NEWS FEATURE - Tourism Employees Welfare Fund: Construction of a multidisciplinary facility at Arsenal
In an attempt to enhance the welfare of employees in the tourism sector
and their families, the Tourism Employees Welfare Fund (TEWF) will soon embark
on the construction of a multidisciplinary complex at Arsenal. More than just a
physical structure, the project represents a bold step towards strengthening
the social, economic, and professional well-being of thousands of workers who constitute
the backbone of Mauritius’ tourism industry.
Spread across 2,6 hectares of land, the new infrastructure is set to become a central hub for welfare, learning, and community engagement. The TEWF, operating under the Ministry of Tourism and serving some 40,000 contributors, envisions the facility as a one-stop centre where employees and their families can access a wide range of services in a modern, inclusive environment.
According to the Secretary of the TEWF, Mr Soobeeraj Goorapah, the proposed multidisciplinary building at Arsenal is more than a construction project—it is a symbol of investment in people. By combining modern infrastructure with a comprehensive suite of welfare schemes, the TEWF is reinforcing its role as a pillar of support for the tourism workforce, he stated.
“In an industry that plays a crucial role in Mauritius’ economy, the well-being of employees is paramount. Through this initiative, the TEWF is not only addressing current needs but is also laying the foundation for a more resilient, empowered, and connected community”, he said.
He highlighted that the project will be implemented in two phases, with careful planning, to ensure that both immediate and long-term needs and aspirations of the tourism workforce are met. Importantly, the building will also house the main administrative offices of the TEWF, enabling the institution to reduce rental costs while enhancing accessibility to its services, Mr Goorapah said.
With a view to assessing the feasibility, readiness, and long-term impact of the proposed Multidisciplinary Building, the Minister of Tourism, Mr Christian Harold Richard Duval, accompanied by the Permanent Secretary of the Ministry, Ms Indira Rugjee; the Chairperson of the TEWF, Mr Rupesh Gujadhur; the Secretary of the TEWF, Mr Goorapah; and Board Members effected a visit on the proposed site at Arsenal on 09 April 2026.
The visit enabled stakeholders to evaluate the project’s integration of welfare services, skills development, and community support, while emphasising cost-efficiency and phased implementation. It also highlighted the initiative’s role as a socio-economic catalyst to strengthen human capital and support sustainable livelihoods in the tourism sector.
Phase One-A Hub for Community and Growth
The first phase will comprise the construction of a large multipurpose complex designed to cater to diverse needs. At its heart will be a spacious hall with a seating capacity of 1,000 people, equipped with state-of-the-art sound and lighting systems. This hall will serve as a venue for conferences, seminars, weddings, and cultural gatherings, reflecting the vibrant social fabric of the tourism community.
Complementing this will be a dining hall capable of hosting up to 500 guests, alongside a modern kitchen fitted with advanced cooking facilities. Provision will also be made for parking infrastructure accommodating at least 200 vehicles coupled with the installation of solar panels which underscores a commitment to sustainability and energy efficiency.
The inclusion of two residential apartment blocks, each offering at least 10 beds, will provide short-stay accommodation for beneficiaries and visitors. To streamline TEWF operations and bring services closer to those who need them, arrangements will be made for an administrative block.
However, Mr Goorapah pointed out that the essence of the multidisciplinary building lies not merely in its infrastructure but in its purpose.
“It will function as a dynamic service centre where employees can meet, exchange ideas, and actively participate in shaping welfare initiatives. Regular sensitisation programmes will offer medical advice, counselling, and awareness sessions on social and cultural issues. Training and educational courses will empower workers to upgrade their skills, while bi-annual seminars will be organised so as to address evolving socio-economic challenges, including health, nutrition, family life, and workplace productivity”, he added.
Furthermore, a dedicated IT room equipped with internet access and Wi-Fi will allow employees to remain connected in an increasingly technology-driven world.
Beyond the building itself, the project extends to environmental and recreational enhancements. The nearby River Citron reserve will be revitalised through the planting of endemic trees, while a jogging track and open-air gym will be launched so as to promote healthier lifestyles. These facilities will not only benefit tourism employees but will also be open to the wider public, reinforcing the project’s community-oriented approach.
Phase Two: Advancing Health and Fitness
The second phase will focus on the construction of a fully equipped gymnasium. Designed to support both recreational and high-performance sports such as badminton, volleyball, indoor football, and basketball, the facility will also feature modern fitness equipment, a squash room, and a 15-metre indoor heated swimming pool.
To better reflect a broader commitment to sustainability, the gymnasium will incorporate solar energy solutions. This phase will further enhance the holistic well-being of employees by promoting physical fitness and active lifestyles.
A Comprehensive Welfare Framework
While the multidisciplinary building represents a significant infrastructural milestone, it is the wide array of schemes offered by the TEWF that truly defines its impact. Established under the TEWF Act 2002 and operational since August 2003, the Fund’s primary objective is to promote the social and economic welfare of employees in tourism enterprises and their families.
These enterprises span a broad spectrum, including hotels, restaurants, tour operators, leisure centres, and eco-tourism activities.
Financial Support and Loan Schemes
The TEWF provides several loan facilities tailored to the needs of employees. The Educational Loan, offering up to Rs 40,000 at a concessional interest rate of 5%, supports further training and educational expenses. Similarly, the Computer Loan, of a maximum of Rs 40,000, enables employees to invest in digital tools, while the Multi-Purpose Loan and Overseas Loan, of Rs 50,000 each, provide financial flexibility for various personal and professional needs.
In addition, medical assistance of up to Rs 50,000 is available for employees or their dependents requiring treatment abroad, ensuring that health challenges do not become insurmountable financial burdens.
Grants and Social Benefits
The range of grants reflects the TEWF’s commitment to supporting employees through key life events. These include a Marriage Gift and Parental Gift of Rs 5,000 each, as well as education-related grants for children achieving academic excellence at School Certificate (Rs 5,000) and Higher School Certificate results (Rs 10,000).
High achievers are further recognised through the Laureates Gift (Rs 20,000), while the Scholarship Scheme assists with university and training expenses. Employees themselves can avail of a Training Grant covering up to 40% of course fees geared towards encouraging continuous professional development.
The Fund also provides compassionate support through Death Grants for employees and their dependent relatives, as well as Retirement Gifts for long-serving contributors. These measures ensure that employees and their families receive assistance during both celebratory and challenging times.
Accessibility and Inclusivity
To benefit from these schemes, employees must be contributing members of the Fund for at least 12 continuous months and must apply within specified time frames. Application forms are readily available at TEWF offices, online (www.tewf.mu), and through their human resource departments.
