PM Ramgoolam reaffirms Government's commitment to national security and infrastructural development

“Police officers play a vital role in safeguarding national security, combating crime and ensuring discipline, law and order in the country. In recognition of the demanding responsibilities they shoulder, it is essential to provide them with adequate and appropriate infrastructure that supports their well-being and enables them to perform their duties effectively,” stated the Prime Minister, Dr Navinchandra Ramgoolam, yesterday, at the inauguration of the new police station at Baie du Tombeau

The Deputy Prime Minister and Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie, Ministers, and Members of the National Assembly. were also present.

Prior to the event, the Prime Minister proceeded with the inauguration of the Beach Soccer Pitch at Baie du Tombeau, providing a dedicated space for sports, recreation and leisure in the community. He called on the inhabitants to avail this new facility in a responsible manner.

In his address, Prime Minister Ramgoolam reaffirmed Government’s commitment to strengthening national security, improving the well-being of police officers and modernising the infrastructure and equipment required for effective law enforcement.

He further pointed out that women police officers often work in deplorable conditions without the necessary facilities while emphasising that modern infrastructure is essential to enable police officers to discharge their responsibilities with greater professionalism, efficiency and dignity.

He also highlighted the need for updated equipment, appropriate facilities and a promotion system based on meritocracy. Police officers who perform their duties diligently and demonstrate commitment, discipline and professionalism should be given due recognition and opportunities for career advancement, he said.
As regards the fight against drugs, Dr Ramgoolam emphasised Government’s determination to combat the scourge, noting the significant quantities of illicit drugs being confiscated through the efforts of law enforcement agencies. He spoke of the challenges arising from Mauritius’ vast maritime zone, which makes surveillance and enforcement particularly demanding. He thus highlighted the need for enhanced cooperation with international partners, including India and France, in strengthening maritime security.

He indicated that an agreement with India was signed for enhanced surveillance capabilities, including radar and camera systems to identify and track vessels, as well as the increased utilisation of drones. He further announced that an Offshore Patrol Vessel, equipped with modern technology and capabilities, will be acquired to reinforce maritime surveillance and protection of the country’s territorial waters.
Moreover, Prime Minister Ramgoolam reassured the inhabitants that no waste plant will be constructed in the region of Baie du Tombeau in a bid to better protect their health and well-being. Despite economic restraints, he reiterated that Government’s approach is centred on results, accountability, discipline and meritocracy, with the objective of building a modern, efficient and professional Police Force.
Following the two events, the Prime Minister also attended the inaugural Mass of the Grotto of the Immaculate Conception of the Virgin Mary, at the Dockers’ Village in Baie du Tombeau.

India-Mauritius Relations highlighted at Independence Day Reception

India-Mauritius close and enduring ties were highlighted, yesterday, by the High Commissioner of India to Mauritius, Mr Anurag Srivastava, during a reception held at the Trianon Convention Centre to mark India’s 79th Independence Day.

The President of the Republic of Mauritius, Mr Dharambeer Gokhool; the Prime Minister, Dr Navinchandra Ramgoolam, the Vice-President, Mr Robert Hungley; the Deputy Prime Minister, Mrs Marie Arianne Navarre-Marie; the Acting Minister of Foreign Affairs, Regional Integration and International Trade, Dr Arvin Boolell; Ministers; members of the National Assembly; members of the diplomatic corps; senior government officials; and other distinguished guests were present.

In his address, High Commissioner Srivastava described the celebration of India’s Independence Day in Mauritius as particularly special, given the two countries’ close historical, demographic, cultural and emotional bonds. He noted that for many Mauritians, India is not simply the land from which their ancestors originated, but remains an integral part of Mauritian life, reflected through language, music, festivals and traditions.

He recalled that Indian Prime Minister Narendra Modi has described Mauritius as “family” to India, underscoring the exceptional nature of the relationship between the two countries.

He highlighted that the bilateral relationship was elevated to an Enhanced Strategic Partnership in March 2025 during Prime Minister Narendra Modi’s state visit to Mauritius, with both countries subsequently translating the vision of their leaders into concrete initiatives benefiting their peoples.

The High Commissioner of India to Mauritius also referred to the US$680 million Special Economic Package announced during Prime Minister Ramgoolam’s visit to India in September 2025, describing it as an expression of India’s continued commitment to Mauritius and its development priorities. He further emphasised the expanding cooperation between the two countries in areas such as infrastructure development, connectivity, public institutions, labour mobility and digital transformation.

Among the recent initiatives, he highlighted the establishment of a government-to-government mechanism for the recruitment and employment of Indian workers in Mauritius, marking labour mobility as an emerging pillar of partnership.

Healthcare cooperation was equally highlighted, particularly the establishment of the Renal Transplant Unit at Jawaharlal Nehru Hospital. The successful completion of the first kidney transplant at the facility in May 2026 was described as a significant milestone in the health partnership between the two countries. Mr Srivastava also underlined India’s support in healthcare professional training, yoga, traditional medicine and the development of healthcare infrastructure.

As regards sustainable development, he pointed to the deployment of 100 Made-in-India electric buses in Mauritius and the floating solar project at Tamarind Falls as examples of cooperation supporting the country’s green transition.

He further announced that India and Mauritius are working together on a number of emerging areas, including the development of a digital judiciary, a joint satellite, weather prediction and early-warning systems, fintech, artificial intelligence and digital public infrastructure.

The Indian High Commissioner also referred to Mauritius’ participation in the AI Impact Summit held in India in February 2026, which provided an opportunity for the two countries to explore the use of artificial intelligence and digital technologies for inclusive and sustainable development.

On security cooperation, Mr Srivastava highlighted that India’s partnership with Mauritius continues to evolve in response to the changing maritime environment of the Indian Ocean. He spoke about cooperation in maritime surveillance, hydrography and maritime domain awareness, noting that the partnership is founded on mutual trust and a shared commitment to a secure and prosperous Indian Ocean.

People-to-people relations, he added, remain at the heart of the bilateral relationship, with India continuing to support initiatives involving OCI cards, training opportunities, scholarships and youth exchanges.

The Indian High Commissioner also welcomed Mauritius as a member of the International Cricket Council, describing it as another dimension of the growing bilateral relationship.

The contribution of Mauritian citizens who have strengthened India-Mauritius ties through their achievements was also recognised during the event.

Mr Srivastava concluded by reiterating that the strongest bridges between India and Mauritius are built by their people.

The reception also featured a photo exhibition, cultural performances, including dance and vocal presentations, showcasing the longstanding cultural bonds between India and Mauritius over the years.

A Century of Life: Mr Fuzoolla Rajack Meean Turns 100

Mr Fuzoolla Rajack Meean, born on 9 August 1926, celebrated his 100th birthday on Saturday 15 August 2026 at his residence in Union Park, surrounded by family members and close friends.The Junior Minister of Health and Wellness, Mrs Anishta Babooram; Members of Parliament, Mr Manoj Seeburn and Mr Ashley Ramdass were also present for the occasion.

To mark the occasion, the Ministry of Social Integration, Social Security and National Solidarity presented Mr Meean with a cheque of Rs 26,203, a bouquet, the centenarian medal and certificate, as well as a gift worth Rs 5,000. The National Solidarity Fund also awarded him a cheque of Rs 10,000, while the Senior Citizens Council honoured him with a shield, bath towel, hand towel and birthday card.

Born and raised in Union Park, Mr Meean is the son of Mr Fuzoolla Hossman, who worked as a labourer, and Mrs Choolee Sakeenah, a housewife. He was one of six children, comprising five sons and one daughter and is the only surviving member of the family.

Mr Meean pursued his education up to Standard four. He later worked as a tailor and operated his own tailoring shop in Rose-Belle, where he specialised in making suits. Sewing was also his principal hobby and he remained closely associated with his profession and passion for tailoring.

He married Mrs Baghalee Juleka, a housewife, on 01 December 1982, who passed away in 2004. The couple had eight children. Mr Meean is today blessed with 19 grandchildren and ten great-grandchildren.

Prime Minister Ramgoolam participates in 46th SADC Summit in South Africa

The Prime Minister, Dr Navinchandra Ramgoolam, is participating in the 46th Ordinary Summit of Heads of State and Government of the Southern African Development Community (SADC), being held in the Republic of South Africa on 17 August 2026.

The Summit is hosted and chaired by the President of the Republic of South Africa, Mr Matamela Cyril Ramaphosa. The theme of the 46th SADC Summit is “Resilient, Sustainable and Inclusive Industrialisation through Infrastructure Development, Agricultural and Critical Minerals Transformation in Pursuit of a Just World.”

The Prime Minister’s participation in the Summit underscores the importance Mauritius attaches to strengthening regional cooperation, deepening economic integration and consolidating relations with SADC Member States.

The Summit will focus, among other priorities, on accelerating regional integration and development through enhanced infrastructure development, agricultural transformation and the beneficiation of critical minerals. Particular emphasis will be placed on the strengthening of a competitive, climate-resilient and inclusive region, capable of creating the conditions for sustainable development and a fairer and more prosperous future for its people.

