BackRegional Trade: National Workshop to boost Women and Youth Participation in Trade-in-Services
A national workshop on “Unlocking Trade-in Services Opportunities for Youth and Women-led Businesses in SADC Countries” was launched this morning at the Labourdonnais Hotel in Port Louis. The two-day initiative, running from 08 to 09 April 2026, brings together key stakeholders to explore opportunities in regional trade in services.
The opening ceremony was attended by Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful; Economic Development Board (EDB) Mauritius Chief Executive Officer, Mr Mahen Abhimanu Kundasamy and Director, Industrial Development and Trade at the SADC Secretariat, Mr Dhuraj Kassee.
In his keynote address, Minister Ramful underpinned that the workshop aims to enhance access for women and youth to opportunities in trade in services within the SADC region. He acknowledged the challenges often faced by these entrepreneurs, such as limited access to finance, difficulties in reaching markets, and inadequate information on regional trade systems. The workshop, he explained, would equip participants with practical tools to navigate these systems and seize business opportunities effectively.
The Minister further highlighted the growing importance of trade in services as a driver of economic growth, underlining its significant contribution to Mauritius’ GDP and employment. He noted that digitalisation and e-commerce are transforming service delivery, enabling businesses to expand into international markets more efficiently. “This workshop provides a timely platform to empower women and youth, strengthen their participation in regional trade and support inclusive and sustainable economic development,” he added.
For his part, Mr Kassee emphasised that trade in services has become a key driver of economic growth, innovation, and regional integration within the SADC region. He pointed out that while women and youth-led enterprises are increasingly contributing to this sector, they continue to face challenges such as limited access to finance, market information and regulatory constraints.
Organised by EDB Mauritius in collaboration with the Southern African Development Community (SADC) Secretariat and the Ministry of Foreign Affairs, Regional Integration and International Trade, the workshop aims to equip youth and women entrepreneurs with practical skills to access and grow within SADC regional markets.
The programme features sessions on the SADC Protocol on Trade in Services, digitalisation, artificial intelligence, digital payments and branding, while also providing a platform for experience-sharing by successful women-led businesses.

BackPresident Gokhool and PM Ramgoolam attend reception marking South Africa’s Freedom Day
‘The relationship of Mauritius and South Africa transcends politics, and is deeply rooted in the people. Through the best of times and the worst, we have stood together, guided by the enduring principles of multiculturalism and sovereign equality’.
This statement was made, yesterday, by the High Commissioner of South Africa to Mauritius, and Dean of the Diplomatic Corps, Dr (Mrs) Hlamalani Nelly Manzini, as she hosted a reception to mark the 32nd Freedom Day of the Republic of South Africa, at the RM Garden in Trianon.
The event was graced by the President of the Republic of Mauritius, Mr Dharambeer Gokhool; the Prime Minister, Dr Navinchandra Ramgoolam; the Deputy Prime Minister, Minister of Gender Equality and Family Welfare, Mrs Marie Arianne Navarre-Marie; and the Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful. Toasts were exchanged in celebration of the longstanding bilateral relations between the two nations.
The Vice-President of the Republic of Mauritius, Mr Jean Yvan Robert Hungley; the Speaker of the National Assembly, Mrs Shirin Aumeeruddy-Cziffra; Cabinet Ministers; Junior Ministers; members of the Diplomatic Corps and dignitaries were also present.
In her address, the High Commissioner reflected on the historic journey that led to the birth of South Africa’s Rainbow Nation, emerging from the shackles of apartheid and colonialism. She noted that the celebratory evening coincided with one of the most significant observances on the United Nations calendar—the International Day of the African Child. The day, she recalled, holds special significance for South Africa as it commemorates the contribution made by young people towards the attainment of freedom of our country.
Dr Hlamalani Nelly Manzini recalled that on 16 June 1976, students took to the streets to defy the Afrikaans Medium Decree, fighting a system deliberately designed to limit their futures, emphasising that their blood and sacrifice have nurtured the inclusive education systems of today. She highlighted that this shared democratic triumph has given rise to one of the strongest pillars of the South Africa–Mauritius bilateral relationship: the education sector.
She underscored the Government’s generous scholarship scheme for African students, which she stressed, lays a vital foundation for the realisation of Mauritius’ vision of becoming a regional education hub. As regards the African Leadership College hosted in Mauritius, she expressed conviction that it is poised to become a leading centre for nurturing future African leaders who will contribute to regional integration.
The High Commissioner also underlined that the two Nations have strengthened their economic collaboration, with an expanding presence of South African companies in Mauritius, reflecting the deep trust in the local financial ecosystem, rooted in a shared moral commitment and common values. These investments serve as a living testament to a purposeful bilateral relationship that actively drives mutual economic growth, she added.
She furthermore pointed to the principles of good governance and accountability that define the South Africa–Mauritius partnership. These shared values, she noted, have translated into tangible cooperation, with Mauritius being selected as one of the first countries to benefit from the capacity-building programme of the Auditor-General of South Africa. Beyond governance, she informed that capacity-building initiatives also extended to promoting arts and culture through close collaborations with the Nelson Mandela Centre for African Culture and the Mauritius Film Development Corporation.
Noting that the two countries have weathered major challenges together—including the COVID-19 pandemic—Dr Hlamalani Nelly Manzini renewed South Africa’s unflinching support for Mauritius in its ongoing pursuit of sovereignty over the Chagos Archipelago.
As her five-and-a-half-year tenure as South African High Commissioner to Mauritius draws to a close, she reflected fondly on her many interactions with the Mauritian people and expressed appreciation for the strong spirit of unity that characterises the nation. Concluding her remarks, and in her capacity as Dean of the Diplomatic Corps, she extended her sincere gratitude to her fellow diplomats for their unwavering support throughout her mandate.

BackMauritius to be represented at 75th Lindau Nobel Laureate Meeting by PhD student
Mauritius will be represented at the 75th Lindau Nobel Laureate Meeting, dedicated to the theme of Interdisciplinarity, by Ms Lakshmi Yaneesha Sujeeun, a PhD student in Artificial Intelligence applied to Materials Science at the University of Mauritius.
The Ministry of Tertiary Education, Science and Research, in collaboration with the Lindau Council, annually co-sponsors one Mauritian scientist to participate in this prestigious meeting, which will be held from 28 June to 3 July 2026 in Lindau, Germany.
A symbolic handing-over ceremony of the air ticket to the Mauritian nominee was held, yesterday at the Open University of Mauritius in Réduit, in the presence of the Minister of Tertiary Education, Science and Research, Dr Kaviraj Sharma Sukon, and other personalities.
Congratulating Ms Sujeeun on her selection, Minister Sukon highlighted the importance of her participation in this international gathering and encouraged her to make full use of the opportunities offered by the platform.
The Minister stressed the importance of bridging the gap between academia and industry, while further strengthening collaboration between the two sectors. He underlined that universities must work closely with the business community to transform innovative ideas into practical solutions.
Dr Sukon also expressed the wish to see more Mauritians engage in research, noting the progress achieved over the years in terms of both the quality and quantity of scientific publications. He emphasised the need to move beyond research outputs by translating ideas into enterprises that can contribute to the socio-economic development of the country.
For her part, Ms Sujeeun described her selection as an important milestone in her academic journey. She said the experience would allow her to interact with Nobel Laureates and leading researchers from around the world, while enabling her to bring back valuable knowledge and expertise to Mauritius. She reaffirmed her commitment to contributing to the advancement of science and innovation in the country.
The 75th Lindau Nobel Laureate Meeting is expected to bring together around 600 young researchers from across the world, providing them with a unique opportunity to engage with Nobel Laureates and exchange ideas on scientific challenges and discoveries.

BackWorld Blood Donor Day: UTM encourages youth participation in blood donation
The University of Technology, Mauritius (UTM) in collaboration with the Blood Donors Association (BDA), organised today, a motivational workshop on the “15 Pledge” Initiative for staff and students at its campus in Pointe aux Sables, to mark World Blood Donor Day and to raise awareness on voluntary regular blood donation.
This initiative forms part of the University’s efforts to encourage more individuals to become lifelong donors and promote civic responsibility among young people. A blood donation campaign will also be organised on 24 June 2026 at the University’s campus. The activity will be open to staff, students and members of the surrounding community.
Speaking on the occasion, the Director-General of the UTM, Professor (Dr) Hemant Chittoo, highlighted the importance of fostering a culture of voluntary blood donation among the youth. He emphasised that a single blood donation can save lives and paid tribute to blood donors as unsung heroes who make a vital contribution to society.
Professor Chittoo further reaffirmed the University’s commitment to initiatives that support health promotion and community engagement.
Also present at the event, the President of the BDA, Mr Dewanand Hossen, underscored the continuous need for safe and adequate blood supplies for accident victims, surgical patients, expectant mothers and individuals suffering from chronic illnesses. He appealed to students to become regular blood donors and to encourage their families and communities to participate in blood donation programmes.
Mr Hossen moreover drew attention to the challenges posed by Mauritius’ ageing population, leading to a decline in the number of active blood donors. He encouraged participants to wear the blood donor honour badge with pride.
The motivational session featured testimonies from blood donors and recipients, who shared personal experiences on the life-saving impact of blood donation.
World Blood Donor Day
The World Blood Donor Day, observed annually on 14 June, aims to raise awareness of the need for safe blood and blood products while recognising the invaluable contribution of voluntary, unpaid blood donors.
The “15 Pledge” Initiative
The “15 Pledge” Initiative encourages individuals to commit to donating blood at least fifteen times during their lifetime. The pledge symbolises a sustained commitment to compassion, solidarity and service to the community. A single blood donation has the potential to save up to three lives.

