Public Service Minister Pentiah launches the Electronic Scheme of Service

The Electronic Scheme of Service (e-SoS), transforming traditional, paper-intensive Schemes of Service workflows into fully automated digital processes, was launched yesterday by the Minister of Public Service and Administrative Reforms, Mr Lutchmanah Pentiah, during a ceremony held at the Atal Bihari Vajpayee Institute of Public Service and Innovation (AIPSI) in Réduit.

This initiative of the Ministry of Public Service and Administrative Reforms marks a significant step in upgrading the public sector, with the e-SoS providing greater consistency and harmonisation of Schemes of Service for comparable grades; reducing the timeframe for finalisation of Schemes of Service and setting up a central repository of prescribed Schemes of Service.

On the occasion, a cash prize of Rs25,000 was remitted to the winner of the Logo competition organised by the AIPSI, Mr S. Beerbul.

Delivering the keynote address, Mr Lutchmanah Pentiah underscored that the introduction of e-SoS marks a pivotal step toward eliminating bureaucratic bottlenecks and establishing a highly efficient, transparent, and accountable public service. He pointed out that traditional Scheme of Services management has long been hindered by manual paperwork with the existing cycle of drafting, reviewing, and approving documents demanding extensive back-and-forth communication between ministries, departments, the Public Service Commission, and Union Federations.

He deplored that the process was time-consuming which in turn caused public officers to bear the brunt of these delays, which directly stall their professional growth, timely appointments, and hard-earned promotions.

According to the Minister, the newly launched e-SoS fundamentally transforms public service delivery by embedding transparency, accountability, and speed into daily operations. He further underpinned that complex procedures that once dragged on for months or years will now be resolved in days, with final approvals completed in weeks. The platform is user-friendly and features an AI assistant to guide users seamlessly through the process, he added.

Mr Lutchmanah Pentiah highlighted that this overhaul is a direct response to citizens' demands for efficiency and openness, whilst reminding public officers of their duty to serve the public effectively as well as to adhere to the highest standards of professional responsibility."

The Minister also announced that the Electronic Attendance System will be deployed across all Ministries to digitally monitor employee attendance, indicating that over the next two weeks, approximately 100 electronic devices will be installed to monitor and boost workforce attendance. Mr Pentiah moreover confirmed that the Cabinet has officially approved the Public Sector Reform Concept Paper, a landmark decision that will contribute to empower individual ministries, streamline disciplinary procedures, and pave the way for highly efficient operations.