Mauritius has maintained close relations with SADC since joining the organisation in 1995. Its membership contributes to strengthening regional economic integration while broadening opportunities for cooperation, trade and investment with countries across Southern Africa.

In this context, Mauritius’ engagement within SADC serves a dual purpose namely to expand regional opportunities for Mauritian businesses and to further strengthen the country’s positioning as a platform for investment, services and connectivity between Africa and the Indian Ocean.

In the margins of the Summit, Prime Minister Ramgoolam will have the opportunity to meet with other Heads of State and Government of the SADC Region to discuss issues of common interest and strategic priorities for the region.

Mrs L’Amoureux joins the ranks of centenarians

Mrs Rose Aima L’Amoureux, born on 10 August 1926, celebrated her 100ᵗʰ birthday on Saturday 15 August 2026 at her residence in Trou aux Biches, surrounded by family members and friends. The milestone was marked with an official ceremony organised by the Ministry of Social Integration, Social Security and National Solidarity in honour of the centenarian.

The Vice-Chairperson of the District Council of Pamplemousses, Mr Brian Ng Fuk Chong, was present on the occasion.

As part of the celebrations, the Ministry presented Mrs L’Amoureux with a cheque of Rs 26,203, a bouquet, a centenarian medal, a certificate and a digital air fryer. She also received a cheque of Rs 10,000 from the National Solidarity Fund, gifts from the Senior Citizens Council and a Special Telephone Service offered by Mauritius Telecom.

Born in Beau Champ, Mrs L’Amoureux was raised in a family of six children and is the only surviving sibling. Although she did not receive formal education, she spent much of her life working, first as a labourer and later as a watchman at a villa in Tamarin.

She married Mr Lucien Favori, who worked as a labourer at Britannia Sugar Estate. The couple had three children, comprising one son and two daughters, of whom only one daughter is still alive. Mrs L’Amoureux has 12 grandchildren and 24 great-grandchildren.

The centenarian attributes her longevity to a life of hard work, being surrounded by family and maintaining a cheerful and friendly disposition.

NIC’s Empowerment Programme drives Local Business Success


The first cohort of 30 women entrepreneurs who participated in the Entrepreneurial Empowerment Programme (EEP), an initiative of the National Insurance Company (NIC), received their certificates on Friday 14 August 2026. The award ceremony was held in the presence of the Minister of Financial Services and Economic Planning, Dr (Mrs) Jyoti Jeetun, at the Atal Bihari Vajpayee Institute of Public Service and Innovation in Moka. Seven women entrepreneurs of the same batch received special awards for innovative business ideas.

In her keynote address, Minister Jeetun lauded the NIC for its Corporate Social Responsibility initiative to support emerging women entrepreneurs, calling it a pivotal boost for their business ventures. She highlighted that the Programme is aligned with Government’s vision of fostering social development and supporting the growth of local enterprises.

Dr Jeetun emphasised that the Programme will also help participants build confidence, encouraging them to trust their instincts and life experience. “Undertaking the risk of launching a business benefits not only the owner but also contributes to national economic prosperity and job creation”, she noted.

On that score, she spoke of the ongoing elaboration of the Vision 2050, describing it as a foundational framework for shaping tomorrow’s Mauritius. She pointed out that securing long-term prosperity, sustainable economic growth, and enhanced social mobility requires deliberate, forward-looking planning and strategic investment today.

Also present, the NIC Group Chairman, Mr Santosh Kumar Gujadhur, underlined that by choosing entrepreneurship, the participants have embarked on a brave path as nation-builders. 'There is no greater satisfaction than creating value, transforming lives, and knowing that your work is moving the country forward,' he said.

Mr Gujadhur also indicated that the EEP launched in April 2025, reflects NIC’s deep commitment to serving the nation by engaging directly with grassroots communities and supporting the people who drive our economy. He informed that the participants took part in an intensive eight-week training in entrepreneurial fundamentals, during which they have built their strategic plans, honed their skills in leadership, marketing, finance, human resource and customer communication, learnt financial tools, and developed personal resilience to adapt and keep moving forward.

New Grove Native Mrs Kossilla Ramkhalawan Celebrated at 100

Mrs Kossilla Ramkhalawan marked a remarkable milestone yesterday as she celebrated her 100th birthday surrounded by family and friends at the seat of the Sugar Industry Labour Welfare Fund in Grand Bassin. Born in New Grove on 15 August 1926, the new centenarian was honoured at an official ceremony organised by the Ministry of Social Integration, Social Security and National Solidarity.

To commemorate the occasion, Mrs Ramkhalawan received a cheque of Rs 26,203 from the authorities and a further Rs 10,000 from the National Solidarity Fund, along with a bouquet, a centenarian medal, a certificate, a rice cooker and other gifts.

The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell; the Junior Minister of Health and Wellness, Mrs Anishta Babooram; Members of Parliament, Messrs Manoj Seeburn and Ashley Ramdass; as well as other personalities were also present on the occasion.

Mrs Kossilla Ramkhalawan was born and raised in New Grove and spent her working years as a sugar cane and tea planter. She was religiously married to Mr Manilall Moonien, a labourer, with whom she lived first at Union Park before the couple settled in New Grove.

Following the demise of her husband, Mrs Ramkhalawan moved to Nouvelle France to live with her daughter, where she has resided for the past 45 years. She is surrounded by four grandchildren, seven great-grandchildren and one great-great-grandchild.

Fond of Mauritian cuisine, particularly fish and prawn curry, Mrs Ramkhalawan also enjoys watching Hindi serials on television. The centenarian attributes her longevity to hard work, a hygienic lifestyle and an unwavering faith in God.

Online Motor Vehicle Licence system launched for taxi operators

In an endeavour to digitalise public services, the Motor Vehicle Licence (MVL) System enabling taxi operators to make online payments for Road Tax, was launched today in presence of the Minister of Land Transport, Mr Mahomed Osman Cassam Mahomed, and the Minister of Information Technology, Communication and Innovation, Dr Avinash Ramtohul, in Port-Louis.

On the occasion, the official website of the Taxi Operators Welfare Fund (TOWF), providing an accessible platform for information on the Fund and its activities, was also unveiled.

In his remarks, Minister Mahomed highlighted the important role played by taxi operators in the daily commute of citizens, particularly in providing transport during emergencies. He stressed that reinforcing the TOWF would contribute to improving the welfare of taxi operators and enable them to benefit from various grants and schemes.

He also underlined a range of digitalisation projects being undertaken in collaboration with the Ministry of Information Technology, Communication and Innovation. These include online payment of tax declarations, the penalty-point system, digital driving licences and a fleet management system.

Furthermore, Minister Mahomed stated that the existing system of the National Land Transport Authority was obsolete adding that a tender had been launched to upgrade and enhance its performance. Both Ministries are also collaborating on the introduction of cashless ticketing and a smart parking application aimed at improving efficiency.

With regard to regulations for online booking platforms, he pointed out that some 3,000 taxi operators are already registered on an electronic platform, underscoring the need for an appropriate regulatory framework.

For his part, Minister Ramtohul stated that the launch is in line with Government’s vision, as outlined in the Digital Transformation Blueprint, to modernise public services and make them more accessible to citizens. The new online system, he noted, would help reduce queues at Post Offices and NLTA offices while also providing a database of taxi operators. He encouraged taxi operators to register on MAUPASS to facilitate access to digital public services.

He further recalled that a number of services are already available through the KOREK super app, including the Artificial Intelligence-enabled water leakage reporting service of the Central Water Authority, real-time national power supply information of the Central Electricity Board, the penalty-point system and online driving licence services, thereby providing citizens with quicker and easier access to public services.

The Fund, established under the TOWF Act 2021, aims to cater for the advancement and promotion of the welfare of taxi operators in Mauritius and their families. It provides a range of schemes namely medical assistance scheme, death grant scheme, hardship scheme and educational grant scheme. Out of a total of 7,802 taxi operators, 6,567 are currently registered with the TOWF.

CLCS endorses Mauritius’ Continental Shelf claim in Rodrigues region

The Commission on the Limits of the Continental Shelf (CLCS) approved, on 30 July 2026, the Submission of the Republic of Mauritius concerning its Extended Continental Shelf in the region of Rodrigues Island.

The Submission, lodged on 06 May 2009, sought recognition of an extended continental shelf beyond 200 nautical miles in the Rodrigues region and was supported by extensive geological, geophysical and geochemical evidence. A Sub-Commission of the CLCS was established in March 2014 to examine the Submission.

In 2016, Mauritius requested a temporary pause in the examination to enable the acquisition of additional scientific data and further strengthening of the Submission. Following the completion of the technical examination, a Mauritian delegation made its final presentation to the CLCS in February 2026.

After considering the recommendations of the Sub-Commission and the explanations provided by Mauritius, the CLCS approved the Recommendations on 30 July 2026. The Recommendations recognise Mauritius’ entitlement to an extended continental shelf in the Rodrigues region, with outer limits covering approximately 147,000 square kilometres.