BackMauritius and Côte d’Ivoire explore new avenues for Trade and Investment
The enhancement of economic cooperation between the Republic of Mauritius and the Republic of Côte d'Ivoire was at the centre of discussions during a meeting held, today, in Port Louis between the Junior Minister of Finance, Mr Dhaneshwar Damry, and a delegation from the Confédération Générale des Entreprises de Côte d'Ivoire (CGECI), led by its President and prominent representative of the Ivorian private sector, Mr Ahmed Cissé.
The delegation was accompanied by the Chief Executive Officer of Business Mauritius, Mr Kevin Ramkaloan; the representative of Business Mauritius on the Alliance des Patronats Francophones, Mr Philippe Espitalier-Noël; and members of the Mauritian business community.
Discussions focused on strengthening both countries’ private sector collaboration through enhanced dialogue, increased investment opportunities, knowledge-sharing and the development of strategic business partnerships. Ways to facilitate market access and promote cross-border investments by leveraging the respective strengths of Mauritius and Côte d'Ivoire were also on the agenda.
The meeting underlined the Mauritian Government's commitment to deepen its economic engagement with Africa and strengthen partnerships with high-potential economies across the continent. It is expected to foster stronger institutional links and open new opportunities for trade and investment, benefiting businesses in both countries and contributing to a more integrated and dynamic African economic landscape.

BackLecture by UK experts highlights importance of multidisciplinary diabetic foot care
The necessity to have a multidisciplinary approach to treat patients with diabetes was highlighted, yesterday, during a lecture on diabetes and diabetes footcare organised by the Ministry of Health and Wellness at Paul Octave Wiéhé Auditorium in Réduit.
A team from the University of Leicester Hospitals NHS Trust in the United Kingdom comprising the Consultant Physician and Diabetologist, Dr Sew-Chine Marie-France Kong Yao Fah; the Consultant Podiatric Surgeon, Mr Rajesh Jogia; and the Foot Lead and Advanced Diabetes Nurse Practitioner, Ms Rachel Berrington, shared their expertise and experiences with medical practitioners, nurses and students.
The key message conveyed during the lecture was that the large global disease and economic burdens caused by diabetic foot ulcer can be considerably reduced when evidence-based treatment is implemented by healthcare professionals and multidisciplinary foot care team.
Moreover, presentations by the experts demonstrated that early management is more cost effective and resource-efficient while late management leads to longer admissions and surgery. Early referral was identified as a key factor in preventing complications, reducing amputation risk and improving outcomes.
During the lecture, experts also pointed out that off-loading, which reduces pressure from ulcers, is essential for both prevention and healing. They underlined too the crucial role of appropriate antibiotics and surgical intervention.
In her presentation, Dr Sew-Chine Marie-France Kong Yao Fah thus stressed that worldwide, diabetes-related complications result in the amputation of a lower limb every 30 seconds. She remarked that people with diabetes are over 20 times more likely to undergo lower-limb amputation than people without the condition. Dr Kong Yao Fah also explained how early interventions can slow the progression of chronic kidney disease and reduce the risk of cardiovascular disease namely through lifestyle modifications, effective glycaemic and blood pressure control along with the appropriate use of medication.
For his part, Mr Rajesh Jogia elaborated on the importance of establishing multidisciplinary foot care teams and outlined the various specialists who should be involved in delivering patient-centred treatment. These include diabetologists and diabetes specialist nurses to address optimal glycaemic control; microbiologists and surgeons to manage infections; vascular surgeons and radiologists to address ischaemia; plaster nurses, orthotists, podiatrists and surgeons to treat Charcot arthropathy; and tissue viability nurses and podiatrist surgeons for wound management. Mr Jogia also dwelt on the surgical and non-surgical treatment options provided, including the local delivery of antibiotics to affected ulcer sites.
As for Ms Rachel Berrington, she expounded upon the National Diabetes Foot Care Audit, which enables diabetic footcare services to assess their performance against the clinical guidelines of the National Institute for Health and Care Excellence (NICE) and benchmark themselves against peer units. She further detailed the benefits and practical application of effective off-loading techniques, which evidence shows can accelerate ulcer healing, prevent deterioration and reduce the risk of infection.

BackFive Electric Buses donated by China to strengthen Mauritius’ Green Public Transport Drive
A ceremony marking the signing of the handover certificate for five Higer electric buses and five charging piles donated by the Government of the People's Republic of China to the Republic of Mauritius was held, today, in Port Louis.
The event was attended by the Minister of Land Transport, Mr Mahomed Osman Cassam Mahomed, and the Ambassador Extraordinary and Plenipotentiary of the People’s Republic of China to the Republic of Mauritius, Dr Huang Shifang.
Speaking on the occasion, Minister Mahomed reaffirmed the Government's commitment to modernising the public transport sector and advancing sustainable mobility. He highlighted that the project, jointly financed by the Republic of Mauritius and the People’s Republic of China, constitutes an important milestone in the Mauritius' transition towards greener transportation. The initiative, he noted, forms part of broader efforts to reduce carbon emissions while improving the efficiency and quality of the public transport network.
The Minister pointed out that the five electric buses, which are now stationed at the National Transport Corporation's (NTC) Bonne Terre Depot, will contribute to the Corporation's strategy of operating a hybrid fleet comprising both electric and conventional buses. He also welcomed the technical support provided by the People’s Republic of China, including the installation of charging infrastructure and the training of 25 NTC personnel in the operation and maintenance of the vehicles.
Mr Mahomed further underscored that the project reflects the longstanding friendship and cooperation between Mauritius and the People’s Republic of China, as well as their shared commitment to sustainable development and environmental protection.
For her part, Ambassador Huang Shifang highlighted that the donation will support the electrification of Mauritius' public bus fleet and contribute to the country's transition towards cleaner, greener and more sustainable transportation. She expressed satisfaction that the five electric buses will officially enter service tomorrow, marking a new chapter in Mauritius' public transport modernisation efforts.
Recalling her country's previous donations of conventional buses in 2016 and 2018, she noted that the introduction of electric buses reflects the two nations shared commitment to promoting environmentally friendly and low-carbon transport solutions.
The Ambassador expressed hope that the project would pave the way for deeper collaboration between the two countries in promoting a sustainable future. She also reiterated her country's continued support for Mauritius, while reaffirming appreciation for the longstanding friendship shared by both nations.

BackMauritius reaffirms commitment to Agenda 2063 at national workshop
Agenda 2063 sets before us a Pan-African vision of an integrated, prosperous and peaceful Africa, driven by its own citizens. Mauritius is committed to playing its full part in realising that vision.
The Minister of Foreign Affairs, Regional Integration and International Trade, Mr Dhananjay Ramful, made this statement today, as he launched the National Workshop on the Second Ten Year Implementation Plan (STYIP) of Agenda 2063: The Africa We Want, in Ebène. The Junior Minister of Foreign Affairs, Regional Integration and International Trade, Mr Hambyrajen Narsinghen, was also present on the occasion.
In his keynote address, Minister Dhananjay Ramful described Agenda 2063 as a whole-of-society undertaking, whose success rests as much on the Government, as on private sector partners, the academia and the civil society.
Referring to the theme of the workshop, ‘Domesticating Agenda 2063 - Mauritius’ Strategic Positioning under the Second Ten Year Implementation Plan’, the Minister dwelt on the key importance of the domestication of a continental framework. It is the step that makes delivery possible, turning a continental aspiration into a commitment our own institutions carry, he emphasised.
Moreover, he delineated three core pillars required to achieve the “Africa We Want” at national level, namely: mainstreaming of the aspirations of Agenda 2063 in the instruments of the Government; measurement of actions delivered, for better evidence and reporting; and people-driven ownership that harness the potential of the people, women and youth.
The Minister highlighted that under the First Ten-Year Implementation Plan, Mauritius' overall performance rose to 67 percent this year, building on scores of 50 percent in 2021 and 55 percent in 2023.
With regard to Agenda 2063, Mr Dhananjay Ramful underlined that Mauritius will leverage its strengths including a stable democracy, an established financial centre, and act as a bridge between Africa and the wider Indian Ocean and Asian economies.
According to him, if Africa is to be an influential global player, Small Island Developing States like Mauritius must position themselves strategically through the supply of credibility, of ideas, and of trusted ground on which others can meet.
He stressed that as Mauritius domesticates Agenda 2063, its key priorities should include the ocean economy, fintech, services trade, and active engagement in continental flagship projects.

The winners of the Essay Contest 2026, organised by the Competition Commission, were rewarded this morning during a prize-giving ceremony held at the Paul Octave Wiéhé Auditorium in Réduit. The contest targeted secondary and tertiary students to raise awareness of competition law in Mauritius and formed part of the Commission’s broader efforts to promote understanding of competition principles and their role in supporting fair markets, consumer welfare, and economic development.
Present at the ceremony were the Minister of Commerce and Consumer Protection, Mr Michaël Sik Yuen, and the Executive Director of the Competition Commission, Mr Vipin Naugah, along with other personalities.
In his address, Minister Sik Yuen commended the Competition Commission for organising the contest, describing it as a valuable initiative that encourages young people to engage with issues that directly affect consumers and the economy. He noted that the competition helped participants better understand market functioning, the process of price formation, and the importance of fair competition in supporting economic development and protecting consumers.
The Minister also highlighted that rising living costs remain a significant challenge both globally and locally, driven by factors such as supply chain disruptions, geopolitical tensions, and higher food and energy prices. He underlined that Government measures, including the Price Stabilisation Fund and subsidies on essential commodities, are helping to cushion consumers against international price shocks.
He emphasised the role of the Competition Commission in promoting fair, transparent, and competitive markets, while reaffirming its importance in safeguarding consumer welfare and market efficiency.
For his part, Mr Naugah pointed out that the initiative help build a stronger culture of competition awareness among young people, who represent future consumers, professionals, and decision-makers.
Cash prizes were awarded to the winners in both categories. In the tertiary education category, different teams from the University of Mauritius secured first, second and third places, receiving cash prizes of Rs 60,000, Rs 30,000 and Rs 15,000 respectively. In the secondary school category, Royal College of Port Louis clinched first place with a cash prize of Rs 50,000, followed by Eden College Girls in second place with Rs 25,000 and Collège du Bon et Perpétuel Secours (BPS College) in third place with Rs 10,000.

