Mauritius and India strengthen labour mobility through new digital recruitment platform

The Economic Development Board (EDB) officially launched an online platform, yesterday in Ebene, for the recruitment and employment of Indian workers under the Memorandum of Understanding (MoU) signed between the Government of Mauritius and the Government of India in 2023. The initiative aims to establish a modern, transparent and ethical framework for labour mobility, further strengthening the strategic partnership between the two countries.

Integrated within the National Electronic Licensing System, the digital platform enables Mauritian employers to submit recruitment requests online while facilitating coordination between Mauritian and Indian authorities for documentation verification, skills validation and application processing.

The High Commissioner of India to Mauritius, Mr Anurag Srivastava; the Chairman of the EDB, Mr Sanjay Bhunjun, as well as senior officials of the Ministry of Labour and Industrial Relations, and the Ministry of Foreign Affairs, Regional Integration and International Trade were present.

Speaking at the launching ceremony, High Commissioner Srivastava highlighted that the initiative represents the full implementation of the MoU, introduced in response to requests from Mauritius to address labour and skills shortages affecting several sectors of the Mauritian economy

He underlined that India, as a trusted partner, has supported Mauritius by providing skilled workers through the setting up of a Government-to-Government recruitment mechanism. The framework was designed to establish a structured, transparent, and ethical recruitment process, while ensuring the protection of workers’ rights and compliance with the applicable laws and regulations of both countries.

He noted that under the MoU the EDB was designated as the nodal agency on the Mauritian side while the National Skill Development Corporation (NSDC) was appointed as the implementing agency in India.

The High Commissioner highlighted the success of the pilot recruitment exercise as a major milestone under the initiative, noting that it has strengthened confidence in the mechanism’s ability to effectively respond to employers’ needs while reinforcing the longstanding partnership between India and Mauritius. The initiative is also expected to create new opportunities for Indian workers and strengthen Mauritius’ position as an attractive destination for employment.

The Chairman of EDB described the initiative as the materialisation of a shared vision between Mauritius and India to establish a modern, transparent and efficient framework for labour mobility. He expressed appreciation to the Government of India and the NSDC for their collaboration in operationalising the platform.

He emphasised the increasing demand for labour and skills across key sectors including manufacturing, tourism, construction, ICT, healthcare and financial services, amid an ageing workforce and persistent labour shortages. He noted that foreign workers play a complementary role in sustaining productivity, ensuring business continuity and enhancing Mauritius’ competitiveness as an investment destination.

Mr Bhunjun indicated that retail company SUPER U successfully served as a pilot project for the new mechanism, demonstrating the platform’s efficiency in streamlining procedures and improving processing time. He stressed that responsible recruitment remains a priority, highlighting that this initiative is anchored in principles of ethical recruitment and compliance with international labour standards, including the Employer Pays Principle, ensuring that workers do not bear recruitment costs.

According to him, the launch demonstrates Mauritius’ commitment to digitalisation and responsible labour mobility through a mechanism that supports businesses while safeguarding workers, further reinforcing the country’s reputation as a dynamic and responsible investment destination. Mr Bhunjun reaffirmed EDB's engagement in refining the system and ensuring that it evolves in line with international best practices.