The decision marks a major national milestone in the administration of Mauritius’ maritime zones and is expected to have significant long-term implications for marine scientific research, ocean governance, marine spatial planning, and the exploration and sustainable use of natural resources in accordance with international law.

Inception Workshop sets stage for Blue Economy Transformation in African SIDS

An inception workshop, pertaining to the ‘Supporting Sustainable Inclusive Blue Economy Transformation in African for Small Island Developing States’ project, was held on Monday 17 August 2026 in Port-Louis.

The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell, and the Junior Minister of the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries, Mr Gilles Fabrice David, were present on the occasion.

It is recalled that the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries (Blue Economy and Fisheries Division) signed a Grant Memorandum with the Global Water Partnership Southern Africa for the implementation of specific activities under the African Small Island Developing States (SIDS) project. In this respect, a grant of up to USD 639,000 is being obtained.

In his address, Minister Arvin Boolell underscored the vital contribution of the artisan fisher community to Mauritius’ expanding blue economy. Reaffirming Government’s commitment to bolstering the maritime sector, Dr Boolell remarked that sustainable growth required the active engagement of all stakeholders, with local fishers serving as a strong link in the value chain.

He highlighted the urgent need to broaden socioeconomic opportunities for fishers to ensure they secure sustainable livelihoods and fair returns for their labour. Furthermore, the Minister stressed the imperative of managing the nation’s marine resources responsibly, calling for the sustainable exploitation of Mauritius’ Exclusive Economic Zone (EEZ) and continental shelf, noting the strategic expansion of the country's maritime territory through the additional extended continental shelf obtained in the Rodrigues region.

For his part, the Junior Minister emphasised the critical importance of marine resources for African SIDS, stating that the ocean is their territory, economy, food security, a vital source of employment, national capital and the cornerstone of their common future.

Moreover, Mr David lauded the implementation of the African SIDS project, underlining its focus on key training initiatives, the distribution of modern equipment to fishers, and the integration of digital technology, enabling fishers to both receive and contribute data for enhanced fisheries management.

According to the Junior Minister, the strategic outcomes of the project include: empowering fishers to navigate further offshore safely, improving catch quality to boost market value and fisher incomes, and reducing environmental pressure on lagoon ecosystems.

"We envision this initiative inspiring our youth to view fisheries as a modern, dignified, and sustainable profession of the future," he said, adding that Mauritius looks forward to sharing the valuable insights and lessons developed with fellow African SIDS.

Supporting Sustainable Inclusive Blue Economy Transformation in African for Small Island Developing States project

The overall objective of the African SIDS project is to achieve an integrated, cross-sectoral sustainable management of the Blue Economy in African SIDS, through improved blue governance to build resilient communities and conserve coastal and marine ecosystem services.

Specifically, the national demonstrations activities to be undertaken under Component 2 of the African SIDS project aim to decrease anthropogenic pressure on over exploited marine ecosystems by promoting sustainable offshore fishing and associated value-addition activities among the local communities involved in the Blue Economy sector in the Republic of Mauritius.

Workshop to validate proposal for National Fisheries Information System

A validation workshop to review a project proposal for the establishment of a national Fisheries Information System (FIS) in Mauritius was held today at the Albion Fisheries Research Centre, as part of efforts to modernise the country’s fisheries data systems and provide policymakers with reliable information to support the sustainable management of marine resources.

The workshop, organised by the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries, is part of the project “Enhancing Coastal Fisheries Management in Mauritius through Evaluation and Improvement of Fisheries Data Collection Systems”, being implemented under the World Trade Organization (WTO) Fish Fund.

The proposal is being prepared for submission under the WTO Fish Fund Category II grant window. The proposed FIS is intended to strengthen the collection, reporting, analysis and management of fisheries data, providing authorities with more reliable information for decision-making and sustainable fisheries management.

The workshop follows a stakeholder consultation held on 19 and 20 May 2026, which brought together representatives of fishing communities, Ministries, enforcement agencies and other stakeholders. Participants identified weaknesses in existing fisheries data collection systems.

The validation workshop provided an opportunity for stakeholders to examine the project proposal and ensure that it reflects the recommendations and priorities identified during the consultation in May 2026.

Addressing participants, the Director of Fisheries, Mrs Meera Satishchandra Koonjul, stressed the importance of collaboration among stakeholders in improving fisheries data management while highlighting the opportunity provided through the WTO Fish Fund. She underlined the need for reliable and professionally managed fisheries data to support effective decision-making.

The WTO Fish Fund Consultant, Mr Aymen Charef who is facilitating the workshop, reaffirmed support to ensure that the project reflects the priorities and practical needs of those working in the fisheries sector.

Minister Ameer Meea calls for Innovation to be nurtured from an early age

“Mauritius needs people who are prepared to think differently because the world around us is changing very quickly,” stated the Minister of Industry, SME and Cooperatives, Mr Aadil Ameer Meea, today, as he called for a culture of innovation, productivity and problem-solving to be nurtured among young people from an early age.

He was speaking at the InnovEd 2026 Award Ceremony held at the Atal Bihari Vajpayee Institute of Public Service and Innovation in Réduit. The Minister of Education and Human Resource, Dr Mahend Gungapersad; the Chairperson of the National Productivity and Competitiveness Council (NPCC), Mr Arshad Duymun; the Executive Director of the NPCC, Dr Vinaye Ancharaz; educators; students; and other stakeholders also attended the event.

Minister Ameer Meea highlighted that initiatives such as InnovEd provide a glimpse of the Mauritius of tomorrow by encouraging young people to come forward with ideas, identify problems and think differently about possible solutions. Innovation, he pointed out, can begin with a simple idea and the determination to address an existing problem.

He emphasised that productivity goes beyond producing more and also involves improving the way people work, using technology intelligently, reducing waste and making better use of skills and resources. Through InnovEd, students thus develop practical skills by identifying problems, working collaboratively and devising solutions, he observed.

Moreover, Minister Ameer Meea dwelt on Government’s investment in Artificial Intelligence (AI), including a National AI Learning Platform aimed at training 50,000 Mauritians in practical AI skills. He further informed that Government will soon introduce a new Industry Bill to support industrialisation and reposition Mauritius as a stronger manufacturing and export platform, with emphasis on higher-value activities.

For his part, Minister Gungapersad commended the creativity, teamwork and vision demonstrated by students. He expressed satisfaction that young people were identifying problems around them and working together to devise solutions, before outlining the importance of developing a solution-driven culture among the younger generation.

He also seized the opportunity to commend parents, teachers and rectors who have accompanied the participants through this journey.

As for NPCC’s Chairperson, he remarked that innovation opens new markets, creates new jobs and gives students the power to shape the future they want for themselves. He commended all participants for having demonstrated that, with an innovative mindset and hard work, their ideas can make a difference in our society.

NPCC’s Executive Director, for his part, stated that InnovEd 2026 was launched in February this year, with 81 teams from 50 schools competing in the first assessment in June, out of which 32 were chosen for the final assessment. In addition, he dwelt on the NPCC’s mandate and reflected on the importance of building a culture of productivity a young age.

Participants had the opportunity to present projects around six themes, namely: Interactive Media; Cultural Heritage; Languages and Publishing; Performing Arts; Visual Arts and Crafts; and Design. Winners and runners-up received cash prizes of Rs 20,000 and Rs 10,000, respectively.

Industrial Development: UNIDO launches groundwork for new Strategic Plan for Mauritius

The United Nations Industrial Development Organization (UNIDO) has started preparatory work for the elaboration of a new Strategic Plan for Mauritius’ industrial sector. On that score, a team of UNIDO experts is currently in Mauritius for consultations with key stakeholders.

The experts met, on 17 August 2026, with the Minister of Industry, SMEs and Cooperatives, Mr Aadil Ameer Meea, for a better understanding of Government’s vision for the industrial sector, as well as the realities, challenges and ambitions shaping Mauritius’ industrial development.

Discussions focused on the broad directions envisaged for the sector in the coming years and on reforms being prepared by the Ministry, including the forthcoming Industry Bill and SME Bill.

During the meeting, Minister Ameer Meea outlined the economic transformation of Mauritius’ economy shifting from a largely dependent economy on sugar cane to a diversified development strategy encompassing textiles, manufacturing, tourism and financial services. He, however, highlighted the gradual decline in the contribution of the manufacturing sector to Gross Domestic Product (GDP), from around 20 percent in the past to approximately 13 percent today.

The Minister stressed the need to reverse this trend in order to strengthen the resilience of the economy and reduce its dependence on imports. The successive crises, including the COVID-19 pandemic and international geopolitical tensions, have highlighted the vulnerability of a small island economy that relies heavily on external supplies.

In this context, strengthening local production and promoting import substitution are expected to feature prominently in the country’s future industrial strategy.

