HEC: Capacity-Building programme strengthens quality of Open Educational Resources
A two-day capacity-building programme aimed at strengthening the quality of Open Educational
Resource (OER) courses hosted on the National OER Repository was launched today
by the Minister of Tertiary Education, Science and Research, Dr Kaviraj Sharma
Sukon, at the Caudan Arts Centre in Port Louis.
The programme, organised by the Higher Education Commission (HEC), brought together representatives from public higher education institutions, namely the University of Mauritius, the University of Technology, Mauritius, the Open University of Mauritius, the Université des Mascareignes, the Mauritius Institute of Education, and the Mahatma Gandhi Institute.
Present at the opening ceremony, the HEC Chairperson, Dr Ashveen Kumar Kissoonah, and HEC Commissioner, Professor Romeela Mohee, underscored that the initiative will support the external quality review of courses available on the National OER Repository while fostering consistent and harmonised OER practices across participating institutions.
The resource person for the training is Dr Anthony Lelliott from SAIDE, South Africa. He is providing technical guidance on the evaluation and enhancement of OER course content, with particular emphasis on ensuring alignment with internationally recognised principles of openness, accessibility and quality.
In his address, Minister Sukon highlighted that the training programme aims to reinforce quality assurance practices for OER courses, offered free of charge as part of ongoing efforts to strengthen the quality of OER open educational resources in Mauritius.
The Minister recalled that the National OER Repository was launched in September 2025 during the Pan-Commonwealth Forum 11 (PCF11). The repository currently hosts approximately 88 courses developed under the Technology-Enabled Learning Project implemented from 2022 to 2025.
The capacity-building programme adopts a train-the-trainer approach to strengthen institutional expertise, promote harmonised OER practices among public higher education institutions, and support the continued development of high-quality, accessible learning resources that benefit students, lifelong learners and the wider community, added the Minister.
