BackRegional Trade: National Workshop to boost Women and Youth Participation in Trade-in-Services
A national workshop on “Unlocking Trade-in Services Opportunities for Youth and Women-led Businesses in SADC Countries” was launched this morning at the Labourdonnais Hotel in Port Louis. The two-day initiative, running from 08 to 09 April 2026, brings together key stakeholders to explore opportunities in regional trade in services.
The opening ceremony was attended by Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful; Economic Development Board (EDB) Mauritius Chief Executive Officer, Mr Mahen Abhimanu Kundasamy and Director, Industrial Development and Trade at the SADC Secretariat, Mr Dhuraj Kassee.
In his keynote address, Minister Ramful underpinned that the workshop aims to enhance access for women and youth to opportunities in trade in services within the SADC region. He acknowledged the challenges often faced by these entrepreneurs, such as limited access to finance, difficulties in reaching markets, and inadequate information on regional trade systems. The workshop, he explained, would equip participants with practical tools to navigate these systems and seize business opportunities effectively.
The Minister further highlighted the growing importance of trade in services as a driver of economic growth, underlining its significant contribution to Mauritius’ GDP and employment. He noted that digitalisation and e-commerce are transforming service delivery, enabling businesses to expand into international markets more efficiently. “This workshop provides a timely platform to empower women and youth, strengthen their participation in regional trade and support inclusive and sustainable economic development,” he added.
For his part, Mr Kassee emphasised that trade in services has become a key driver of economic growth, innovation, and regional integration within the SADC region. He pointed out that while women and youth-led enterprises are increasingly contributing to this sector, they continue to face challenges such as limited access to finance, market information and regulatory constraints.
Organised by EDB Mauritius in collaboration with the Southern African Development Community (SADC) Secretariat and the Ministry of Foreign Affairs, Regional Integration and International Trade, the workshop aims to equip youth and women entrepreneurs with practical skills to access and grow within SADC regional markets.
The programme features sessions on the SADC Protocol on Trade in Services, digitalisation, artificial intelligence, digital payments and branding, while also providing a platform for experience-sharing by successful women-led businesses.

Government
remains open to innovation in real estate financing to support the development
of a modern, efficient and diversified mortgage and credit market, while
ensuring housing affordability and financial stability, said the Prime
Minister, Dr Navinchandra Ramgoolam, yesterday, in the National Assembly.
Replying to a Parliamentary Question on the real estate sector, Dr Ramgoolam stated that Mauritius already has an established mortgage and housing finance market through commercial banks, insurance companies and the Mauritius Housing Company Ltd, which provide long-term financing for the purchase, construction or improvement of properties.
He explained that a buy-to-let mortgage differs from a traditional mortgage as it is intended for the purchase of a property for rental purposes rather than owner occupation. Under such arrangements, lending institutions also consider the expected rental income generated by the property when assessing a borrower's repayment capacity and the amount of financing to be granted.
The Prime Minister noted that buy-to-let mortgages could help expand access to rental accommodation, encourage private investment in housing and diversify mortgage products available on the market. However, he cautioned that such products could also increase household indebtedness, heighten the exposure of financial institutions to the real estate sector and fuel speculative pressures on residential property prices.
Addressing the possibility of introducing a buy-to-let mortgage market, Dr Ramgoolam indicated that the introduction of such products is primarily a commercial decision for banks and other eligible financial institutions, based on market demand, risk assessment and internal credit policies.
According to information from the Bank of Mauritius, the existing regulatory framework already allows banks to offer such products. The PM added that buy-to-let mortgages may require lower loan-to-value ratios, meaning borrowers would need to provide larger down payments, while banks could charge higher interest rates to reflect the greater risks involved.
Regarding lending based on the equity of existing residential properties and the income-generating potential of investment properties, the Prime Minister said the Bank of Mauritius had not received any proposal from the banking sector on such financing arrangements. Should such a proposal be submitted, the Bank would assess the associated risks, prudential requirements, impact on financial stability and the need for appropriate regulatory safeguards before determining whether any regulatory framework should be introduced, he said.
On the modernisation of the mortgage lending framework, Dr Ramgoolam pointed out that any changes would need to strike a careful balance between improving access to housing finance and protecting borrowers, depositors and the stability of the financial system. He said that consideration would also have to be given to the effects of additional credit growth on property prices, household debt and housing affordability.
The Prime Minister reaffirmed that while buy-to-let mortgages could support investment and increase the supply of rental housing, their development should be pursued prudently to ensure that greater access to finance does not come at the expense of affordability or financial stability.
Dr Ramgoolam reiterated Government's commitment to fostering a modern, efficient and diversified mortgage and credit market that responds to the evolving needs of households, investors and the wider economy.

BackMauritius Prison Service strengthens Security against Illegal Mobile Phone use
The Mauritius Prison Service continues to reinforce security across correctional facilities through enhanced surveillance, modern detection technologies and upgraded security infrastructure to prevent the illegal use and possession of mobile phones within prison premises.
The Prime Minister, Dr Navinchandra Ramgoolam, made this statement yesterday in the National Assembly in reply to a Parliamentary Question on the illegal use and possession of mobile phones within prison premises and the measures taken and being envisaged to prevent such occurrences.
He highlighted that additional security equipment is being procured, the mobile phone jamming system at Melrose Prison will be upgraded shortly, anti-pelting netting is being installed in correctional facilities and a new anti-drone system is expected to be procured by March 2027 to further strengthen prison security.
Speaking about measures already in place to deter the introduction and use of prohibited mobile phones in prisons, Prime Minister Ramgoolam indicated that these include enhanced searches of detainees, prison officers, visitors and vehicles, as well as regular intelligence-led searches conducted by the Prison Intelligence Unit and the Prison Dog Section.
Dr Ramgoolam further indicated that the Mauritius Prison Service makes use of body scanners, baggage scanners, metal detectors, mobile phone detectors, anti-drone systems and mobile phone jammers. The Service also relies on CCTV surveillance, regular patrols, and the continuous training and sensitisation of prison officers on security procedures.
Moreover, the Prime Minister underlined that, from November 2024 to 29 July 2026, a total of 579 mobile phones had been seized within prison premises. Of these, 41 were found on detainees, while 538 were recovered elsewhere within prison compounds.
According to him, 41 cases in which mobile phones were suspected to have been used to commit criminal offences were referred to the Police for investigation. One person has been charged and the case is currently before the Court, five cases have been filed, while 35 remain under Police inquiry.
The Prime Minister underscored that 1,362 mobile phones seized by the Mauritius Prison Service between 2019 and 30 June 2026 have already been destroyed.

