Road Traffic Amendment Bill 2026 to introduce tougher measures against dangerous driving

The Road Traffic (Amendment) Bill 2026 will be introduced into the National Assembly to strengthen measures against dangerous and irresponsible driving.

The Bill seeks to amend the Road Traffic Act to give effect to Government’s decision to provide for the seizure of motor vehicles and possible disqualification of a driver from driving in cases of driving under the influence of alcohol, drug or intoxicating substance, and to provide for the offence of road rage.

It also provides for:

an offence of causing death whilst driving without a driving licence, a provisional driving licence or an international driving permit;stricter penalties for offences such as causing death by dangerous driving; causing death by careless driving when under the influence of alcohol, drug or intoxicating substance; and road racing.

Additional measures relating to traffic management and road safety are also proposed, including the use of digital driving licence and online payment of fines for traffic offences under Fixed Penalty Notices, except for offences carrying penalty points.

The proposed legislation also seeks to address the problem of excessive noise emission from exhaust pipes.
