated that discussions are ongoing with the Chief Justice to address this issue.
Moreover, the Minister drew attention to international data highlighting the significant impact of psychosocial risks, including high levels of workplace-related stress and violence, as well as their economic and social consequences. He underscored the need for stronger prevention, enforcement and awareness measures in this area.
The Minister also emphasised the necessity to prepare for structural changes in the world of work driven by demographic shifts, global labour mobility and advances in artificial intelligence and automation.04 May 2026

BackJunior Minister Damry engages with bakery owners ahead of 2026-2027 Budget
As part of pre-budget consultations ahead of the 2026-2027 Budget, the Junior Minister of Finance, Mr Dhaneshwar Damry, received today in Port Louis, representatives of the Association des Propriétaires de Boulangeries.
In a statement following the meeting, the Association’s President, Mr Nasser Moraby, stated that several issues were raised. They include challenges in recruiting manpower, the recent increase in electricity tariffs and its effect its on the pricing of bread, and the need to review the VAT Registration threshold which has been reduced from Rs 6 million to Rs 3 million.
Mr Moraby noted that the price of bread has been fixed at Rs 3.90, while the actual cost of producing cost is around Rs 4.70. He emphasised that the current subsidy does not adequately cover the production costs and also expressed concern over the rising prices of diesel.

BackInternational Firefighters’ Day 2026: Tribute to Firefighters and Launch of National Fire Safety Campaign
The International Firefighters’ Day 2026 was commemorated with a solemn ceremony dedicated to honouring the courage and sacrifice of firefighters in Mauritius and across the world, this morning at the Coromandel Fire Station.
The Minister of Local Government, Mr Ranjiv Woochit, was present on the occasion, alongside the Junior Minister, Mr Mohammad Fawzi Allymun and the Acting Chief Fire Officer of the Mauritius Fire and Rescue Services (MFRS), Mr Hemant Gunnasya.
The ceremony, organised by the Ministry of Local Government in collaboration with the MFRS, forms part of a broader national effort to strengthen fire safety awareness, emergency preparedness and disaster risk reduction. It also marked the official launch of the Fire Safety and Emergency Preparedness Campaign 2026, which commenced today and will be rolled out across vulnerable areas of the island.
In his address, Minister Woochit paid tribute to the courage, discipline and unwavering commitment of firefighters, emphasising their critical role in safeguarding lives, property and communities. He noted that International Firefighters’ Day is both a moment of remembrance for fallen heroes and an opportunity to recognise the daily sacrifices of serving officers.
Highlighting the importance of the new sensitisation campaign, the Minister stated that it will build a stronger prevention culture, enhance public awareness, and reduce avoidable emergencies through community-based education and engagement.
Mr Ranjiv Woochit also outlined Government’s continued efforts to enhance the operational effectiveness of the MFRS through sustained investments in modern equipment, training and infrastructure. He indicated that new fire stations are under construction in Goodlands and Montagne Blanche to expand national coverage and reduce response times in accident-prone and high-risk areas. He moreover reaffirmed Government’s commitment to building a more responsive and resilient fire service, pointing out that improving intervention delays remains a priority, as rapid response is critical to saving lives and minimising damage.
For his part, Mr Gunnasya informed that 69 new recruits were enlisted on 17 April 2026 and are currently undergoing an initial six-month training programme, followed by six months of practical exposure across key operational divisions before being confirmed as full-fledged firefighters. He underlined that the MFRS has evolved into an all-hazards response agency engaged not only in firefighting, but also in rescue operations, disaster response and humanitarian assistance.
He also spoke about ongoing improvements in operational capacity, including specialised rescue teams, advanced equipment such as the 42-metre ladder and ultra-high-pressure systems, as well as strengthened paramedic response capabilities, supported by a network of 11 fire stations and future expansion plans.
Commemorating the International Firefighters’ Day 2026
The official programme featured a ceremonial parade; a wreath-laying ceremony in memory of firefighters who lost their lives in the line of duty; a minute of silence observed nationwide across fire stations; as well as a demonstration by newly enlisted recruits showcasing their training and operational readiness.
The Fire Safety and Emergency Preparedness Campaign 2026
The campaign aims at reducing risks within communities through targeted educational and preventive interventions, including awareness on home fire safety, disaster preparedness, basic safety when working at height and basic life support skills.