Repositioning Mauritius as a manufacturing hub

Discussions with UNIDO resource persons also focused on Government’s ambition to reposition Mauritius as a manufacturing hub and a leading industrial player in the region, building on the country’s nearly five decades of experience in textiles and manufacturing.

The forthcoming Industry Bill will constitute an important component of the new industrial framework. Among the measures discussed was the proposed establishment of an Industry and Export Development Agency, which would provide greater focus on manufacturing development, exports and investment promotion in the industrial sector.

Government also intends to set clear targets regarding the sector’s contribution to GDP, exports and import substitution. One of the ambitions discussed is to progressively restore the manufacturing sector’s contribution to around 20 percent of GDP.

Focus on innovation and new industrial activities

The future transformation of the industrial sector will also take into account changing production costs and competitiveness requirements. Discussions therefore covered automation, Industry 4.0, innovation and the development of higher-value-added activities.

Potential areas for diversification comprise technology, medical devices, engineering and component manufacturing, electronics, as well as the circular economy and the transformation of waste into resources for new industrial activities.

Mauritius’ strategic geographical position and preferential access to several markets, particularly in Africa, were also highlighted as advantages that could be further leveraged to attract productive investment and boost exports.

The discussions further focused on the need to strengthen linkages between industry, research institutions, universities, innovation, new technologies and the start-up ecosystem, while improving coordination among the relevant Ministries and institutions.

Alongside the Industry Bill, Minister Ameer Meea indicated that a new SME Bill is under preparation with a view to adapting the regulatory framework governing small and medium enterprises to current economic realities and the challenges ahead.

The UNIDO experts will pursue their mission with consultations with various stakeholders in the industrial sector. The fieldwork and consultations will contribute to the preparation of the new Strategic Plan, which will set out the priorities and strategic directions for the development of Mauritius’ industrial sector in the years ahead.

Minister Gungapersad reaffirms Government’s commitment to inclusive education

Government is reinforcing its commitment to inclusive education by ensuring that learners with visual impairments have access to appropriate pedagogical tools and support to pursue their education and achieve their academic potential, stated the Minister of Education and Human Resource, Dr Mahend Gungapersad.

He was speaking yesterday at the Lois Lagesse Trust Fund Centre (LLTFC) in Beau-Bassin, during a ceremony marking the handing over of Perkins Braillers to two Grade 6 students, Ms Nawshabah Deenmohamed and Ms Ginna Seeburruth.

The Chairperson of the Lois Lagesse Trust Fund, Mr Robeensing Baboolall, and the Headmistress of the Centre, Mrs Lalima Munnee, were also present.

Minister Gungapersad highlighted the particular challenges faced by visually impaired learners, including limited access to specialised educational tools and equipment. He stressed that the Ministry has a responsibility to provide the necessary support to both learners and educators to facilitate an inclusive and conducive learning environment.

Dr Gungapersad underlined that specialised pedagogical equipment can be costly and not readily accessible. The provision of the Perkins Braillers, he indicated, forms part of efforts to ensure that visually impaired learners are equipped with the tools required to participate fully in the education system and pursue their academic goals.

The Minister also commended educators for their dedication, patience and commitment in accompanying visually impaired learners throughout their educational journey. He equally acknowledged the important role of parents and their continued support in helping their children overcome challenges and fulfil their aspirations.

For her part, Mrs Munnee expressed appreciation to the Ministry for providing the Perkins Braillers. She observed that the machines will enable the students to write independently and pursue their studies more effectively.

She further pointed out that the effective use of a Perkins Brailler requires specific skills and emphasised the key role of educators in helping learners master its use effectively.

The Perkins Braillers were presented to the two students following their outstanding performance in an essay competition organised in the context of the National Day celebrations 2026. The machines will support them in their learning and preparations for the forthcoming Primary School Achievement Certificate Assessment.

Employability Enhancement Programmes: 130 Trainees Awarded Certificates

A certificate-awarding ceremony for some 130 participants who completed various Employability Enhancement Programmes, notably the Youth Employment Programme and the Women Back to Work Programme, implemented by the Ministry of Labour and Industrial Relations, was held, yesterday, at the Shri Atal Bihari Vajpayee Tower in Ebène. The Minister of Labour and Industrial Relations, Mr Muhammad Reza Cassam Uteem, was present at the ceremony.

Thus, some 44 trainees were enrolled in the Digital Proficiency Course delivered by the Mauritius Digital Promotion Agency; 23 participants received certificates for the Advanced Pastry Preparation Course delivered by the École Hôtelière Sir Gaëtan Duval and the Mauritius Institute of Training and Development; 33 participants completed the Ageing and Managing Disability Course delivered by Polytechnics Mauritius Ltd; and 30 trainees were awarded certificates for the Smart Agri-Business Course, conducted by Polytechnics Mauritius Ltd in collaboration with the Food and Agricultural Research and Extension Institute.

The programmes aimed at aligning the skills and qualifications of unemployed persons with the requirements of the labour market through skills development and training, with a view to bridging existing skills gaps and enhancing employability.

In his address, the Minister congratulated the awardees on the successful completion of their respective courses and commended them for the sacrifices they had made to achieve this. He also thanked the Ministry’s various partners, including the Human Resource Development Council, for their contribution to the implementation of the Employability Enhancement Programmes.

According to Mr Uteem, the Ministry was committed to assisting and supporting jobseekers in becoming financially independent and self-reliant by enhancing their employability. He recalled that there was often a mismatch between the skills demanded by employers and those available in the labour market. In addition, changing industry requirements and technological advancements had contributed to widening this gap.

The Minister stressed, therefore, the need to develop initiatives that would enable people to acquire the relevant competencies and skills required to secure employment in the current labour market.

Moreover, Minister Uteem encouraged the successful trainees to take advantage of the various opportunities and schemes offered by ministries and organisations, including SME Mauritius Ltd and Landscope Mauritius Ltd. He also invited them to consider entrepreneurship as a viable career option and encouraged them to become entrepreneurs.

Multi-Purpose Complex inaugurated at Quartier Shell Roche Bois

A Multi-Purpose Complex, constructed to the tune of Rs 17 million, was inaugurated yesterday at Quartier Shell, Roche Bois, with the aim of providing residents with improved recreational and community facilities.

The inauguration ceremony was attended by the Minister of Housing and Lands, Mr Shakeel Ahmed Yousuf Abdul Razack Mohamed; the Minister of Industry, SME and Cooperatives, Mr Sayed Muhammad Aadil Ameer Meea; the Minister of Local Government, Mr Ranjiv Woochit; the Junior Minister of Local Government, Mr Mohammad Fawzi Allymun; the Deputy Chairman of Committees, Mr Mohamed Ehsan Juman; the Lord Mayor of Port-Louis, Mrs Marie Cristelle Pondard as well as other personalities.

In his address, Minister Mohamed underlined the importance of providing adequate infrastructure and facilities for young people, particularly to encourage their participation in sports and recreational activities. He noted that the new complex will offer residents of all ages a dedicated space for a range of activities and will also feature a synthetic football ground.

Addressing the issue of squatters in Roche Bois, Mr Mohamed reaffirmed his Ministry’s commitment to ensuring that affected families have access to decent housing and can live in dignity, while improving living conditions for current and future generations.

He also outlined several projects planned for Roche Bois to further enhance the residents’ quality of life. These include an endemic garden, SME stalls, parking facilities and kiosks for artists, among other initiatives.

Minister Mohamed further referred to plans for the relocation of the Roche Bois Police Station and the completion of the community health centre, as part of ongoing efforts to strengthen public services and facilities in the area.

For his part, Minister Ameer Meea appealed to the residents to make full use of the new complex and the facilities provided. He also highlighted the support extended by the Government of India under the Special Economic Package, which will contribute to the upgrading of the Mamade Elahee Stadium in Cité Martial and the Kaya Stadium in Roche Bois.

According to the Lord Mayor, the new complex will provide the inhabitants with a suitable venue for organising a variety of activities, including weddings, birthday celebrations and community gatherings. She added that discussions are underway regarding the installation of a mini-soccer pitch and a municipal crèche at the complex with the aim of further enhancing the facilities available to the residents.

Smart Agriculture: Precision Farming / AI-Driven Food Production Scheme launched to support farmers

The Precision Farming/AI-Driven Food Production Scheme was officially launched, yesterday in Réduit, by the Food and Agricultural Research and Extension Institute (FAREI), marking a step towards the wider adoption of smart technologies in Mauritius’ agricultural sector. The event also featured the presentation of revised agricultural schemes, following a review aimed at strengthening support for farmers and better addressing the sector’s current needs and challenges.

The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell; the Junior Minister, Mr Gilles Fabrice David; the Chief Executive Officer of FAREI, Dr (Ms) Madhvee Madhou; and other personalities were present on the occasion.