The ceremony was held in presence of the Minister of Housing and Lands, Mr Shakeel Mohamed; the Minister of Labour and Industrial Relations, Mr Reza Uteem; the Junior Minister of Health and Wellness, Mrs Anishta Babooram; the Junior Minister of Foreign Affairs, Regional Integration and International Trade, Mr Hambyrajen Narsinghen; and Member of National Assembly, Mr Ehsan Juman.
In his keynote address, Minister Shakeel Mohamed highlighted that the existing bilateral ties and friendship between Mauritius and Bangladesh have been further strengthened by this generous gesture. He noted the special relationship shared with Bangladesh, pointing out the vital contributions of Bangladeshi workers across many key sectors of the Mauritian economy.
Speaking about Government’s commitment to implementing parallel imports, he emphasised that this initiative will directly benefit citizens by providing access to authentic products and competitive pricing across a wider range of goods, including pharmaceuticals. He further underscored that this strategic move will position Mauritius as a key re-export hub for the African continent.
As for the Junior Minister, Mrs Anishta Babooram, she expressed her sincere gratitude to the Government of Bangladesh for its steadfast support of the Mauritian healthcare system. Reaffirming the Government's resolve to delivering the best healthcare services to the Nation, the Junior Minister paid tribute to the dedication and resilience of frontline health workers who continue to safeguard public well-being amid prevailing challenges

BackMinisters assess Plaine Magnien SME Park ahead of project relaunch
The Minister of National Infrastructure, Mr Govindranath Gunness, accompanied by the Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful, and the Chief Executive Officer of DBM Ltd, Mr Hemraj Rubee, carried out a site visit, yesterday at the Plaine Magnien SME Park, to assess the current state of the project and identify the measures required for its relaunch.
The Member of Parliament, Mr Chitraduthsing Lukeeram, representatives of the National Development Unit (NDU), the Land Drainage Authority, the Ministry of National Infrastructure, and other stakeholders were also present.
In a statement, Minister Gunness recalled that the construction of the SME Park began in 2020 but was later abandoned. Once completed, the facility is expected to accommodate some 40 small and medium enterprises (SMEs), providing a boost to entrepreneurship, job creation and regional economic development.
He explained that insufficient site assessment prior to construction had left the area vulnerable to flooding during periods of heavy rainfall. The construction of a retention basin, he said, is therefore essential to safeguard the SME Park and neighbouring areas while ensuring public safety. He stressed the need for close collaboration among all stakeholders to implement the required remedial works and fast-track completion of the project.
For his part, Minister Ramful indicated that the visit aimed to evaluate the project's current status and agree on the actions necessary to restart construction. He underscored that, once operational, the SME Park would serve as a one-stop hub, providing residents of the region with easier access to products and services offered by SMEs and skilled tradespeople.
As for Mr Rubee, he welcomed Government's decision to revive the project. He noted that DBM currently manages several SME industrial parks across the country, all of which are fully occupied, demonstrating the strong demand for such facilities. He highlighted the considerable need for industrial space in the Plaine Magnien region and reaffirmed DBM's commitment to working closely with Government to bring the project to completion. According to him, the SME Park will provide entrepreneurs with the infrastructure needed to expand their businesses while contributing to the country's economic growth.

BackNew Flood Alleviation Project targets flood-prone junction at Unité
Government is continuing its efforts to strengthen the country's drainage infrastructure and reduce flood risks with the launch of a new flood alleviation project at Unité, Camp de Masque. The project, which will be implemented by Drains Infrastructure Construction Ltd (DICL), was launched yesterday by the Minister of National Infrastructure, Mr Govindranath Gunness, in the presence of the Member of Parliament, Mr Raviraj Sinha Beechook, as well as representatives of DICL and Alteo Ltd.
Valued at approximately Rs 49 million, Phase 1 of the project will include the construction of two culverts; a new three-legged roundabout; the raising and realignment of the B24 Higginson Road and B111 Unité Road; the installation of solar-powered LED street lighting; and drainage channel improvement works. In addition, Alteo Ltd will be responsible for constructing an earth swale to complement the flood alleviation measures.
The contract has been awarded to Transway Construction Ltd, with the project expected to be completed by August 2027.
The Unité project is one of five newly awarded drainage and flood mitigation initiatives aimed at strengthening climate resilience and enhancing public safety. The other projects comprise Phase 1 of the flood mitigation works at Débarcadère, the construction of drains at Morcellement Domah (Phase 1) and Commerson Land in Curepipe, and the construction of a floodwall near Morcellement Ramlugun in Vallée des Prêtres. An amount of Rs 845 million has been allocated for drainage works in the 2026/2027 financial year.
Minister Gunness highlighted that the project is being implemented through a public-private partnership with Alteo Ltd, whose contribution has helped reduce implementation costs. He noted that the junction of B24 Higginson Road and B111 Unité Road has for many years been susceptible to flooding, causing significant inconvenience and safety concerns for motorists during heavy rainfall.
He reaffirmed Government's determination to continue investing in modern drainage infrastructure to reduce flood risks and enhance the safety of road users and surrounding communities.

