Stakeholders consultations to advance Public Sector reform agenda

The landmark Public Sector Reform Bill remains on track for implementation, alongside ongoing work to advance broader reforms in the public service.

The progress of these initiatives was highlighted during a meeting held this afternoon in Port-Louis between the Minister of Public Service and Administrative Reforms, Mr Lutchmanah Pentiah, and representatives of public service trade unions.

The Minister informed the representatives that, following a two-day consultation process with all relevant stakeholders, the insights and feedback gathered had been compiled into a comprehensive concept paper, which has now been submitted to Cabinet for consideration and further action.

The Minister announced that in a major stride towards modernising the public sector, the Electronic Scheme of Service (e-SoS) will be officially launched next week across all Ministries and Departments. The new system will enable real-time inputs and live tracking of job roles and career development pathways, directly improving work conditions and streamlining the promotion process for Public Officers. To ensure a smooth transition, approximately 230 officers have already completed specialised training on the platform, he added.

Mr Pentiah underlined that this ongoing modernisation strategy also includes the recently completed Electronic Document Management System (EDMS) to significantly reduce paper-based processes, noting that the Electronic Attendance System using Electronic Time Recording will be deployed across all Ministries to digitally monitor employee attendance. He recalled that the Electronic Human Resources Management System (e-HRMS) to optimise workforce management has successfully been implemented.

The Minister also highlighted that a comprehensive Strategic Document is currently being refined to ensure policy coherence and operational consistency in the public institutions. Addressing public sector regulations, he reiterated that Public Officers wishing to engage in private work must strictly obtain prior authorisation from their respective Responsible Officers, observing that these regulatory conditions are not new and have long been an established requirement within the public service framework.

In line with promoting employee well-being, the Minister announced several new initiatives spearheaded by the Public Officers' Welfare Council. These include the establishment of a dedicated Yoga and Meditation Centre at the Ministry's headquarters as well as initiatives aimed at better recognising and supporting retired Public Officers of the Club Le Flamboyant.

In a bid to foster a culture of high performance, Minister Pentiah indicated that the Public Service Excellence Award is being revamped into the Public Service Delivery Excellence Award, to specifically recognise and reward the highest standards of service delivery across Ministries and Departments.