The Precision Farming/AI-Driven Food Production Scheme will support farmers in adopting technologies such as drones, weather stations, soil and plant sensors, smart irrigation systems and digital advisory platforms to increase productivity, reduce production costs and strengthen the resilience of agricultural activities. Eligible beneficiaries may receive a grant of up to Rs 2 million, subject to a 50% contribution. The grant will be disbursed in three instalments over a 24-month project period, based on verification and satisfactory progress.

In his address, Dr Boolell underlined that modernising agriculture requires closer collaboration among farmers, breeders, researchers and technology specialists. He stressed the importance of innovation and technologies adapted to local conditions, including the safe and responsible use of drones for precision applications, to improve productivity and add value to agricultural production. He also encouraged young people to take an active role in agriculture and contribute to the sector’s future through innovation and technology.

Dr Boolell further emphasised the need to strengthen the resilience of agriculture in the face of climate change and other global challenges affecting food production. He called for continued investment in agricultural research, infrastructure, innovation and suitable crop varieties, while supporting local producers and maintaining a balanced approach to food imports to enhance food security and ensure the long-term sustainability of the sector.

For his part, Junior Minister David spoke about the potential of precision farming to improve efficiency while reducing the use of water, fertilisers, energy and other resources. He noted that technologies such as sensors, drones, robotics and artificial intelligence, supported by renewable energy, can optimise farm operations and promote more sustainable production. He also stressed that adopting these technologies can help farmers adapt to changing demands and remain competitive in an evolving agricultural sector.

As for Dr Madhou, she highlighted the importance of regularly reviewing agricultural support schemes to ensure that they remain relevant and effective for farmers. Penitentiary: Prison Officers promoted to Lead Prison Officers

Seventy-two Prison officers of the Mauritius Prison Service were promoted to the rank of Lead Prison Officers, this morning, during a ceremony held at the Prison Staff Training School in Beau Bassin.

In his address, the Commissioner of Prisons, Mr Rashid Ali Beekun congratulated the Lead Prison Officers on their major career milestone. He emphasised that this advancement recognises their sustained high performance, consistent regularity, and unwavering commitment to duty over 15 years of dedicated service.

The Commissioner of Prisons highlighted that this promotion carries additional responsibilities, urging the officers to embrace their new roles with firm dedication and to serve as exemplary leaders to junior staff.

Reaffirming his commitment to ensuring their welfare, Mr Rashid Ali Beekun pledged to secure optimal working conditions suited to the complex nature of prison operations, while strictly cautioning against illicit activities that may jeopardise their careers and freedom. Industrial strategic plan 2026-2030 to drive manufacturing growth and competitiveness

Mauritius is targeting to progressively rebuild a stable manufacturing base approaching 20 per cent of GDP under the Industrial Sector Strategic Plan 2026–2030, highlighted the Minister of Industry, SME and Cooperatives, Mr Sayed Muhammad Aadil Ameer Meea, today at the opening of a consultative workshop in Balaclava.

The workshop brought together Government officials, public and private sector representatives, experts from the United Nations Industrial Development Organization (UNIDO) and captains of industry to discuss the priorities and future direction of Mauritius’ industrial development.

Minister Ameer Meea highlighted that the manufacturing sector’s contribution to the GDP has declined from more than 20 per cent to around 13 per cent over the past decade, alongside falls in employment and domestic exports. He reiterated Government’s commitment to strengthen existing industries while promoting the development of new, higher-value activities, including pharmaceuticals, medical devices, precision engineering and electronics.

The Minister also stressed the importance of modernising production processes through automation, artificial intelligence and other emerging technologies to enhance productivity and efficiency.

He identified several challenges affecting local manufacturers, including connectivity constraints, energy and water costs, geographical isolation and the overall cost of doing business while underlining that industrial modernisation and stronger regional integration are essential to improving the competitiveness of Mauritian enterprises.

Mr Ameer Meea spoke of a new Industry Bill being drafted and the implementation of a new SME Bill as well as a separate strategic plan for non-manufacturing SMEs. He called on industry and other stakeholders to work closely with the UNIDO experts.

Also speaking, the Chief of the Division of Industrial Policy Advice and Capacity Development at the UNIDO, Mr Anders Isaksson, reaffirmed commitment to supporting Mauritius with a forward-looking approach to industrial development.

The green transition, artificial intelligence and emerging technologies, he recalled, provide both challenges and opportunities for Mauritius to upgrade its position in global value chains. Mr Isaksson further dwelt on rising production and energy costs, skills shortages and the need to accelerate technology adoption among the challenges facing local manufacturers.

The UNIDO Industrial Policy Officer, Mr Fernando Santiago Rodriguez, made a presentation outlining the project’s objectives and the proposed direction of the strategic plan.

Newly appointed members of Independent Police Complaints Commission sworn-in

The newly appointed Members of the Independent Police Complaints Commission (IPCC), namely Mrs Renouka Brigemohane and Mr Mohammad Hisham Ahmed Oozeer, took and subscribed the Oath of Office of Member before the President of the Republic of Mauritius, Mr Dharambeer Gokhool, today, at the State House in Réduit. The two members have been appointed for a four-year term.

The Chairperson of the IPCC, Mr Satya Veyash Faugoo, was also present on the occasion. In a statement, he highlighted that the IPCC is responsible for investigating complaints against police officers in the discharge of their functions, except complaints relating to corruption or money-laundering offences.

The Chairperson stressed the need to address the backlog of around 3,500 pending complaints, stressing that efforts are also required within the police force to strengthen standing orders, discipline and the code of conduct. According to him, improvements in these areas could help reduce the number of complaints.

Mr Faugoo also called for a review of the existing system to enable quicker and more prompt decisions. He expressed confidence that the newly appointed members would contribute to finding solutions, strengthening relations between the police and the public, and improving the timeliness of investigations.

As for Mrs Brigemohane, she indicated that considerable work remains to be done in addressing complaints that are still pending before the IPCC. She pledged to do her utmost to bring about concrete solutions and noted that additional human resources would be required to investigate complaints effectively.

Mr Oozeer, for his part, underscored the need to amend the Independent Police Complaints Commission Act to enable the IPCC to respond more effectively within its mandate. He noted that the existing legislation has certain limitations on the functions of the Commission while emphasising the importance of restoring public confidence in the IPCC.

Government steps up support for safer, sustainable fishing

As part of Government’s budgetary measures to support the fishing community, some 725 fishers received first aid kits and ice boxes, while 17 others were provided with personal locator beacons during symbolic handing-over ceremonies held yesterday at the Village Halls of Bambous Virieux and Mahebourg.

The equipment is intended to enhance fishers’ safety and preparedness and enable a more effective response to emergencies at sea. With 2,483 registered fishers, including 149 women, Mauritius’ fishing community is set to benefit from a nationwide distribution programme covering all 14 fisheries posts, ensuring that every registered fisher receives a first aid kit.

The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell; the Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful; the Junior Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Mr Gilles Fabrice David, the Junior Minister of Health and Wellness, Mrs Anishta Babooram, Junior Minister of Youth and Sports, Mr Gilbert Tony Apollon as well as Members of Parliament attended the ceremonies.

In his address, Minister Boolell highlighted the vast potential of the blue economy and encouraged fishers to tap into sea-based opportunities to diversify their activities, grow their businesses and improve their livelihoods.

He underscored Government’s collaboration with the Global Environment Facility and the United Nations Development Programme through initiatives such as AfriSIDS and ECOFISH, noting that Rs 30 million has been secured to support fishers in moving from overfished lagoon waters towards sustainable offshore fishing.

The initiatives, he underlined will provide training in the use of modern fish aggregating devices and support the expansion of the semi-industrial fishing fleet. This will enable Mauritian fishers to venture beyond the lagoon into more productive fishing grounds, increase their catch and contribute to the country’s food security, he said.

Minister Boolell indicated that Government is providing a range of facilities to support and protect the fishing community, including financial assistance for the acquisition of larger canottes and support for the installation of solar energy systems on fishing boats.

Minister Ramful, for his part, stated that Government aims to triple fish production from 5,000 tonnes to 15,000 tonnes, while placing greater emphasis on supporting and empowering artisanal fishers. Reaffirming Government’s commitment to their welfare, he highlighted the increase in the pension for retired artisanal fishers from Rs 52,000 to Rs 200,000, as well as financial assistance of Rs 300,000 for cooperative societies engaged in fishing activities.

Junior Minister David highlighted that Government is providing a one-off grant of Rs 50,000 to registered fishers for the replacement of broken or irreparable outboard motors, alongside loan facilities available through the Development Bank of Mauritius. He further indicated that fishers will receive first-aid training to equip them with the knowledge and skills needed to respond effectively to emergencies at sea.

Mauritius and Australia discuss cooperation on new Domestic Abuse Act

As Mauritius prepares to bring the Domestic Abuse Act 2026 into operation, Australia has expressed its readiness to share expertise and experience in training magistrates and police officers.

This was among the key areas of cooperation discussed, today in Port Louis, during a meeting between the Deputy Prime Minister and Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie, and the High Commissioner of Australia to Mauritius, Ms Kate Helen Chamley.