BackMajor Rs 2 Billion Drainage Project launched at Poste de Flacq
A major investment of more than Rs 2 billion is being channelled into a new drainage infrastructure project aimed at strengthening flood resilience in the eastern region. The initiative got underway yesterday afternoon with the launch of Phase 1 at Débarcadère, Poste de Flacq. Being implemented by Drains Infrastructure Construction Ltd (DICL), a public company operating under the aegis of the National Development Unit (NDU), the project is expected to provide a sustainable, long-term solution to recurring flooding affecting several localities.
The ground-breaking ceremony was held in the presence of the Minister of National Infrastructure, Mr Govindranath Gunness; Members of the National Assembly, Messrs Raviraj Sinha Beechook and Chandraprakash Ramkalawon; the Chairman of DICL, Mr Nitish Nalam Nastili; as well as other personalities.
The project will be executed in two phases, with Phase 1 accounting for an investment of approximately Rs 184 million and scheduled for completion within 490 days.
The drainage works will cover Débarcadère, Allée Mangues, Cité Hibiscus and La Source, extending up to Bramsthan—areas that have for many years experienced recurrent flooding during periods of heavy rainfall.
Speaking at the ceremony, Minister Gunness underscored the urgency of addressing the persistent flooding challenges affecting the region, stressing that safeguarding lives, properties and livelihoods remained a Government priority. He noted that, despite the country's current financial constraints, Government had engaged in extensive discussions with the Ministry of Finance to secure the funding required for the project.
Mr Gunness stated that Phase 1 marked the beginning of a comprehensive, long-term drainage plan for the region, where significant volumes of water flow during heavy rainfall. He moreover appealed to residents for their patience and understanding during the construction period, noting that some temporary inconveniences were inevitable while the works were being carried out.
Other speakers, including Messrs Beechook and Ramkalawon, highlighted that the project forms part of a broader programme to strengthen drainage infrastructure and enhance flood resilience across the region. They indicated that additional drainage projects are in the pipeline for other flood-prone areas, reaffirming Government's commitment to investing in modern infrastructure and implementing sustainable solutions to better protect vulnerable communities.

BackGovernment engages stakeholders on future of Pig Breeding industry
“Government is committed to modernising all sectors, including the pig breeding sector, and to striking the right balance between modernisation, public health and environmental protection in advancing the sector,” affirmed the Deputy Prime Minister and Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie, today, at the Sir Harilal Vaghjee Memorial Hall, in Port Louis.
The Deputy Prime Minister was attending the Pig Breeding Committee meeting organised by the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries with pig breeders and relevant stakeholders to take stock of the current state of the pig breeding sector, review recent developments, and discuss the way forward.
The Minister of Environment, Solid Waste Management and Climate Change, Mr Rajesh Anand Bhagwan; the Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell; the Junior Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Mr Gilles Fabrice David; the Junior Minister of Youth and Sports, Mr Gilbert Tony Apollon; the Junior Minister of Tourism, Mrs Marie Anabelle Andelana Savabaddy; and other personalities were also present at the meeting.
According to Mrs Navarre-Marie, the meeting marked the beginning of a new chapter for the pig breeding sector, and she called for a new mindset to support its sustainable development. She pointed out that the meeting enabled representatives from various Ministries and public organisations to take cognisance of the issues affecting pig breeders, including pricing, the importation of feed inputs, the relocation of breeding sites, infrastructure and drainage management, the marketing of pig products, farmers' cards, waste management, land leases, and the transfer of leases.
The Deputy Prime Minister explained that the issues and proposals raised by pig breeders would be submitted to Cabinet, together with the recommendations of the Inter-Ministerial Committee on Pig Breeding, chaired by the Minister of Housing and Lands, as well as those of the working committee of the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries.
Furthermore, Mrs Navarre-Marie called on pig breeders and cooperatives to submit memoranda containing any additional suggestions and proposals to the Senior Chief Executive of the Ministry of Agro-Industry, Food Security, Blue Economy and Fisheries by 15 September 2026.
In their statements, both Ministers Bhagwan and Boolell underlined the importance of working collectively to identify practical solutions for the benefit of all stakeholders. They also stressed the need to address waste management issues through appropriate and sustainable measures.
For his part, Junior Minister David spoke about the pilot pig waste-to-energy project, which is scheduled to be implemented over a 30-day period in September 2026 at St Martin Phase 1. Should the project prove successful, it would be extended to the designated pig breeding sites at St Martin Phase 2 and Bassin Requin.
As for Junior Minister Savabaddy, she highlighted ongoing discussions on increasing the supply of locally produced pork products to hotels across Mauritius.

BackRenewed impetus to preservation of Trou Chenille Open Air Museum
The Trou Chenille Open Air Museum in Le Morne is poised for a significant upgrade, with rehabilitation works soon to enter the implementation phase to improve visitor facilities and enhance the site while preserving its cultural and historical significance. An allocation of Rs 124 million over three years has been earmarked for the project, which forms part of Government’s broader efforts to safeguard and enhance the Le Morne Cultural Landscape in accordance with the requirements of the United Nations Educational, Scientific and Cultural Organization (UNESCO).
The Minister of Arts and Culture, Mr Mahendra Gondeea, made the announcement yesterday during a site visit and presentation on the rehabilitation project at the Trou Chenille Open Air Museum. He was accompanied by the Member of Parliament, Mr Shridhur Jugurnauth; members of the Le Morne Heritage Trust Fund; and other stakeholders.
Minister Gondeea highlighted the importance of upgrading the museum, particularly given its location adjacent to the Le Morne Cultural Landscape, a UNESCO World Heritage Site. For him, the current state of the museum did not reflect the historical and cultural importance of its surroundings.
In addition, the Minister indicated that all necessary procedures and formalities had been completed, paving the way for the project to enter the implementation phase. The works would be undertaken in full compliance with UNESCO guidelines, he underscored.
The project will comprise the construction of an administrative office incorporating a first-aid area, new sanitary facilities, parking spaces and a souvenir shop, as well as the refurbishment of the access road.
For his part, Mr Jugurnauth expressed the hope that, upon its expected completion before December 2027, the upgraded museum would attract more visitors and contribute to greater awareness of the historical and cultural significance of Le Morne.
The rehabilitation of the Trou Chenille Open Air Museum is expected to further strengthen efforts to preserve and promote Mauritius’ cultural heritage while providing an improved experience for both local and international visitors.