BackIMF delegation briefs Prime Minister on 2025 Article IV consultation findings
A delegation led by the Mission Chief from the International Monetary Fund (IMF), Ms Mariana Colacelli, paid a courtesy call on the Prime Minister, Dr Navinchandra Ramgoolam, this afternoon at the New Treasury Building in Port Louis. The Junior Minister of Finance, Mr Dhaneshwar Damry, was also present at the meeting.
In a statement, Ms Colacelli described the discussions as being successful and constructive, as the delegation briefed the Prime Minister on the findings of the 2025 Article IV Consultation. Talks also addressed Mauritius’s economic growth outlook, potential risks linked to ongoing global tensions, and IMF recommendations aimed at maintaining financial stability.
Regarding the forthcoming budget, she emphasised the importance of continued reforms and targeted efforts by the Government to support vulnerable groups while easing their economic challenges.

BackMauritius Ocean Week 2026: High-Level Panel Discussions focus on Blue Economy as next Frontier of Development
High-level panel discussions on the blue economy as the next frontier for development were held yesterday at the Caudan Arts Centre, with the participation of the Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell. The event took place on the sidelines of Mauritius Ocean Week 2026, under the theme “The Bridge to the Blue Future: Uniting Stakeholders for a Sustainable Ocean Economy.”
Other panellists were: the United Nations Resident Coordinator for the Republic of Mauritius and the Republic of Seychelles, Ms Lisa Simrique Singh; the Ocean and Fisheries Attaché / Diplomate, Delegation of the European Union to the Republic of Mauritius and the Republic of the Seychelles, Mrs Delphine Goguet; and the Chief Executive Officer of Business Mauritius, Mr Kevin Ramkaloan.
The themes discussed comprised: Ministerial Leadership in Advancing the Blue Economy Frontier; The Blue Economy Pathway for Inclusive Development; and Aligning Fisheries, Tourism, and Marine Energy for Shared Prosperity.
During the discussions, Minister Boolell underscored the need for close collaboration among government, the private sector and international organisations for the blue economy to truly emerge as the next frontier of development. He noted that the Government has a responsibility to establish clear policies and stressed the urgency for the nation to fully harness Mauritius’ Exclusive Economic Zone.
As for Ms Singh, she dwelt on the global ocean economy and called for concerned stakeholders and policy makers to work together at the local level so as to further boost the sector. She moreover outlined the need for more coordinated investment, adding that there are currently more than 25 United Nations agencies working in Mauritius.
For her part, Mrs Goguet reassured that the European Union will continue to partner with the Mauritian Government and provide support for the blue economy to become the next frontier of development. She further advocated for a secured environment for innovators and investors, and the need for the sustainable development of the ocean.
Mr Ramkaloan underlined the imperative of modernising the port eco-system, as a strong cargo movement in the country is the key for development. He also called for increased efforts to strengthen the eco-tourism sector, while emphasising the need to tap into the opportunities offered by inland aquaculture projects.
The Mauritius Ocean Week 2026 aims to position Mauritius as a leading Ocean State by focusing on: consolidating recommendations for a Blue Economy Roadmap; promoting sustainable fisheries, aquaculture, and marine renewable energy; and addressing climate resilience and the protection of marine biodiversity. It follows the 9th Indian Ocean Conference, which was held in Mauritius from 10 to 12 April 2026.05 May 2026