BackICT: Technical staff engaged on ongoing and future digital transformation initiatives
Digital transformation initiatives and future technology projects were the focus of a presentation session held yesterday at the Shri Atal Bihari Vajpayee Tower in Ébène, bringing together technical officers from the Ministry of Information Technology, Communication and Innovation, its departments and organisations operating under its purview.
The session, held as part of a staff workshop, provided an opportunity for technical staff to engage on ongoing and upcoming digital transformation initiatives. Addressing participants, the Minister of Information Technology, Communication and Innovation, Dr Avinash Ramtohul, called on them to further contribute to the successful implementation of these initiatives.
He highlighted the importance of bringing together all technical personnel to provide a comprehensive overview of the Ministry’s journey, from the inception of key projects to the milestones achieved and the objectives ahead. He recalled the support being provided by Government to facilitate the implementation of a range of technological and digital initiatives, and noted that several projects have already been undertaken at the Ministry level while others have been implemented in collaboration with partner Ministries.
According to Dr Ramtohul, it was essential to ensure that all technical employees were fully informed about the various projects being carried out by the Ministry and its affiliated entities. Speaking of the significant untapped potential exists within the technical workforce, he called on officers to contribute beyond their current responsibilities.
He moreover encouraged members of different technical teams to collaborate across projects and participate actively in initiatives where they could make meaningful contributions.
This workshop provided an opportunity to review progress achieved over the past eighteen months, reflect on challenges encountered, and discuss key national projects, the implementation of the Digital Transformation Blueprint 2025–2029, the National AI Strategy 2025–2030, cybersecurity, digital trust, data governance, digital public services and the Ministry’s vision for a more connected and innovative Mauritius.

BackPalma Community Health Centre Expansion Project under consideration
The Minister of Health and Wellness, Mr Anil Kumar Bachoo, conducted a site visit, yesterday at the Palma Community Health Centre, to discuss future development plans aimed at enhancing the healthcare services for residents of the locality.
During the visit, Minister Bachoo noted that the Community Health Centre is operating within limited space and is increasingly facing challenges in accommodating the growing number of patients seeking medical care. He underscored the need to explore sustainable solutions to meet rising demand, including the expansion of the current facility or the construction of a new Community Health Centre.
The Minister emphasised Government’s commitment to strengthening primary healthcare services and ensuring that healthcare infrastructure keeps pace with the needs of the population. He also interacted with healthcare personnel to better understand the operational challenges faced by the facility and to gather their views on ways to enhance service delivery.
The site visit forms part of the Ministry’s ongoing efforts to improve access to quality, patient-centred healthcare and modernise health infrastructure across the country.
Also present was the Member of Parliament, Ms Stephanie Anquetil, who briefed the Minister on the renovation works currently underway at the health centre. She highlighted that the ongoing improvements will contribute to enhancing both patient care and working conditions for healthcare staff.
Ms Anquetil further noted that, while the renovation project will address immediate infrastructural needs, discussions on long-term solutions, including the possible expansion of the facility, remain essential to adequately cater for the healthcare requirements of the growing population in the area.

BackCSU launches participatory workshop to support Rodriguan migrants in Mauritius
A one-day participatory community workshop, under the Rodriguan Internal Migrants Empowerment and Support Programme, opened, this morning, at the Youth Hub in Cité La Cure, in the presence of the Head of the Citizen Support Unit (CSU), Prime Minister’s Office, Mr Louis Girty Eleonore. The initiative forms part of a broader effort to support Rodriguan migrants living in Mauritius through practical and sustainable, community-based interventions.
The programme is being implemented by the CSU, following the publication in 2025 of the International Organisation for Migration (IOM) report entitled ‘Internal Migration between the Islands of Rodrigues and Mauritius: Drivers, Challenges and Opportunities for Support’. The report identified several challenges faced by Rodriguan migrants including housing difficulties, financial insecurity, lack of information and preparedness, family separation and psychosocial distress, gender-related vulnerabilities, as well as poverty, exclusion and stigmatisation.
Building on the report’s findings, the programme seeks to strengthen the capacities, autonomy, resilience and equal opportunities of Rodriguan migrants through a participatory community development approach. It brings together Rodriguan communities, Ministries, Government departments, local authorities, non-governmental organisations and other stakeholders to develop concrete responses to the issues identified.
Participants are invited to identify the main challenges, resources and opportunities within the identified intervention areas, with a view to developing a realistic and sustainable community action plan.
The pilot phase of the programme will be implemented in Cluster 1, which comprises several localities in the regions of Cité La Cure, Sainte Croix and Roche Bois, including Ti Rodrig, State Land Robert Scott, Marjolain and Karo Kalyptis. The cluster approach aims to facilitate community mobilisation, strengthen inter-agency coordination and support the implementation of joint actions at regional level.
In his address, Mr Eleonore emphasised that the programme seeks to move beyond awareness and sensitisation activities by promoting community participation, ownership and practical action. He highlighted the importance of developing SMART (Specific, Measurable, Achievable, Relevant and Time-bound) initiatives and sustainable solutions informed by both the recommendations of the IOM report and the lived experiences of Rodriguan migrants.
Mr Eleonore further pointed out that Government is committed to addressing the issues raised by Rodriguan communities through reliable and targeted interventions. He noted that priorities would be established following a thorough assessment of the challenges identified, allowing for immediate action on the most pressing concerns while laying the groundwork for longer-term solutions.

BackIntercollege Skit Competition: Students rewarded for raising awareness on HIV/AIDS-related stigmatisation
The winners of the Intercollege Skit Competition focusing on the theme " Stigmatization parmi zenes ki viv ar sida", were awarded cash prizes and certificates today, in presence of the Junior Minister of Health and Wellness, Mrs Anishta Babooram. The award ceremony was held at the Atal Bihari Vajpayee Institute of Public Service and Innovation in Côte d’Or Technopole, Réduit.
Addressing the students, Mrs Babooram reaffirmed Government’s commitment to building a society where no one is judged because of their health status and where every individual is treated with dignity, respect, and compassion. She emphasised that stigma and discrimination have no place in an inclusive society.
According to her, stigmatisation remains one of the greatest challenges faced by many individuals in our communities, particularly those living with health conditions such as HIV/AIDS. Beyond the medical aspects of the disease, many individuals continue to experience prejudice, social isolation, and negative impacts on their self-esteem and mental well-being, she noted.
The Junior Minister also acknowledged the significant progress achieved in the fight against HIV. Advances in treatment and care, she said, have transformed HIV from a life-threatening condition into a manageable one, enabling people to lead long, healthy, productive, and meaningful lives. She stressed the importance of fostering understanding, empathy, and acceptance among young people.
Furthermore, she indicated that such initiatives provide an important platform for dialogue and shared commitment to build a more compassionate society, free from stigma and discrimination. Calling on the students to take an active role in this transformation, Mrs Babooram urged them to become agents of change, emphasising that their voices, actions, and commitment can help create a society founded on inclusion, respect, and solidarity.
The Intercollege Skit Competition
The competition is an initiative of the Ministry of Health and Wellness in collaboration with the Ministry of Education and Human Resource, targeting secondary students. It is aimed at promoting awareness among young people on HIV/AIDS-related stigma and encourage positive attitudes towards persons living with HIV/AIDS through creative expression and peer education.
St Mary’s College clinched the first prize while St Esprit College was awarded the first runner-up prize. Sir Leckraz Teelock State Secondary School secured the second runner-up position.

BackBudget 2026-2027: A Roadmap for an Inclusive and Future-Ready Mauritius
The Prime Minister, Minister of Defence, Home
Affairs and External Communications, Minister of Finance, and Minister for
Rodrigues and Outer Islands, Dr Navinchandra Ramgoolam, today, presented the
Government's second National Budget in the National Assembly, outlining a
comprehensive strategy to consolidate economic recovery, strengthen resilience,
and chart a sustainable path towards prosperity.
Building on the reforms initiated in the wake of the Government's assumption of office in November 2024, Budget 2026-2027 seeks to accelerate economic transformation while safeguarding social progress. Presented against a backdrop of global uncertainty, geopolitical tensions, climate change challenges, and demographic shifts, the Budget is guided by four core principles: responsibility, solidarity, economic efficiency, and social justice.
In his address, the Prime Minister highlighted encouraging economic indicators achieved over the past year. Unemployment declined from 6 per cent to 5.7 per cent, while inflation fell significantly to 3.7 per cent after averaging 7 per cent between 2022 and 2024. Gross official foreign currency reserves reached a record USD 10.3 billion, tourist arrivals surpassed 1.4 million, generating tourism earnings of Rs 103 billion, and key sectors such as ICT and financial services continued to expand. The economy grew by 3.2 per cent in 2025, with per capita GDP increasing by 3.3 per cent.
The Prime Minister also underscored progress made in governance and institutional reform, namely the restoration of democratic practices, the resumption of municipal elections, the advancement of constitutional reform, greater representation of women in leadership positions, and enhanced transparency. All these achievements have been instrumental towards Mauritius becoming the first African country to attain the Special Data Dissemination Standard Plus status.
Central to the Budget is the vision of creating a Future-Ready Economy based on seven strategic pillars. These pillars range from leveraging artificial intelligence and digitalisation, unleashing the potential of start-ups and SMEs, expanding and modernising economic space, re-engineering traditional sectors, developing the blue economy to addressing investment constraints, and fostering higher, more inclusive growth.
To improve the well-being of citizens, the Government is introducing four flagship initiatives: the Purchasing Power Shield Project, aimed at protecting households against rising costs; the 25by35 Food Security Initiative, designed to strengthen domestic food production; the Access to Water for All Programme, focused on improving water supply and infrastructure; and the Energy Secure Mauritius Project, geared towards enhancing energy resilience and sustainability.
While pursuing growth and social progress, the Budget also places strong emphasis on fiscal responsibility. Dr Ramgoolam emphasised that lasting prosperity cannot be built on excessive debt and reaffirmed the Government's commitment to fiscal consolidation through prudent management of public finances. According to him restoring fiscal balance is essential to preserving the State's capacity to invest in infrastructure, protect vulnerable groups, and support economic development.
Dr Ramgoolam indicated that for financial year 2026-2027, Government revenue is projected at Rs 235.5 billion and expenditure at Rs 266.7 billion, resulting in a budget deficit of 3.7% of GDP. Public sector debt is expected to decline to 85.5% of GDP by June 2027 and fall below 80% by June 2029. On that score, the Prime Minister underlined the importance of maintaining fiscal discipline to avoid a sovereign credit rating downgrade, which could increase borrowing costs, weaken the rupee, and raise the cost of living.
Salient Measures of Budget 2026-2027
Rs 2 billion allocated for the M4 Motorway project linking Forbach to the airport to improve connectivity and stimulate economic development. Rs 175 million earmarked to provide around 11,000 households with water tanks and fittings for a continuous water supply. Eligible households to receive a 25% grant (up to Rs 75,000) for the installation of rooftop solar photovoltaic systems under the Household Rooftop Solar PV Scheme. Recruitment of 2,220 medical and paramedical personnel, including nurses, to strengthen healthcare services. Launch of a Visiting Doctor Scheme with an allocation of Rs 40 million to bring international specialists to public hospitals. Basic Retirement Pension renamed State Age Pension, with eligibility based solely on age and not employment status. Emoluments and pensions of serving and former Presidents and Vice-Presidents to become fully taxable as from 1 July 2026. Carer’s Allowance increased from Rs 3,500 to Rs 4,250 per month. Maternity leave extended to 12 months: six months at full pay and an optional six months at half pay. Paternity leave extended from four weeks to six weeks.For the Prime Minister, the Budget 2026-2027 is one of duty and responsibility rather than convenience. He reiterated that the Government remains committed to making difficult but necessary choices to secure a better future for present and future generations. This Budget seeks to balance economic ambition with financial discipline, laying the foundations for a more resilient, inclusive, innovative, and sustainable Mauritius, said Dr Ramgoolam.