BackNEWS FEATURE- Legal Metrology Services embraces modernisation to speed up operations and boost efficiency
From the weighing scale used
at a neighbourhood shop to the fuel pump at a service station, accurate
measurements are an essential part of everyday commercial transactions. Behind
the assurance that consumers receive the quantity they pay for is the work of
the Legal Metrology Services (LMS), which is now taking a major step towards
modernising its operations through digitalisation.
The Service is currently nearing completion of a new Legal Metrology Information System (LMIS), an online platform designed to simplify and speed up a range of services provided to traders and other stakeholders. Once operational, the system will enable users to book appointments, make payments and obtain certificates electronically, reducing the need for physical visits and unnecessary paperwork.
The digital transformation is expected to significantly improve service delivery while reducing administrative processes. Staff of the LMS have been closely involved in the implementation of the project, contributing to the transition towards a more efficient and technology-driven system.
Established in 1990, the LMS which operates under the aegis of the Ministry of Commerce and Consumer Protection is responsible for administering the Legal Metrology Act and ensuring that weighing and measuring instruments used in trade are accurate and comply with prescribed standards. Its work is closely linked to consumer protection, as reliable measurements are fundamental to ensuring fairness and transparency when goods are bought or sold by weight or measure.
The LMS has a staff complement of 43 officers, including 23 technical officers who carry out inspection, verification, enforcement and other specialised functions.
Keeping measurements accurate and trade fair
The mandate of the LMS is built around three core areas: maintaining measurement standards that are traceable to international standards; regulating weighing and measuring instruments used in commercial activities; and ensuring that goods are correctly labelled and contain the quantity declared on their packaging.
These responsibilities cover a wide range of instruments encountered in daily commercial activities. They include electronic and spring balances, weighing equipment used by jewellers, weighbridges, capacity and length measures, petrol pumps, bulk meters and vehicle tanks.
Traders using such equipment for commercial purposes are required by law to have their instruments verified by the LMS. Instruments that meet the prescribed limits of error are officially assized, or stamped with the mark of verification, and the corresponding certificates are issued.
The frequency of verification varies according to the type of instrument. Spring balances, for instance, are reassized annually, while most other instruments are reassized every two years. Length measures are subject to reassizement every five years.
The Service also assesses the design and model of weighing instruments before they can be used for trade purposes. Importers and manufacturers must obtain a certificate of suitability for their models, with only approved models being eligible for verification and use in commercial transactions.
Taking services closer to users
Verification and calibration are not confined to the LMS premises at Bell Village. The Service has a mobile verification unit which brings services closer to traders and operates in the eight districts at locations including Social Welfare Centres, Community Centres and Municipal Councils.
In addition to its statutory responsibilities, LMS provides calibration services on request to industries, government institutions and other organisations. These services cover areas such as mass, volume and length measurements.
The Service calibrates equipment ranging from weights and weighing instruments to volumetric measures, length measures, petroleum check-pump measures and equipment used in construction batching plants. It also undertakes calibration of water meters, diesel meters, alcohol meters and storage tanks used by industries, including distilleries and beverage manufacturers.
This technical work provides businesses and institutions with reliable measurements while supporting compliance with regulatory and operational requirements.
A strong focus on standards
Maintaining accurate measurement standards is at the heart of the Service's mission. Standards used to verify or calibrate commercial instruments are periodically checked against reference standards, which are themselves calibrated against national measurement standards maintained by the Mauritius Standards Bureau. This ensures traceability to the International System of Units (SI).
The quality and technical competence of the LMS laboratory are also supported by international accreditation. Its mass laboratory has been accredited by MAURITAS since 2010 and was updated in 2020 to meet the requirements of ISO/IEC 17025:2017, the international standard for the competence of testing and calibration laboratories. The accreditation has been maintained for the 2026–2027 cycle.
At the regional and international levels, Mauritius also participates in the wider legal metrology community. LMS is a corresponding member of the International Organization of Legal Metrology and a member of the SADC Cooperation in Legal Metrology, contributing to efforts aimed at harmonising measurement practices and strengthening regional cooperation.
Protecting consumers through market surveillance
The work of the LMS extends beyond laboratories and calibration facilities. Officers regularly conduct inspections at shops, supermarkets and hypermarkets, market fairs, filling stations and premises where goods are packed.
These inspections examine whether weighing and measuring instruments are properly verified and whether prepacked goods comply with requirements relating to quantity and labelling. Where breaches of the law are detected, enforcement action is initiated.
The Service also investigates complaints from members of the public concerning inaccurate measurements or the sale of goods that do not comply with legal metrology requirements. Complaints received directly by the Service or through the Citizen Support Unit are investigated, with appropriate action taken where violations are established.
Public awareness constitutes another important part of this work. Awareness sessions for traders, businesses and consumers have been conducted, notably at Social Welfare Centres, to explain legal requirements and highlight the importance of using properly verified measuring instruments.
Strong performance during 2025–2026
For the 2025–2026 financial year, the LMS has maintained a strong focus on regulatory oversight, consumer protection and improved service delivery.
During the year, 12,412 weighing and measuring instruments were verified or calibrated for 4,971 traders, industries and other institutions. A further 55 certificates of suitability were issued to importers of weighing instruments, clearing approved models to be used for trade purposes.
Market surveillance activities were also intensified, with 4,974 trade premises visited, and prepacked commodities and petrol pumps inspected. In light of these inspections, 78 contraventions were issued.
Consumer concerns were addressed through the investigation of 30 complaints, reinforcing the Service's role in protecting the public from unfair trading practices.
Revenue collection also increased during the financial year. The Service collected Rs 7,380,944 in revenue, compared with approximately Rs 7.3 million in 2024–2025, representing an increase of around 1.37 per cent.
Investing in equipment and expertise
The Service has also bolstered its technical capacity through investment in equipment and staff development.
During the year, LMS acquired 12 one-tonne weights, enhancing its ability to meet accuracy requirements when calibrating and verifying weighbridges. It also acquired high-accuracy weights, including 27 weights, 10 ten-kilogramme weights and five five-kilogramme weights of Accuracy Class F2. These additions have broadened its capacity to verify high-accuracy weighing instruments of up to 300 kilogrammes.
Mobility has also been improved considerably through the acquisition of a lorry with a 3.8-tonne payload for transporting reference weights to sites, as well as a four-wheel-drive double-cab pick-up for transporting equipment required for on-site verification and calibration.
In parallel, officers continued to enhance their professional skills through training, workshops and regional programmes covering legal metrology, strategic management, artificial intelligence and related areas. Such initiatives included participation in SADC meetings and workshops, capacity-building programmes in India and professional training in South Africa.
A modern service for an evolving economy
The digitalisation of the LMS represents the next stage in the ongoing drive to improve efficiency. Routine interactions that previously depended on physical documents and administrative procedures will progressively move online is now the benchmark of this organisation.
For traders, this means greater convenience, easier access to services and faster processing. On that score, digital records and streamlined procedures can contribute to more efficient administration and allow staff to focus greater attention on their technical and regulatory responsibilities.
Ultimately, legal metrology is not limited to scales, weights and measuring instruments. It is about trust — ensuring that when consumers purchase a kilogramme of a product, a litre of fuel or any other quantity-based commodity, the measurement corresponds to what is declared and paid for.
As the LMS embraces digital technology while continuing to strengthen its technical capabilities, inspection mechanisms and professional expertise, its focus remains firmly anchored on the same objective: accurate measurement, fair trade and stronger protection for consumers and businesses alike.

