SAP Estimate Application launched to help citizens plan retirement benefits

The State Age Pension (SAP) Estimate Application, developed in the context of the pension reform announced in the 2026–2027 Budget and the Finance Act, was launched, today during a press conference, held at the New Treasury Building in Port Louis.

Present on the occasion were the Minister of Social Integration, Social Security and National Solidarity, Mr Ashok Kumar Subron; the Minister of Information Technology, Communication and Innovation, Dr Avinash Ramtohul; the Junior Minister, Mr Kuvalayan Kugan Parapen; and the Financial Secretary, Mr Anandsing Acharuz.

In his address, Minister Subron recalled that the SAP will replace the Basic Retirement Pension as from 01 January 2027. Under the new system, citizens will have the choice of receiving an early SAP from age 60, a standard SAP at the prescribed pension age of 65, or a late SAP from 65 up to 70 years, he said.

He highlighted that Government’s vision for the pension system rests on three pillars: a universal State Age Pension for all citizens; a contributory pension for all Mauritians who work, through the relaunch of the National Pension Fund 2.0; and an appropriate lump sum for citizens upon retirement.

Minister Subron also recalled that Clause 12 of the Finance Bill 2026, relating to amendments to the National Pensions Act, was adopted by the National Assembly on 31 July 2026. He highlighted that means testing has been removed under the new system.

He reassured that persons currently benefiting from an old-age pension will continue to receive their pension. He also underlined that citizens will have the right to choose the age at which they wish to start receiving their SAP, describing the reform as an initiative aimed at promoting intergenerational solidarity.

According to Minister Subron, the SAP Estimate Application has been developed to simplify the transition to the new pension system and reduce uncertainty and concerns among citizens by allowing them to estimate their future pension benefits.

For his part, Minister Ramtohul highlighted the role of technology in making public services more accessible and communication easier. He explained that the SAP application will enable users to manage and verify their retirement benefits directly from a smartphone through the Korek super app or via the website of the Ministry of Social Integration, Social Security and National Solidarity.

Junior Minister Parapen subsequently demonstrated how the application works and how an individual’s SAP is expected to evolve over the years. He explained that the projected annual increase in the SAP is 3.5%, taking into consideration the previous year’s cost of living and based on the medium-term inflation target of the Bank of Mauritius.

The pension will also include age-based increases. At age 75, an additional Rs 1,500 per month will be added to the prevailing SAP; at age 90, an additional Rs 7,995 per month; and at age 100, an additional Rs 5,185 per month.

The current standard SAP stands at Rs 15,555. It will be revised every January at a rate to be prescribed, taking into consideration the cost of living of the previous year, in addition to the applicable age-based increases.

As from 01 January 2027, citizens may elect to receive an early SAP upon attaining 60 years and before reaching the prescribed pension age. Alternatively, a late SAP may be elected from the prescribed pension age up to 70 years. Both early and late SAP benefits will be subject to annual cost-of-living adjustments and age-based increases.

Citizens will also be able to continue working while receiving their SAP. The new SAP is universal for citizens aged 60 and above, with age being the sole criterion for eligibility.
