Mauritius benefits from continued capacity-building under ITEC programme
The Indian Technical and Economic Cooperation (ITEC) programme Day, was celebrated yesterday, during a ceremony organised by the High Commission of India in Mauritius at the Atal Bihari Vajpayee Institute of Public Service and Innovation, in Côte D'Or Technopole, Réduit.
It is recalled that the ITEC programme, instituted in 1964, is a capacity building platform of the Ministry of External Affairs of the Government of India.
The Minister of Public Service and Administrative Reforms, Mr Lutchmanah Pentiah, and the High Commissioner of the Republic of India to Mauritius, Mr Anurag Srivastava, were present on the occasion.
During the event, a panel discussion regrouping Mauritian beneficiaries of the training programme shared their experience and journey. Diva, an Artificial Intelligence-powered course counsellor for students registered for courses at the Atal Bihari Vajpayee Institute of Public Service and Innovation, was also launched.
In his keynote address, Minister Pentiah underlined the spirit of sharing which is at the root of the concept of the ITEC programme, emphasising that it is guided by India’s endeavour to build, and be part of, a better world. He stressed that Mauritius is aligned to India’s vision to foster a better world for tomorrow, and that cooperation between the two countries is poised to grow.
He stated that in line with the Ministry’s resolve to ensure that Public Officers obtain the right tools and training to continually improve delivery of service, access to the ITEC programme is provided to all officers alike. The Minister remarked that through the training programme, beneficiaries obtained both skills development and an enriching experience of India’s vibrant culture.
Moreover, Mr Pentiah reiterated his aim to cater for the continued growth and empowerment of Public Officers so that they serve the public to the best of their abilities. He recalled that the Public Sector Reform Bill is being elaborated to ensure improved performance management, strengthen accountability and transparency, and create a more responsive, resilient and citizen-centric service.
As for the Indian High Commissioner, Mr Anurag Srivastava, he underlined that the ITEC programme is a reaffirmation of India’s commitment to provide capacity building, knowledge sharing, and human resource development across the globe. He affirmed that it essentially reflects India’s values that shape its engagement with the world as a space for coexistence and one community, adding that what India dreams for itself is what it dreams for others.
He indicated that the ITEC Programme has so far empowered more than 200,000 beneficiaries across 160 countries, offering more than 400 courses that are demand-driven and aligned to the priorities of the countries.
Speaking about the unique Mauritius-India relations, the Indian High Commissioner pointed out that through the programme, India is investing in the capacity building of people, creating excellence and strengthening cooperation by building networks. He informed that some 6,000 Mauritians have benefitted from the programme since 2007, and 500 slots are reserved for Mauritius each year. Mr Anurag Srivastava added that the countries’ partnership is today looking at new areas such as digital technology; ocean economy; renewable energy; training in governance; and skills development.26 March 2026