BackYouth Convention 2026 explores opportunities and challenges of Artificial Intelligence
The growing impact of Artificial Intelligence (AI) on education, employment and society was at the centre of discussions during the Youth Convention 2026 held, on Saturday 08 August 2026, at the Polytechnics Mauritius Ltd Montagne Blanche Campus. Organised by the Ministry of Information Technology, Communication and Innovation under the theme ‘Your Next Move-AI’, the Convention aimed to explore the opportunities and challenges associated with AI and other emerging technologies.
The Minister of Tertiary Education, Science and Research, Dr Kaviraj Sharma Sukon; the Minister of Education and Human Resource, Dr Mahend Gungapersad; the Minister of Information Technology, Communication and Innovation, Dr Avinash Ramtohul; as well as students, educators, industry leaders, policymakers and other personalities, were present on the occasion.
In his keynote address, Dr Sukon highlighted the rapid evolution of technology and the potential of AI to improve productivity and effectiveness. He noted that everyday tools such as Excel and PowerPoint can become more effective when used with AI prompts, and called on universities and higher education institutions to adapt their curricula to equip students with relevant AI skills and competencies.
Minister Sukon also underlined the importance of stronger collaboration between academia and industry to prepare students for a changing labour market. Referring to the introduction of micro-credentials, he explained that these allow learners to acquire specific skills through short courses that can be accumulated towards qualifications. While AI may transform certain jobs, he highlighted that it also offers opportunities for new employment and urged young people to acquire the skills needed to adapt to its rapid development.
For his part, Dr Ramtohul observed that AI is already transforming society and will increasingly influence the way people work, communicate and interact. He pointed out that the strong emphasis placed on AI in Budget 2026-2027 reflects Government’s commitment to preparing the country for this transformation, while the Youth Convention provides young people with an opportunity to understand the benefits and challenges of AI and how to start using the technology.
In line with this vision, Minister Ramtohul announced that AI modules will be included in all university courses, regardless of the field of study. He urged young people to develop AI skills early, noting that the technology will be increasingly relevant across professions, and reaffirmed Mauritius’ ambition to remain competitive in the region through the adoption of AI.

BackMauritius Partners with STEMpower Inc. to Launch Innovation Lab
The Ministry
of Information Technology, Communication and Innovation has entered into a
strategic partnership with STEMpower Inc., a United States-based non-profit
organisation, to establish and support an Innovation Lab in Mauritius.
Under the terms of the Agreement, STEMpower Inc. will donate laboratory equipment; provide technical assistance for the installation of the equipment; and provide training for personnel to operate the Innovation Lab. It will provide an operational budget of USD7,000 over a period of two years to meet expenditure related to consumables, furniture and any additional equipment required for the establishment of the Innovation Lab.
The partnership will also support the promotion of Science, Technology, Engineering and Mathematics (STEM) education through its international network. The Innovation Lab will serve as a facility for hands-on STEM education, innovation and Artificial Intelligence experimentation for pre-university students, university students, technopreneurs and innovators.