BackBudget 2026-27: Salient measures announced by PM and Minister of Finance, Dr Navinchandra Ramgoolam
The Prime Minister, Dr Navinchandra Ramgoolam unveiled key 2026-27 Budgetary measures, aimed at achieving fiscal consolidation to invest in infrastructure, support value creation, protect the most vulnerable and guarantee a sustainable future for the country and the next generations, this evening, in the National Assembly.
Protecting the most vulnerable
· Increased monthly Carer’s allowance from Rs 3,500 to Rs 4,250;
· Earmarking of a budget of Rs 619 million for Special Education Needs learners
· Provision of Rs 58 million to enable extension of Domiciliary medical visits to individuals aged 85 and above
· Extended Maternity leave to 12 months, with the first 6 months full-paid and remaining optional 6 months at half pay; extension of paternity leave to 6 weeks
· Rs 10 million will be provided to improve the infrastructure and facilities in the Recreation Centres so that our elders can receive better and more services.
Pension Reforms
· Establishment of a unified Independent Pensions Regulatory Authority to decide on general and specific pensions policy
· A Central Pensions Administration Bureau will regroup
all state sponsored schemes into one place to digitalise and facilitate service
· Renaming of BRP to State Age Pension, following age being the criterion of state pension eligibility;
· Every eligible individual with income below the threshold of Rs 14,000 will receive their full SAP
· Eligibility to SAP from age 60 is restored electively to all citizens, subject to income calibration and actuarial adjustments and
· Pension reforms of the President, Vice President, Prime Minister and Deputy Prime Minister.
Women empowerment and child protection
· A new Domestic Abuse Bill and National Adoption Bill will be introduced
· Rs 10 million will be allocated for new shelters, specialised caregiver training, and a half-way home.
Tackling drug scourge
· Earmarking of Rs 80 million for the National Agency for Drug Control (NADC) to scale up its initiatives
· Allocating of Rs 50 million to Ministries for integrating the fight against drug trafficking and substance abuse across their policies and operations
· The law will be amended to criminalise a broader range of synthetic drugs and consultations are being carried out regarding the use of Cannabis
Upholding law and order
· Rs 14.2 billion is being catered to uphold law and order
· Rs 125 million is being earmarked to modernise the fleet of vehicles and an additional amount of Rs 531 million for the acquisition of equipment to strengthen the operational capacity of the Mauritius Police Force
· Rs 200 million is being provided for the setting up of the National Crime Agency which will revolutionise policing in Mauritius
Housing Policy
· For low-income social housing, Rs 2 billion will be catered for off-site infrastructure under Phase one of the 8,000 social housing project and Rs 150 million will be provided for the implementation of 100 serviced plots with essential infrastructure on a pilot basis for middle-income families.
Youth and Sports
In a bid to promote the sports culture, Rs 110.5 million is being provided to athletes for their preparation and participation in four major international games. Government will also expand access to quality sports facilities across the country.
Consumer Protection
To accelerate the adoption of rooftop solar and battery systems across all segments of our society, eligible households can now receive a 25% grant—up to a maximum of Rs 75,000 per application—under the Household Rooftop Solar PV Scheme.
Effective 1 July, lower subsidised prices will apply to corned mutton, corned beef, canned tuna, infant food, macaroni, black lentils, red lentils, red beans, and luncheon meat.
A public holiday which falls on a Sunday, the immediately following Monday will be declared a public holiday.

BackMauritius celebrates International Day of Yoga
To commemorate the International Day of Yoga 2026, observed annually on 21 June, the Ministry of Health and Wellness, in collaboration with the High Commission of India, organised an official ceremony today at the Côte d’Or National Sports Complex.
The event was held in the presence of the Prime Minister, Minister of Defence, Home Affairs and External Communications, Minister of Finance, Minister for Rodrigues and Outer Islands, Dr Navinchandra Ramgoolam.
The International Day of Yoga seeks to raise awareness of the physical, mental and spiritual benefits associated with the practice of yoga. This year’s theme, ‘Yoga for Healthy Ageing’, highlights the role of yoga in promoting well-being throughout the ageing process. The half-day programme at Côte d’Or featured yoga demonstrations by certified instructors, as well as exhibitions showcasing AYUSH services. These activities helped to promote healthier lifestyles, wellness and mindfulness in everyday life.
The Minister of Health and Wellness, Mr Anil Kumar Bachoo; Ministers; Junior Ministers; Members of Parliament; the High Commissioner of the Republic of India to the Republic of Mauritius, Mr Anurag Srivastava; members of the Diplomatic Corps; and other personalities also attended the event.
In his speech, Prime Minister Ramgoolam underscored the contribution of yoga to achieving holistic well-being, encompassing not only physical health but also mental and emotional wellness. Referring to the growing burden of non-communicable diseases (NCDs) and the challenges posed by an ageing population, he emphasised the relevance of this year’s theme.
Speaking on the need for health and social systems to adapt to demographic changes, the Prime Minister highlighted that the Budget 2026–2027, presented last Friday, places significant emphasis on preventive healthcare. He stressed the importance of ensuring a good quality of life for all citizens and reaffirmed the Government’s commitment to providing appropriate care and support services. He also referred to investments being made in geriatric wards across all public hospitals.
Moreover, the Prime Minister took the opportunity to highlight the enduring relationship between Mauritius and India, noting that the International Day of Yoga is an initiative of the Government of India. He recalled the strong cultural and historical ties that bind the two countries and underscored the importance of the various exchanges and India’s continued support for Mauritius’ development priorities.
In their respective addresses, both the Minister of Health and Wellness and the Indian High Commissioner emphasised the benefits of practising yoga for physical, mental and emotional well-being. According to Mr Bachoo, yoga not only complements efforts to address NCDs, which remain a major public health challenge, but also helps older persons remain independent, active and engaged within their families and communities for longer.
The initiatives being implemented by the Ministry of Health and Wellness to integrate yoga and AYUSH into the public health programmes and institutional reforms were outlined as well by Mr Bachoo. These include the conduct of weekly free yoga sessions in 71 community centres across the island by 18 yoga instructors recruited by the Ministry. He further mentioned the forthcoming establishment of an AYUSH Centre of Excellence at Côte d’Or which will provide services in Ayurveda and Yoga while serving as a hub for training, research, innovation and international collaboration.
For his part, the Indian High Commissioner highlighted the growing global adoption of yoga, emphasising its inclusive nature and its ability to bring people together across cultural, linguistic and national boundaries. He further noted that yoga contributes significantly to improving quality of life and is beneficial to people of all ages.

BackBudget 2026–2027: Re-engineering the Agricultural Sector
The 2026–2027 Budget outlines a series of measures aimed at re-engineering traditional sectors and enhancing their competitiveness as part of the Government’s strategy to build a future-ready economy anchored in a forward-looking, inclusive and higher-growth trajectory. Particular emphasis is being placed, among others, on revitalising the agricultural sector.
To boost sugar production and achieve the target of 250,000 tonnes by 2030, the Government will allocate Rs 100 million annually over the next three years for the rehabilitation of 500 hectares of land owned by small and medium planters.
Measures are also being introduced to enhance tea production. A grant covering 50 percent of replantation costs, up to a maximum of Rs 25,000 per arpent, will be made available to small tea growers. The initiative is expected to increase tea production by 50 percent by 2029.
In a bid to promote agroforestry and strengthen climate resilience, a Forest Bill will be introduced. An agroforestry project will also be implemented to serve as a resource centre for researchers and farmers while supporting the production of safe food for the local market and reinforcing national food security objectives.
Moreover, the Government is further investing in livestock development to increase local production. Measures include:
An allocation of Rs 45 million for the upgrading of farm buildings, goat reproduction farms, and the expansion of cattle and sheep reproduction farms to increase the supply of breeding stock;
Rs 75 million to subsidise the purchase of animal feed by breeders;
Rs 27 million under the Livestock Development Scheme to support the purchase of animals and equipment, as well as veterinary services; and
Rs 50 million for the construction of a modern veterinary hospital.
In addition, the Government will be implementing a ‘25by35’ Food Security Project with the aim of producing at least 25 percent of the food requirements with minimum dependence on imported inputs by the year 2035. Consequently, the Food and Agricultural Research and Extension Institute Act 2013 will be amended to empower the Institute to implement and deliver the ‘25by35’ Food Security flagship project in a coherent and holistic manner.
A Food Security and Nutrition Bill will also be introduced to promote contract farming, double the amount of land devoted to food production to 25,000 arpents by 2035, and fast-track the recruitment of foreign labour across all skill levels in agriculture.