BackIMF Mission: Mauritian economy remains resilient with 3.2% growth in 2025
“The
Mauritian economy has exhibited resilience, recording growth of 3.2 percent in
2025 and easing inflation in early 2026. However, the near‑term outlook has weakened
amid heightened global uncertainty and ongoing conflict in the Middle East,” said the International
Monetary Fund (IMF) Mission Chief, Ms Mariana Colacelli, yesterday during a
press conference at the Hennessy Park Hotel in Ebène.
She conveyed the preliminary findings of the mission undertaken by an IMF team, which she led, to Mauritius from 22 April to 4 May 2026 as part of discussions for the 2026 Article IV Consultation. Under Article IV of the IMF’s Articles of Agreement, the Fund conducts regular—typically annual—bilateral consultations with its member countries. A staff team visits the country, collects economic and financial information, and discusses with national authorities on recent developments and policy directions. The findings are subsequently compiled into a report, which serves as the basis for deliberations by the IMF Executive Board.
Ms Colacelli highlighted that Mauritius needs to advance reforms to rebuild fiscal space, while strengthening the monetary policy framework and enhancing the monitoring of macro-financial risks to safeguard financial stability. She also said that reforms to boost productivity, support private investment, and strengthen climate resilience are critical to sustain growth amid demographic headwinds and to help reduce external imbalances.
Speaking on the Mauritian economy, she noted that it has remained resilient. Real GDP grew by 3.2 percent in 2025, driven by continued strength in services—including tourism and financial services—and moderated by a contraction in construction. Growth is projected to slow further in 2026 to 2.8 percent, due to adverse spillovers from the war in the Middle East, particularly affecting the tourism sector, she added.
She indicated that inflation picked up in 2025, partly reflecting policy-related price adjustments, before easing in early 2026 to within the Bank of Mauritius’ (BOM) target range of 2 to 5 percent. Inflation is nevertheless expected to rise again in 2026, driven by higher global fuel and food prices, before stabilising in 2027.
On the external front, the current account deficit is estimated to have widened in 2025, while foreign reserves increased to US$10.3 billion by year-end. Ms Colacelli cautioned that prolonged global economic challenges, including continued geopolitical tensions, could further weigh on growth, intensify inflationary pressures, and weaken the country’s external position.
Policy discussions during the mission focused on addressing the economic impact of the Middle East conflict, rebuilding fiscal space, strengthening the monetary policy framework, and maintaining financial stability. The fiscal position is expected to improve in the 2025–2026 financial year, with the primary deficit projected to narrow to 3.5 percent of GDP, down from 6.5 percent in the previous fiscal year.
Public debt, however, is projected to remain high at around 88 percent of GDP by end-June 2026. Ms Colacelli emphasised the need for continued fiscal consolidation through enhanced revenue mobilisation and prudent spending, particularly in areas such as pensions and extra-budgetary transfers, while ensuring targeted support for vulnerable groups.
Regarding monetary policy, she described the current stance as broadly appropriate, stressing the importance of maintaining a forward-looking approach. The BOM should be ready to tighten policy if inflationary pressures exceed target levels, while reforms to strengthen the monetary policy framework and safeguard central bank independence should be pursued promptly.
She also welcomed the BOM’s decision to promptly return undisbursed funds from the Mauritius Investment Corporation (MIC) to the central bank, as well as plans to gradually phase out the remaining BOM investment in the MIC.
Ms Colacelli further underscored the importance of structural reforms aimed at enhancing competitiveness, boosting labour supply and skills, encouraging private investment, and strengthening climate resilience. These measures, alongside improved governance and continued adherence to Anti-Money Laundering and Countering the Financing of Terrorism standards, are key to sustaining long-term growth and reducing economic imbalances.
Finally, she commended the Government’s commitment to data quality and transparency, noting that Mauritius has become the first African country to subscribe to the IMF’s Special Data Dissemination Standard Plus, the highest tier of its data standards framework. Authorities have also expressed commitment to further strengthening institutional independence and the national statistical system, she said.

BackMauritius steps up efforts to secure long-term water resources in northern region
A data validation workshop to support the project ‘Ensuring a Sustainable and Climate-Resilient Water Supply in the Northern Part of Mauritius’ was held this morning at the Caudan Arts Centre in Port Louis. The initiative focusses on assessing the groundwater potential of the Northern Aquifer, developing a robust groundwater model, and establishing a Decision Support System to guide water resources management and allocation in the region.
Implemented by the United Nations Educational, Scientific and Cultural Organization (UNESCO) in collaboration with the University of Avignon, the Ministry of Energy and Public Utilities, and the Water Resources Commission, the project seeks to reduce climate-related vulnerabilities, safeguard livelihoods, and ensure reliable water access for domestic, agricultural and industrial uses.
The Head of the Natural Sciences Sector at UNESCO Regional Office for Eastern Africa, Dr Christian Berretta; the Project Manager at UNESCO, Ms Priya Devi Rambojun Geerun; and key stakeholders from Government, academia and the private sector were present.
In his address, Dr Berretta drew attention to the growing pressures facing the northern region, a key hub for agriculture, tourism and residential development. He noted that climate variability is increasingly affecting the area, with consequences extending beyond water availability to impact food production, public health and overall socio-economic stability.
He pointed out that strengthening water resilience is therefore essential to sustain communities and support balanced development. He thus outlined the importance of reliable data and scientific tools in enabling transparent decision-making and fair resource distribution among users. Enhancing institutional capacity will be crucial in fostering long-term sustainability and reinforcing social cohesion to face these challenges, he added.
For her part, Ms Rambojun Geerun expressed appreciation for the collective effort of national and international partners involved in the initiative, noting that the project reflects a strong spirit of cooperation across institutions. She emphasised that such collaboration is essential for addressing shared environmental challenges and for advancing solutions that serve both present and future needs.
She also underlined the importance of strengthening knowledge-sharing and coordination among stakeholders, highlighting that the project provides an opportunity to build common understanding on water-related issues in the northern region. She further stressed that sustained engagement and partnership will be key to ensuring that the outcomes of the initiative translate into practical benefits for communities and support more resilient water management in the long term.