BackMauritius and China strengthen healthcare cooperation through new Memorandum of Understanding
Mauritius and the People’s Republic of China further strengthened bilateral cooperation in the health sector with the signing of a Memorandum of Understanding (MoU), on 07 August 2026 in Ebène, between the Ministry of Health and Wellness and the National Health Commission of the People’s Republic of China.
The Minister of Health and Wellness, Mr Anil Kumar Bachoo; the Junior Minister, Mrs Anishta Babooram; the Senior Chief Executive of the Ministry, Mr Parmanand Mwah; the Ag Director-General of Health Services, Mr Ashwamed Dinassing; the Ambassador of the People’s Republic of China to Mauritius, Dr Huang Shifang; and other senior officials were present.
The MoU establishes a pairing mechanism between Victoria Hospital and Peking University Third Hospital of China, with the objective of strengthening collaboration in specialised healthcare services through the sharing of expertise, training and advanced medical technologies.
In a statement, Minister Bachoo expressed appreciation to the Government of China for its longstanding support and continued collaboration in advancing healthcare services in Mauritius.
He highlighted that the agreement will reinforce Mauritius’ capabilities in interventional diagnosis, puncture diagnostic techniques for space-occupying lesions, and the treatment of cerebrovascular and peripheral vascular diseases.
The Minister pointed out that, under the agreement, three Mauritian healthcare professionals have already undergone specialised training in China, with two having returned to Mauritius. Additional Chinese medical specialists will be deployed to Mauritius to provide hands-on training to local healthcare personnel in Interventional Radiology and Neuroradiology. The collaboration also provides for the installation of dedicated telemedicine facilities and continued technical assistance through regular visits by Chinese specialists, he said.
Moreover, visiting Chinese surgeons will perform complex surgical procedures in Mauritius in the fields of oncology, neurology and ophthalmology, he indicated. According to Minister Bachoo, this initiative will enable Mauritian patients to access advanced specialist care locally, reduce the need for overseas treatment, facilitate the transfer of medical expertise and further strengthen the country’s healthcare services.
Ambassador Huang Shifang described the MoU as a major milestone in China-Mauritius health cooperation. She reaffirmed China’s commitment to supporting the training of Mauritian doctors and nurses so that they can independently perform neuro-interventional procedures.
She added that the sharing of medical expertise and development experience between the two countries would contribute to enhancing healthcare delivery and improving the well-being of the Mauritian population.

BackCambridge Learner Awards celebrate Mauritian academic excellence
High-achieving Mauritian students were presented with prizes and certificates at the 18th edition of the Outstanding Cambridge Learner Awards today at the Mahatma Gandhi Institute in Moka, in the presence of the Minister of Education and Human Resource, Dr Mahend Gungapersad.
The award ceremony celebrates the exceptional achievements of 151 students who secured Top in the World and Top in Mauritius distinctions in the Cambridge O-Level, AS-Level, A-Level and IGCSE examinations held in June and November 2025. The High Achievement Award was presented to students who obtained outstanding results in subjects with a low candidature, while awards were also presented to the two best candidates for the HSC Pro qualification as well as to the best-performing candidates in Kreol Morisien at National School Certificate level.
The ceremony was attended by the Head of Ministry Partnerships at Cambridge University Press and Assessment, Mr Waleed Bagadi; the Director of the Mauritius Examinations Syndicate, Mr Serge Ng Tat Chung; and other personalities.
In his address, Minister Gungapersad highlighted the importance of celebrating the outstanding achievements of students and recognising their talent, dedication and perseverance. He urged the awardees to cultivate humility alongside excellence, stressing that this quality would serve them well throughout their careers and lives.
The Minister also paid tribute to the parents and families of the students, acknowledging their sacrifices, dedication and unwavering support in enabling the young achievers to reach their full potential. In light of rapid technological advancements, he called on students to put in more efforts and equip themselves with the skills, values and knowledge required to become accomplished professionals and future leaders.
Minister Gungapersad further encouraged parents to continue supporting their children, nurturing their ambitions and inspiring them to dream big and strive for excellence.
For his part, Mr Bagadi stated that the achievements being celebrated reflect the highest levels of academic excellence attained by the students. He recalled the longstanding partnership between Mauritius and Cambridge which has inspired generations of Mauritian students to pursue excellence through determination, talent and hard work. He encouraged the awardees to aspire to become future leaders and innovators who will contribute to shaping the world.
As for Mr Ng Tat Chung, he congratulated the awardees on their remarkable achievements and remarked that behind every award lies a story of discipline, courage and sacrifice, involving not only the students but also their parents and teachers. BackIndian Navy Chief in Mauritius to strengthen Maritime Cooperation
The Chief of the Naval Staff of the Indian Navy, Admiral Krishna Swaminathan, called on the Commissioner of Police, Mr Rampersad Sooroojebally, today at the Police Headquarters, Line Barracks in Port Louis, as part of efforts to further strengthen maritime cooperation between Mauritius and India.
Admiral Swaminathan is on an official visit to Mauritius from 10 to 13 August 2026, and is accompanied by his spouse, Mrs Laila Swaminathan, as well as Captain Syam K. Kiran and Commander V. S. Chokker.
The visit, which marks Admiral Swaminathan’s first overseas engagement since assuming command of the Indian Navy on 31 May 2026, reflects the close and longstanding relationship between Mauritius and India, particularly in the maritime domain.
The meeting provided an opportunity to discuss ways of enhancing cooperation between the Indian Navy and Mauritius, particularly in areas such as training, capacity building, hydrographic cooperation, technical assistance and maritime security.
During his visit, the Chief of the Naval Staff is scheduled to meet the Prime Minister, Dr Navinchandra Ramgoolam, senior government officials, and members of the Mauritius Police Force, National Coast Guard and Special Mobile Force.
As part of India’s continued support to Mauritius, Admiral Swaminathan will hand over a Side Scan Sonar system and updated navigational charts to the Government of Mauritius. The contributions will help strengthen Mauritius’ hydrographic capabilities and enhance maritime safety and navigational preparedness.
Maritime cooperation between Mauritius and India forms an important pillar of the bilateral partnership and contributes to their shared commitment to a safe, secure and stable Indian Ocean Region. The cooperation is also aligned with India’s SAGAR vision ‘Security and Growth for All in the Region’ and the broader MAHASAGAR initiative, ‘Mutual and Holistic Advancement for Security and Growth Across Regions’.