BackBudget 2026-2027: Strengthening healthcare through major investments
The Government has unveiled a wide-ranging package of healthcare reforms in the Budget 2026-2027, aimed at strengthening the public health system, improving service delivery, expanding specialised care, and promoting healthier lifestyles among the population.
Key measures to reinforce the public healthcare system include:
Recruitment of 2,220 medical and paramedical staff, including nurses; Introduction of a Rs 40 million Visiting Doctor Scheme to bring international specialists in scarcity fields to Mauritius and reduce the need for overseas treatment. Expansion of specialised training for healthcare professionals: 26 medical practitioners in Anaesthesia, Reanimation and Radiology; 30 medical practitioners in Emergency Medicine; 62 medical technologists; 154 nurses in specialised areas including Midwifery, Oncology, Intensive Care, Community-Based Rehabilitation and Diabetes care, amongst others.Efforts to improve healthcare governance and patient care will include the re-engineering of Regional Health Advisory Boards; the appointment of Hospital Managers to oversee hospital administration; and specialised management training for medical personnel involved in leadership roles.
The Budget places strong emphasis on preventive healthcare through the introduction of a Comprehensive Health Literacy Programme in schools and a national healthy living campaign promoting balanced nutrition, physical activity and stress management across all age groups. An additional Rs 40 million has also been earmarked for diabetes prevention and treatment.
To reinforce public health protection, Government will expand the Sterile Insect Technique Facility at Sir Seewoosagur Ramgoolam National Hospital, increasing the weekly release of sterile mosquitoes from 100,000 to 400,000. Disease surveillance systems at community level, airports and seaports will be strengthened, while amendments to the Public Health Act will introduce fixed penalties for improper waste disposal that contributes to the spread of diseases such as leptospirosis.
A total of Rs 1.5 billion will be invested in modernising healthcare infrastructure. Key projects include:
· Construction of a new SSRN Hospital with research facilities at Pamplemousses;
· Establishment of Africa’s first AYUSH Centre of Excellence outside India.
· Development of a modern National Health Laboratory;
· Creation of a dedicated dialysis unit at ENT Hospital;
· Introduction of an interventional neuroradiology service for acute stroke and aneurysm treatment.
The Budget also seeks to position Mauritius as a regional centre for specialised healthcare and research through the:
· Establishment of a Centre of Excellence in Cardiometabolic Care and Research to position Mauritius as a regional hub for obesity, diabetes and cardiovascular disease treatment;
· Creation of dedicated Women’s Health services for hormonal and metabolic conditions;
· Launch of a national clinical trials network across the public healthcare system, supported by a Rs 29 million contribution from the Hatter Institute of the University College Hospital, London;
· Provision of an additional Rs 30 million investment in health research targeting major health challenges affecting Mauritius' multi-ethnic population;
· Establishment of a Healthcare Innovation and Artificial Intelligence (AI) Unit to train healthcare professionals in AI to safely implement new technologies, improving efficiency and support future healthcare delivery.

BackBudget 2026–2027: Infrastructure for national development
The 2026–2027 Budget provides for a series of measures aimed at strengthening national infrastructure to support economic development and improve public service delivery.
In order to enhance connectivity across the country, an inter-connected road network from the north-to-south and east-to-west is being developed. Government is therefore providing Rs 2 billion for the M4 Motorway project connecting Forbach to the airport, which will further open up access to the villages in that corridor and provide economic opportunities.
Provision is also made for the upgrading of public services infrastructure. Government will undertake a comprehensive programme to rehabilitate and modernise public buildings and facilities, including courts, post offices, police stations and other essential service points, many of which are currently in a dilapidated condition. An amount of Rs 10 million has been allocated to conduct an assessment aimed at improving access to public services through the upgrading of facilities and equipment nationwide.
In addition, measures are being introduced to support the transformation of the construction industry in line with energy efficiency and environmental objectives. Legislative provisions are being amended to implement a Green Building Code, with the aim of ensuring that buildings increasingly function not only as energy consumers, but also as energy producers, in support of a more sustainable built environment.

BackBudget 2026-2027: New initiatives to modernise Road, Port and Airport Networks
Budget 2026-2027 sets out major infrastructure investments to modernise Mauritius' road, port and airport networks, while strengthening the country's position as a regional hub.
To improve connectivity across the country, Government is allocating Rs 2 billion for the M4 Motorway Project, connecting Forbach to the airport. The project aims to improve north-to-south and east-to-west connectivity, open access to villages along the corridor and create new economic opportunities.
As part of the masterplan to modernise and enhance the competitiveness of the port sector, Government is implementing the Island Container Terminal Project, a high-impact investment valued at USD 1 billion under a Government-to-Government arrangement with India. The project will support container handling, bunkering and transhipment activities, with the Mauritius Ports Authority set to provide a second licence to an international operator.
The Mauritius Ports Authority and the Cargo Handling Corporation Ltd will implement a series of strategic projects representing a total investment of around Rs 7 billion to further strengthen port capacity and efficiency.
Government is also considering a new project on 41 arpents of land adjoining the Cruise Terminal. This project will cut across most key sectors of the economy, from residential to tourism to commerce, entertainment and leisure, to a Digital Finance Centre, and together with the Harbour Bridge, will contribute to a major urban regeneration initiative.
The aviation sector will benefit from an investment of Rs 2.7 billion to expand, modernise and improve airport efficiency. A new digital Border Control System, including biometric e-Gates, will be introduced to reduce passenger waiting times and strengthen border security against identity fraud, terrorism and organised crime.

BackBudget 2026–2027: Unleashing the Potential of the Blue Economy
The 2026–2027 Budget proposes a range of measures to unlock the potential of the blue economy to drive sustainable growth, food security and job creation. The blue economy is identified as a key driver of future economic growth, with targeted investments in oceanic research, fisheries and aquaculture.
Oceanic Research
The Government aims to position oceanic research as a growth sector in its own right, capable of driving marine innovation and creating new employment opportunities.
An International Centre for Ocean Studies will be established at the University of Mauritius, while the National Research and Innovation Institute will coordinate research activities currently undertaken by the Mauritius Oceanography Institute and the Albion Fisheries Research Centre.
To support the development of the sector, a comprehensive regulatory framework for hydrography—the mapping and measurement of seas, seabeds and coastal waters—will be introduced. A Mauritius Ocean Technology Incubator will also be established to foster innovation and technological development in marine-related fields.
Fisheries and Aquaculture
The 2026–2027 Budget provides for the expansion of the semi-industrial fishing fleet and support for artisanal fishers to facilitate their transition towards higher-yield fishing grounds.
The Economic Development Board will issue international Expressions of Interest for the development of 28 fish farming zones, comprising 20 in-lagoon zones and eight off-lagoon zones, in addition to six barachois.
The Government will also examine the development of a new fishing port equipped with modern landing, storage and processing facilities to improve operational efficiency, reduce post-harvest losses and enhance seafood quality standards.
To strengthen food security and increase local fish production, incentives will be introduced to encourage: bank fisheries; expansion of the semi-industrial fishing fleet; Increased deployment of smart Fish Aggregating Devices; and Investment in industrial bank and tuna fisheries.
These measures are expected to increase local fish production from 5,000 tonnes to 15,000 tonnes over the next three years.
A dedicated programme will also be implemented to accelerate the production of high-value aquaculture species and promote seaweed farming for both domestic and export markets. The programme will support large-scale commercial operators as well as SMEs through access to seed stock, technical assistance, financing facilities, demonstration farms and market development support.
To further encourage aquaculture investment, the Government is introducing a 30 % Freight Rebate Scheme, up to a maximum of USD 200 per container, on approved imported aquaculture feeds; and an allocation of approximately Rs 41 million for the immediate construction of two high-capacity hatcheries at the Albion Fisheries Research Centre.

BackPension Reform: PM announces decision to freeze Means Testing
In a statement made in the National Assembly today, the Prime Minister and Minister of Finance, Dr Navinchandra Ramgoolam, has announced the decision to freeze the Means Testing as outlined in the Budget Speech 2026-2027.
“After my Budget Speech of last Friday, I have listened to the views and heard the views of the population to the proposed measures regarding Pension Reform. The population has already clearly realised the unsustainability of the Basic Retirement Pension as we have known it”, he said.
The Prime Minister stated that this decision has been taken after meeting a number of Ministers, with the technicians on Pension Reform and those of the Ministry of Finance, to discuss the matter further.
“I have taken on board the suggestions made. Anxious of the concerns of the people, whilst it will have consequences both on the budget deficit and on the public sector debt, we have decided to freeze the Means Testing proposed”, he stated.

BackBudget 2026-27 Boosts Creative Industries and Strengthens Heritage Preservation
Budget 2026-27 places renewed emphasis on the development of the creative industries as a catalyst for economic growth, while strengthening efforts to preserve and promote Mauritius’ rich cultural heritage.
In this regard, targeted reforms and investments are envisaged to foster the growth of the creative industries and promote cultural development. A new policy framework will be introduced to formally recognise artists as cultural workers through appropriate legislative amendments, thus strengthening their professional status within the creative ecosystem.
Government will also promote the establishment of an Artistic and Cultural Hub, which will house a National Museum to bring together collections currently scattered across the island, alongside an artistic and cultural zone and an interpretation centre. The project will be implemented with private sector participation.
Administrative facilitation for the sector will also be improved through the introduction of a one-stop-shop mechanism to process event permits within a maximum timeframe of 15 days. The aim is to streamline procedures for cultural and artistic activities.
A Creative Arts and Cultural Development Programme will be launched with an initial allocation of Rs 30 million from the Lotto Funds. The programme is designed to support artists at various stages of development, enabling creation, performance, and access to new markets.
At the regional level, the Ministry of Arts and Culture will begin preparations for the Biennale de l’Océan Indien scheduled for September 2027. The event will serve as a platform for cultural exchange and enhance the international visibility of local artists.
In parallel, the Government will strengthen cultural infrastructure and heritage preservation. The National History Museum at Mahébourg will undergo a complete rehabilitation, financed through the proceeds of national lottery for a total of Rs 100 million. An allocation of Rs 124 million over three financial years has been provided for the enhancement of the Le Morne Cultural Landscape, with the objective of improving visitor experience and site presentation.
A dedicated vehicle will also be established for the rehabilitation, management, and promotion of heritage sites. The Government will mobilise additional funding both locally and from friendly countries to ensure professional management of heritage sites.
Moreover, the National Heritage Fund will be restructured to strengthen its regulatory role and oversight functions.