BackMauritius Ocean Week highlights Blue Carbon and Climate Resilience on day two
The second day of the Mauritius Ocean Week 2026 was marked by a half-day session held, today, at The Docks, in Port Louis, entitled ‘The Blue Talks: Blue Carbon and Climate Finance’, which focused on climate resilience, climate finance and the role of blue carbon ecosystems in advancing a sustainable ocean economy.
Mauritius Ocean Week 2026, being held from 04 to 08 May 2026, aimed at fostering dialogue, strengthening partnerships and promoting innovation in the blue economy sector.
The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell, and the Junior Minister of the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries, Mr Gilles Fabrice David, were present at the opening of the half-day session, alongside representatives of international organisations, including the United Nations Economic Commission for Africa.
In his address, Minister Boolell highlighted the high vulnerability of African island states, including Mauritius, to the adverse impacts of climate change such as sea-level rise, coastal erosion, increased storm intensity, ocean acidification and water scarcity. “These challenges,” he underlined, “have significant implications for economic stability, ecosystems, and livelihoods.”
In this context, he referred to the Resilient Islands Initiative (RESIslands), developed under the African Island States Climate Commission. The Initiative is a key mechanism to strengthen institutional capacity, support climate risk management and improve access to climate finance, while assisting in the development of climate-related projects and early warning systems.
The Minister further underscored the importance of blue carbon ecosystems, namely mangroves, seagrasses and tidal marshes in mitigating climate change and supporting coastal resilience. “In Mauritius, approximately 80% of seagrass ecosystems have been mapped, with key sites identified at Poste Lafayette, Mont Choisy, Albion, Le Morne and Banc d’Olive,” indicated Dr Boolell. “These ecosystems”, he stressed, “are protected under the Fisheries Act 2023 and form part of an integrated approach to promoting environmental sustainability, economic development and innovative financing mechanisms such as blue carbon offsetting.”
According to Dr Boolell, these ecosystems contribute to carbon sequestration, while also sustaining fisheries, tourism, and food security and protecting coastal communities against extreme weather events.

BackPrime Minister Ramgoolam discusses tax system with King’s Counsel Baker
The King’s Counsel of Field Court Tax Chambers in the United Kingdom, Dr Philip Baker, called on the Prime Minister, Dr Navinchandra Ramgoolam, this afternoon at the New Treasury Building in Port Louis, to discuss Mauritius’ tax system and investment prospects.
He was accompanied by the Director-General of the Mauritius Revenue Authority, Mr Rohit Ramnawaz.
In a statement, Dr Baker observed that it was his second meeting with Prime Minister Ramgoolam aimed at following up on recent international tax developments. Talks covered a broad range of issues, including the tax framework, the national budget system, existing tax incentives, and the consultation process leading up to the budget.
Dr Baker pointed out that the current budget process in Mauritius appears somewhat outdated, particularly regarding pre-budget presentations. He emphasised the need for a continuous, year-round consultation process that promotes greater transparency, inclusiveness, and fairness among stakeholders, while leaving it to the Government to decide on the suitability of such reforms.
The meeting also addressed investment opportunities, with particular attention to Mauritian investments in India and other international markets, reflecting the Prime Minister’s interest in expanding the country’s global economic engagement.
Dr Philip Baker is widely recognised as a leading expert in international taxation and is the author of a key reference work on Double Taxation Conventions. He also has significant experience in legislative tax drafting and a strong understanding of Mauritius’s legal framework.