BackMrs Beeharry joins the league of Centenarians
Mrs Keemeenia Beeharry celebrated her 100th birthday with family members and friends on 08 August 2026 at the 88 Restaurant in Bagatelle.
An official ceremony was organised by the Ministry of Social Integration, Social Security and National Solidarity to honour the new centenarian. On this occasion, Mrs Beeharry received, from the authorities, a cheque amounting to Rs 26,203, another one to the tune of Rs 10,000 from the National Solidarity Fund, a bouquet, a centenarian medal, one certificate, a handmixer and a food steamer. The Senior Citizens Council also presented her with gifts in kind.
Mrs Beeharry was civilly married to Mr Namdeho Beeharry, with whom she had three children. She is now a grandmother of seven grandchildren.
The centenarian enjoys non-vegetarian cuisine, with briani and fried rice among her favourite dishes. She can walk on her own within her premises.
She attributes her longevity to a life of hard work, the support and care of her family and her unwavering faith in God.

BackPM welcomes Initiative of Ophthalmologists of Mauritian Diaspora regarding Eye Disease Screening and Treatment
The Prime Minister, Dr Navinchandra Ramgoolam, met this afternoon with Professor Patrick Yu-Wai-Man and Dr Cynthia Yu-Wai-Man, two Mauritian ophthalmologists based in the United Kingdom, to discuss initiatives aimed at strengthening the screening and treatment of eye diseases in Mauritius.
The discussions focused on introducing new screening programmes for glaucoma and diabetes-related eye diseases, which are among the leading causes of visual impairment in Mauritius. The proposed collaboration would bring together specialists from Cambridge and London, alongside experts from the Singapore National Eye Centre. The use of Artificial Intelligence (AI) to support the early detection of eye diseases is also being considered.
Prime Minister Ramgoolam warmly thanked Professor Yu-Wai-Man and Dr Yu-Wai-Man for their commitment and gave clear directives for the proposed programmes to be implemented without delay. He also expressed concern over the administrative bottlenecks that had previously delayed the initiative.
Professor Patrick Yu-Wai-Man, Chair of Ophthalmology at the University of Cambridge, described the meeting as “very productive” and praised the Prime Minister for his openness to proposals aimed at preventing blindness in Mauritius.
Dr Cynthia Yu-Wai-Man, Associate Professor and Consultant at King’s College London, ophthalmic surgeon and glaucoma specialist at St Thomas’ Hospital, expressed her willingness to introduce the PreserFlo MicroShunt procedure in Mauritius. The procedure, which is not currently available in the country, is designed to reduce pressure in the eye and help prevent vision loss caused by glaucoma.
As part of their commitment to improving eye care services in Mauritius, the two specialists donated ten PreserFlo implants, each valued at approximately £1,000, to allow Mauritian patients to benefit from the procedure. They also offered to provide their expertise to Mauritius on a voluntary basis.
“International expertise and equipment offered free of charge cannot remain blocked by bureaucracy. This is precisely why the system must change,” stated PM Ramgoolam.
The proposed collaboration underlines Government’s commitment to modernising healthcare services, improving access to specialised expertise and innovative technologies, and removing administrative barriers, with patients placed at the centre of the healthcare system.

BackGovernment moves towards Regulatory Framework for Online Taxi Platforms
Government is moving ahead with the preparation of a policy paper on the regulation of online taxi booking platforms, following consultations with key stakeholders of the taxi sector. The policy paper will be submitted to Cabinet before any necessary legislative amendments are considered.
This announcement was made by the Minister of Land Transport, Mr Osman Mahomed, yesterday following the fourth Inter-Ministerial Meeting on Online Taxi Platforms, held at the seat of his Ministry to hear the views of representatives of the Modern Taxi Movement Mauritius.
The meeting was co-chaired by Minister Mahomed and the Minister of National Infrastructure, Mr Govindranath Gunness, in the presence of representatives of the National Land Transport Authority, the Information and Communication Technologies Authority, the Taxi Operators Welfare Fund, and other stakeholders.
In a statement following the meeting, Minister Mahomed indicated that the Committee has been consulting the various stakeholders concerned to gather their views on the proposed regulation of online taxi booking platforms. He reminded that representatives of the General Taxis Union and the Taxi Proprietors Union were consulted on 11 June 2026.
The Minister pointed out that Government announced in the last Budget its intention to regulate online taxi booking platforms. Following the consultations, the Committee has agreed to proceed with the preparation of a policy paper for submission to Cabinet, prior to considering any necessary legislative amendments.
Representing the Modern Taxi Movement Mauritius, Mr Kevy Ramasami observed that taxi operators were well placed to provide insights into the practical aspects of online platforms, given their direct involvement in service delivery and understanding of passengers’ needs. He stressed that online taxi services must operate within a clear legal framework and that only duly licensed taxi operators holding valid Public Service Vehicle licences and the required documentation should be authorised to operate on such platforms.
He further expressed the readiness of the Modern Taxi Movement Mauritius to contribute its practical experience to the regulatory process. According to the Modern Taxi Movement Mauritius, around 4,500 of the approximately 7,000 taxi drivers in Mauritius are already registered on online platforms.

