NHDC’s syndic system to be thoroughly reformed, announces Minister Mohamed

The National Housing Development Company Ltd (NHDC Ltd) syndic system will undergo a thorough reform in a bid to ensure welfare of co-owners of NHDC Residences and uphold transparency and accountability principles.

The Minister of Housing and Lands, Mr Shakeel Mohamed, made this announcement, this afternoon, during a press conference at the seat of his Ministry in Ebène.

Minister Mohamed highlighted that the reform aims to create a National Syndicate Fund Account at the NHDC Ltd. He pointed out that it is thus proposed to open 59 banking accounts for dedicated Residence syndicates, whereby co-owners also contribute in addition to the grant from Government, which currently amounts to around Rs 40 million each year. The Ministry will allocate funds depending on the number of housing units in each Residence and same will be directly transferred to the NHDC Ltd, to be used as and when required.

In this context, underlined the Minister, a Housing Estate Management and Community Development department comprising of a dedicated team has been created at the NHDC Ltd. A hotline will also be available for co-owners of housing units to be able to raise their concerns to the relevant officers of NHDC Ltd.

According to Mr Mohamed, the dedicated team will look into, inter alia, lawn mowing, minor repairs, cleaning of drains, maintenance of water pumps and playgrounds, timely payment of Central Electricity Board bills for common buildings and wastewater disposal. This, he stated, will ensure that co-owners benefit from timely quality services.

This decision, underscored the Minister, was taken following several meetings carried out between NHDC officers and co-owners of Alpha-La Concorde, Begonia, Chrysanthemum, Dahlia, Eglantine and Flamboyant Residences. He observed that inhabitants at aforementioned Residences were facing several issues such as defective water pumps and inefficient building maintenance and waterproofing problems. He also remarked that co-owners were not contributing to the costs incurred by syndic in five out of these six Residences and relied only on Government grant.

He further deplored that, until recently, 44% of Government grant were used for the salary of syndic members and only 37% were used for repairs and maintenance of the Residences. The reform of the syndic system will enable transparency, accountability and optimum use of public funds, he added.