BackBudget 2026-27 Unveils Housing Measures for Low- and Middle-Income Families
The Prime Minister, Dr Navinchandra Ramgoolam, announced, on 19 June 2026, a series of measures aimed at improving access to housing for low- and middle-income families, including funding for social housing infrastructure, incentives for first-time buyers and new public-private partnerships to deliver mixed-income developments.
Presenting Budget 2026-27, the Prime Minister highlighted that the Government is pursuing a fair housing policy to strengthen social resilience, stressing that access to decent housing is essential to ensuring dignity for all households.
To translate this vision into concrete action, the Government has earmarked substantial resources for social housing initiatives: provision of an allocation of Rs 2 billion for off-site infrastructure under the first phase of the 8,000 social housing project; and an additional Rs 25 million for critical drainage infrastructure at Highlands and Riche Terre.
As announced in Budget 2026-27, the Government will partner with the private sector to develop mixed-income housing projects on privately owned land. A proportion of the housing units will be reserved at preferential rates for low- and middle-income families through the National Housing Development Company Ltd and New Social Living Development Ltd. State land will also be made available for the construction of around 1,000 housing units for middle-income families under a pilot project to be carried out in partnership with private developers.
In addition, Rs 150 million has been earmarked for the implementation of a pilot scheme comprising 100 serviced plots equipped with essential infrastructure for middle-income households.
The Budget also provides enhanced tax relief for first-time home buyers. The exemption on Registration Duty for the purchase of bare land will be increased, with buyers now exempted on the first Rs 3 million of the property's value instead of Rs 2.5 million previously.
Regarding the purchase of a house or apartment, first-time buyers will benefit from an exemption on the first Rs 6 million of the acquisition price, as compared to the current threshold of Rs 5 million. Owners of agricultural land, who are currently excluded from the scheme, will now also be eligible for the first-time buyer exemption.

BackBudget 2026–2027: Start-up Revolution, SMEs and Special Economic Zone
At the heart of the Government’s economic strategy, as enunciated in the 2026–2027 Budget is the launch of a Mauritius Start-up Revolution, designed to democratise the economy, open new opportunities for innovators, and empower them to transform ideas into jobs and sustainable economic prospects.
Mauritius Start-up Revolution
The Government will bring about a Mauritius Start-up Revolution through the creation of a robust ecosystem comprising: a dedicated Start-Up Act; a hub at the upcoming Special Economic Zone (SEZ) at Côte d’Or; a high-level public–private Start-Up Council to oversee implementation and coordination; an accelerator scheme under the Economic Development Board (EDB); a digital patent management system; a dedicated start-up labour framework drawing on international best practices; and an income tax holiday of 10 years for start-ups, applicable from the commencement of operations.
In addition, the Government will award an Innovation Scholarship of up to Rs 500,000 in seed funding to ten university students, enabling them to transform their ideas into commercially viable projects through the National Research and Innovation Institute.
SMEs
This Start-up Revolution will further consolidate the important role played by SMEs in the national economy. As most start-ups would qualify as SMEs, they will also benefit from existing as well as new policy measures designed to support the sector. These include: an SME Bill to establish a more conducive business environment; an extension of customs duty exemptions on eligible utility vehicles for registered SMEs operating in transformative sectors; and a single digital platform, to be developed by SME Mauritius, providing access to information on schemes, grants, tax incentives and financing facilities.
Expansion and Modernisation of Economic Space: Special Economic Zone
To build a future-ready economy, Mauritius must further diversify, with the development of robust new industries offering wider investment opportunities for both local and foreign entrepreneurs.
A new high-tech Special Economic Zone (SEZ) is being established on 83 arpents of land at Côte d’Or. Infrastructure works for the SEZ are currently being completed, alongside the implementation of a dedicated SEZ incentive scheme.
The SEZ is expected to attract significant high-impact investment in artificial intelligence, digital industries and advanced manufacturing over the next five years, providing a strong boost to the export sector. In this regard, Government is setting an ambitious target of increasing exports of goods from USD 1.5 billion to USD 3 billion over the next five years.
Furthermore, in a bid to re-engineer traditional sectors and enhance their competitiveness, the Government is actively working on an innovative industrial policy This will address the challenges faced by the manufacturing sector. An Industry Bill will be introduced to provide for a modern legislative architecture to rebuild the country's industrial and export base, and reposition Mauritius as a globally competitive manufacturing hub and export platform.

BackBudget 2026-27 Strengthens Gender Equality, Protection for Victims and Child Welfare
In a move to promote a more inclusive and equitable society, Budget 2026-27 sets out a series of measures to advance gender equality, boost women's economic participation, and reinforce protection for children and victims of abuse, the Prime Minister, Dr Navinchandra Ramgoolam, announced in the National Assembly on 19 June 2026.
Accordingly, to promote gender equality across all sectors, the National Gender Policy will be extended to ensure the systematic integration of gender considerations in decision-making processes. In support of women’s economic empowerment, Rs 5 million have been allocated for a dedicated women-focused incubator under the SME scheme to encourage entrepreneurship and business development.
A legislative proposal will also be introduced to require a minimum of 25 percent female representation on the boards of parastatal bodies. In addition, legal provisions will be amended to remove the requirement for spousal consent for women applying for loans, thereby enhancing financial autonomy.
Moreover, a She-Invents Programme will be set up to further promote women in research and innovation.
The Budget also places a strong emphasis on strengthening protection mechanisms for victims of abuse and enhancing coordinated responses to gender-based violence.
Thus, legislative reforms will be introduced to strengthen the legal framework against domestic violence. Breaches of protection orders will be criminalised, and a new Domestic Abuse Bill will reinforce the effectiveness of protection mechanisms. A Gender-Based Violence Coordination Committee will also be set up to ensure a rapid and coordinated multi-agency response to incidents of abuse.
As for support measures for victims of gender-based violence, these will include training programmes aimed at promoting financial independence and long-term reintegration into society, while enhanced protection of children will be pursued through a series of institutional and legal reforms. A new National Adoption Bill will establish a modern legal framework for adoption and provide for the creation of a dedicated Adoption Authority.
Budget 2026-27 also makes provision for the Foster Care Advisory Unit to be reinforced, and foster care regulations to be reviewed so as to streamline assessment procedures for prospective foster parents and expand the national pool of qualified foster families.
In addition, Rs 10 million has been earmarked for the establishment of new shelters, specialised caregiver training, and a halfway home to support vulnerable children and families in distress.

BackBudget 2026–2027 outlines major push for water management and energy reform
Budget 2026–2027 places strong emphasis on strengthening essential utilities for households, with two major flagship projects aimed at ensuring universal access to water and accelerating the transition towards a more energy-secure and sustainable Mauritius.
Concerning the water sector, the Budget caters for the improved access to water for all, as well for investment in the long-term sustainability and resilience of the water system. A budget of Rs 175 million has been allocated to enable around 11,000 households to be equipped with water storage facilities, including tanks and fittings, to ensure continuous access to water.
A total of Rs 6.4 billion will also be invested over the next three years to expand water catchment capacity and upgrade the delivery network. Key projects include the construction of the Rivière des Anguilles dam, the drilling of 20 additional boreholes, large-scale pipe replacement works, and the installation of 15 containerised pressure filtration units, all aimed at securing a more stable and sustainable water supply for the future.
In parallel, Government is advancing its vision of building an energy-secure Mauritius, with the objective of achieving a 60 percent renewable energy mix by 2035. The strategy is anchored on expanding storage capacity, improving grid stability, and encouraging broader participation in clean energy adoption. The Central Electricity Board has already invited bids for 220 megawatts of solar photovoltaic generation integrated with battery storage, marking a significant step towards scaling up renewable capacity.
Households and businesses will also be further incentivised to invest in renewable energy through enhanced net metering arrangements and carbon neutral schemes. To promote inclusivity, ownership of rooftop solar PV kits installed on 1,000 beneficiary households will be transferred, allowing families to benefit from 100 percent of the electricity generated, compared to 50 percent currently.
In addition, the feed-in tariff paid to households exporting electricity to the grid will increase by 15 percent, rising from Rs 4.20 to Rs 4.83 per unit, enabling further reductions in electricity bills. Eligible households will also benefit from a grant covering 25 percent of the cost of rooftop solar PV systems with battery storage, up to a maximum of Rs 75,000 per application, under the Household Rooftop Solar PV Scheme.

A key measure under this strategy is the introduction of a new framework to allow world-class universities to operate in Mauritius with full university status from the outset, thereby significantly reinforcing the country’s attractiveness as a regional higher education destination.
In parallel, Government will establish an online student visa system under the Economic Development Board’s National Electronic Licensing System, aimed at simplifying and digitalising visa procedures for international students.
To further improve accessibility and efficiency, a centralised “Study in Mauritius” portal will be launched to streamline application and admission processes for both local and foreign students.
The country’s profile as an education hub will also be strengthened through higher education fairs organised in targeted countries by the Ministry of Tertiary Education, Science and Research in collaboration with the Economic Development Board and Mauritius’ Embassies and Consulates.
In addition, foreign students will be allowed to work part-time for up to 30 hours per week during school holidays, compared to the current 20 hours, while foreign graduates will be encouraged to remain in Mauritius through post-study work visas, with the aim of addressing skills gaps and supporting national development priorities.

BackMRIC hosts half-day seminar on bridging creativity and technology
The Mauritius Research and Innovation Council (MRIC) organised a half-day seminar focusing on IT and Emerging Technologies Innovation and the theme “Bridging Creativity and Technology: Advancing Music Innovation and Digital Art Platforms”, yesterday in Ebène.
The Seminar featured the presentation of the findings of two research projects. The main aim was to showcase innovative research outcomes in the fields of IT, emerging technologies, music innovation, and digital creative industries, while encouraging knowledge sharing among researchers, practitioners, and stakeholders within the creative and technological sectors.
The Chairperson of MRIC, Dr Khemduth Singh Angateeah, and the Executive Director of MRIC, Professor Theesan Bahorun, along with researchers, project coordinators, industry professionals, and representatives from the innovation and creative ecosystem, were present on the occasion. The event also brought together presenters and stakeholders involved in the two showcased projects.
In his keynote address, Dr Angateeah highlighted that innovation in Mauritius is increasingly emerging across multiple sectors where technology, creativity, and entrepreneurship intersect. He emphasised the growing importance of the cultural and creative industries, including music, digital media, design, film, and cultural heritage, which contribute approximately Rs 14 billion, representing around 3.5% of national GDP.
According to him, creativity is not only a cultural expression but also a key economic driver with strong potential for growth and job creation through innovation and digital transformation.
The Chairperson further stressed the need to ensure that innovation moves beyond ideas to real-world application, generating economic and societal value in line with MRIC’s mandate and its focus on mission-oriented research, digital transformation, and ecosystem development.
Outlining the theme of the seminar, Professor Bahorun dwelt on how innovation is reshaping creative industries. He observed that the annual observance of Music Day celebrates the unifying force of music and underscored how technology amplifies creative expression.
Moreover, the Executive Director underlined MRIC’s commitment to fostering collaboration, innovation, and knowledge sharing across sectors to strengthen national development. He concluded by encouraging continued collaboration among stakeholders to support innovation, inclusion, and economic impact within Mauritius’ creative and technological landscape.
Project Summary
The first presentation, “Developing an expanded Cajon set with digital integration to alternate acoustic traditional drums kit”, was delivered by the Art & Technical Executive, Smart Concept Creation Ltd, Mr Dinakar Unnoop. It focused on enhancing a traditional percussion instrument through digital integration to support modern music innovation.
The second presentation, “CIFE: Testing for digital transformation in the creative & cultural industries”, was presented by the Director, CIFE Ltd, Ms Malina Cheeneebash. It explored the development and testing of a digital platform aimed at strengthening visibility, accessibility, and economic opportunities for artists within the creative sector.

