Mauritius and India explore enhanced cooperation in public service capacity building

Mauritius, through the Atal Bihari Vajpayee Institute of Public Service and Innovation, is looking forward to deepen cooperation with India in capacity building, Artificial Intelligence (AI), cybersecurity and institutional development as part of efforts to build a more efficient, accountable and future-ready public service.

The Minister of Public Service and Administrative Reforms, Mr Lutchmanah Pentiah, highlighted this objective yesterday following a meeting he had with a delegation from the Rashtriya Raksha University (RRU), India, in his office in Port Louis. The delegation comprised RRU’s Pro Vice-Chancellor, Prof (Dr) Kalpesh H. Vandra; the Director (Academic & Research) from the School of Information Technology, Artificial Intelligence and Cyber Security (SITAICS), Dr Chandresh Parekha; the Director (Project & Training), SITAICS, Dr Jatin Patel; and the Administrative Officer, Ms Hinal Shah.

Minister Pentiah stressed the need for a coordinated and sustainable approach to capacity building, whereby training contributes to the continuous professional development of Public Officers and translates into tangible improvements in public service delivery.

Referring to his recent official mission to India, the Minister underlined the considerable opportunities for Mauritius to tap into Indian expertise. He however emphasised that available resources and training opportunities must be used in a structured, productive and sustainable manner.

In this context, Mr Pentiah advocated moving beyond standalone training courses towards progressive learning pathways that will enable Public Officers to continuously build their competencies and potentially work towards higher qualifications as they advance in their careers.

He also expressed interest in broadening collaboration with RRU beyond cybersecurity and Police training to other areas relevant to public service transformation, which may include AI, information technology, leadership, responsibility, accountability and institutional capacity building. According to him, such cooperation will contribute to developing a more competent and accountable public service while reducing bureaucracy.

For his part, RRU’s Pro Vice-Chancellor informed that his institution is more than willing to collaborate with the Mauritian Government through the Atal Bihari Vajpayee Institute of Public Service and Innovation in a bid to further enhance public service delivery in the country.

The RRU delegation is in Mauritius from 30 August to 06 September 2026 at the invitation of the Mauritian Government. Its visit includes a five-day capacity-building programme on Cybersecurity and Artificial Intelligence for officials of the Mauritius Police Force and other institutions involved in security, justice, financial crime and cyber incident response.