In a statement, Ms Chamley described the friendship between Australia and Mauritius as warm and longstanding, noting that both countries share democratic traditions and strong social welfare systems. She said that the meeting provided an opportunity to discuss areas of mutual interest.

The High Commissioner also congratulated Mrs Navarre-Marie on becoming the first woman to hold the position of Deputy Prime Minister and acknowledged her responsibilities as Minister of Gender Equality and Family Welfare.

Regarding the Domestic Abuse Act 2026, Ms Chamley noted that plans are in place to familiarise magistrates and police officers with the new legislation as Government prepares for its implementation. In this context, she reaffirmed Australia’s willingness to facilitate exchanges with its counterparts in Mauritius and share relevant experience in addressing domestic abuse.

Flood mitigation works underway at two high-risk sites

The Minister of National Infrastructure, Mr Govindranath Gunness, carried out site visits, yesterday at Commerson Street in Curepipe and Morcellement Domah at 16e Mille, where drainage works are being undertaken to address flooding risks and enhance the safety of residents and buildings.

He was accompanied by the Minister of Tourism, Mr Christian Harold Richard Duval; the Minister of Commerce and Consumer Protection, Mr John Michaël Tzoun Sao Yeung Sik Yuen; as well as other personalities.

In a statement following the visits, Minister Gunness highlighted that, at Commerson Street, the natural drainage path crossing the street is prone to overtopping during every heavy downpour thus causing water accumulation and erosion of the surrounding soil strata. This, he pointed out, is affecting the adjoining buildings, including a shivala, which is located next to the natural drain and is prone to structural cracks.

The works at Commerson Street, to the tune of some Rs 4.8 million, consist of: the construction of a reinforced concrete drain of 1.5 metres wide and 2 metres deep, with raised wall together with chain-link fencing of 1.5 metres high on one side over a stretch of approximately 24 metres; the replacement of the existing handrail; and the cleaning of the natural drain. Works are expected to be completed by mid-November 2026.

As for Morcellement Domah, Minister Gunness observed that it has been declared as a high-risk flood Prone Area by the Land Drainage Authority. Persistent rainfall frequently causes recurrent flooding in the area, resulting in damage to residents’ personal belongings and posing potential risks to human life, he underlined.

The project, to the tune of Rs 68.9 million, comprises the construction of a reinforced concrete cut off drain of 1.5 to 4 metres wide and 1.5 to 4.5 metres in depth, with chain-link fencing of 1.5 metres high over a stretch of 650 metres; the construction of three reinforced concrete culverts of 4 to 6 metres wide and 1.5 metres deep across the track roads; the dredging and widening of the natural drainage path to 5 metres wide and 1.5 metres deep over a stretch of 270 metres; and the construction of new 3.5 metre-wide track road over a stretch of 950 metres, amongst others. Works are expected to be completed in August 2027.

According to Minister Gunness, the implementation of these projects is geared towards enhancing the protection of the population and their property during heavy rainfall. He reaffirmed that, despite the prevailing economic challenges, Government remains committed to investing in essential infrastructure projects aimed at ensuring the safety and well-being of citizens.

Tourism operators encouraged to embrace sustainable practices

Tourism operators are being encouraged to integrate sustainable practices into their daily operations to reduce their environmental footprint, support local communities and improve the long-term resilience and economic viability of their businesses.

This call was made by the Junior Minister of Tourism, Mrs Marie Anabelle Andelana Savabaddy, this morning during the opening of a ‘Workshop on Sustainable Practices and Initiatives for Tourism Operators’. The workshop, organised by the Tourism Authority in collaboration with the Organisation Internationale de la Francophonie, was also attended by the Director of the Tourism Authority, Mr Loganaden Muneesamy, and tourism operators.

In her address, the Junior Minister recalled that climate change, geopolitical tensions, rising energy costs and the growing expectations of travellers for greater social and environmental responsibility are compelling the tourism sector to rethink its practices. She stressed that poorly managed tourism can exert pressure on natural resources and local communities, and that continuing with traditional practices is no longer sustainable.

Mrs Savabaddy underlined that sustainable tourism should translate into concrete action, particularly through better energy and waste management, reduced resource consumption, protection of the natural environment and greater support for the local economy and producers. She pointed out that tourism establishments can contribute individually through measures such as saving energy and water, limiting food wastage, and giving preference to locally sourced products.


She further emphasised the importance of collaboration among tourism operators, including the sharing of good practices and the strengthening of professional networks. According to her, the adoption of environmental charters and codes of conduct can also contribute to promote Mauritius as a responsible destination that respects both people and the environment.

The workshop aimed to equip operators of tourist residences, guest houses and small hotels with practical approaches to improve energy efficiency, conserve water, minimise waste and manage resources more efficiently, while lowering operating costs and maintaining service quality.


Participants were also introduced to the Horizon.eco platform, which enables tourism businesses to measure their impact in areas such as waste management along with energy and water consumption, monitor progress and showcase their sustainability achievements to environmentally conscious visitors.

The workshop moreover covered water conservation, environmental protection, waste sorting and recycling, food wastage, sustainable products and energy efficiency, with a view to translating sustainability principles into practical measures that operators can implement within their establishments.

First-of-its-kind AI Innovation Lab launched to democratise access to emerging technologies

The Artificial Intelligence Innovation Lab STEM Centre, a dedicated space aimed at fostering innovation, practical learning and the development of emerging technology skills, was inaugurated, today, in the presence of the Minister of Information Technology, Communication and Innovation, Dr Avinash Ramtohul, at Cyber Tower 2 in Ebène.

On the occasion, a Memorandum of Understanding was also exchanged to mark the collaboration between the Ministry and the STEMpower, a nonprofit which provides expertise to Sub-Saharan African countries to establish hands-on STEM centres and self-sustaining lab-based infrastructure for learning Science, Technology, Engineering, and Math (STEM).

The Chief Executive Officer of STEMpower Inc, Mr Edwin Kumfa Ngalang, and the Head of the AI Unit, Mr Ramakrishna Mudaliar, were among the main attendees.

In his remarks, Minister Ramtohul reaffirmed Government’s commitment to decentralise and democratise access to emerging technologies, particularly Artificial Intelligence (AI). He stated that the establishment of the AI Innovation Lab is aligned with the National AI Strategy and the FAIR Guidelines, launched in April this year, which seek to position Mauritius as a modern, high-tech and innovation-driven digital economy.

He also recalled the setting up of the AI Unit in December last year, noting that the Unit is already working on implementing the National AI Strategy in a bid to support the country’s advancement in AI and other emerging technologies. “The new facility,” he emphasised, “will provide an enabling environment for hands-on learning, experimentation and innovation, while equipping users with practical skills in AI and related fields.”

The Minister further expressed appreciation to STEMpower Inc for its support in establishing the AI Innovation Lab and called for greater collaboration and similar initiatives to promote innovation and technology development in Mauritius.

For his part, Mr Ngalang congratulated Mauritius for successfully establishing a first-of-its-kind AI Innovation Lab which, he said, marks an important milestone for the country. He noted that the facility will contribute to advancing Mauritius’ vision of integrating AI across various sectors.

He indicated that STEMpower Inc has been sharing its expertise in AI and STEM education with some 163 countries in Sub-Saharan Africa, including Mauritius. He also underlined the growing importance of STEM in a rapidly evolving world, as they would play a key role in shaping opportunities for future generations.

As for Mr Mudaliar, he is confident that additional AI laboratories will be established across the island, adding that such initiatives will create more opportunities for students, professionals and other stakeholders involved in the field of Artificial Intelligence.

The AI Innovation Lab comprises two sections, namely the AI Training Lab and the Electronic Lab. The AI Training Lab is equipped with 24 computers featuring Arduino IDE and Microsoft Office packages, while the Electronic Lab provides a range of electronic equipment for robotics, the design and construction of electronic circuits, smart energy monitoring systems and the development of AI artefacts.

The Lab will be accessible by appointment to students, experts, technology entrepreneurs and members of civil society from 0900 hrs to 1600 hrs, Monday to Friday.

Mauritius strengthens its energy security through Exchange of MoU and Agreement with India

Mauritius entered a new partnership with India, through the exchange of a Memorandum of Understanding (MoU) and an Agreement, both strengthening the energy security of the country. The Prime Minister, Dr Navinchandra Ramgoolam and the Minister of Petroleum and Natural Gas of India, Mr Hardeep Singh Puri, and other dignitaries were present at the ceremony held this afternoon, in Port-Louis.

The MoU on Cooperation in the oil and gas sector between Mauritius and India, will ensure cooperation between the two countries in the supply of petroleum products and strengthen the energy security of Mauritius. The ceremonial part was undertaken by the Supervising Officer of the Ministry of Commerce and Consumer Protection, Mr Jean Daniel Philippe Labonne and the Indian High Commissioner to Mauritius, Mr Anurag Srivastava.

