Consultative Workshop sets key reform priorities for Proposed Public Sector Reform Bill
Key reform priorities and recommendations were highlighted, today, at the closing ceremony of the consultative workshop on the proposed Public Sector Reform Bill. The outcomes of the workshop will serve as valuable inputs in the preparation of the Bill, in addressing current challenges, and in responding to the evolving needs and expectations of citizens.
The event was held at the Atal Bihari Vajpayee Institute of Public Service and Innovation at Côte d’Or Technopole in Réduit, in the presence of the Minister of Public Service and Administrative Reforms, Mr Lutchmanah Pentiah. The Director General of the Civil Service College, Mauritius, Dr Ramesh Durbarry, and other personalities were also present.
The one-and-a-half-day workshop brought together key stakeholders with the objective of building consensus on the main reform principles to be incorporated in the concept paper for the proposed Public Sector Reform Bill. The legislation is expected to provide an appropriate legal framework to support public sector reform initiatives, with particular emphasis on good governance, transparency and accountability.
The main topics discussed during the workshop were: public service governance, leadership and regulatory oversight; clarification of the roles, responsibilities and boundaries of stakeholders within the public service; performance, accountability and citizen-centric service delivery; human resource management, recruitment and capacity development; fostering a culture of excellence; and public service innovation, digitalisation and artificial intelligence.
In his address, Minister Pentiah commended all stakeholders for their active participation and valuable contributions. He assured participants that their views and recommendations would be duly considered in the preparation of the proposed Bill. Mr Pentiah highlighted several measures being implemented by the Ministry to digitalise and modernise the Public Service, enhance service delivery, and empower public officers.
The Minister stressed the importance of adapting public services to the evolving needs of citizens. In this context, he referred to the Efficiency in Public Policy Implementation Desk, which, he stated, would contribute to enhancing public services, reducing waiting times and ensuring a more effective response to citizens’ needs.
Minister Pentiah further highlighted recent digital developments in human resource management aimed at improving service delivery by public officers. He underlined the importance of strengthening the capacity of public officers through continuous training and professional development programmes offered by the Civil Service College, Mauritius. He also emphasised the importance of upholding the core values expected of public servants in the efficient and effective discharge of their duties.
In conclusion, Minister Pentiah stated that the way forward would be to draw on the ideas and recommendations emerging from the workshop and to continue dialogue and engagement among stakeholders in the lead-up to the preparation of the Bill. He expressed confidence that these efforts would contribute to elevating the Public Service and ensuring the delivery of more responsive, efficient and citizen-centred services.