BackITET Winter School opens new pathways for Skills Development
Students who successfully completed the Winter School short courses offered by the Institute of Technical Education and Technology (ITET) were awarded shields and prizes during a prize-giving ceremony held yesterday in Beau Vallon. The Minister of Education and Human Resource, Dr Mahend Gungapersad, was present at the event.
On the occasion, Dr Gungapersad also visited the ITET Centre, where he took stock of the infrastructure, facilities and equipment available to support students in their technical education and training.
The Junior Minister of Youth and Sports, Mr Gilbert Tony Apollon; Members of Parliament namely Mr Manoj Seeburn and Dr (Mrs) Rubna Begum Daureeawo; the Officer-in-Charge of the ITET, Mr Kamlesh Bajah; and other personalities were also present.
In his address, Minister Gungapersad highlighted Government’s efforts to develop a skilled, adaptable and innovative workforce capable of contributing to sustainable economic development, while ensuring that every learner is given the opportunity to realise their full potential. He underscored the crucial role of technical and vocational education in equipping young people with the practical skills required to succeed in the labour market.
Minister Gungapersad moreover encouraged students to take full advantage of the short courses offered by ITET. He likewise announced that additional courses would be conducted during the November and December summer holidays to enable greater student participation. Furthermore, he called on young people to steer clear of bullying, drugs and alcohol, and encouraged them to become responsible citizens who can contribute positively to the country’s future.
For his part, Mr Bajah highlighted ITET’s vision of creating opportunities and pathways for students to pursue technical education. He indicated that courses offered at ITET Centres would increasingly be demand-driven, covering areas such as Artificial Intelligence, Robotics, Automation, Fintech, Green Technology, Engineering Technology and Automobile Engineering. He also encouraged students to make responsible use of technology and to demonstrate integrity and compassion.
Established in 2022 under the ITET Act, the Institute of Technical Education and Technology provides modern facilities and programmes designed to respond to the evolving needs of the Mauritian economy. The Institute places particular emphasis on practical, skills-based education aligned with industry requirements.
The technology and practical skills training sessions were held from 20 July to 08 August 2026 and brought together around 200 students.

BackMrs Marguerite Ocanna celebrates her centenarian birthday
Mrs Marguerite Ocanna joined Mauritius’ club of centenarians as she celebrated her 100th birthday on 09 August 2026 at the Community Centre of Cité Beau Séjour, during a ceremony organised by the Ministry of Social Integration, Social Security and National Solidarity.
The Minister of Agro-Industry, Food Security, Blue Economy and Fisheries, Dr Arvin Boolell; the Deputy Speaker of the National Assembly, Mr Vedasingam Vasudevachariar Baloomoody; and other personalities were present at the event.
Mrs Ocanna was honoured with a centenarian medal and certificate, a flower bouquet, a cheque of Rs 26,203 and other gifts from the Ministry of Social Integration, Social Security and National Solidarity. She also received Rs 10,000 from the National Solidarity Fund and presents from the Senior Citizens Council.
Born on 08 August 1926, the centenarian was married to the Mr Louis Maxime Ocanna, and the couple had eight children. She is now a grandmother of 22 and great-grandmother of 30.
She enjoys both vegetarian and non-vegetarian food, is fond of sewing, and has good eyesight and hearing capabilities.

BackSchool Rectors tackle emerging challenges in Education
Key issues shaping the effective management of secondary schools and the safety and wellbeing of students are at the centre of a two-day workshop for secondary school rectors, which opened this morning at the Atal Bihari Vajpayee Institute of Public Service and Innovation in Côte d'Or Technopole, Réduit. The workshop was launched by the Minister of Education and Human Resource, Dr Mahend Gungapersad.
The programme covers a broad range of areas related to school management, student welfare and sustainable practices, with presentations focusing on rainwater harvesting and vertical farming; domestic abuse awareness; financial management and procurement in schools; prevention of bullying and violence; student psychology and wellbeing; suicide prevention awareness; and anti-drug education.
In his keynote address, the Education Minister highlighted that contemporary school management had become increasingly complex, requiring rectors to effectively balance the diverse expectations and responsibilities of the Ministry, parents and students.
Describing rectors as key frontliners in the education system, Dr Gungapersad emphasised the importance of equipping them with the skills required to navigate today’s increasingly complex school environment. He commended rectors for their performance, particularly those who draw on their experience, innovative approaches and leadership skills when taking up responsibilities in new schools.
The Minister underscored the important responsibility entrusted to rectors and their ability to positively influence and transform the lives of students. He stressed the need for school leaders to have a thorough understanding of each student’s academic performance and individual potential so as to provide appropriate guidance and support throughout their educational and personal development.
Minister Gungapersad also encouraged rectors to remain attentive to the personal challenges faced by students and to provide them with the necessary guidance and support to overcome these difficulties.

BackVision 2050: Parliamentarians engage on Mauritius’ long-term development priorities
The official draft of the Vision 2050 report was presented this morning to Members of the National Assembly at the Sir Harilall Vaghjee Memorial Hall in Port Louis. It provided parliamentarians with an opportunity to examine its proposals, raise questions, highlight challenges, propose solutions and share their views ahead of its expected finalisation by the end of August 2026.
Among those present were the Speaker of the National Assembly, Mrs Shirin Aumeeruddy-Cziffra; the Minister of Financial Services and Economic Planning, Dr (Mrs) Jyoti Jeetun; Ministers and Junior Ministers; Members of the National Assembly; and other personalities.
In her keynote address, Minister Jyoti Jeetun highlighted the importance of ensuring that the final Vision 2050 framework takes into account the views and aspirations expressed during the consultations, along with the expertise and analysis of economists and other specialists. She recalled that the consultation process, launched by the Prime Minister, Dr Navinchandra Ramgoolam, on 18 December 2025, involved engagement with stakeholders across Mauritius and Rodrigues, including ministries and other key partners.
Minister Jeetun underscored the importance of long-term planning in preparing Mauritius to address future challenges, including water and electricity shortages, an ageing population and skills shortages. She stressed that the implementation of Vision 2050 will begin immediately, with decisions on skills development, labour and migration policies needed to ensure that the country is equipped to meet future workforce requirements.
Dr Jeetun further emphasised the need for Vision 2050 to provide a clear direction for the country’s future, noting that long-term decisions taken today are poised to determine the conditions to be inherited by future generations. She also underlined the importance of ensuring that Mauritius is better prepared to respond to emerging challenges and sustain its development over the coming decades.
Vision 2050
Vision 2050 sets out a long-term strategic direction for Mauritius over the next 25 years, with the ambition of building a prosperous, inclusive, innovative and resilient country. The framework was shaped through 13 regional consultations involving more than 1,000 participants, alongside sectoral engagements with key stakeholders. Building a drug-free Mauritius emerged as a main priority during the consultations, together with other social, economic and environmental concerns.