As for the exchange of Sales and Purchase Agreement (SPA) between the State Trading Corporation (STC) and the Indian Oil Corporation Ltd (IOCL), it will ensure that Mauritius has continuity and security of supply of White Oil products. The Agreement exchange was carried out by the General Manager of the STC, Mr Suren Dayal and the Chairperson of the IOCL, Mr Arvinder Singh Sahney.

In his keynote address, Prime Minister Ramgoolam highlighted that this event is another strong testimonial of the enduring partnership between India and Mauritius, underpinning the deep-rooted ties and exemplary relations shared by the two Nations. He reiterated the deepest appreciation of the Government and the people of Mauritius to Indian Prime Minister Narendra Modi for his personal commitment to strengthen the Mauritius-India partnership.

"Since 2025, our partnership has evolved into a strategic relationship encompassing cooperation in infrastructure, health, education, maritime security and sustainable development, with this new collaboration in energy security adding yet another dimension to it", affirmed Dr Navinchandra Ramgoolam.

PM Ramgoolam indicated that the partnership is of strategic importance for Mauritius as it safeguards the energy security of the country, reinforcing the resilience of the economy while further strengthening the trust and solidarity uniting India and Mauritius.

According to the Prime Minister, this partnership has arrived at a critical juncture, with the impacts of the ongoing geopolitical tensions on the global energy market. Through this partnership, Mauritius will now benefit from continuity of energy supply, will be able to safeguard its economy, shield citizens from external disruptions, and continue its trajectory towards sustainable growth, he said.

As for the Indian Minister, Mr Hardeep Singh Puri, he qualified the MoU on oil and gas cooperation and the accompanying SAP as a powerful testament to the deep trust, dependability, and enduring partnership between India and Mauritius. He emphasised that this energy alliance is built on a long-standing foundation, with India consistently serving as a reliable partner in meeting Mauritius' energy needs.

Minister Hardeep Singh Puri pointed out that Mauritius’ fuel security will now rest on the assurance of the five-year supply commitment of the Indian oil cooperation covering the entirety of the import requirement of Mauritius.

The Indian Minister also informed that it is the first agreement of its kind that the Indian public sector oil company has concluded outside south Asia, which he underpinned is a testament of Mauritius’ privileged relations with India.

“This milestone in our energy partnership is yet another expression of a truly special friendship that will continue to flourish through generations,” the Minister stated.

NEWS FEATURE- Maritime Training Academy: Preparing skilled workforce for careers at sea

Over the past two years, the Mauritius Maritime Training Academy (MMTA) has trained a total of 724 prospective seafarers including 415 trainees passing out in 2023/24 and a further 309 in 2024/25. For many of these trainees, the Academy is more than a place of learning: it is the first step towards a career at sea, with most students securing employment after completing their courses.

For the Head of the MMTA, Mr Praveen Makool, the figures reflect the Academy’s important role in preparing skilled human resources for an increasingly specialised maritime sector.

“Our objective is not simply to train students and issue certificates. We want to equip them with the practical skills, discipline and knowledge required to work safely and professionally at sea. The fact that most of our trainees find employment after completing their courses demonstrates the relevance and effectiveness of the training we provide,” he says.

Located at Pointe aux Sables, the MMTA is Mauritius’ sole public institution dedicated to maritime education and training for seafarers and prospective seafarers. Operating under the aegis of the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries, the Academy has been preparing maritime professionals for more than five decades.

Its story dates back to 1970, when the idea of creating a Sea Training School emerged. With the assistance of the Danish Government, the Sea Training School was established under the Ministry of Labour and Industrial Relations, during the tenure of the late Sir Harold Walter as Minister.

Where maritime careers begin

Unlike conventional colleges and universities, the MMTA focuses on intensive, specialised training rather than academic degrees. Its courses are designed to equip trainees with the practical and theoretical skills required to work safely and effectively onboard vessels.

According to Mr Makool, the practical dimension of maritime training is particularly important. “Working at sea requires much more than theoretical knowledge. A seafarer must know how to react in an emergency, how to protect himself and others, and how to perform his duties efficiently under demanding conditions. Our training therefore combines knowledge with practical competencies and a strong emphasis on safety,” he explains.

The Academy currently has the capacity to deliver around 20 courses, covering a wide range of maritime disciplines.

These include Basic Safety Training, covering personal safety and social responsibilities, elementary first aid, fire prevention and firefighting, and personal survival techniques. Other programmes focus on crowd management, crisis management and human behaviour, security awareness, survival craft and rescue boats, and training for ratings working in navigational and engineering watches.

Trainees have the possibility to upgrade their qualifications as Able Seafarer (Deck) and Able Seafarer (Engine), while specialised programmes are available for oil tanker cargo operations and electro-technical officers.

The fishing sector is also catered for, with training programmes for skippers, second hands, chief engineers and second engineers of fishing vessels.

Mr Makool points out that the range of programmes enables the Academy to respond to different manpower needs within the maritime sector.

“The maritime industry is broad, and there are different levels of competence and specialisation required. We therefore need to provide training opportunities not only for people entering the profession, but also for experienced seafarers who need refresher training or wish to upgrade their qualifications,” he says.

Training to international standards

Behind the practical training is a strict international framework.

The MMTA delivers its courses in accordance with the International Maritime Organization’s International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW), 1978, as amended.

The STCW Convention establishes minimum international standards for the training, certification and watchkeeping of seafarers, ensuring that those working at sea possess the competencies required for their responsibilities.

For Mr Makool, maintaining these standards is fundamental to the Academy’s credibility. “When a person goes to sea, safety cannot be compromised. Our training must therefore meet international standards and prepare seafarers to operate in a professional and responsible manner. Compliance with the STCW Convention is at the core of what we do,” he stresses.

The Academy is also ISO 9001:2015 certified and accredited by the Mauritius Qualifications Authority and the Shipping Division.

Its operations are further governed by the Merchant Shipping (Maritime Training Provider) Regulations 2018, which establish requirements relating to approval of training providers, course standards, instructor qualifications, quality management, records, inspections and compliance.

Trainees are also required to undergo a medical examination in line with applicable maritime requirements before undertaking their course, ensuring that they are medically fit for maritime training and service.

Skills for an industry in need

Maritime education and training is not simply about acquiring a certificate. It is about developing a skilled workforce capable of meeting the demands of a highly specialised industry.

The MMTA relies on both full-time and part-time trainers to deliver its programmes, reflecting the specialised nature of maritime expertise and the scarcity of skilled trainers in the sector.

The strong employment prospects of its trainees are an important indicator of the relevance of the Academy’s programmes. Most students trained at the MMTA are already in employment once their courses are completed.

For young Mauritians and others seeking a career connected to the sea, the Academy can therefore provide a direct route into employment in the shipping, port and fishing sectors.

Learning to work with the ocean — and protect it

A modern seafarer must also understand that the sea is not merely a workplace but an ecosystem that requires protection.

Environmental considerations are incorporated into the MMTA’s training programmes, helping trainees understand the importance of responsible maritime practices.

“Seafarers work in a marine environment, so they have a direct responsibility towards protecting the ocean,” says Mr Makool. “Environmental awareness must therefore form part of the overall development of a maritime professional. Safety and environmental responsibility go hand in hand.”

This is particularly relevant for Mauritius, an island nation whose economy, food security, connectivity and development are closely linked to the ocean.

As the maritime sector evolves and environmental concerns become increasingly central to the future of shipping, the ability to combine professional competence with environmental responsibility becomes even more important.

Building Mauritius’ maritime future

The Academy is equipped with four classrooms, each accommodating up to 25 trainees, a chart room, a 184-seat amphitheatre, two mechanical workshops, a library stocked with maritime and engineering literature, a server room, canteen and parking facilities.

Yet its ambitions extend beyond its existing infrastructure and programmes.

The MMTA’s vision is to become a national and regional training centre for seafarers, port workers and other personnel in the shipping sector, with scope to introduce additional courses in the future.

For Mr Makool, this constitutes the next chapter in the Academy’s development.

“Our vision is to strengthen the MMTA as a national and regional centre of excellence for maritime training. There is scope to expand our course offerings and respond to emerging needs in the shipping and port sectors. We want the Academy to play an even greater role in developing the maritime workforce of Mauritius and the region,” he says.

From its beginnings as a Sea Training School in 1970 to its present role as a specialised maritime academy, the institution has remained focused on one fundamental objective: preparing people for the demanding realities of life and work at sea.

With 724 students trained in just two financial years, and most graduates moving into employment, the MMTA is demonstrating that its classrooms are not merely producing certificates. They are helping to mould the skilled workforce that Mauritius needs to strengthen its place in the maritime world.

Agro: ‘Ferrina’ bean variety to promote nutritional and agricultural benefits

‘Ferrina’, a biofortified bean variety with the potential to improve dietary nutrition and support local food production, was showcased, yesterday, during a Field Day held in Réduit, with students from several colleges taking part in the activity.

The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell; the Junior Minister, Mr Gilles Fabrice David; the Chief Executive Officer of the Food and Agricultural Research and Extension Institute (FAREI), Dr Madhvee Madhou; and other personalities were present.

