Digital Service Framework to strengthen Government digital services

A Digital Service Framework (DSF) will be developed to ensure that all digital services developed, procured and maintained by Ministries/Department are compliant with a set of principles and standards.

The framework will establish a comprehensive set of guiding principles, policies, standards and implementation requirements applicable throughout the lifecycle of every Government digital service.

It will provide a common approach covering key areas including project planning, enterprise architecture, solution design, service delivery, cybersecurity, interoperability, accessibility, user experience, operations, monitoring and continuous improvement.

The framework will also apply to all e-Government initiatives and contribute to the implementation of the Digital Transformation Blueprint (2025–2029), supporting Mauritius’s ambition to build a secure, inclusive, and high-tech economy.

The DSF draws on international best practices and recognised standards while remaining aligned with Mauritius’ legal, regulatory and institutional framework, including the Data Protection Act 2017, Electronic Transactions Act, Public Procurement Act, National Cybersecurity Strategy and Mauritian Public Key Infrastructure Framework.
