Carbon-market framework for Mauritius under development

A four-day workshop to strengthen Mauritius’ capacity to develop a carbon-market framework under Article 6 of the Paris Agreement opened today at The Docks in Port Louis. It brings together around 50 representatives from Government, the private sector, civil society, local authorities and technical partner organisations.

The Minister of Environment, Solid Waste Management and Climate Change, Mr Rajesh Anand Bhagwan, was present at the launching ceremony. The workshop is organised by the Ministry of Environment, Solid Waste Management and Climate Change in collaboration with the Institut de la Francophonie pour le Développement Durable (IFDD), under a technical assistance programme of the Organisation Internationale de la Francophonie (OIF).

It is expected to culminate in a roadmap outlining Mauritius’ priorities, capacity-building needs, stakeholder responsibilities and engagement in Article 6 carbon-market mechanisms.

In his address, Minister Bhagwan highlighted the potential of Article 6 of the Paris Agreement to help Mauritius attract international and private financing for emissions-reduction projects, particularly in the energy, transport and waste sectors. He stressed that, as a Small Island Developing State, Mauritius is particularly vulnerable to climate change and needs to translate its climate commitments into practical projects to modernise energy and transport systems, protect coastal areas and create green jobs.

He also encouraged young Mauritians aged 18 to 35 to participate in the renewed National Youth Environment Council and contribute concrete ideas to environmental action.

The Minister further noted that ongoing public consultations involving women, young people, fishers and farmers will contribute to shaping Mauritius’ position ahead of COP31, scheduled in Türkiye this November.

Against this backdrop, the Programme Specialist of the OIF, Dr Issa Bado, reiterated the organisation’s commitment to supporting Mauritius through technical assistance to develop the institutional, legal and technical framework required for effective participation in international carbon markets and the advancement of its climate objectives.