BackBudget 2026-2027: Major investments announced for coastal protection and climate resilience
The 2026–2027 Budget provides for a series of measures aimed at ensuring environmental sustainability, which is considered central to the new social compact and to efforts to strengthen national resilience.
To adapt to and protect both the population and the economy from climate-related risks, the Budget earmarks Rs 4 billion under the Coastal Erosion Adaptation Programme. Over the next five years, more than 11.5 kilometres of severely eroded shoreline will be rehabilitated across 17 priority sites around the island.
The Government will complement coastal protection works with nature-based solutions, including reforestation programmes, wetland conservation, dune restoration, and the rehabilitation of coastal vegetation.
Provision is also being made for the development of a National Shoreline Management Strategy. In addition, the Maurice Île Durable project, which received widespread international acclaim, will be revived as part of the country's green transition strategy.
To create the conditions conducive to a profound socio-ecological transition, enhance the effectiveness of public policies, and foster a more harmonious relationship between people and nature, the Budget provides for the setting up of a Just Transition Commission. The Commission will help lay the foundations for a just transition by promoting alternative approaches and long-term visions for an ecological and equitable society, including the democratisation of the economy.

BackBudget 2026-2027: Strengthening Law and Order to enhance public safety
Public safety remains a cornerstone of national stability, and Government is taking decisive steps to ensure that Mauritius continues to be a safe, secure and resilient nation. The focus is now on strengthening the country’s law enforcement architecture through modernisation, reform and enhanced coordination.
Budget 2026–2027 places strong emphasis on reinforcing public safety, modernising policing structures and enhancing the fight against organised and financial crime.
A major allocation of Rs 14.2 billion has been provided to uphold law and order and strengthen the operational capacity of the Mauritius Police Force in addressing evolving security challenges, including drug trafficking, cybercrime, gender-based violence and organised criminal activities.
Another key institutional reform announced is the setting up of a National Crime Agency, with an allocation of Rs 200 million. The Agency will consolidate and strengthen investigations into serious fraud, corruption, money laundering, complex financial crimes and transnational crime networks.
In a bid to enhance operational effectiveness, Government is investing Rs 125 million for the renewal of the police fleet and Rs 531 million for the acquisition of modern equipment. The Mauritius Police Force will also be equipped with specialised tools to deal with virtual asset-related investigations, forensic accounting and cyber-enabled crime, while a Cyber Forensic Laboratory will further strengthen investigative capacity.
Moreover, community policing will be reinforced through a restructured model focusing on closer engagement with citizens, and neighbourhood Officers will play a key role in prevention, awareness and early intervention at community level.
The fight against drugs remains a top priority, with Rs 436 million allocated to strengthen the Anti-Drug and Smuggling Unit. Additional investments include Rs 85 million for forensic drug analysis equipment and enhanced surveillance technologies.
Safe City surveillance systems will also be expanded, while targeted operations will address illegal activities such as road racing, larceny and illegal betting.

BackBudget 2026–2027: Leveraging Artificial Intelligence and Digitisation
Leveraging Artificial Intelligence (AI) and digitisation is one of the key pillars of the Government’s strategy, according to Budget 2026–2027.
Preparing Mauritius for the AI revolution, so that it can participate in and benefit from it, will be based on three fronts.
First, with the support of the Prime Minister of India, Mauritius could benefit from participation in Google’s America–India Connect initiative. This major international subsea connectivity programme can add a new layer of resilience to the existing submarine cable systems and strengthen strategic routes towards South Africa, India and Singapore.
Second, Mauritius will be positioned as a trusted base for AI and cloud services. The Government is engaging with leading American and European AI and cloud companies to explore opportunities for AI infrastructure and AI-enabled services serving Mauritius, the Indian Ocean and the SADC region.
Third, the Government will transform education for a generation of AI-native students already growing up in schools as AI-enabled learning will be scaled up across the education system in a safe and responsible manner. Moreover, the Government will invest in AI education for adults, and in total, 50,000 Mauritians will be enabled or trained in the practical use of AI over the next year, with the goal of creating a Mauritius that is ready for the AI economy.
With the collaboration of the Indian Government, a ‘Champion of AI’ Programme will be launched. The Programme aims to develop and support a network of AI leaders who will drive responsible AI adoption, training and transformation across organisations.
In addition, the Budget provides Rs 25 million for the establishment of a National AI Learning Platform. The platform will offer structured training and certification, as well as an AI Innovation Start-Up Programme to support youth entrepreneurship. The Budget also provides for the upgrading of the Digital Interactive Virtual Assistant platform.
As AI is promoted, it is equally important to ensure appropriate governance and oversight. The Government will issue a National Artificial Intelligence Guideline for the governance and responsible use of AI in higher education and in the civil service, so as to retain firm oversight and control over its development and use.
The Budget further provides Rs 13 million for the establishment of a Cyber Forensic Laboratory to strengthen investigative capabilities; the conduct of a national cybersecurity survey to assess preparedness and improve resilience; and the setting up of Information Security Management Systems across Government.

BackRelief measures for households take centre stage in Budget 2026–2027
Budget 2026–2027 introduces a comprehensive set of relief measures anchored on the 'Purchasing Power Shield', aimed at halting and reversing the erosion of purchasing power, particularly for low- and middle-income families. The initiative underscores Government’s focus on safeguarding affordability and ensuring access to essential goods through targeted interventions.
A key pillar of this approach is the strengthened role of the State Trading Corporation, which will bulk-purchase essential consumer goods and distribute them nationwide with capped profit margins. This mechanism is expected to generate significant reductions in the prices of a wide range of basic commodities, providing tangible and immediate relief to households across the country.
In support of price stability, Government is also injecting an additional Rs 2 billion into the Price Stabilisation Fund, adding to the Rs 10 billion already allocated in the previous Budget. At the same time, subsidies will be extended to a wider range of essential products, including corned mutton, corned beef, canned tuna, infant food, macaroni, black lentils, red lentils, red beans and luncheon meat, with the revised lower prices coming into effect as from 01 July 2026.
These direct interventions are complemented by broader structural reforms aimed at improving market fairness and consumer protection. Government will introduce legislation to curb abusive pricing practices, establish a framework for parallel imports, review retail sector operations including trade fairs, shopping mall practices and hawker activities, and introduce an e-commerce bill to modernise and regulate the digital trading environment.

BackBudget 2026 - 2027: Enhancing National Security, Border Protection and International Cooperation
National security is central to the sovereignty, stability and long-term resilience of Mauritius. In response to a rapidly evolving global environment marked by transnational threats, Budget 2026–2027 reflects Government’s determination to reinforce its security architecture, strengthen border protection systems and deepen international cooperation mechanisms to safeguard national interests and protect the country against emerging threats.
In this context, Rs 2.3 billion have been allocated to reinforce maritime surveillance and protect the country’s vast Exclusive Economic Zone from illegal fishing, drug trafficking and organised crime. A National Maritime Information Sharing Centre will also be established in collaboration with India to enhance intelligence sharing, surveillance coordination and inter-agency cooperation.
Moreover, provision has been made for key maritime assets to be acquired, including a Coastal Surveillance Radar System, an Offshore Patrol Vessel, four heavy-duty boats and four light utility helicopters, supported by strategic international partners such as India, France and the United States.
At the border level, a Digital Border Control System incorporating biometric e-Gates will be introduced to enhance efficiency while strengthening security against identity fraud, terrorism and cross-border crime.
An E-Visa system will also be implemented to modernise immigration procedures and improve border management efficiency.
On the diplomatic front, Mauritius continues to strengthen its global positioning through economic diplomacy and strategic partnerships.
Another major highlight is the Agreement signed between Mauritius and the United Kingdom on the Chagos Archipelago, recognising Mauritian sovereignty over the entire archipelago, including Diego Garcia, marking a significant milestone in the country’s sovereignty agenda.

BackBudget 2026–2027: Driving Inclusive Growth in Rodrigues and the Outer Islands
Balanced development remains a core principle of national progress, ensuring that all regions of the Republic advance together. Government, through Budget 2026–2027, reiterates its continued commitment to strengthening infrastructure, connectivity and resilience in Rodrigues and the Outer Islands, with a focus on long-term sustainability and inclusiveness.
For the Rodrigues Regional Assembly, Government is providing Rs 5.5 billion for recurrent expenditure and Rs 825 million for capital expenditure. The overall Government expenditure for Rodrigues will thus reach Rs 11.2 billion.
Another key infrastructure priority remains the development of the new runway at Plaine Corail, which is expected to significantly improve air connectivity, boost tourism and strengthen economic integration.
Investment is also being channelled into road infrastructure to support the Technopark at Baladirou, facilitating innovation-driven development, entrepreneurship and job creation.
As for Agalega, Government will finalise a comprehensive Master Plan covering housing, education, healthcare, renewable energy, food security, infrastructure and climate resilience.
Moreover, the development strategy for the Outer Islands focuses on sustainability, improved accessibility and enhanced quality of life for residents, while ensuring protection against climate-related risks.