The event was organised by the FAREI in collaboration with the Food and Agriculture Organization of the United Nations in partnership with the SADC Secretariat under the Food and Nutrition Component of the Support Towards the Operationalisation of the SADC Regional Agricultural Policy Phase II (STOSAR II) Project, funded by the European Union.

The ‘Ferrina’ bean variety, developed by the International Center for Tropical Agriculture, Ferrina has been recommended by the FAREI for cultivation in Mauritius since 2019. The variety contains significantly higher levels of iron than the locally cultivated Red Pearl bean, 106 milligrams per kilogram compared with 60 milligrams while also providing zinc, protein and dietary fibre.

Addressing participants, Minister Boolell emphasised the importance of agricultural innovation in enhancing food and nutrition security and called for greater self-sufficiency in food production. The Minister urged the population to “produce what you eat and eat what you produce”, while encouraging farmers to adopt biofortified varieties such as Ferrina to reduce reliance on food imports and improve dietary quality.

Junior Minister David indicated that the Field Day provided an opportunity to showcase ‘Ferrina’s’ agronomic performance, yield potential and nutritional benefits, while raising awareness among young people about the importance of sustainable agriculture.

As for the CEO of FAREI, she reiterated the Institute’s commitment to promoting the production and consumption of nutrient-rich crop and encourage the adoption of biofortified varieties.

The event also featured the launch of a ‘Ferrina’ flyer and recipe book, as well as the distribution of seed samples and information kits. Students visited exhibits showcasing the variety’s agronomic performance and nutritional advantages.

President of the Republic stresses importance of knowing Mauritius’ history

At the opening of the exhibition entitled ‘The Forgotten Saints’ by Seychellois artist, Mr Emmanuel D'Offay, at Lespas Lar in La Tour Koenig, yesterday, the President of the Republic of Mauritius, Mr Dharambeer Gokhool, invited the population to question the representations and images of enslaved people produced by colonial travellers, administrators and naturalists, and to examine what these depictions revealed about those portrayed, as well as about the observers and the colonial society in which they were produced.

The exhibition is being organised by the Nelson Mandela Centre for African Culture Trust Fund in the context of the International Day for the Remembrance of the Slave Trade and its Abolition. ‘The Forgotten Saints’, through a compelling collection of mixed-media works inspired by archival records and historical images, seeks to restore visibility, individuality and dignity to persons whose lives were too often reduced within colonial records to numbers and administrative entries. It provides an important space for reflection on slavery, historical memory, identity, resilience and reparatory justice.

The Deputy Prime Minister and Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie; the Minister of Local Government, Mr Ranjiv Woochit; the Junior Minister of Social Integration, Social Security and National Solidarity, Mr Kuvalayan Kugan Parapen; Members of the Diplomatic Corps and other dignitaries attended the opening ceremony of the exhibition.

In his inaugural speech, the President pointed out that history was often shaped by those who wrote it, the amount and type of information they gathered and preserved, and the values and cultural beliefs that informed their accounts. He underlined that history was often told and written by the victors and the elites, as powerful and influential groups were able to record their views, while other voices were left unheard.

“Were slaves only victims, chained, punished and subject to sufferings or were they people, men, women children, who resisted, escaped, preserved traditions, threatened with erasures, formed communities and sought autonomy?” reflected the President. Accordingly, he added, the underlying questions of justice and reparation in History must be properly researched, preserved, narrated and understood

On this note, Mr Gokhool commended the Seychellois artist, Mr Emmanuel D'Offay, for his work which, he stated, restored individuality and dignity to the enslaved people. “The Forgotten Saints create the meeting point between historical evidence and contemporary memory, and its notion is highly significant as an ode to the dignity of those whom history has rendered anonymous,” he underscored.

Moreover, the President highlighted that at a time when conflict, uncertainty, instability and rapid change have become defining features of the international environment, the lesson of histories such as the slave trade and its abolition were not confined to the past. “They remind us of the consequences of denying human dignity, reducing people to categories and allowing systems of power to silence individual humanity, and also of resilience, resistance and the enduring human search for freedom and dignity,” he said.

For her part, the Deputy Prime Minister spoke of the importance of the common history that had shaped the country’s unique blend of multiculturalism, through the contribution of populations from various horizons who helped the nation. She dwelt too on slavery which, she underlined, was not merely a chapter in the history of Mauritius, but also a story of human suffering and pain, family separation, dignity and resilience.

The significant role of enslaved women and the need to recognise their place in history were moreover stressed by Mrs Navarre-Marie. She explained that the resilience of these women had contributed to the survival of numerous traditions and cultural practices.

Furthermore, the Deputy Prime Minister deplored the fact that the suffering of enslaved children was often overlooked. “Children were confronted with a painful reality, deprived of security, freedom and familial continuity, with no access to basic human rights,” she averred. On that score, she called for the transmission of this history to younger generations so that they could understand how Mauritian society was shaped and why human dignity was essential.

It is recalled that the International Day for the Remembrance of the Slave Trade and its Abolition, marked on 23 August each year, was established by the United Nations Educational, Scientific and Cultural Organisation (UNESCO) in 1997. It commemorates the transatlantic slave trade which stands as one of the darkest chapters in human history as over a span of 400 years, between 25 and 30 million people were kidnapped, torn from loved ones, forcibly uprooted, and transported from Africa to the Caribbean and the Americas to endure servitude and work in agonising conditions.

Mauritius Meteorological Services consults stakeholders on strategic plan to strengthen weather and climate resilience

The Mauritius Meteorological Services (MMS), under the aegis of the Prime Minister’s Office, is engaging key national stakeholders in the development of its Strategic Plan 2027–2031, aimed at strengthening the country’s capacity to respond to evolving weather and climate risks.

In this context, a half-day stakeholders’ consultation workshop was held today at the MMS Headquarters in Vacoas, bringing together representatives of institutions involved such as the National Disaster Risk Reduction and Management Centre, Central Water Authority, Central Electricity Board, Food and Agricultural Research and Extension Institute, Statistics Mauritius, National Coast Guard, Special Mobile Force, Ministry of National Infrastructure and Ministry of Local Government, Red Cross Mauritius and Mauritius Oceanography Institute, amongst others.

The consultation forms part of the process of refining and validating the proposed Strategic Plan, with stakeholders invited to share their expectations, identify priority areas and provide practical inputs on the future services and capabilities required from the MMS.

The exercise is being undertaken with the support of the World Meteorological Organization (WMO) and is also aligned with national priorities, including Government’s Bridge to the Future Programme.

The Acting Director of the MMS, Dr Prithiviraj Booneeady, highlighted that the proposed plan seeks to move the Service forward through stronger observation, monitoring, forecasting and communication capabilities. He pointed to the need for additional and more effective automatic weather stations, improved communication systems and greater use of technology to strengthen the collection and analysis of weather data.

He also stressed the importance of building the technical capacity of MMS personnel and securing sustainable funding for the implementation of the plan. While Government remains a key source of support, he noted that partnerships with national, regional and international donors will also be important to finance the modernisation projects required by the Service. He further underlined the need for continuous monitoring of weather and climate patterns, including regional drivers such as the Indian Ocean Dipole, particularly in view of Mauritius’ exposure to extreme weather and cyclonic activity.

The Strategic Plan is being prepared by the CEO of Strategos Ltd, Mr Fareed Jaunbocus, with the consultant having been engaged with the support of the WMO. According to Mr Jaunbocus, the exercise goes beyond preparing a policy document and seeks to establish a practical roadmap for transforming the MMS into a modern provider of meteorological intelligence.

He explained that climate change is increasing the need for reliable and sector-specific information, as different users from aviation and maritime activities to agriculture, water management and disaster risk reduction have different requirements. The success of the plan, he stressed, will depend on its implementation, requiring stronger collaboration, institutional transformation, commitment and a change in organisational mindset.

The Strategic Plan seeks to position the MMS as a modern, trusted and future-ready National Meteorological and Hydrological Service, capable of delivering timely and authoritative intelligence to protect lives, support national development and strengthen Mauritius’ resilience to a changing climate.

Proposed Strategic Plan 2027 - 2031

The proposed Strategic Plan responds to a changing environment in which Mauritius, as a Small Island Developing State, faces multiple and interconnected risks, including tropical cyclones, flash floods, coastal inundation, drought, heat stress, climate variability and marine hazards. At the same time, technological developments are creating opportunities to make greater use of data, artificial intelligence and advanced analytics to improve forecasting and decision-making.

Against this backdrop, the proposed strategic direction is centred on five goals: strengthening weather, climate, ocean and hydrological services; modernising observation infrastructure, technology and operations; strengthening national, regional and international partnerships; advancing research, innovation, digital transformation and public outreach; and developing human capital, organisational excellence and institutional sustainability.

The plan will also provide a framework for aligning national priorities with WMO requirements and international initiatives, while helping the MMS mobilise technical and financial support for priority investments.