BackBudget 2026–2027 builds Opportunities for Youth through Sport and Civic Engagement
A nation’s future is shaped by the strength, values and ambition of its youth, and Budget 2026–2027 reflects Government’s continued commitment to placing young people at the heart of national development. Youth development and sport are thus being prioritised as key pillars of the social transformation agenda, recognising their role in fostering innovation, discipline, unity and national pride, while empowering young people as drivers of progress.
In this context, Rs 1.2 billion has been allocated to the Ministry of Youth and Sports to finance programmes aimed at empowering young people and strengthening sporting infrastructure and participation.
Another major initiative is the reintroduction of the National Initiative for Civic Education, which will promote civic responsibility, national identity, intercultural dialogue and social cohesion among youth.
Some Rs 110.5 million have also been earmarked to support Mauritian athletes participating in major international competitions, including the Indian Ocean Islands Games 2027, the Youth Olympic Games, the Commonwealth Games and the African Games 2027.
In addition, investment in sports infrastructure includes the construction of two new swimming pools at Triolet and Flacq, as well as upgrading works at the Maryse Justin and Auguste Vollaire stadiums respectively.
These initiatives aim to broaden access to sports, nurture talent and promote healthy lifestyles among young people.

BackBudget 2026-2027: Reinforces Public Sector Transformation and Anti-Drug Efforts
To strengthen public services and prepare Mauritius for the Artificial Intelligence-driven economy, the 2026–2027 Budget provides for the training of 5,000 public officers in the safe and responsible use of Artificial Intelligence (AI), with a view to enhancing productivity and improving public service delivery.
Furthermore, the Government will ensure that all public sector bodies and institutions contribute actively to the national fight against drugs. Accordingly, a sum of Rs 50 million will be allocated to enable each Ministry to integrate measures aimed at combating drug trafficking and substance abuse into its policies, programmes and operations.

BackBudget 2026–2027: Mauritius to strengthen financial sector and intensify fight against financial crime
Government is set to further strengthen Mauritius as a trusted International Financial Centre through a wide-ranging reform programme under Budget 2026–2027. It aims at modernising the banking and financial services sector, reinforcing regulatory oversight, and ensuring full preparedness for the 2027 Mutual Evaluation by the Eastern and Southern Africa Anti-Money Laundering Group. The reforms are designed to enhance financial integrity, strengthen resilience, and support the continued transformation of Mauritius into a competitive and forward-looking financial hub.
A major focus of these measures is the strengthening of the national framework to combat financial crime and cyber threats. In this context, a National Crime Agency will be established to consolidate and reinforce investigations into serious fraud, corruption, money laundering, and complex transnational crimes.
At the same time, the Mauritius Police Force will be equipped with specialised investigative tools to support cases involving virtual assets, financial crime, and forensic accounting, thereby enhancing the country’s enforcement capacity in an increasingly digital financial environment.
Concurrently, efforts will be intensified to strengthen cybersecurity and protect citizens and businesses from digital threats. The Computer Emergency Response Team of Mauritius will introduce a national fraud reporting and response mechanism to improve detection and response to cyber fraud and scams.
In addition, the Bank of Mauritius will deploy a Threat Intelligence Sharing Platform to enable real-time exchange of cybersecurity intelligence among financial institutions, thereby improving system-wide resilience and coordination.
Beyond enforcement and protection, Government is also laying the groundwork for the next generation of financial services through innovation and digital transformation. Clear regulatory frameworks will be introduced for the issuance of investment-related stablecoins and the tokenisation of real-world assets, reflecting the growing role of digital finance.
An Open Banking Framework will also be established to enable the secure sharing of customer financial data between licensed banks, virtual asset service providers, and authorised fintech companies, while ensuring strong safeguards for data protection and financial stability.
To ensure that the regulatory architecture keeps pace with these rapid changes, Government will introduce, before the end of the year, a new Bank of Mauritius Bill, a new Banking Bill, and a comprehensive resolution regime. These reforms will modernise legislation dating back to 2004, strengthening governance, enhancing prudential supervision, reinforcing consumer protection, and supporting financial stability while creating space for innovation in financial services.
At the same time, artificial intelligence (AI) will be leveraged to enhance efficiency and service delivery across the financial ecosystem. A multilingual chatbot and AI-powered automation tools will be deployed on the National Electronic Licensing System Platform to provide 24/7 support to investors and businesses, while similar AI-driven tools will be introduced at the Financial Services Commission to improve regulatory responsiveness and operational effectiveness.

BackBudget 2026–2027: Bold Reforms to bridge Skills Gaps and Labour Shortages
Budget 2026-2027 provides for a series of labour market reforms aimed at addressing workforce gaps, increasing labour supply and ensuring better alignment between skills development and market demand.
To this end, Government will formulate a comprehensive migration policy to attract foreign talents, address labour shortage and skills mismatch. A National E-Diaspora Platform will also be established by the Economic Development Board to harness diaspora expertise in support of national development priorities.
The Public Procurement Act will be amended to allow public bodies to directly engage qualified diaspora experts for specialised services on mutually agreed terms and conditions.
To further address skills mismatch, the Mauritius Qualifications Authority Act will be amended to make it mandatory for the registration of all trainers at the Technical and Vocational Education and Training to be based on competency, teaching skills and industry experience. Moreover, micro-credentials will be integrated into the National Qualifications Framework to enable rapid, just-in-time upskilling, reskilling while ensuring training programmes are more responsive to labour market needs.
Additionally, the Human Resources Development Council will launch a Skills-Interface platform to coordinate employers, training providers and Government in priority sectors. It will also commission sectoral and national skills intelligence for these same sectors.
To encourage enrolment in training programmes, trainee monthly stipends will be increased for the National Skills Development Programme from Rs 8,000 to Rs 10,000 for unemployed trainees up to Diploma level. As for the Graduate Training for Employment Skills, the total support will be raised from Rs 100,000 to Rs 120,000 with a cap on the monthly stipend raised from Rs 10,000 to Rs 12,000.

BackMauritius steps up efforts towards sustainable tourism development
Mauritius is stepping up efforts towards sustainable tourism development through Budget 2026-2027, in response to evolving global trends and emerging challenges in the sector. The Budget places strong emphasis on tourism diversification, environmental sustainability and enhancing the country's visibility on the international market.
The recommendations outlined in the Blueprint for tourism development, diversification and sustainability will be implemented with priority given to protecting lagoons, beaches, biodiversity and natural resources while promoting new tourism experiences beyond the traditional coastal model.
Nature-based, cultural, wellness, and community tourism will be further developed. As such, the uniqueness of Rodrigues as a destination will also be enhanced through the construction of a new runway.
In line with the objective to diversify the tourism product and increase local participation, Government will support the creation of eco-integrated tourism villages across different regions of Mauritius. These villages will showcase the country’s cultural heritage, local cuisine, handicrafts, history, agriculture and natural attractions while offering visitors authentic experiences, creating new economic opportunities outside the traditional tourism zones.
Furthermore, efforts to strengthen destination marketing will continue, targeting both traditional and emerging markets. Promotional campaigns will highlight Mauritius’ culture, sustainability initiatives, eco-tourism experiences, inland attractions, and authentic way of life.
Other measures include:
· Allocation of Rs 1 billion to support the tourism policy transformation, including Rs 490 million to the Mauritius Tourism Promotion Authority;
· Revamping of the École Hotelière Sir Gaëtan Duval to address both shortages and skills gap in the tourism industry; and
· Introduction of a digital system to enable all non-citizens to apply for an E-Visa prior to travelling to Mauritius.

BackBudget 2026–2027 Drives New Investments in Quality and Inclusive Education
Government has reaffirmed its commitment to prioritising quality and inclusive education so that no child is left behind with the introduction of a range of targeted measures announced in Budget 2026-2027. A total of Rs 2.6 million has been earmarked as the combined budgets allocated to the Ministry of Education and Human Resource and the Ministry of Tertiary Education, Science and Research.
To enhance the learning environment, Rs 824 million will be invested in the improvement and expansion of infrastructure and amenities across educational institutions, from pre-primary to tertiary levels.
As part of the efforts to strengthen Foundation Programme for students to tap into their full potential, some Rs 133 million will be provided for the acquisition of textbooks and learning materials and the setting-up of three new MITD multi-sector Training centres to deliver the Foundation practical programmes for children in Grades 7 to 9. In addition, a Basic Literacy and Numeracy Programme for Grades 1 and 2 to address Learning Gaps at an early stage will also be introduced.
Special Education Needs Sector
Guided by the principles of compassion and inclusiveness, Government has announced an increase in the budget for Special Education Needs (SEN) learners from Rs 562 million to Rs 619 million. This will cater for:
· Creation of a specialised early intervention unit in primary schools for children aged 3-5 years old;
· Recruitment of occupational therapists, speech therapists and physiotherapists to be posted in SEN institutions;
· Acquisition of specialized equipment and upgrading of classrooms;
· Increase of 20 percent in the sessional fee for Specialist Support Services attending to SEN learners; and
· Additional SEN Regional Development Centres.
Secondary Education
Government will introduce a Technical Education Applied Pathway in Grades 10 and 11. It will provide practical, competency-based subjects aligned with labour market needs and help reduce disengagement and dropout risks.
In a bid to intensify efforts against bullying in schools, some Rs 10 million will be rolled for an anti-bullying campaign.
Tertiary Education
The National Strategy for Higher Education, Science and Research 2025-2035 is centred on transforming Mauritius into a globally connected, innovation-driven knowledge economy. On this score, a new framework will be introduced to allow world class universities to operate domestically with full university status from day one. Other measures include:
· Launch of a Centralised “Study in Mauritius” Portal to streamline and facilitate the application and admission process for domestic and international students;
· Enabling foreign students to take up employment on a part time basis for up to 30 hours a week during school holidays instead of 20;
· Organising higher education fairs in targeted countries by the Ministry in collaboration with the Economic Development Board and Embassies/Consulates; and
· Developing an Online Student Visa on the National Electronic Licencing System of the EDB.
To address skills mismatches, the Mauritius Qualifications Authority Act will be amended to make the registration of trainers in the Technical and Vocational Education and Training sector contingent upon competency, teaching skills and relevant industry experience.
Harnessing Artificial Intelligence in Education
Government also intends to accelerate the integration of Artificial Intelligence (AI) across the education sector in a safe and responsible manner. Around 8,000 secondary school teachers in Mauritius will be trained and enabled with access to a personalised AI teaching tool to support them in lesson preparation, classroom teaching, assessment, feedback and student support. Moreover, 12,000 Grade 9 students will be supported with access to AI-enabled learning tools.
